Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Pennsylvania Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.
This Year’s Topics Include:
Whenever we have the opportunity to network with peers, discuss best practices, share lessons learned and explore leading-edge technologies, we need to take full advantage. The annual Pennsylvania Digital Government Summit is the perfect place to do it. We have some big plans in the Commonwealth and we have a lot to talk about. I invite you to attend the Summit and be part of the discussions. I hope to see you there!

Concurrent SessionsInternet of Things and Its Impact on GovernmentGettysburgThe Internet of Things (IoT) is a series of billions – soon to be trillions – of sensors and devices connected to one another via the Internet. Most of it is automated, and the possibilities that IoT brings to society are the stuff of science fiction. But it’s all very real, and the question on many people’s minds: Is government ready? This session explores the role of government in using, exploiting, controlling, securing and surviving the hyper-connected world of IoT. Mohini Singh Dukes, Senior Portfolio Marketing Manager, Juniper Networks (@MohiniDukes) Shawn Taylor, Public Sector System Engineer, ForeScout Technologies, Inc. (@smtaylor12) Sean Telles, Manager of Systems Engineering, Public Sector, State & Local Government, ForeScout Technologies Open Data – Open AccessLancasterOpen data isn’t just a trend – it’s the future. To quote Star Trek: resistance is futile! There are just too many tangible benefits and too many political pressures to ignore. But before taking the leap, there are some common misconceptions to clear up regarding what starting and running an open data program really entails. This session tackles these myths and discusses the real-life efforts required to launch, maintain and govern a successful open data initiative. Stephen Aux, Chief Information Officer, Department of Conservation & Natural Resources, Commonwealth of Pennsylvania Rae-Ann Ginter, Director, Division of Informatics, Department of Health, Commonwealth of Pennsylvania John Parker, Transportation Planning Manager, Department of Transportation, Commonwealth of Pennsylvania Julie Snyder, Director of Data and Digital Technology, Office of Administration, Commonwealth of Pennsylvania Design Thinking in GovernmentLeland BoardroomThere may be no better place for human-centered design than government. After all, government is all about servicing its customers without any ulterior motives such as profits and stock valuation. It’s a noble pursuit with nearly limitless possibilities. This session discusses how to start incorporating Design Thinking into all phases of the problem-solving process. Michael Ansley, President and General Manager, Pennsylvania Interactive, LLC (@PA_Interactive) Raja Schaar, Assistant Professor, Product Design, Antoinette Westphal College of Media Arts and Design, Drexel University Dr. Samir Shah, Associate Clinical Professor in MIS, Department of Management, Drexel University Transition to Agile – Are You Ready?Bridgeport BoardroomConventional project management and software development are deliberate and orderly, emphasizing rigorous specification and planning. Today, however, our consumer-centric society is pushing the pace of development and response, leading to far shorter windows and putting a strain on conventional methodologies. An agile approach is an increasingly popular solution but it can also create quite a mess if you’re not properly prepared. This session looks into current thinking about how, when and why an agile approach is the right way to go. Featured Speaker – Exponential Government: The Future of Public ServiceCarlisle/York RoomPatrick Moore, Senior Fellow, Center for Digital Government ex·po·nen·tial (adjective): becoming more and more rapid. The world we knew is changing at exponential speed. The iPhone has eclipsed the Blackberry, mobile devices are displacing PCs, the cloud is radically challenging long-held assumptions about data centers, and the Internet of Things is redefining connectivity. What we regard as state of the art today will look quaint tomorrow as exponential technologies unlock individual, organizational, and societal potential. Along the way, people get scared, old organizational models crumble, and legacy cost structures stop penciling out. Understanding these shifts and how they differ from previous shifts is imperative. This session provides a tour of the meta-trends that are reshaping our communities – demographics, economics, methods of work, customer expectations and the relevance of governmental institutions — all annotated with real world examples. By the end, you’ll have a clearer picture of what Exponential Government will look like, how it will act, and why your actions today can lead you to a preferred exponential future and a more perfect union. |

Concurrent SessionsCybersecurity: How Do I Know When I’m Doing Enough?GettysburgGovernment organizations are under attack and the stakes have never been higher. Threats of all types are increasingly sophisticated and better organized. Spearfishing, ransomware and hacktivism are becoming full-fledged industries with remarkably low barriers to entry. There are endless product offerings that claim to provide the protection you need, but there can be such a thing as “too many tools”. Not to mention limited resources. So where do you draw the line? This session looks at the strategies, tools and practices that matter the most. Erik Avakian, Chief Information Security Officer, Office of Administration, Commonwealth of Pennsylvania Dennis Birchard, Principal Enterprise Security Architect, Akamai Technologies Louis E. Bladel, Executive Director, Fraud Investigation & Dispute Services Practice, Ernst & Young, LLP Cover Your “aaS”LancasterToday, almost anything can be delivered “as a service”: software, mobile apps, infrastructure, storage, platforms, data, you name it. The possibilities and configurations are endless, and they introduce a variety of risks and challenges. This session examines the options and factors to consider when the climate calls for a thorough – and defensible – decision-making approach. Moderator: Jason Hebbe, Director, Bureau of Compute and Messaging Services, Office of Administration, Commonwealth of Pennsylvania Sean Crager, Chief Information Officer, Department of Environmental Protection, Commonwealth of Pennsylvania Sandra Patterson, Chief Information Officer, Department of Human Services, Commonwealth of Pennsylvania Michael Shevlin, Chief Information Officer, Pennsylvania State Police, Commonwealth of Pennsylvania Data Rich, Results Poor?Leland BoardroomThe sports world might get the most publicity but virtually every industry is being revolutionized by big data and analytics. Government is no exception but just like Moneyball, groundbreaking success requires stepping outside the box, adopting a new mindset, and embracing new tools and approaches. This session explores ways to make analytics pay off big in your organization.
