Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The New York Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. The New York Digital Government Summit, to be held on September 15 and 16, is an excellent opportunity for New York State IT professionals to learn from IT leaders across all levels of government and industry. I encourage New York’s technology workforce to take advantage of the free training delivered at the Summit – to learn about emerging technologies and developments in the industry; to discuss best practices and challenges to deploying innovative technology solutions; and to explore how the use of technology can increase economic development, and deliver a better future for New Yorkers. Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

She has been quoted frequently in publications including the Washington Post, the Los Angeles Times, Forbes and others.
Cathilea is a recipient of NASCIO’s National Technology Champion Award for her outstanding contributions to advance public sector information technology innovation. She is the recent winner of the Gertrude Crain award for women’s leadership in the media and is a Greater Sacramento Business Hall of Fame Laureate.
In 2014 she launched her legacy project, the Women in Government Leadership Program, an initiative to increase the number of women elected officials in the state and local government market.

Rob has over 20 years of IT experience in the financial services industry previously running engineering and architecture organizations at a number of FSI companies. He is an industry leader in storage and data management technologies focused on Hybrid Cloud, Software Defined Data Center and Converged/Integrated Solutions architectures. Donna Canestraro, PMP

Program Director & Adjunct Professor, Public Administration & Policy, University at Albany, State University of New York

As Program Director, Donna brings more than 30 years of professional experience in program and project management, adult education, and information technology to CTG's partnership projects. She is a certified Project Management Professional (PMP) with large-scale project management experience applied in a variety of complex business and technical environments. She is currently an adjunct professor at the University at Albany Rockefeller College Public Affairs and Policy, Department of Public Administration, Government Information Systems and Management.
She has been with the Center since 1999 and has worked collaboratively with Center partners from the government, corporate, and academic arena in helping foster public sector innovation, enhance capability, and improve their information management strategies. She continually applies her expertise in assisting groups in creating business cases, strategic plans, and governance structures. She is highly experienced in facilitation, group decision conferences, and all facets of collaborative work. Her current portfolio includes work in the areas of inter- and intra-organizational information integration and sharing, enterprise IT Governance, capability assessment and business process analysis.
Donna currently directs the Center’s Leadership Institute, which offers a program of seminars, workshops, and other executive development sessions for government officials in the United States and internationally. She serves on several advisory boards.
She is a 2015 recipient of the University at Albany President’s Award for Excellence in Professional Services. In 2008, she received a Best Management, Case Study and Policy Paper Award at the 9th Annual International Conference on Digital Government Research for a paper she co-authored on delivering public value related to emergency response. In her role as Program Director, Donna has co-authored numerous articles, guides, book chapters and reports related to the various projects she has lead at the Center.

Andrew is the Director of Stakeholder Engagement for the Multi-State Information Sharing and Analysis Center, a division of the Center for Internet Security. The MS-ISAC has been designated by the U.S. Department of Homeland Security as the focal point for cyber threat prevention, protection, response and recovery for the nation's state, local, territorial and tribal (SLTT) governments. Under Andrew, the MS-ISAC has greatly expanded its membership since 2012, including representatives from all 50 States, D.C., all 50 state capitals, and over one thousand local and tribal governments. He is responsible for managing all aspects of member relations, working with government associations, and conducting outreach on behalf of the MS-ISAC. Andrew fosters relationships with all of MS-ISAC’s stakeholders in an effort to enhance collaboration and information sharing for the collective benefit of all members. Prior to arriving at CIS in 2012, Andrew spent six years working for the Department of Homeland Security and Emergency Services in New York State. It was here that he developed a passion for working in the government sector all over the country, in an effort to help them prepare for the challenges they face both in the physical world and cyberspace.

Walls has more than 17 years of progressive experience providing leadership to information technology divisions for fortune 500 corporations, and experience in executive consulting for regulatory compliance management, enterprise mobility, information security, complex network architectures, disaster recovery & prevention, cost containment, and large scale enterprise project management. He also has experience in mobile applications development, cloud operations and program development, and enterprise infrastructure.
Prior to joining Ricoh, Walls was a former CIO and CTO and winner of the CIO award of excellence in 2013. He is well-known in the IT industry as a specialist in turnaround execution, and has served in a leadership role within several industries, including healthcare and human services, telecommunications, hospitality, and hosted infrastructure providers.
Walls studied at Strayer University for Marketing and received a Bachelor of Science in Management Information Systems from Capella University. He is currently pursuing a Masters of Business Administration degree.

Tim first joined IBM in 1995 as an industry solutions consultant. He came to the company after his college years studying international relations along with deterrence theory and nuclear war gaming. He has spent 18 years at IBM in numerous leadership roles spanning strategy, solution sales and solution portfolio management teams.
Tim now serves as the Worldwide Government Leader for the IBM Cognitive Solutions Team which is focused on helping government agencies around the world harness cognitive analytics to transform operating models and optimize the business of government. Tim has had the honor of working personally with 100’s of government agencies both in the United States and abroad, at the national, provincial and local levels. He is passionate about enabling governments for the first time with the ability to create insight and apply learning across vast streams and sources of data - with speed.
While fluent in all segments and levels of government, Tim also has a particular dedication in helping public safety, emergency management, intelligence and defense agencies harness information as a strategic asset for protecting the societies they serve.
Tim has a Bachelor of Arts degree from Harvard University in Government, with a specialization in international deterrence and war gaming. He is a member of the IBM Industry Academy since 2013. Tim is also a nationally certified fire rescue instructor, and recently retired from 15 years on the thin red line as a firefighter in Simsbury, CT, where he achieved a terminal rank of captain.
Tim lives in Connecticut with his wife Angela, three children, and their Labrador retriever. He is also an avid mountain biker and fly fisherman.

Dr. Eric K. Stern is a professor at the College of Emergency Preparedness, Homeland Security, and Cyber-Security at the University at Albany. Dr. Stern holds a Ph D from Stockholm University and a B.A. from Dartmouth College. He has published extensively in the fields of crisis and emergency management, crisis communication, resilience, security studies, executive leadership, foreign policy analysis and political psychology. He is also affiliated with the Swedish National Center for Crisis Management Research and Training at the Swedish Defense University (where he served as Director from 2004-2011) and the Disaster Research Center at the University of Delaware. He is currently serving as Editor-in- Chief of the Oxford Research Encyclopedia of Crisis Analysis.
Other key areas of interest and expertise include social media and crisis preparedness, post-crisis evaluation and learning, interactive education and instructional design, and case research/teaching methodologies.
In addition to his scholarly work, Professor Stern has collaborated closely with a wide range of US (e.g. Department of Homeland Security Science and Technology, FEMA, Coast Guard, and FBI) and foreign (e.g. UK, Sweden, Switzerland, Estonia, Slovenia, and S. Korea among others) government agencies, the European Union, and the OECD on a wide range of applied research and educational-- including training and exercise development--projects.

Marty M. Weiss, Director of Cloud Solutions Architecture Blue Coat Systems, works with organizations to ensure secure and effective use of cloud services.
