Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Utah Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Alan is Executive Vice President of e.Republic and Publisher of Government Technology magazine. His duties include consulting on the editorial strategy for numerous magazines, papers and reports as well as oversight of the annual production of more than 200 events for Government Technology, Public CIO, Emergency Management, the Center for Digital Government, and the Center for Digital Education. Held regionally in state capitols and large metropolitan areas, the events address key strategy and policy issues surrounding the use of information technology in state and local government and education.

Alan has been a guest lecturer at Stanford University and a frequent speaker for key government and industry organizations. For nearly 30 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

John Grotegut is the Head of Global Talent Acquisition for HireVue. In this role he leads HireVue's Talent Acquisition Strategy and Execution worldwide. He is responsible for finding and hiring incredible talent and pushing the envelope of HireVue's product offerings internally.
With over 16+ years of Talent Acquisition experience Grotegut is a pioneer user of video interviewing technology. Most recently he has been leveraging data science and automation to transform HireVue’s talent acquisition team and solve HireVue’s Business Initiatives.
Grotegut graduated from Brigham Young University in Business Management with an emphasis in Organizational Behavior.

Michael Hakkarinen

Technology Instructor, Utah Education Network

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Billy Hill

Customer Solution Architect, Big Data and Analytics, ViON Corporation

William “Billy” Hill is a Customer Solution Architect for Big Data and Analytics Solutions at ViON. He is a seasoned software and data engineer building and deploying analytic solutions to support DoD and commercial missions. He started his career as a computer programmer in the US Air Force as a member of the Air Intelligence Agency (now Air Force ISR). He’s been a software developer and data scientist for large IT organizations like IBM, Red Hat and SAS Institute as well as startups like Saffron Technology. Billy earned a Master of Science in Computer Information Systems from Boston University and a Bachelors in Computer Science from Park University. When not developing software, he competes in Predictive Analysis competitions and volunteers is various education outreach programs.

Jayne Friedland Holland

Chief Security Officer and Associate General Counsel, NIC Inc.

Jayne Holland manages NIC’s legal, policy and technology practices to ensure security of public sector Web portals and online services. She oversees enterprise-wide Payment Card Industry (PCI) compliance and performs internal infrastructure security reviews as a certified PCI Internal Security Assessor (PCI ISA).
Holland frequently writes and speaks on security trends, on building effective security management programs and on best practices in eGovernment security.
She advocates for best practices in the payment card industry and trains technology leaders on how to protect payment card information, which promotes secure payment processing. As a PCI ISA and practicing attorney, Holland provides valuable perspectives on organizations’ challenges in protecting their clients’ sensitive information.
Holland began her career as a trial attorney with McGlinchey Stafford Law Firm in New Orleans. She holds a Bachelor of Arts degree in Political Science from Newcomb College of Tulane University and a Juris Doctorate from Tulane Law School.

Robert Love is a development team lead at the State of Utah's Department of Technology Services. His team is responsible for implementing the Unemployment Insurance (UI) Tax System which has won the best UI system in the nation for that past several years. He is a frequent speaker at technology conferences and events. He is a trained SCRUM master with a degree in Information Technology with an emphasis in Software Development from Western Governors University.

Miriah Meyer

Miriah Meyer

Assistant Professor, School of Computing, University of Utah

Miriah is a USTAR assistant professor in the School of Computing at the University of Utah and a faculty member in the Scientific Computing and Imaging Institute. Her research focuses on the design of visualization systems for helping researchers make sense of complex data. She obtained her bachelor's degree in astronomy and astrophysics at Penn State University, and earned a Ph.D. in computer science from the University of Utah. Prior to joining the faculty at Utah, Miriah was a postdoctoral research fellow at Harvard University and a visiting scientist at the Broad Institute of MIT and Harvard.
Miriah is the recipient of a NSF CAREER grant, a Microsoft Research Faculty Fellowship, and a NSF/CRA Computing Innovation Fellow award. She was named both a TED Fellow and a PopTech Science Fellow, as well as included on MIT Technology Review's TR35 list of the top young innovators and Fast Company's list of the 100 most creative people. She was also awarded an AAAS Mass Media Fellowship that landed her a stint as a science writer for the Chicago Tribune.

