Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Pacific Northwest Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Opening Keynote – Natives, Immigrants and Innovators – Oh My!

Jared Covili, Professional Development Trainer, Utah Education Network

Whether "digital immigrants" or "digital native", everyone brings a wealth of experience to the workplace that can be enhanced using new tools. Technology has reached the point where it can support just about anything that anyone wants to do. The toughest challenge is embracing the process of reinvention, but sometimes external pressures leave you no choice. In this session, author and professor Jared Covili will discuss innovate ways of bringing social media and technology tools into your office space to help colleagues and citizens interact with the message of businesses and government.

Speaker Bio: Jared Covili has been a professional development trainer at Utah Education Network (UEN) for 13 years. He specializes in teaching strategies for classroom integration of technology such as Google tools, geospatial learning, social media, web page design, and digital devices. Previously, Jared was a Language Arts teacher at the secondary level. He received a Bachelor’s degree in English and a Masters in Instructional Design and Educational Technology from the University of Utah.

Jared is also an adjunct faculty member of the College of Education at the University of Utah, where he teaches technology integration classes to undergraduate students. He served as the president of Utah Coalition for Educational Technology (UCET) for 2011-2012 and currently serves on the UCET board. In 2012, Cowrin Press published his first book, Going Google: Powerful Tools for 21st Century Learning. His second book, Classroom in the Cloud, is set for release in Fall 2015.

Cyber security is the new front line of financial crime and social upheaval. It is the new Wild West, with hackers divided among the "white hats" and "black hats." Stage coach and bank robberies of old have been replaced by heists of personally identifiable information from major retailers, insurers and governments. Political protests are increasingly taking the form of denial-of-service attacks by so-called “hactivists” to disrupt the normal order of things. Such things can and do happen anywhere, and everybody has a role in preventing, preparing for, and responding to cyber threats. Alex Alben

Alex Alben

Chief Privacy Officer, State of Washington

Alex Alben has played a leadership role in the field of digital media and has shared his expertise in both teaching and journalism. He helped launch ESPN.com and ABCNews.com, and served for six years in senior management at RealNetworks. Alben worked as a researcher for CBS News in 1980 and went on to work for Mike Wallace at CBS Reports. In the 1990s, Alben worked as an entertainment lawyer for Orion Pictures and Warner Bros. He was a candidate for the U.S. Congress from Washington State's 8th Congressional District in 2004.
A graduate of Stanford University and Stanford Law School, Alben writes for The Seattle Times and other publications on the intersection of media, technology, and politics. He is the author of both fiction, Our Man in Mongoa, a novel, and Analog Days—How Technology Rewrote Our Future. In April of 2015, Alex was named the Chief Privacy Officer for the State of Washington.
Alben currently lives in Seattle.

Social Media Specialist, King County

Derek Belt manages King County's digital media program that engages 220,000 fans and followers across 170+ social networks and reaches 1 in 9 residents via email and text messages. Centrally located in the IT department, Derek works with staff at all levels of government and teaches strategic thinking and measurement. Time is our most valuable resource, and Derek's job is to ensure King County staff see value in the time they spend with social media tools. He has a Masters in Digital Media from the University of Washington and previously worked at a local advertising agency called Banyan Branch that was acquired by Deloitte Digital in 2013. His team at the agency worked with the Gates Foundation and National Civil Rights Museum, among others. Long story short, Derek helps King County do old things in new ways.

Michael Cockrill

Chief Information Officer, Washington Technology Solutions (WaTech), State of Washington

Michael Cockrill is the Washington State Chief Information Officer (CIO), appointed by Governor Jay Inslee on January 23, 2013. His responsibilities include overseeing the state’s strategic vision for information technology (IT), evaluating state agencies’ IT spending and major technology projects, and establishing IT policies and standards across state government. Michael brings to the state more than 20 years of operational experience building both software and software companies in the private sector including PhotoRocket, Atlas Accelerator, Mixxer, and Qpass. He is also a nine-year veteran of Microsoft, where he led Product Management on MSN’s original e-commerce efforts and the client strategy for Microsoft Merchant Server and Commerce Server, as well as design and development of the Microsoft Wallet and the Commerce division’s overall payment strategy. Michael holds a double BS in Computer Science and Mathematics from the University of Puget Sound, in addition to non-degree graduate work at UCLA and the University of Otago, New Zealand.

Toni Cramer

Chief Information Officer, City of Bellevue

Toni Cramer is the Chief information Officer (CIO) for the City of Bellevue and Director of its Information Technology Department (ITD). Bellevue is the fifth largest city in Washington, with a population of about 120,000 that is bursting with diversity. It is the high-tech and retail center of the Eastside, with more than 130,000 jobs and a skyline of gleaming high-rises. The city organization is comprised of approximately 1400 full time employees, about 60 of which work in ITD.

ITD is a centralized technology department that includes application support, GIS, software and web application development, desktop management and help desk functions, security, network and server administration, and media services.

