Katrina Flory

State Chief Information Officer, DAS Office of Information Technology, State of Ohio 

Katrina Flory is an accomplished IT professional with extensive experience in State government. As the state chief information officer (CIO) and assistant director of DAS, she oversees the DAS Office of Information Technology and sets the IT direction for the State of Ohio.
State CIO Flory is instrumental in the leadership of two transformational Ohio IT initiatives, the now completed IT Optimization effort and the ongoing IT Innovation initiative. IT Optimization provided the standardization necessary to drive economies of scale through infrastructure consolidation (server, storage, mainframe, and network). The next step, IT innovation, streamlines and modernizes State IT through a focus on digital experience, cyber security, enterprise shared services, and collaboration.
In her role as State CIO, Flory is committed to delivering IT services and solutions that support state agencies, boards and commissions in their efforts to provide vital services to Ohioans. The use of state technology assets is vital to increase the well-being of Ohioans and their health, property, security, livelihood, and prosperity is essential.
Prior to becoming State CIO, Katrina Flory served in the deputy state CIO role for approximately 10 years. She led efforts to establish DAS OIT strategic direction and oversaw enterprise shared service operations such as the Ohio Administrative Knowledge System (OAKS), InnovateOhio Platform, Ohio Business Gateway (OBG), and the eLicense system.
Since joining DAS in 2000, she has been directly involved in driving the technology agendas of four Governors and seven State CIOs.
State CIO Flory has a Bachelor of Arts from Miami University in Oxford, Ohio.

Rob Lloyd

Executive Director, Center for Digital Government and Center for Public Sector AI

Prior to joining e.Republic and the Center for Digital Government, Rob served as Chief Technology Officer for the City of Seattle, where he led a 600-person organization with a $310 million technology budget serving 816,000 residents and a 14,000-person workforce. The department's mission: "We put powerful information and tools in the hands of people to unleash brilliance in service to our community."
Rob brings 20 years of C-suite experience across government, utilities, and technology in Washington, California, Arizona, Oregon, and Colorado. He previously served as Deputy City Manager for Transportation, Aviation, and Technology for San José, the nation's 12th largest city and the center of Silicon Valley. His work has advanced AI adoption, public-private partnerships, procurement modernization, and pioneered omnichannel 311. Teams under his leadership have earned more than 50 national honors. He has been recognized as an Governing Magazine Public Official of the Year, GovTech Doers Dreamers & Drivers (twice), ORBIE CIO of the Year (twice), and LocalSmart City Executive of the Year (four times).

Shawnee Delaney

CEO, Vaillance Group and Former Spy

Shawnee Delaney is co-host of the popular YouTube series, Control Room, founder and CEO of Vaillance Group and an award-winning globally recognized expert in human risk management. As a decorated former Case Officer with nearly a decade at the Defense Intelligence Agency (DIA), she conducted clandestine human intelligence (HUMINT) operations worldwide, including four combat zone tours in Iraq and Afghanistan, ultimately serving as both Detachment Chief and Supervisory Branch Chief. After leaving DIA, Shawnee supported the Department of Homeland Security (DHS) in protecting U.S. critical infrastructure with the Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) before leading the creation of insider threat programs at Fortune 500 companies such as Uber and Merck Pharmaceuticals. Shawnee has advised nation-states, multinational corporations, and startups alike on preventing, detecting, and managing insider threats and continues to be a highly sought-after keynote speaker and consultant on insider threat, cybersecurity, and risk management. She has written articles or been cited on Insider Threat in publications such as the Cipher Brief, USA Today, Fox Business, Yahoo Finance, Business Insider, the Hill, Spyscape, Associated Press, Benzinga, and the Financial Times, among other international periodicals. She holds master’s degrees in Counter-Terrorism & Counter-Proliferation and Cybersecurity.

Michael Carmack

Chief Information Officer, Department of Education and Workforce, State of Ohio

Michael Carmack is Chief Information Officer for the Ohio Department of Education and Workforce. His 30-year career in the government IT sector includes roles as a programmer, database administrator, business intelligence expert, and IT operations leader. As a CIO, Michael’s focus is on modernizing government technology and processes so that services are aligned with the expectations of Ohio’s citizens; and he believes the advent of generative AI creates exciting new pathways to achieve that goal.

Kimberly Carroll

Assistant Director of People Operations, Franklin County Data Center

Kimberly Carroll serves as the Assistant Director of People Operations at the Franklin County Data Center, where she provides strategic leadership in talent acquisition, employee onboarding, and workforce development. She is certified in Lean Six Sigma, Prosci Change Management, and holds the SHRM CP credential as a Human Resources Professional.
She is passionate about making a meaningful impact and building high-performing teams that advance the organization’s mission to deliver innovative technology services. Her commitment to continuous improvement, people centered leadership, and organizational enhancement drives her mission to elevate workplace experiences across the IT landscape.

