Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Ohio Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Dr. Tom Bradicich is GM and VP at Hewlett Packard Enterprise, leading the global business unit dense scalable servers and IoT Systems, with P&L, worldwide product development, and customer experience ownership. He and his team direct the HPE Discovery Labs and IoT Innovation Labs in the US, Europe, and Asia, for partner and customer collaborations.
Tom was named in Computer Reseller News’ (CRN) Top 25 Disruptors of 2016, and in the Top 100 Executives of 2016. With first of a kind innovation, Tom’s products received an InfoWorld 2015 Technology of the Year Award, the ARM TechCon Best of Show, a CRN 2015 Product of the Year Award, a 2016 IT Brand Pulse Leader Award sweeping all categories, and the furthest on the Gartner Magic Quadrant, Modular Servers. Randy Cole

Executive Director, Ohio Turnpike and Infrastructure Commission

Randy Cole has served as Executive Director of the Ohio Turnpike since December 2014 and served as a commission member from January 2011 through September 2014. He previously served as Controlling Board President and Policy Advisor to the Ohio Office of Budget and Management, where he also coordinated government reform initiatives for Governor John Kasich’s administration.
In 2013, Government Technology magazine named Randy as one of the nation’s Top 25 Doers, Dreamers & Drivers. He currently serves on the Advisory Board of the “Ohio Smart Mobility Initiative,” a collaboration among Universities, Transportation Agencies, and private companies which is focused on bringing advanced transportation technologies to Ohio.
Randy’s private sector experience includes six years as a sales and marketing executive at FirstEnergy Corporation and four years as President of a technology company that developed online applications for government clients.
Randy has a B.S. in Public Policy Management from the University of Akron and completed graduate coursework at The Ohio State University. He and his wife, Cyndra reside in Aurora, Ohio, with their four children.

Kenton Davis

Senior Director of Infrastructure, Cloud Technologies, BIAS Corporation

Kenton Troy Davis serves as a Senior Director for BIAS Corporation championing Big Data, Analytics, and Engineered Systems initiatives. Kenton combines his love of data center infrastructure with an advanced degree in mathematical statistics. This combination has fostered over 17 years of work experience and knowledge of data mining, data science, and highly available architectures. Formerly, as a member of Oracle Product Development, he co-patented the secure database appliance features referenced by Oracle Audit Vault and Oracle Database Vault. Kenton later went on to lead Oracle's data center architecture and implementation used by the U.S. Marine Corps as part of the GCSS-MC Program. He also co-patented a sensor-based, real time data capture system for telecommunications networks. Having a passion for text mining, Kenton remains a strong advocate of tools that ease knowledge discovery.

William Eggers

Executive Director, Center for Government Insights, Deloitte

William Eggers is the Executive Director of Deloitte’s Center for Government Insights where he is responsible for the firm’s public sector thought leadership. His new book is Delivering on Digital: The Innovators and Technologies that are Transforming Government (Deloitte University Press, 2016).
His eight other books include The Solution Revolution: How Government, Business, and Social Enterprises are Teaming up to Solve Society’s Biggest Problems (Harvard Business Review Press 2013). The book, which The Wall Street Journal calls “pulsating with new ideas about civic and business and philanthropic engagement,” was named to ten best books of the year lists.
His other books include The Washington Post best seller If We Can Put a Man on the Moon: Getting Big Things Done in Government (Harvard Business Press, 2009), Governing by Network (Brookings, 2004), and The Public Innovator’s Playbook (Deloitte Research 2009). He coined the term Government 2.0 in a book by the same name. His commentary has appeared in dozens of major media outlets including the New York Times, Wall Street Journal, and the Chicago Tribune. Director, Technology, Planning and Policy, The Friday Institute for Educational Innovation, North Carolina State University

Phil Emer has spent 25 years working at the intersections of information technology, research, academia and business – splitting time between the public and private sectors. In the private sector Phil worked as an engineer with IBM, as a technology executive with venture-backed Carolina Broadband and with MCNC. In the public sector Phil directed voice, video, and data communications at NC State University and served as Director of Technology with the Friday Institute for Educational Innovation. He is currently Director of Technology Planning and Policy at the Friday Institute, where he has been a leader on the School Connectivity Initiative, the NC Education Cloud, and the NC Digital Learning Plan.
Phil has served on the NC eLearning Commission, the advisory board of the Institute for Next Generation IT Systems, and the architecture review board of the Smarter Balanced Assessment Consortium. Currently, he serves on the Board of the Wireless Research Center of NC.
Phil earned a B.S. in electrical engineering at Virginia Tech and an M.S. in computer engineering at NC State University.