As CIO, Cramer is responsible for aligning technology with enterprise business strategy, developing partnerships with public and private entities to deliver exceptional service at low cost, driving innovation and change in the organization in partnership with the city executive team. Two notable examples of such innovative partnerships include the eCityGov Alliance, a regional partnership that offers shared online services with multiple award winning applications, and the Community Connectivity Consortium, which co-owns and manages an expanding regional fiber network that connects a growing number of community anchor institutions. Cramer’s success in developing and implementing shared service models resulted in her 2010 award from Government Technology as one of the year’s Top 25 Doers, Dreamers and Drivers.

Ronald has been working in the Information Technology industry for over 28 years, with over 17 years of experience dedicated to Information Security. As VP of the Security Solutions Division at PTP, he is responsible for the direction and operations of the division.
Prior to joining PTP, Ronald served as the Vice President of the Vulnerability Assessment Division at SAIC where he successfully exploited dozens of the largest financial systems in the world including twice hacking SWIFT implementations. At Digital Equipment Corporation he managed and led teams to design and implement Enterprise Networking Systems comprised of more than 40,000 nodes for Citibank, the Department of Defense, CIA and NSA.
Ronald has assessed the security of over half the Fortune 50 and dozens of the largest State and local Governments including Texas Department of Health, CalPERS, CalSTRS, Georgia Technology Authority, California DMV, California Department of Technology, and the City of Chicago.

Mark joined Oracle after serving as a United States Navy Aviator and Test Pilot and has worked in and co-founded several information technology businesses. He speaks often to government and industry audiences to help them realize more value from their data and information technology.

With more than 22 years of experience in the telecommunications industry, Mr. Prekopa brings a wealth of knowledge of the industry trends and technologies currently shaping the business services market place, and he has extensive experience in both the public and private sectors of the government, education and healthcare industries. His team’s charter is to build customized, advanced data and voice solutions for state and local governments, K-12 education and higher education institutions.

Prior to joining Comcast, Mr. Prekopa held various sales management positions with AT&T, Cox Communications and Time Warner Cable.

Prasad Saripalli serves Edifecs as VP SaaS Ops, helping define, deliver, run and manage Edifecs SaaS to streamline the exchange and processing of healthcare information in real time, using products rich in Analytics. Recently, he served as CTO and VP Engineering at Secrata.com, provider of military grade Cloud security solutions, as CTO & EVP at ClipCard, Visual Analytics for Big Data, and at IBM as the Chief Architect for IBM's SmartCloud Enterprise. Earlier, he was the Principal Group Program Manager on Microsoft's Client Virtualization team responsible for shipping Virtual PC7 on Windows 7 and components of Hyper-V, and a Dev Manager on the Citrix group which built Citrix Presentation Server (now Citrix XenApp). Prasad has doctoral training separately in Engineering and Computer Science from the University of Florida, post-doctoral training from the University of Texas, and teaches Cloud & Virtualization at University of Washington (UWT) and Machine Learning at Digipen.

Wilford (“Will”) Saunders

Program Manager - Open Data, Washington Technology Solutions (WaTech), State of Washington

Will brings more than a decade of experience in the information and communications technology field to the state's Open Data efforts. Most recently, Saunders has been the state's lead for Economic Development in the ICT sector. As director of the Washington State Broadband Office beginning in 2010 he worked with app developers, educators, public and private providers and economic development agencies across the state. He has worked on communications and technology issues for the state since 2005, including work in telephone regulation and the state’s IT agency. He is admitted to the bar in Washington and Maine and is a graduate of the Evans School's Cascade Center and UW Tacoma's LeaderPath program.

Timothy Wallach

Supervisory Special Agent, Federal Bureau of Investigation

Timothy Wallach is an FBI Supervisory Special Agent who leads the Cyber Task Force in the Seattle Field Office of the FBI. In this capacity he manages and oversees the FBI’s Cyber Crime program in the State of Washington. In addition to his responsibilities of leading the Cyber Task Force, in 2014 Mr. Wallach was one of the principal architects of the FBI’s Cyber-National Security investigative model and served as its national Program Manager.
Prior to his assignment in Seattle, Mr. Wallach was the FBI’s Legal Attaché in The Hague where he was responsible for all FBI matters in the Netherlands.
Mr. Wallach has been an FBI Special Agent since 1996 and has held previous assignments in the San Diego and Washington, DC Field Offices, the FBI Legal Attaché Office in Switzerland and FBI Headquarters in Washington, DC.
Mr. Wallach holds a Bachelor of Arts degree from the University of California, Santa
Barbara.

Sad but true, government is a target-rich environment for cyber criminals. The vast amount of personal information stored in databases, documents and systems can be a treasure trove for the unscrupulous. However, even with all the news, there are not enough people in government that fully comprehend the current level of sophistication of cyber criminals, nor the scope of the threat. ALL of government has become viable as targets, even small agencies and jurisdictions. This session acts as a continuation of the lunch general session and will focus on the current threat landscape, approaches to managing digital evidence, the challenges faced by budget constrained organizations, and how to manage information securely and within privacy and regulatory parameters.
