Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Wisconsin Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

"This will be my fourth address to the Digital Government Summit. The first was after a few weeks on the job and the last was a report out on the progress of our plans. This year we continue to move the needle by being effective, efficient and accountable to the citizens of the State of Wisconsin through our product and service offerings. While we continue to advocate for enterprise strategies, we must also be more innovative, agile and nimble. Enterprise strategies offer the consistency of best practices across our IT organizations to achieve economies of scale while also listening and soliciting great ideas from every corner of the state and local government. Our citizens and market trends will keep us challenged with many opportunities to be better. I am confident we have a phenomenal staff throughout government that will encourage dialogue between policy makers, business people and IT professionals, including building collaborative relationships and then letting our talent flourish to make Wisconsin a premier state."

Roger Duncan, Research Fellow, Energy Institute, University of Texas

Technology and energy are inextricable. They evolve – or fail to evolve – mutually, and their combined impact on society is incalculable. Today we are headed for an entirely new form of “Industrial Revolution”. Technology megatrends such as nanotechnology, robotics, embedded intelligence, smart buildings and the “Internet of Everything” will dramatically alter the social landscape, as will extraordinary advances in energy production and storage. Some of it may be more hype than reality at this point, but there are some serious game-changers already in play and many more to come! In this session, nationally known energy expert Roger Duncan explores the road ahead and discusses government’s complex balancing act in keeping our nation safe, secure and prosperous.

Speaker's Bio: Roger Duncan is a Research Fellow with the Energy Institute and a Research Associate at the Center for International Energy and Environmental Policy at The University of Texas at Austin. In addition, Roger serves on the Board of Directors of the Alliance to Save Energy, the Board of Trustees of the American Solar Energy Society, and is President of the Pecan Street Project, an Austin smart grid initiative. Roger is the former General Manager of Austin Energy, the municipal utility for Austin, Texas, which has been recognized as a leader in renewable energy, energy efficiency, and smart grid activities. Prior to that position, Roger was twice elected to the Austin City Council. In 2005, Business Week magazine recognized Roger as one of the top 20 carbon reducers in the world. He has a B.A. from the University of Texas at Austin with a major in philosophy.

Second Day Keynote – Natives, Immigrants and Innovators – Oh My!

Jared Covili, Professional Development Trainer, Utah Education Network

Whether "digital immigrants" or "digital native", everyone brings a wealth of experience to the workplace that can be enhanced using new tools. Technology has reached the point where it can support just about anything that anyone wants to do. The toughest challenge is embracing the process of reinvention, but sometimes external pressures leave you no choice. In this session, author and professor Jared Covili will discuss innovate ways of bringing social media and technology tools into your office space to help colleagues and citizens interact with the message of businesses and government.

Speaker Bio: Jared Covili has been a professional development trainer at Utah Education Network (UEN) for 13 years. He specializes in teaching strategies for classroom integration of technology such as Google tools, geospatial learning, social media, web page design, and digital devices. Previously, Jared was a Language Arts teacher at the secondary level. He received a Bachelor’s degree in English and a Masters in Instructional Design and Educational Technology from the University of Utah.

Jared is also an adjunct faculty member of the College of Education at the University of Utah, where he teaches technology integration classes to undergraduate students. He served as the president of Utah Coalition for Educational Technology (UCET) for 2011-2012 and currently serves on the UCET board. In 2012, Cowrin Press published his first book, Going Google: Powerful Tools for 21st Century Learning. His second book, Classroom in the Cloud, is set for release in Fall 2015.

Retired U.S. Army Major General John Davis is the Vice President and Federal Chief Security Officer for Palo Alto
Networks, where he is responsible for expanding cybersecurity initiatives and global policy for the international
public sector and assisting governments around the world to successfully prevent cybersecurity attacks.

Prior to joining Palo Alto Networks, John served as the Senior Military Advisor for Cyber to the Under Secretary
of Defense for Policy and served as the Acting Deputy Assistant Secretary of Defense for Cyber Policy. Prior to
this assignment, he served in multiple leadership positions in special operations, cyber, and information
operations. His military decorations include the Defense Superior Service Medal, Legion of Merit, and the Bronze
Star Medal.

John earned a Master of Strategic Studies from the U.S. Army War College, Master of Military Art and Science from
U.S. Army Command and General Staff College, and Bachelor of Science from U.S. Military Academy at West Point.

Vice President/General Manager and Global Head, Unisys Public Sector 

Mark Forman is an accomplished Executive with more than 30 years of professional work experience, including a Presidential appointment to be the first U.S. Administrator for E-Government and Information Technology, the Federal Government’s Chief Information Officer.  Mr. Forman has a long record of accomplishments in government management reforms, spanning a variety of government and industry positions.  In his current role, Mr. Forman has global responsibility for leading all Unisys activities and growing revenues and profitability within the Public Sector vertical.  This includes providing direct leadership for the Client Executive teams supporting Public Sector clients and developing strong working relationships within Unisys to expand existing solutions and develop new offerings. Prior to joining Unisys earlier this year, Mr. Forman was Vice President for IT Services and Cloud Solutions at Engility, assisting government agencies in transitioning to the cloud by providing advanced systems engineering, integration and decision-support services.  Mr. Forman is a co-founder of several IT companies and held executive and senior leadership positions at KPMG, IBM, and US Senate Committee staff.

solutions related to M2M (Machine-to-Machine).  Jeff has worked closely with various government agencies to 
respond to the unique needs of the market and developed partnerships and products that have allowed business and 
government customers alike to improve operations through a variety of asset and fleet management as well as 
monitor and control solutions.  He has over 20 years of experience in programming and hardware engineering.  Jeff 
earned a B.S. degrees in Psychology and Computer Science from the University of Wisconsin, Stevens Point and a 
Masters in Computer Science from the University of Wisconsin, Madison.

Nolan Jones is the General Manager of Louisiana Interactive.  Mr. Jones has more than 15 years of government-sector experience. In addition to serving as a General Manger, he leads the R&D activities for NIC including the development of the very first official government iPhone and iPad apps.  He was formerly the CIO for the Colorado Department of Revenue. He has also served as the Director of Motor Vehicles and the Manager of Tax Policy and Innovation for the Colorado Department of Revenue.  Jones has a Bachelor’s from the University of Washington and a JD from the Seattle University School of Law.

Chris serves as a partner and trusted adviser to VMware's customers in the Americas, and also collaborates with the IT and business community at large on cloud, mobile, virtualization and data center modernization strategies. Chris and his peers in the Office of the CTO work closely with VMware's product teams to ensure that VMware's future innovations align with essential market needs.
Prior to joining VMware, Chris was a Research Vice President for Gartner’s Technical Professionals service, where he managed the data center and private cloud research agenda. He was also a founding member of the Data Center Strategies team at Burton Group, was a nationally recognized independent virtualization consultant, instructor at multiple colleges, worked for several years at CommVault Systems, and started his IT and technology career in the US Marines.
