Cyber-attacks have increased dramatically over the last few years. The 2023 Indiana Public Sector Cybersecurity Summit provided an opportunity for government technology professionals to learn about the latest efforts to defend, respond and recover from cyber criminals who wish to do harm. The Summit, hosted by the Indiana Office of Technology, included cybersecurity leaders from state and local government throughout Indiana.

Chief Information Officer, Office of Technology, State of Indiana

Indiana Office of Technology, Chief Information Officer Tracy Barnes was appointed by Gov. Eric J. Holcomb in March 2020. In this role, Tracy oversees the Indiana Office of Technology and provides strategic oversight of the State’s technology portfolio, as well as leadership on technology and cybersecurity policy.
Tracy brings significant business leadership and information technology experience to his role, having previously served as Chief of Staff for the Lieutenant Governor, Deputy Auditor and IT Director for the Indiana Auditor of State. Additionally, he was president and chief executive officer for ENTAP, Inc. which designed and delivered effective enterprise focused information technology solutions to organizations in various industries across the globe.
Tracy has been recognized as Inc. Magazine's 9th Fastest Growing Black Entrepreneur and has received accolades from Top 50 Indiana Companies to Watch, the TechPoint MIRA awards and the IBE Governor's Award for Achievement in Technology.
Tracy holds a B.S. in Computer Science from Butler University, a certificate from the Tuck School of Business at Dartmouth and a M.S. in Cybersecurity Law from University of Maryland, Baltimore.

Bryce holds a CISM certification, advises the boards of companies in a diverse array of industries, and has over 20 years of cybersecurity leadership experience. He is the named CISO (Chief Information Security Officer) for many companies, including one listed on the S&P 500.
Bryce speaks to audiences worldwide on how to stay safe from cybercriminals. The #1 goal of his presentation is for you to learn how to bring your cybersecurity risk to a level that is Secure Enough for you. His best-selling book is titled Secure Enough? 20 Questions on Cybersecurity for Business Owners and Executives.
In his free time, Bryce is a high-speed track driver and coach. He has driven cars from a 65 horsepower Mini Cooper to a 650 horsepower Porsche 911 Turbo. He has had over 100 students, none of whom have died while under his instruction.

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author. He led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 to August 2014, including as enterprise-wide chief security officer (CSO), chief technology officer (CTO) and chief information security officer (CISO). During his distinguished career, he has served both the public and private sectors in a variety of executive leadership capacities including advising senior leaders at the White House, National Governors Association (NGA) and the U.S. Department of Homeland Security (DHS). Throughout his career he has received numerous national awards including CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.

Chief Information Officer, Department of Child Services, State of Indiana

Anushree M Bag is the Chief Information Officer at the Indiana Department of Child Services (DCS). In that role, she is responsible for overseeing the technological infrastructure and modernization of two major Indiana DCS systems that enable Child Support and Child Welfare services provided by the central office and 96 offices across the State of Indiana. DCS provides critical and life-changing services to more than 25,000 children and families in the State of Indiana.
Immediately prior to that, Anushree served as an Executive Director of Enterprise Risk and Resiliency Services at the Indiana Office of Technology, where she started her career in public service. In that capacity she managed IT Governance, Risk, Compliance, Business Continuity, and Disaster Recovery for the State of Indiana.
Prior to switching to public service, Anushree spent over two decades in multiple private industries, such as energy, e-commerce, healthcare, insurance, and education. An electrical engineer by education, she holds certifications in Risk Management, Lean, Six Sigma, and Project Management. Anushree is an expert in technology and associated operating model transformation, enterprise risk management, business process management, analytics, large program management, IT governance, and compliance.
Anushree is passionate about women’s empowerment issues and the equitable participation and advancement of capable women in technology. In March 2020 she founded the Government Women in Technology (GWIT) group at the State of Indiana and served as the First Chairperson of the GWIT Board of Directors for the first two years.
Anushree has won several awards- Torchbearer award by the Indiana Commission of Women; Trailblazers award by the National Association of Women Business Owners; Woman of Impact by American Heart Association, 2023; Top 50 award, State Leadership 2023 by Statescoop; Top 25 Doers, Dreamers, and Drivers 2022, by Government Technology; Woman of Influence 2021, by the Indianapolis Business Journal; Mira Award for Community Impact 2021, by TechPoint; and Top 50 award, State Leadership 2020, by Statescoop.
Anushree serves on the Board of Directors of Ronald McDonald House, Christel House Academy, Cric Indy, and the Advisory Board for the Women in Leadership Certificate program at Valparaiso University.

