Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Ohio Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Jim Meskimen has spent the past 30 years studying the most famous, creative and interesting people in modern times. In this fascinating and hilarious session, Jim discusses – and illustrates – the traits and methods used by some of the best and most charismatic communicators in the world. Speaker Bio: A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

General Session – Breach! When Bad Things Happen to Good People (and Their Organizations)

Cyber security is the new front line of financial crime and social upheaval. It is the new Wild West, with hackers divided among the "white hats" and "black hats." Stage coach and bank robberies of old have been replaced by heists of personally identifiable information from major retailers, insurers and governments. Political protests are increasingly taking the form of denial-of-service attacks by so-called “hactivists” to disrupt the normal order of things. Such things can and do happen anywhere, and everybody has a role in preventing, preparing for, and responding to cyber threats. This interactive session unpacks key lessons and learnings from real-life cases with the help of a panel of local experts and engaged audience members.

Chief Privacy Officer, Office of Information Security and Privacy, Department of Administrative Services, State of Ohio

Daren Arnold is the Chief Privacy Officer for the State of Ohio.  In that role since 2008, Daren assists more than 80 state agencies and their data privacy leads with evaluating privacy risks and adopting privacy protection processes designed to mitigate those risks. Daren joined the State of Ohio in 1996 and has provided analysis and advice on matters of information technology policy and law for the Ohio Office of Information Technology. Prior to working for Ohio, he was the lead researcher for NASCIO, the National Association of State Chief Information Officers. He is an attorney, a graduate of the University of Kentucky, and a certified information privacy professional (CIPP-US).

David Brown

Chief Information Security Officer, Office of Information Security and Privacy, Department of Administrative Services, State of Ohio

David A. Brown is the chief information security officer for the State of Ohio, and leads Ohio’s development and implementation of a comprehensive security strategy for state agencies. He chairs the Ohio Homeland Security Cyber Security Working Group and the Chief Information Security Officer Leadership Subcommittee, which is comprised of CISOs from various state agencies. The CISO Leadership Subcommittee works under the direction of the Leadership Management Committee (LMC) and the State CIO and identifies information security priorities and recommends standards, policies and tools to address these priorities at an enterprise level. He has over 22 years of experience in Information Technology, 13 years of which have been in the area of information security. He has prior experience as the information security officer for the Ohio Law Enforcement Automated Data System, Chief Information Security Officer for the Ohio Department of Public Safety, and Deputy Chief Information Security Officer for the State of Ohio. He holds a bachelor’s degree in Network and Communications Management from DeVry University and also holds the CISSP, ABCP, and GLEG certifications.

Dr. Siddhartha Chatterjee (Sid) began his tenure at Persistent Systems in 2015. As Chief Technology Officer for the company, he is responsible for technology leadership both externally and internally. This includes formulating and driving a technology-centric business strategy, anticipating technology demands in the market place and formulating suitable responses, articulating Persistent’s point of view to the market, providing technology leadership internally, and enhancing the technical capability within the Company.
Prior to Persistent, Sid was with IBM for 13 years during which, he has held multiple technical, strategic, managerial, and executive positions across IBM Research, IBM Systems & Technology Group, and IBM Global Technology Services. His most recent role was as the Vice President for development and delivery integration of IBM's SoftLayer acquisition.
Sid holds a B. Tech. (Honors) degree in Electronics and Electrical Communications Engineering from IIT, Kharagpur and a Ph.D. in Computer science from Carnegie Mellon University, Pittsburgh, U.S. He has also been a visiting scientist at the Research Institute for Advanced Computer Science (RIACS) in Moffett Field, CA, an assistant and associate professor of Computer Science at the University of North Carolina, and an adjunct faculty member at the University of California, Duke University, and the University of Texas. He is an ACM Distinguished Member, an IEEE Senior Member, and a Sigma Xi member.

Jody Denner is a Managing Consultant leading the Enterprise Services, U.S. Public Sector Enterprise Security Solutions, State Local and Education (SLED) team. He is US Navy veteran and a privacy and security professional who has been with Hewlett-Packard for 5 years. He holds a bachelor’s degree in information technology, a number of international security certifications including ISC2, ISACA, and EC-Council, and is undertaking MBA studies this fall. He also performs professional security services in the defense industrial base and in the intelligence and law enforcement communities. Jody is interested in entrepreneurism and tech startups, and has a deep passion for mentoring in the cybersecurity niche in an attempt to pay it forward in the domain. John Garing

Vice President, ViON Corporation

John Garing is a Vice President of ViON Corporation of Herndon, VA. Prior to joining ViON, he was a Principal Consultant with Suss Consulting. Until June, 2010, he was the Defense Information Systems Agency (DISA) Director for Strategic Planning and Information responsible for strategy development and resource allocation for the DISA $8 billion budget. He was also DISA’s Chief Information Officer exercising CIO authorities for internal DISA systems and enterprise services for DoD. From 1998 to 2003, Mr. Garing led DISA’s Defense Enterprise Computing Centers which served 5 million customers and operated as a $700 million business in the Defense Working Capital Fund. He pioneered the strategy for acquiring IT infrastructure as a capacity-on-demand utility, financed with operating funds rather than capital. Prior to DISA, Mr. Garing enjoyed a 24 year career in the United States Air Force in retiring in the grade of colonel, and eight years in the private sector during which he was a vice president in two companies.

Director, Distinguished Engineer, Networking Worldwide, Avaya

Ed Koehler has been in the communications and networking industry for 25+ years. Ten of those years he spent as a Senior Technology Architect for R&D within the CTO division of Nortel. His area specialties are, IPv6, Multicast, Digital Identity and Network Security as well as Voice and Video Communications. He has several established patents in these areas. Ed joined with Avaya in August of 2010 as a Senior Data Solutions Architect specializing in Virtualized Data Centers and associated technologies including compute and storage. Currently, he is serving this role at the Global geography level. He was named Director & Distinguished Engineer at Avaya in October of 2012. He is an IEEE & IETF member and was instrumental in the development of some of the core technology used in IEEE 802.1aq “Shortest Path Bridging”.

For over 15 years, Matt has been an information technology professional, primarily in support of higher education. He joined the Virginia Community College System (VCCS) in 2003 and served as their director for enterprise infrastructure. During his tenure with the VCCS, Matt served as Vice President for Information Technology at Thomas Nelson Community College, one of the VCCS member institutions. Matt holds a Masters of Information Systems Management and Bachelors in Business Management from Brigham Young University. Currently, Matt is a principal architect for NetApp U.S. Public Sector focusing on SLED customers. His areas of focus include virtualization, disaster recovery technologies, enterprise storage, and green data centers.

Sue Ann is currently providing project solutions to Advocate clients in the State of Michigan, including supporting the Michigan Municipal Services Authority and the Department of Treasury Payment Card Industry Compliance Project. She has served as executive sponsor of the West Virginia Statewide E-Government Implementation and Adoption Project creating sustainable e-government websites for counties and municipalities statewide. NASCIO recognized this project as a finalist for Outstanding Achievement in the Field of Information Technology in the Cross-Boundary Collaboration and Partnership Category. Her experiences in helping States identify and implement systems based on what the Citizenry desire allow her to share unique insights and lessons learned.
