Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Pennsylvania Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Jim Meskimen, Master Impressionist and Communication Coach

Today’s culture emphasizes the value of teamwork and collaboration, sometimes at the expense of the individual. This is particularly true in the IT arena where you can sometimes find yourself stereotyped, or even worse, not taken seriously by potential stakeholders. What good are insights and solutions if your words get lost in the crowd? You need to make sure that you’re heard! Jim Meskimen has spent the past 30 years studying the most famous, creative and interesting people in modern times. In this fascinating and hilarious session, Jim discusses – and illustrates – the traits and methods used by some of the best and most charismatic communicators in the world. Don’t settle for being “one of the crowd”. YOU have a unique identity. YOU have a voice!

Speaker Bio: A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

Cyber security is the new front line of financial crime and social upheaval. It is the new Wild West, with hackers divided among the "white hats" and "black hats." Stage coach and bank robberies of old have been replaced by heists of personally identifiable information from major retailers, insurers and governments. Political protests are increasingly taking the form of denial-of-service attacks by so-called “hactivists” to disrupt the normal order of things. Such things can and do happen anywhere, and everybody has a role in preventing, preparing for, and responding to cyber threats. John Cassidy

Branch Director, Cybersecurity Division, CenturyLink

John Cassidy works extensively with Sr. Leadership at the Department of Homeland Security and other US Intelligence Agencies to develop innovative programs that provide government class intelligence on cyber threats to the private sector. In 2010, Mr. Cassidy was a key contributor on the Defense Industrial Base (DIB) pilot between the DoD, interagency partners, and representatives of the private sector. The DIB pilot was the first successful voluntary public/private cyber intelligence information sharing initiative of its kind. Mr. Cassidy has played a key role in assisting the Federal government to transform this pilot to a fully operational program and system known as the DHS Enhanced Cybersecurity Service (ECS) Program. The ECS Program now offers banks, hospitals, and other private US critical infrastructure entities with protections utilizing sensitive and classified government vetted cyber threat information. The ECS program is a major component of the NIST Cybersecurity Framework.

Sean has worked within state and county government for the last 14 years in various technology leadership roles at multiple agencies. Sean is also a Navy veteran, a graduate of Shippensburg University, and resides in Dillsburg, PA with his family.

Dr. Rod Fontecilla

Vice President, Application Services & Chief Data Scientist, Federal & Commercial Agency, Unisys

Dr. Rod Fontecilla is Vice President of Application Services for Unisys Federal Systems.  In this role, Dr. Fontecilla leads all aspects of software development, system integration, mobile development and data analytics focused on the federal government.  He also leads Big Data Analytics (BDA) globally for all Unisys as Chief Data Scientist. In this capacity, he is responsible for creating data analytic products for multiple industries creating predictive models using machine learning algorithms. He leads a cadre of data science professionals providing business insights to our customers.  Dr. Fontecilla is responsible for providing leadership, coordination and oversight on all IT solutions, data analytics, emerging technologies and IT services delivery.  He has more than 25 years of professional experience in the implementation of large and complex mission-critical IT solutions for both commercial and the federal government.  Dr. Fontecilla brings an extensive background and expertise in data analytics, cloud computing, mobile development, enterprise architecture, and IT governance and strategy. Dr. Fontecilla received his Ph.D. from Rice University on Applied Mathematics.

Howard M. Neukrug, P.E., BCEE, Hon D.WRE

CEO / Commissioner, Philadelphia Water

Mr. Neukrug is a local and national leader in the drinking water, green infrastructure and wastewater utility industries, recognized as a builder of regional and inter-agency coalitions and trust-based relationships with regulators, legislators, and communities. He is the creator of Philadelphia’s Green Cities, Clean Waters Program and runs a $1 billion utility for Philadelphia’s water services. He is an advisor to the US EPA and other environmental agencies on issues of policy and regulation, water quality and treatment and urban planning and sustainability and has served on many environmental advocacy organizations. Mr. Neukrug is a graduate in Civil and Urban Engineering from the University of Pennsylvania, where he is currently teaches 2 courses: “Water, Science, and Politics” and “The US Water Industry in the 21st Century”.

Former Secretary of Information Technology, State of Maryland and Chief Information Officer, City of Baltimore 

Elliot Schlanger is well-known in the community of state and local government as the first Chief Information Officer for the City of Baltimore and the first-ever Secretary of Information Technology for the State of Maryland.  Some of Elliot’s work in 3-1-1 CRM, CitiStat performance management and public video surveillance have become international models.  During his career, Elliot has captured numerous prestigious awards including Gartner CRM Excellence, CIO Magazine’s CIO 100, Government Technology Magazine’s Top 25 Doer, Dreamers and Drivers and a Center for Digital Government’s Cybersecurity Leadership and Innovation Lifetime Achievement Award in conjunction with Governor Martin O’Malley.
For many years, Elliot was a committed organizer and supporter of Maryland Digital Summit.
Elliot, a certified Project Management Professional, holds an undergraduate degree in chemical engineering and master’s degree in business.  He is currently in a private consulting practice.

Harold is currently the SE Director for the East Coast for Aruba A Hewlett Packard Enterprise Company.  In his role Harold is responsible for all of the Systems Engineering resources for all aspects of the mobility engineering across the entire Eastern US. He leads a team of mobility engineers who are responsible for access management, mobility infrastructure as well as location based context aware mobile engagement solutions.  He has more than 26 years of professional experience in the implementation of large complex and secure wired and wireless networking infrastructures for mission critical application driven enterprises in both the commercial and financial marketplaces.  Harold is a graduate of Temple University.