Bill Carter

Director of SLED Capture, Public Sector, Fortinet

Bill Carter is a dynamic cybersecurity leader with a passion for securing the digital world and educating others on the evolving threat landscape. Currently serving as a public sector cybersecurity strategist at Fortinet, Bill previously protected Ohio’s 12 million citizens as the Chief Information Security Officer for the Department of Commerce and Deputy Chief Information Security Officer for the State, overseeing security strategies across 80+ agencies.
With a career spanning additional roles as Field CTO, Senior Systems Engineer, and Technical Consultant, he brings deep expertise in cybersecurity strategy, infrastructure, and risk management.
A hands-on technologist and sought-after public speaker, Bill holds a master’s degree in Cybersecurity and multiple industry certifications, including CISSP, SecurityX, and all MITRE credentials. He is also an Adjunct Professor of Cybersecurity, and an active member of the Ohio Cyber Reserve and the FBI’s InfraGard. Beyond his professional pursuits, Bill is dedicated to philanthropy in serving as CEO for an80,000-person strong non-profit organization.

Tina Chubb

Chief Information Officer, Department of Insurance, State of Ohio

Tina Chubb has been a key figure at the Ohio Department of Insurance since 2000. She began her journey in the Legal Division, where her expertise and dedication led her to establish and lead the department's cybersecurity program as the Chief Information Security Officer. In this role, she implemented comprehensive policies, procedures, and regular training sessions for employees. Under her leadership, the Department successfully implemented its regulatory information system, migrated the agency's data center and infrastructure to the state of Ohio computer center, and created a robust, innovative working environment for employees. Her leadership and vision were recognized, and in October 2020, she was named Assistant Director/Chief Information Officer for the Office of Information Technology and Security. Tina is an active participant in several important state of Ohio and National Association of Insurance Commissioners information, technology, and security-oriented taskforces and workgroups, contributing her knowledge and experience to these vital initiatives. Tina lives in Columbus with her husband and enjoys spending time with her children, grandchildren, and great-grandchildren. She also loves traveling to warm, sunny destinations.

Remard Colston

InnovateOhio Platform Administrator, DAS OIT, State of Ohio

Remard Colston is the InnovateOhio Platform Administrator and responsible for managing the State’s Customer Experience team. The Customer Experience (CX) team establishes the strategy and manages operation for the State’s User Experience and Digital Identity functions.
He previously served as the Service Owner and PMO lead for the Ohio Administrative Knowledge System (OAKS), the State’s ERP application, where he was responsible for driving the business strategy and providing oversight of all projects.
Prior to joining the State, he worked in IT consulting focusing on implementing technology solutions for public sector clients.
Remard earned a bachelor's degree in MIS from the University of Notre Dame. He is a certified Project Management Professional, Scrum Master and ITIL 4 Managing Professional.

Jerred Edgar

Chief Information Security and Operations Officer, Office of Information Technology Services, State of Idaho

Jerred Edgar is a cybersecurity and IT operations executive with over 24 years of military service and a proven track record of leading secure, resilient technology initiatives in high-stakes environments. Since January 2025, he has served as the Chief Information Security and Operations Officer for the Office of Information Technology Services, where he oversees enterprise security strategy, operational resilience, and the alignment of IT services with organizational mission objectives.
Prior to this role, Jerred was the Director of Cyber Innovative Readiness Training (IRT) for the Idaho Army National Guard (IDARNG) from 2019 to 2024. In this capacity, he built a statewide and interagency cyber readiness initiative that leveraged Department of Defense resources to deliver cyber assessments, consultation, and mission-aligned support to Idaho communities and critical infrastructure sectors.
Earlier in his career, Jerred held multiple leadership positions within the 116th Cavalry Brigade Combat Team (CBCT), where he managed enterprise communications for hundreds of training exercises, modernization efforts, and major operations—including two National Training Center rotations, Operation Saber Guardian 2016, and two combat deployments since 2001.
Jerred brings a unique blend of operational experience, strategic vision, and technical acumen to every role, with a focus on building secure, scalable, and mission-driven technology environments.

Christina Frass

Assistant Director, Office of Budget and Management, State of Ohio

Christina Frass serves as the Assistant Director for the Ohio Office of Budget and Management, where she leads the development, coordination, and monitoring of budgets across all state agencies, provides policy analysis to the Governor, and oversees financial transactions involving state funds. She previously held several key leadership roles in Ohio state government, including Chief Operating Officer for the Department of Natural Resources, Chief Financial Officer for the Attorney General’s Office, and Assistant Director for Budget and Planning at the Ohio Department of Education. Christina began her public service career in 2004 as a Budget Analyst at the Office of Budget and Management. She holds a Master of Public Administration and a Bachelor of Science in Social Work from The Ohio State University.

Adam Frumkin

Chief Information Officer, Franklin County Data Center

Adam Frumkin is a dynamic leader with extensive experience in developing, directing, and executing business transformation and strategic initiatives. He has a proven track record of collaborating with executives to provide clarity in strategic decision-making while leveraging technology to drive business process improvements.
Adam’s expertise spans various critical areas, including strategic planning, cultural and organizational development, emotional intelligence, process reengineering, enterprise system implementations, cybersecurity, disaster recovery, and business continuity planning.
Currently, Adam serves as the CIO for the Franklin County Data Center. In this role, he is a trusted advisor and leader who provides strategy and solutions to all County agencies, Boards, and Commissions representing the 1.4 million residents of Franklin County.