As VP for Public Sector Strategy, Tony Encinias heads up ViON’s efforts to design and implement enterprise-class IT solutions for governments and commercial customers. Tony most recently served as the CIO for the Commonwealth of Pennsylvania, where he was also CTO (2008 - 2012). A retired US Naval Officer, Tony’s military career included service with the Space and Naval Warfare Systems Command, Office for the CIO, DoN and DISA. Tony received the 2014 Government Technology Doer, Dreamer, and Driven Award, 2014 Computer World Premier 100 Technology Leader Award, and the 2014 StateScoop Executive of the Year Award.
Tony earned a Master’s degree in IT Management from the U.S. Naval Postgraduate School, a BA in Mathematics from the University of Colorado, a Masters Certificate in Project Management from the George Washington University, a Federal CIO Certification through Carnegie Mellon University and is a member of Drexel University’s MIS advisory board.

Tony Gillespie joined ForeScout Technologies, Inc. from the Marine Corps where he was a Federal Employee assigned as the Assistant Chief of Staff G6/CIO for Marine Corps Installations East having spent a total of over 35 years on active duty and a federal employee. Tony was responsible for all Voice, Video, Data, Security for the marine bases on the east coast from Norfolk to Florida. He was a principal architect of Comply to Connect from concept to pilot to adoption. His roles during his tenure included, Operating Systems Engineer, Network Engineer, and Security Manager/DAA. He was the lead to build the MCIEAST Marine Air Ground Task Force (MAGTF) Information Technology Support Center (MITSC-East), a tier 1 Communications Facility.

A seasoned technologist with 18 years of experience, Neal has successfully served in various capacities within the architecture, pre-sales, and sales aspects of the business. Presently serving as a healthcare strategist with AT&T’s Managed Security services division, his focus areas include emerging technologies with regard to cloud-managed systems, private and public cloud computing, X-As-A-Service, global deployments of fully outsourced and co-managed solutions, and Cyber Security.
Neal has worked extensively on solutions involving enterprise applications (Oracle EBS, SAP, PeopleSoft and JD Edwards), Open Stack, managed ecommerce platforms (hybris, Oracle’s ATG Web Commerce, IBM Websphere), Big Data and data center services.
Neal holds a B.S.I.M from The University of Akron, and his professional certifications include R.C.D.D. and C.C.D.A.

Richard Hodges

Richard Hodges

Director, Department of Health, State of Ohio

Richard Hodges was appointed by Ohio Governor John R. Kasich to serve as the Director of the Ohio Department of Health (ODH) and joined ODH on Aug.11, 2014. Director Hodges, whose professional history includes work in healthcare administration, is joining together with ODH's executive team and staff, Ohio's 125 local health departments and public and private health partners across the state to improve the health and wellness of Ohio's 11.5 million residents.
Director Hodges has served in a range of management roles, including senior roles in healthcare organizations in Northwest Ohio. In his role as Director of the Coordinated Care Program for Community Hospitals of Williams County, he put in place innovative, cooperative programs that increased savings for consumers and healthcare providers by 25 percent. In addition, he implemented patient-centered care initiatives to improve data and decision-making and cut costs in the healthcare delivery process. While serving as Director of Planning and Marketing for Fulton County Health Center, he focused on strategic planning and improved access to care and customer service through an approach based on patient-centered care. As Executive Vice President of the Mechanical Contractors Association of Northwest Ohio, he helped manage a self-funded employee health plan for 3,500 covered lives in the construction industry as well as workplace safety and health programs.
Prior to joining ODH, Director Hodges served as Executive Director of the Ohio Turnpike and Infrastructure Commission. In that position, he successfully overhauled the turnpike's operations to reduce costs and led a new bonding effort to help improve the quality of Ohio's roads linking to the Turnpike statewide. He also previously served as Executive Director of the Metropolitan Builders Association and as Chief Executive Officer of the Tucson Association of REALTORS® and MLS.
Director Hodges served as a state representative in the Ohio legislature from 1993 to 1999. During his time as a legislator, he represented 120,000 constituents and served on several committees, including the Health and Retirement Committee, which regularly dealt with healthcare issues impacting everyday Ohioans. He holds the distinction of being the youngest county treasurer ever elected in Ohio history. He won that honor when he was first elected as Fulton County treasurer in 1987.
Director Hodges earned a master's degree in public administration from the University of Toledo. Prior to that, he graduated with honors from Oberlin University with a bachelor's degree in government.
Director Hodges currently resides in Hilliard with his wife and two sons.

