Under her leadership, Oklahoma became the first state to offer residents free access to AI Essentials training, equipping thousands with critical skills for the future.

John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government.
From June 2008 to September 2013, Sean served as the state of Oregon’s Deputy State Chief Information Officer. Since 2013, Sean has served as a Principal Legislative IT Analyst with the Oregon Legislative Fiscal Office and as the Committee Administrator for Oregon’s Joint Legislative Committee on Information Management and Technology. In addition, Sean serves as a member Oregon’s Task Force on Artificial Intelligence and as Oregon’s representative to the National Conference of State Legislatures (NCSL) Taskforce on Artificial Intelligence, Cybersecurity and Privacy.
Throughout his 26-year tenure in Oregon state government, Sean and the teams he has led have received several state, regional and national recognitions and awards. In addition, Sean has represented the state of Oregon on numerous state, regional and national project steering committees, task forces, governing boards, committees, commissions and associations, and has presented on various topics at local, state, regional, national, and international meetings and conferences.
Sean earned his Master of Business Administration (MBA) degree and Certificate of Public Management from the Willamette University, Atkinson Graduate School of Management. Sean is an ISACA Certified Information Security Manager (CISM) and holds a PMI Project Management Professional (PMP) certification.

Brandon Bowman is the State Programs Director for the Oklahoma Rural Water Association, responsible for overseeing the Association’s Water and Wastewater System Sustainability Contracts. Two important program areas that his team tackles are improving cybersecurity at small water and wastewater systems and encouraging adaptation of technology that improves efficiency and effectiveness in operations at these systems.
Brandon is a fifth-generation Oklahoman and has a Bachelor of Science degree in Environmental Science and a Master's Degree in Public Administration, both from the University of Oklahoma. He lives in Moore, Oklahoma.

Scott Carr is an accomplished public speaker on a variety of topics including team-building, technology, trends, and cyber security. With over 25 years of Information Technology management experience building world class technology teams and creating centers of excellence within corporate, non-profit, and city government environments, Scott’s experience also includes executive management of operations, marketing and corporate sales, as well as management of over one hundred different digital media brands. Scott has been a member of the Tulsa CIO Forum for over fifteen years, and has been recently focused on highlighting technology in Tulsa through Flywheel Tulsa, a non-profit organization he co-founded in 2022 that features Tulsa technology, music, art, and food through strategically planned events.
Today, Scott is the Director of Information Technology for the City of Broken Arrow. He has previously held the position of U.S. Chief Information Officer for Clarion Events, a global events company based in London. Prior to that he was the Senior Vice President and Chief Technology Officer at PennWell, a global media and events company based in Tulsa, Oklahoma which was acquired by Clarion Events. Scott has a Bachelor’s degree in Computer Science, and a Master’s degree in Information Technology.

Ms. Henry has worked for the OSBI for over 25 years, working in a variety of roles in the Criminalistics and Information Services Division. In the Criminalistics Division, Ms. Henry worked as a Forensic Biologist, CODIS State Administrator and Unit Supervisor, and as a Criminalistics Administrator and Quality Manager. Ms. Henry later oversaw the OSBI’s Office of Professional Standards before moving to her current role in the Information Services Division.
Over the years, Ms. Henry has overseen laboratory accreditation with the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) and agency accreditation with the Commission on Accreditation for Law Enforcement Agencies. Ms. Henry is a former member of the Association of Forensic Quality Assurance Managers (AFQAM) and served on the Program Committee and as an Executive Board member. In addition, she served on the ASCLD/LAB Board of Directors and the National Institute of Standards and Technology Organization of Scientific Area Committees (NIST OSAC) Quality Infrastructure Committee.
Ms. Henry currently serves on the National Crime Prevention and Privacy Compact (Compact) Council and is an appointed member of SEARCH, the National Consortium for Justice Information and Statistics, where she serves on the Board.