Brian Hernandez

Chief Information Officer, Department of Youth Services, State of Ohio

Brian Hernandez serves as the Chief Information Officer and Deputy Director for the Bureau of Information Technology Services at the Ohio Department of Youth Services. With more than 20 years of IT experience, Brian has worked with senior staff and C-suite executives in a variety of roles at major organizations, including Comcast, Time Warner, JP Morgan, and IBM across several regions (Great Lakes, Mid-Atlantic, Midwest and the Southeast). Brian has a wealth of experience in customer service, contact centers, infrastructure, and application management software across various operating platforms.
Brian has worked with STEM programs and high schools in the Columbus area to showcase technology jobs and inspire young minds. While working with the Ohio Department of Administrative Services, Brian started a state technology-based user group conference that allowed all agencies to collaborate on technology. 

Catherine Malkova

Jamia McDonald

Principal, Deloitte

Jamia McDonald serves as Deloitte’s Program Integrity Leader, guiding a practice that supports state and local agencies delivering critical social services to more than 110 million residents each year. Before joining Deloitte, she spent 20 years in government, bringing deep firsthand experience to the transformation of benefits, employment, and human services systems. Her work spans eligibility and enrollment, child welfare, Medicaid, workforce, and housing services. Jamia is focused on helping agencies future-proof service delivery through practical, life-event-driven solutions that remove hurdles, strengthen program integrity, and make it easier for people to access the services they need—meeting rising demand with innovation, compassion, and measurable impact.

Michael Renshaw

Director, Security Specialist, Lumen

Michael Renshaw is Lumen’s Director of Security Specialist.  With 25+ years of experience in engineering and product development. Mike has held several leadership positions in managed security and network engineering organizations.  He has served with companies such as Level 3 Communications, Century Link, Akamai, Prolexic Technologies, Solera Networks and others.
For more than 25 years, Mike has worked with the largest states, financial institutions, e-commerce, energy, and telecommunications carriers in the world to create a both security postures and network designs to be outage resilient and security event hardened. He started his career as a network engineer designing and installing MAN/WAN IP and telephony networks. He found his way over to security protecting global clients against state sponsored and cyber activist DDoS attacks, along with many other forms of cyber threats. From this real-world experience, he now leads Lumens SLED security specialists.

Lucia Larise Stavarache, PhD.

Distinguished Engineer, IBM

Distinguished Engineer– Board Member, development manager (80+ people worldwide), IBM research advisor, Quantum Standford Masters, with extensive experience in complex solution architecture for cloud native AI/GenAI & Hybrid cloud solutions. Lead Solution Architect and Design Authority for several IBM charter clients, assets and offerings: IBM Consulting Advantage, IBM Industry LLM Models, Physical AI Offering and IBV.

Jeff Swan

Chief, Infrastructure Services, Office of Information Technology, Department of Administrative Services, State of Ohio

As Chief of Infrastructure Services, Jeff Swan leads the Infrastructure Services Division of the DAS Office of Information Technology.
Jeff oversees data center operations, which includes the Network, Storage, Servers, Mainframe, Cloud Brokerage and Engagement, Office 365, Identity Management, Customer Service Center, Business Relationship Management, ServiceNow, and Desktop Services teams. Jeff’s focus is on customer engagement and delivering service, support, and solutions to state agencies. He provides leadership and guidance for critical operations and initiatives as well as strategies for rate optimization, disaster recovery, and the Cloud Smart platform.
Prior to being appointed Chief of Infrastructure Services in November 2023, Jeff served as the Chief Information Officer for the Ohio Department of Natural Resources (DNR) for nearly 4 years. Before working at DNR, he was at DAS, leading the Servers and Cloud teams for 6 years. Prior to that, he was the Network Services Supervisor at the Ohio Department of Health, where he began his state service in 1996 after a private-sector career.
Jeff holds a bachelor’s degree in business management from Franklin University.

Rick Wagner

Deputy Director, Department of Technology, City of Columbus

Richard is the Deputy Director for the Department of Technology with the City of Columbus, Ohio, where he leads strategic technology initiatives to modernize and secure government services. With more than 20 years of public-sector IT leadership, including leadership roles at the Ohio Bureau of Workers' Compensation, he has led enterprise data, infrastructure, analytics, and digital transformation initiatives that improve operational effectiveness and citizen outcomes. Richard holds both bachelor's and master's degrees in Computer Science and Engineering from The Ohio State University, where he specialized in data mining.

Vanitha Zacharias

Chief AI Strategist and Head of Technology Governance, Department of Administrative Services

Vanitha oversees the technology governance function for the State of Ohio. She also leads the state's AI strategy and governance function and serves as the chair of the AI Council. As part of her public service, she brings extensive experience gained through her career in software development, technology architecture, and strategy. She believes in the transformative potential of AI and focuses her efforts on its ethical application for the benefit of society. Vanitha holds a master’s degree in business administration from The Ohio State University. She also holds advanced AI certifications from Northwestern Kellogg.
