Phil Bertolini is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Shonte Eldridge currently serves as an Executive Government Advisor with Amazon Web Services (AWS). In this role she is responsible for engaging State and Local Government leaders to build cloud frameworks that reduce cost, improve service delivery, change customer experience and transform the enterprise into a modern, inclusive, equitable and innovative enterprise. Prior to joining AWS, Ms. Eldridge worked in the public sector for over 20 years and held various C-suite positions including the Deputy Chief of Operations for the City of Baltimore, Chief of Policy, Planning and External Affairs for the Office of the States Attorney for Baltimore City and Chief of Policy for Maryland’s Governor’s Office of Crime Control and Prevention. During her time in government she was known for using technology to solve some of the largest operational and social challenges her state and local governments faced, as well as changing the culture to more readily accept and try new technologies. Ms. Eldridge’s work in the industry has appeared in numerous national publications and is often called upon to speak and conduct workshops on the importance of creating holistic digital transformation strategies and how to implement technology that improves operations and delivers a better customer experience.

Chief Information Officer, Milwaukee County

Lynn J Fyhrlund serves as the Chief Information Officer for Milwaukee County. As Chief Information Officer, Lynn is charged with the creation of strategic IT initiatives that align with Milwaukee County’s long-term goals. He works closely across all departments and Elected Officials to deliver innovative programs and services that enhance employee, department, and constituent services.
Previously he served as the IT Director – Business Applications for Information Technology for Milwaukee County. In this role, he oversaw Information Technology Application Services which provides, operates, and maintains computing and software services that meet the needs of Milwaukee County. During his tenure, he engineered a number of important changes to IT at Milwaukee County. Among these were substantial upgrades to the Mainframe infrastructure, Criminal Justice Information System, advances in the utilization of document management and collaborative tools, and critical investments in the use of technology for Master Data management.
Prior to joining Milwaukee County, Lynn served as a Command Sergeant Major in the United States Army Reserve. In this role, he served as the senior non-commissioned officer for the 3-339th Infantry Regiment – Basic Combat Training. He led the Battalion on several training initiatives, working to improve training environments, optimizing processes, inspiring drill instructors to continuously improve, and leveraging digital platforms to improve experiences.
In addition to his administrative tasks, Lynn served on the CIO Advisory Board for Technology United where he is working with Techquity to bridge the digital divide by fostering greater digital equity and inclusion throughout our community. He is a member of MKE Tech Hub and is a volunteer with Team Rubicon which is an organization that serves communities by mobilizing veterans to continue their service, leveraging their skills and experience to help people prepare, respond, and recover from disasters and humanitarian crises.
Lynn came to Milwaukee County after twenty years at Omni Resources Consulting. In that role, he provided strategic direction to enhance customer’s use of technology. He oversaw design and management, guided training activities, and worked to establish innovative approaches to support the integration of technologies into processes.
Lynn strives to provide practical insight into the use of technologies to drive greater business engagement. He is an established consultant, helping organizations integrate technology into their business practices and their internal and external communication processes.
Lynn is the father of two children who do an amazing job of keeping him busy and engaged in their lives. In 2017, he received a Master of Business Administration from the University of Wisconsin – Madison.

Alan Greenberg is the Chief Information Security Officer (CISO) for the Department of Administration, State of Wisconsin. In this role, Alan is responsible for developing information security policy and strategy while executing a vision that promises to establish a high level of protection while enabling the state to conduct safe and secure operations.
With over thirty years of progressive experience, Alan has held senior leadership positions as the Security Lead for DoD Companies, Energy Companies, a Major University; and a Senior Cyber Security Technical Director/Program Manager. Alan is a retired Army Major with multiple assignments including the National Security Agency, Tactical Signal Assignments and VII Corp Communications Officer during Desert Storm.
Alan has a BA in Political Science/Pre-Law from Western Illinois University and an MSA in Administration from Central Michigan University.

Jim Meehan is the Global Investigation Manager for Global Security Services where he coordinates the forensic investigations conducted by the investigative response unit worldwide. Prior to working at Verizon, Jim worked with the United States Secret Service. With 27+ years of law enforcement experience, his career spanned numerous disciplines within the United States Secret Service to include supervising technical security countermeasures and tactics. He served in a supervisory capacity on the Presidents Protective Detail during which he advanced to the principal assignment on the President’s Counter Assault Team. In his last assignment with the agency he was the Deputy Special Agent in Charge of Cyber Operations. In that position he supervised and engaged in historical transnational cybercrime investigations, oversaw the Critical Systems Protection Program and all of the Secret Service network intrusion and forensic examination programs.
He has a Master’s Degree in Strategic Studies (Counter Terrorism) from the National Defense University and has graduated from the Chief Information Security Officer Program at Carnegie Mellon University.

A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards.