James LeClair is the Emergency Management and Safety Coordinator for the Otoe-Missouria Tribe of Indians, where he has led numerous initiatives in emergency management, safety, and disaster preparedness. His tenure has been marked by extensive collaborations with agencies such as FEMA, Oklahoma State University Fire Service Training (OSUFST), and the Louisiana State University National Center for Biomedical Research and Training (LSU-NCBRT). James has achieved a Master Certification in Infrastructure Protection from TEEX and is a certified Community Emergency Response Team (CERT) instructor, providing CERT training to adults and teens within his community. He has also shared his expertise at the Inter-Tribal Emergency Management Coalition (ITEMC) Summit, where his presentations have been well received by various tribal affiliates and stakeholders. James’s role extends to wildland firefighting as a coordinator for the United States Forest Service (USFS) and Bureau of Indian Affairs (BIA), where he conducts training programs and fire academies to ensure preparedness among tribal members.
With a career foundation in law enforcement, James has served as Chief of Police for multiple tribes, including the Otoe-Missouria Tribe, Tonkawa Tribe, and Ponca Tribe, where he led teams in emergency response, law enforcement training, and community policing. His commitment to continuous learning is evident through his numerous certifications, including as a Certified Floodplain Manager and Certified Storm Water Inspector, and his bachelor’s degree in political science with a focus on emergency management from Oklahoma State University. James is also certified as a CPR/First Aid/AED instructor and an OSHA instructor through TEEX, allowing him to offer critical safety training for both emergency and general industry contexts. Currently, he leads an Incident Response Team for the State of Oklahoma through the Office of Management and Enterprise Services (OMES), ensuring swift and effective resolution of statewide IT incidents. Gregory holds several industry certifications, including CompTIA A+, Network+, Security+, and ITIL Foundation 4, which reflect his commitment to professional development and excellence in IT service management.
In a fun twist, Gregory learned to fly an airplane before getting behind the wheel of a car, showcasing his adventurous spirit. Additionally, he is an avid cruiser, having embarked on over 11 sailings with his wife Sarah. Gregory graduated with a Bachelor of Arts in Communications from Southeastern Oklahoma State University, bringing a well-rounded and local perspective to the tech industry.

Lloyd Levine is a former member of the California State Legislature where he served as Chair of the Assembly Committee on Utilities and Commerce. Currently, Mr. Levine serves as T-Mobile for Government’s National Senior Executive for State and Local Government Strategy and is a Senior Policy Fellow at the University of California, Riverside School of Public Policy.
As a Legislator, Mr. Levine established himself as one of California’s leading experts in energy, telecommunications, broadband and technology policy. Mr. Levine’s desire to accelerate the deployment of broadband technology led him to author and pass the Digital Infrastructure and Video Competition Act (DIVCA), which changed the way video and telecommunications companies were regulated, bringing statutes into par with the current technologies. He also successfully authored legislation streamlining and expediting the process of siting high-speed communications equipment on state property, and legislation changing the way school districts can procure technology.
Mr. Levine served as a member of Governor Schwarzenegger’s Broadband Taskforce and was a Founding Member of the Board of Directors of the California Emerging Technology Fund. Mr. Levine currently serves as a Founding Member of the Advisory Board for the UC Riverside School of Public Policy, where he and the school’s Dean, Anil Deolalikar, co-founded the Center for Technology, Policy and Society.
Through his work and academic publications, Mr. Levine has earned a reputation as a nationally recognized leader in government technology and policy, including recently being named “one of the 40 most thought-provoking innovators in New York city and state” by the prestigious New York City & State magazine. Mr. Levine has appeared on television and radio programs across the country and has been published and cited widely in print media, with articles published in everything from daily newspapers to legal publications. Mr. Levine has served as a panelist and keynote speaker at energy and technology conferences around the world, and been a guest lecturer in many universities and law schools.
As a Senior Policy Fellow, Mr. Levine has multiple peer reviewed articles and book chapters on technology, utilities, broadband and the digital divide, and the intersection with government. Mr. Levine’s first book, an exploration of the challenges at the intersection of technology and government. Titled, “Technology vs. Government: The Irresistible Force Meets the Immovable Object was published in March of this year. Most recently, Mr. Levine served as guest host for a special, 11-part series – based on his book – of the UC Riverside podcast Policy Chats.
Mr. Levine currently resides in Sacramento with his wife, Emmy award winning KCRA Anchorwoman Edie Lambert and their two children.