Assistant Director for the Integrated Operations Division, Cybersecurity and Infrastructure Security Agency (CISA)

Bridget Bean is the Assistant Director for the Integrated Operations Division (IOD) at the Cybersecurity and Infrastructure Security Agency (CISA). As the Assistant Director for Integrated Operations, she leads the agency’s efforts around coordinating, collaborating, and executing CISA’s operational activities to ensure seamless support and expedited responses to critical needs.
Under her leadership, IOD ensures CISA’s frontline, externally facing activities are coordinated, collaborative, and communicative across CISA allowing seamless support and expedited response to critical needs as well as delivering the full array of CISA’s services across the Nation. IOD enhances mission effectiveness, information sharing, and situational awareness by unifying the conduct and reporting of operations through a single report channel to provide leadership end-to-end operational visibility for physical, cyber, and communications activities. Additionally, IOD provides CISA-specific and incident-specific intelligence context and products to support all missions and conducts continuity planning and internal drills needed to track and improve the overall operational readiness throughout the enterprise.
Before joining CISA, Ms. Bean was an independent consultant helping state, local, tribal and territorial governments, as well as small businesses and nonprofits, solve complex problems.
Bridget previously served as a Senior Executive at the Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA) with extensive operational assignments in National Preparedness, Human Capital, and Economic Development.
As FEMA’s Acting Deputy Administrator for Resilience, the agency’s third ranking official, Bridget led a team of 1,600 employees and directed an annual budget of $600 million. Prior to that role, she led FEMA’s Grants Program Directorate, where she oversaw the strategic alignment of $20 billion in Homeland Security grants with emerging, multi-faceted threats, as well as the $600 million Grants Management Modernization effort.
During her tenure with the SBA, Bridget served in several roles including Deputy Chief Operating Officer, Chief Human Capital Officer, and Washington Metropolitan District Director.
Bridget is a graduate of George Mason University. She is an active member within her community, serving on the board of GovCon Leadership Advisory Council, a member of Executive Women in Government and is a volunteer with Fairfax County Community Emergency Response Team (CERT) team.

Senior Vice President, Government Technology

Phil Bertolini is a senior vice president for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Heather Doxon

Regional Engagement Manager, MS-ISAC

Heather Doxon is a Regional Engagement Manager (REM) with the Multi-State Information Sharing & Analysis Center (MS-ISAC®). As part of the MS-ISAC’s Stakeholder Engagement team, she works with our nation’s State, Local, Territorial, and Tribal (SLTT) governments and public education institutions to provide free cybersecurity resources and services through partnerships and collaborations. Heather manages partnerships with the hundreds of MS-ISAC® members throughout CISA Region 5, supporting their overall cybersecurity posture. She also holds a GISF certification.
Heather joined the Center for Internet Security (CIS) as an Account Manager with the Elections Infrastructure Information Sharing & Analysis Center (EI-ISAC®). Prior to that, Ms. Doxon worked in the Elections field for almost 15 years, most recently as a Training & Implementation Specialist for the Nebraska Secretary of State’s Elections Division and worked closely with the counties of the state on Elections security and best practices.
Heather holds a Certified Elections Registration Vendor (CERV) from The Election Center and is a graduate of the University of Nebraska – Lincoln. She also is part of Women in Cybersecurity and volunteers in her community with various civic and animal welfare organizations.

Originally from Chicago, Dan started his IT career as a network consultant during the tech boom of the 1990s. He is a technology leader and public safety strategist for the Town of Schererville. His experience and foundation in SMB IT has enabled him to be both a strategist and a realist when it comes to goals and policy creation. His experience with public safety and emergency communications paved the way to his successful launch of a consolidated 911 PSAP. Dan has recently started to apply his technology experience to aid local law enforcement with digital investigations as a Reserve Police Officer.

