Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Pacific Northwest Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

Knowing how to properly analyze and respond to the data are necessary characteristics of growing and thriving organizations. This session is all about crunching the numbers and making big data work for your organization. Prasad Saripalli, Adjunct Professor, Cloud Engineering, University of Washington – Tacoma Mike Simon, Lecturer/Adjunct Faculty – Information Assurance and Cybersecurity, University of Washington - Tacoma Living in the CloudMeeting Room 316Anything as a Service (XaaS) is the essence of cloud computing, and these days almost anything can be delivered as a service: software, infrastructure, storage, platforms, data, you name it. The concept is no longer new, but it's far from settled. Challenges remain in building the business case and determining the risks and rewards. Valuable lessons have been learned by both government and private industry in recent years. This session focuses on available options, how to effectively contract for services, practices that work and pitfalls to avoid. Mark Johnson, Director, Government PaaS Cloud, Oracle Randy Manly, Deputy Director, Information Services, Snohomish County Multi-Application Networks for Smart CitiesMeeting Room 317A true multi-application platform creates a foundation for today’s smart city applications while providing the flexibility to add new services in the future. For example, many leading and innovative utilities and cities around the world are deploying networked street lights that will ride on the same network as smart grid applications. In this presentation, hear how these technologies are being implemented right here in Washington. Chelo Picardal, Chief Technology Officer, City of Bellevue |

Lunch Keynote – Breach! When Bad Things Happen to Good People (and Their Organizations)Ballroom A/BCyber security is the new front line of financial crime and social upheaval. It is the new Wild West, with hackers divided among the "white hats" and "black hats." Stage coach and bank robberies of old have been replaced by heists of personally identifiable information from major retailers, insurers and governments. Political protests are increasingly taking the form of denial-of-service attacks by so-called “hactivists” to disrupt the normal order of things. Such things can and do happen anywhere, and everybody has a role in preventing, preparing for, and responding to cyber threats. This interactive session unpacks key lessons and learnings from real-life cases with the help of a panel of security experts. Moderator: Rebecca Friedman, Government Technology magazine Panelists: Ronald Hamilton, Vice President, Security Solutions Division, Performance Technology Partners David Morris, Chief Information Security Officer, Washington Technology Solutions (WaTech), State of Washington Timothy Wallach, Supervisory Special Agent, Cyber Task Force, FBI Seattle Division |

Concurrent SessionsInformation BattlegroundMeeting Room 315Sad but true, government is a target-rich environment for cyber criminals. The vast amount of personal information stored in databases, documents and systems can be a treasure trove for the unscrupulous. However, even with all the news, there are not enough people in government that fully comprehend the current level of sophistication of cyber criminals, nor the scope of the threat. ALL of government has become viable as targets, even small agencies and jurisdictions. This session acts as a continuation of the lunch general session and will focus on the current threat landscape, approaches to managing digital evidence, the challenges faced by budget constrained organizations, and how to manage information securely and within privacy and regulatory parameters. Alex Alben, Chief Privacy Officer, State of Washington Scott Bieber, Chief of Police, City of Walla Walla Chris Chidley, Information Technology Manager, Skagit Transit The Future of the IT WorkforceMeeting Room 316The IT landscape is dramatically changing – the technologies we use, the people we work with, and the way we deliver services are transforming at a pace previously unforeseen. This panel discussion will talk about the current make-up of the multigenerational workforce, how generations can collaborate to solve IT problems, and strategies for building the workforce of the future. Gage Andrews, Director, Information Services, Snohomish CountyView Andrews Presentation Here Morgan Zantua, Master of Cybersecurity and Leadership Recruiter, Institute of Technology- University of Washington TacomaView Zantua Presentation Here Why Broadband MattersMeeting Room 317Policy makers have identified broadband as a critical infrastructure to help grow the state’s economy. It can be a catalyst for businesses to grow and expand, for students to have access to greater educational opportunities, for patients and doctors to connect without leaving their communities, and for citizens to engage with their government. While more Washingtonians have access to broadband, those that remain unserved and underserved are finding it increasingly difficult to connect. Come hear how Washington is approaching the challenge of ensuring that citizens have equal opportunity to access high-speed broadband. Fast Track SessionsBallroom A/BSocial Media Analytics and ROIAnalytics is about so much more than counting Facebook likes and Twitter followers. Developing practical knowledge of analytics tools is not as difficult as it sounds, and even a small staff can spend valuable time tracking, analyzing and presenting social media metrics. It’s one thing to count social media followers; it’s another thing to understand and engage them. Don’t be a “like” counter. Derek Belt, Social Media Specialist, King County Reinventing the Brand Public ServiceAttracting and retaining IT talent in a sellers’ market is a foundational problem for future government. To address this issue, Governments need to realize we have a brand whether we manage it or not. The brand “Public Service” has some unique characteristics that we can enhance and some negative perceptions we can work to change. This session will explore the components of the brand public service and give some insights to experiments that Washington is running to effect that brand. Michael Cockrill, Chief Information Officer, Washington Technology Solutions, State of Washington Game of DronesRecent debates about privacy and the security of personal information have been prolific across all areas of government, and drones bring a whole new element to the equation. This session discusses the issues and challenges and examples of government uses of what is sure to be a game-changing technology. Toni Cramer, Chief Information Officer, City of Bellevue |