Chief Technology Officer & State Coordinator for Health Information Exchange

Career senior healthcare executive with extensive experience in executive/client relationships, information management, health information applications / infrastructure, and IT governance & operations. Mr. Miller oversees all technology strategy for the Health Care Authority while also serving as the State Coordinator for the Health Information Exchange. He has previously held the positions of Chief Information Officer at Baptist Health, Alabama, and served as CIO at Oklahoma Heart Hospital locally. He has additionally held senior IT positions at Chesapeake Energy, Kerr-McGee and Cerner Corporations. Mr. Miller has led the governance, evaluation and implementation of healthcare technologies and their operations and implementation through-out his career. Additionally, Mr. Miller has been involved in the start-up, operations, and governance of multiple HIE’s both here in Oklahoma as well as in Alabama. Steve holds degrees from Oklahoma State and Southern Nazarene Universities, as well as carries the designation of certified Chief Information Officer (CHCIO) from the College of Healthcare Information Management Executives (CHIME).

Amanda’s primary goals as State Purchasing Director are to increase the velocity of procurements, increase the efficiency of Central Purchasing systems and processes, and improve the quality of service provided to state suppliers.

As an executive government advisor, Carlos is a public sector data practice subject matter expert who specializes in helping organizations leverage data to make informed, actionable decisions. He also works with Chief Data Officers, Geospatial Information Officers, and other data leaders to develop mission-driven data programs.
Prior to joining Amazon Web Services (AWS), Carlos gained 27 years of experience in federal and state government and higher education. Carlos was the first Chief Data Officer for the Commonwealth of Virginia. During his tenure, he helped former-Governor Northam, his executive team, and public health and emergency management professionals respond to the COVID-19 pandemic by leveraging data-driven intelligence products to help keep Virginians safe.
In Virginia, Carlos developed a statewide data program that leveraged the data trust as the legal framework to facilitate data sharing across public and private entities. The data program featured a secure cloud-based data sharing platform as the technical implementation of the data trust. He also established a centralized entity resolution service mapping individuals across multiple data systems supporting longitudinal studies. Carlos also provided an enterprise reporting system to facilitate the development and delivery of data-driven intelligence products to internal and external stakeholders. Lastly, he implemented the governance structure which facilitated engagement among leaders across the organization from agency data stewards to state senators in the data conversation.
Carlos also served as Chief Data Officer and Chief Enterprise Architect for the US Department of Transportation’s Federal Transit Administration in Washington, D.C. Prior to these roles, Rivero worked at the National Oceanic and Atmospheric Administration’s Southeast Fisheries Science Center in Miami, Florida, as a physical scientist and as a research associate at the University of Miami’s Rosenstiel School of Marine and Atmospheric Science. This is where he developed a passion for geospatial information systems, ecological modeling, and data.
Carlos earned a Bachelor of Science degree in Environmental Studies from Florida International University. He received a Master of Science in Business Intelligence and Analytics from Saint Joseph’s University, focusing on database design, data management, business intelligence, big data, and data analytics.
Carlos enjoys traveling the US with his wife, daughter, and dogs in their RV and participates in outdoor activities everywhere he goes.

From serving as the lead technology educator at Capitol Hill High School to working as a CTE Technology Coordinator, he has been at the forefront of integrating technology into educational settings, ensuring effective communication and curriculum development.
Currently, as the Director of Technology Services at the Oklahoma State School Boards Association (OSSBA), Adam has been instrumental in managing and coordinating technology services. This role involves overseeing system analysis, programming, and hardware configuration for OSSBA staff. He is also involved in Technology Assessments for Oklahoma’s public schools, which range from infrastructure needs to cybersecurity assessments. Additionally, he works with public schools on professional development.
Adam is committed to working with schools to develop plans that align with their vision for instruction, providing students and staff with the necessary infrastructure and devices for success.