Drew Mingl has spent the last 15 years building & connecting large student/school data warehouses and systems in Utah. His last project combined all Utah's K-12 public education data with college/university data into Utah's first statewide longitudinal student data and information system. He is Utah's first 'State Open Data Coordinator' and recently designed and built Utah's "Opendata.Utah.gov" platform/portal which combines publicly available data/information from over 40 different state, local and federal agencies and offers citizens a better way to access, analyze and use public information all about Utah."

John E. Nixon, CPA

Senior Chief Administrative Officer and Chief Financial Officer, University of Utah

John Nixon joined the University of Utah’s Presidential Cabinet on March 1, 2014 where he now serves as the Senior Chief Administrative Officer and Chief Financial Officer. In this new role, he oversees the university’s Administrative and Finance $3.6 billion enterprise, focusing on optimizing the use of resources and increasing administrative efficiencies as the university strengthens its undergraduate and graduate programs and builds its reputation as one of the world’s great research institutions. His portfolio includes a team of over 2,500 employees in the areas of Finance, Human Resources, Information Technology, Facilities, Administrative Services and Auxiliaries, and Public Safety.
Nixon served as Michigan’s budget director from 2011 to 2014, reporting directly to Governor Rick Snyder, where he led a department of 2,700 employees responsible for the oversight of the state’s $52 billion budget, government technology, and the administrative functions of state government.
Nixon is the former state budget director for Utah, having served for Governors Jon Huntsman and Gary Herbert. He is a Certified Public Accountant and holds a BS degree in Corporate Finance from Brigham Young University and an MBA with an emphasis in Information Technology from the University of Utah.

Chief Administrative Officer, City of Provo

Wayne Parker is the Chief Administrative Officer of the City of Provo, Utah and has served in that role for 12 years. As the CAO, he directs the day-to-day activities of Provo City government under the direction of Mayor John R. Curtis.
Prior to his service in Provo, Wayne served for 8 years as the Director of Management Services for the City of Ogden, Utah. Wayne also served as Ogden City’s lobbyist at the Utah State Legislature.
Before working for the City of Ogden, Wayne was the director of state and local planning in the Utah Governor’s Office with Governor Mike Leavitt. He has also been city manager in Roy, Utah and city administrator in Merriam, Kansas and Smithville, Missouri.
Wayne received his bachelor’s degree in history and master’s degree in public administration from Brigham Young University. He has received awards from the Utah League of Cities and Towns, the International City/County Management Association (ICMA) and the City/County Communications and Marketing Association and was an L.P. Cookingham Fellow for the City of Kansas City, Missouri.

Kumar Rachuri

Director, State & Local Government Solutions, Product Management & Engineering, Adobe

Kumar Rachuri has worked with the State of Ohio as a public servant for 18 plus years and held various leadership roles across five different agencies, including both central services agencies as well as line of business/mission focused agencies.
Most recently, Kumar worked as the CIO for the Ohio Department of Job and Family Services. As a triple combined agency, OH DJFS houses Medicaid; Welfare; Child Support; Children Services; Child Welfare; Unemployment Compensation and Workforce Development along with administrative and support areas. This agency’s operating budget was in excess of $20 billion dollars and the IT budget was over $275 million dollars per fiscal year, as such the agency’s technology organization was the largest IT organization in a state government agency in the country. Under Kumar’s leadership as CIO, their technology team was recognized for “Excellence in Human Services Technologies” in the category of “Collaboration across Boundaries” by APHSA – ISM 2013.
Prior to OH DJFS, Kumar served at the Ohio Office of Budget and Management (OBM) in a dual role capacity as the CIO and the Director – Strategy and Business Development, Ohio Shared Services Center (OSS). OSS calls for consolidation of state’s fiscal operations from 26 cabinet level agencies to one business center. This project received accolades from notable organizations i.e. Gartner and Harvard Business Review, leading them to write white papers of Ohio’s cutting edge implementation of business process re-engineering eventually. Towards his efforts on technology front, Kumar was recognized as one of the Nation’s Top 25 leaders by Government Technology Magazine in 2011, a distinction given to innovative and visionary leaders as the “Doers, Dreamers, and Drivers” in United States.
After a long and fulfilling career as a public servant Kumar decided make his transition to private sector and accepted a very exciting opportunity at Adobe Systems Inc., in early December 2013 as their Director – Healthcare Innovation, US Public Sector practice. In this role his primary responsibility is to work with the State and Local HHS technology leaders, to align the Adobe products and expertise in resolving the needs of their business challenges.