For over 15 years, Matt has been an information technology professional, primarily in support of higher education. He joined the Virginia Community College System (VCCS) in 2003 and served as their director for enterprise infrastructure. During his tenure with the VCCS, Matt served as Vice President for Information Technology at Thomas Nelson Community College, one of the VCCS member institutions. Matt holds a Masters of Information Systems Management and Bachelors in Business Management from Brigham Young University. Currently, Matt is a principal architect for NetApp U.S. Public Sector focusing on SLED customers. His areas of focus include virtualization, disaster recovery technologies, enterprise storage, and green data centers.

Soo Lee

Senior Manager – Federal Financials, State and Local Government, Amazon Web Services

Soo J. Lee has been with Amazon Web Service for over 4 years where she runs the Worldwide Public Sector Financial Services business globally and the State/Local business in the United States. Previous to AWS, Soo led the strategy for the Public Sector market at BlackBerry (RIM) for 5 years from where she consulted and advised the US Federal CIOs on their mobility strategy. Earlier in her career, she started on the fixed income trading floor at Piper Jaffrey. Leveraging her background as a trader and an analyst, she has built a career in researching and developing new markets while working at companies like 3M and Motorola. This built a foundation for how she helps the Public Sector customers transform their traditional methods of managing and innovating in cloud computing. Soo graduated from the University of Minnesota with a Bachelor of Science degree in Clinical Psychology and lives in Washington, DC.

Doug holds a bachelor's degree from the University of Toledo in Information Systems and Operations Management and a Master of Business Administration degree from the University of Notre Dame. He holds certifications in Information Technology Infrastructure Library (ITIL) and as a Project Management Professional (PMP).
As CIO, Doug has taken an active interest in the Central Ohio Tech Community as well as developing expertise in Smart Cities, Intelligent Communities, Digital Government, and Broadband.
Prior to joining the Dublin team, Doug held positions within the State of Ohio Department of Public Safety, Department of Commerce, Industrial Commission and Department of Medicaid. Most recently he served as director of Information Technology for the City of Richmond, Virginia. He has worked as a project manager for Nationwide Insurance and Alcatel-Lucent.
He and his wife Angela Abram have four children. In his spare time, Doug enjoys running full and half marathons.

Sam Orth

Sam Orth

Director of Technology, City of Columbus

Born in Columbus Ohio, Sam Orth has spent the last 34 years helping government and education use technology to create value for citizens in Ohio.
He recently served as the Chief Technology Officer for the Management Council of the Ohio Education Computer Network where he worked with Information Technology Centers, the Ohio Department of Education and school districts to help ensure that information technology is advancing the achievement of Ohio's K-12 students.
Prior to serving as the CTO for the MCOECN he served for five years at the state of Ohio, Ohio Office of Information Technology where he served as the State Chief Information Officer. While State CIO he worked with IT leaders across government to modernize state IT operations by fostering inter-agency collaboration, IT consolidation and shared services.
From 1997 to 2004, Sam served as the Executive Director of the Ohio SchoolNet Commission (now eTech Ohio), where his team implemented nearly $1B in educational technology programs - including expanding the capacity of broadband connectivity for Ohio's schools and placing over 600,000 computers in Ohio's classrooms.
Before joining the state government in 1996, he spent 14 years in the private sector IT where he owned his own consulting company, worked for central Ohio computer resellers and served as a Systems Engineer and Market Development Executive for Apple Computer. His private sector career was focused extensively on K-12 and government.
He is passionate about information technology's role in serving government and education, and is well known for his collaborative, team-oriented, citizen-focused approach.
Sam lives in Central Ohio with his wife and son. He attended The Ohio State University.

Cognitive technology thus means “able to perform tasks that only humans used to be able to do”, and it’s a science that is advancing exponentially. Are we in danger of becoming irrelevant?