Kevin E. Greene is an experienced leader, champion and advocate for advancing the state of practice in cybersecurity. He has successfully led multiple federally funded R&D projects in his career that were commercialized and transitioned into practice.
Kevin is currently the Public Sector CTO for OpenText Cybersecurity. Leveraging his innovative and strategic expertise, he drives customer engagement around cyber capabilities in federal agencies for digital transformation, software supply chain, zero trust and evolving threat defense.
Prior to joining OpenText, he worked at the MITRE Corporation supporting DevSecOps and cyber defense initiatives. Kevin also spent time serving our nation as a federal employee at the Department of Homeland Security, Science and Technology Directorate, Cyber Security division.
He holds a Master of Science and Bachelor of Science in Information Systems from the New Jersey Institute of Technology and supports several external advisory boards in formalizing cybersecurity curriculum and initiatives.

Hemant and his security team work with agency partners, the Indiana Executive Council on Cybersecurity and other elected official offices to help enable the state's digital transformation and innovation while ensuring the security, resilience, and trustworthiness of its data and systems. Hemant most recently was named a Top Global CISO for 2023 by Cyber Defense Magazine and was recognized by StateScoop as State Cybersecurity Leader of the Year in 2019 and with a State Leadership Award in 2023. The StateSoop 50 awards honor the projects and people driving state government technology and cybersecurity across the country.

As the Board Chair of Government Women in Technology (GWIT), the first-ever employee resource group for Indiana state government, she spearheads initiatives that foster a supportive and inclusive environment for women in technology.

A Purdue grad with a BS in Agricultural Education, Kent got his start in technology writing FORTRAN code on a Unisys mainframe for United Airlines in 1998. Following 9/11 Kent was a Programmer/Analyst and then Systems Administrator for Tippecanoe County Government. In 2018 he became Chief Information Officer and successfully kept the county running through COVID. He is currently a contributing member of Indiana Executive Council on Cybersecurity, President of GMIS Indiana, and a voting member of the Indiana SLCGP committee.

Theresa Lanowitz is a proven global influencer and speaks on trends and emerging technology poised to help today’s enterprise organizations flourish. Theresa is currently the head of cybersecurity evangelism at AT&T Business.
Prior to joining AT&T, Theresa was an industry analyst with boutique analyst firm voke and Gartner. While at Gartner, Theresa spearheaded the application quality ecosystem, championed application security technology, and created the successful Application Development conference.
As a product manager at Borland International Software, Theresa launched the iconic Java integrated development environment, JBuilder. While at Sun Microsystems, Theresa led strategic marketing for the Jini project – a precursor to IoT (Internet of Things).
Theresa’s professional career began with McDonnell Douglas where she was a software developer on the C-17 military transport plane and held a US Department of Defense Top Secret security clearance.
Theresa holds a Bachelor of Science in Computer Science from the University of Pittsburgh, Pittsburgh, PA.

Scott Maitland serves as the Deputy Commissioner and Chief of Staff for the Department of Local Government Finance. He earned his Bachelor’s Degree in Applied Computer Science from IUPUI in 2015, and an MBA from Butler University in 2022.
Scott previously worked as a Programmer within the Department during 2014 and 2015. Then he spent almost 3 years at Interactive Intelligence/Genesys as a Software Engineer before returning to the Department in the fall of 2018 as IS Division Director. Scott was promoted to Chief of Staff in 2020, and Deputy Commissioner in August of 2023.
When not working, Scott is cheering on the St. Louis Cardinals and Indianapolis Colts, playing chess, and spending time with his wife, Emily, and son, Miles.

Denise Linn Riedl is the Chief Innovation Officer for the City of South Bend, Indiana and head of the City's Department of Innovation & Technology which houses IT, digital services, data, and customer service. Before joining the City of South Bend in 2019, Riedl was the Ecosystem Development Manager for the Chicago-based City Tech Collaborative (formerly known as the Smart Chicago Collaborative) where she led the Connect Chicago Fund, the Chicago School of Data, and the Array of Things Civic Engagement Project. Riedl began her career in the Spectrum Auctions Division of the US Federal Communications Commission. Writings include Inclusion of Underserved Residents in City Technology Planning (2018), The Next Generation Network Connectivity Handbook (2016), The Chicago School of Data (2018), and Toward Inclusive Urban Technology (2020). Riedl is a board member of the Benton Institute for Broadband & Society. Riedl received her B.A. from the University of Virginia and her M.P.P from the Harvard Kennedy School of Government.
