Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The New York City Technology Forum is designed to do just that. The forum has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the forum. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

Jim Meskimen, Master Impressionist and Communication Coach

Today’s culture emphasizes the value of teamwork and collaboration, sometimes at the expense of the individual. This is particularly true in the IT arena where you can sometimes find yourself stereotyped, or even worse, not taken seriously by potential stakeholders. What good are insights and solutions if your words get lost in the crowd? You need to make sure that you’re heard! Jim Meskimen has spent the past 30 years studying the most famous, creative and interesting people in modern times. In this fascinating and hilarious session, Jim discusses – and illustrates – the traits and methods used by some of the best and most charismatic communicators in the world. Don’t settle for being “one of the crowd”. YOU have a unique identity. YOU have a voice!

Speaker Bio: A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

Jim Aldridge

Director, Mandiant Consulting, a FireEye Company

Jim Aldridge is a Director in Mandiant’s New York office. Over the last five years, he has focused on incident response and strategic security advisement for global organizations.
One of his relevant areas of interest is helping organizations recover from intrusions. In this area, Mr. Aldridge applies his offensive and defensive security experience to help clients design tailored countermeasures appropriate to the incident and aligned with the organizations’ operational realities.
Prior to Mandiant, Mr. Aldridge held various consulting roles within PwC’s security practice. He spent several years focused on penetration testing organizations’ networks from the perspectives of human adversaries. He later provided strategic security advice, focused on industry-specific security concerns within the aerospace and defense sector, and led the team responsible for developing UNIX security standards and testing methodologies.
Jim received his B.S. in Computer Engineering from the University of Florida.

Known as a pragmatic visionary, Banks has developed and deployed leading edge technology and applications for network cloud, gaming consoles, social media, augmented reality, interactive TV, tablets, mobile apps and over 100 interactive website properties.
Banks has implemented multiplatform strategies for MTV, ESPN, Budweiser, Essence Music Festival, Urban Latino, Prudential, New York Institute of Technology, United Technologies, Denny’s, Scholastic, and other top brands. He has produced multimedia and broadband content for Discovery Networks, HBO, Pepsi, Bloomberg TV, Showtime Networks, Bermuda tourism, the British Tourist Authority, Monaco Tourism, and countless other companies and organizations around the world.
Banks has worked with former President of the United States Bill Clinton to publish a first-of-its-kind interactive college guide series called "The Key” that targets underserved communities and features Historically Black Colleges and Universities and Hispanic Serving Institutions. The Key was featured on CNN, NY1, Univision, and several other media outlets around the country.
Banks spent over 10 years in the cable and entertainment industry. Prior to Ember Media, he served as Vice President of Affiliate Relations for Comedy Central. While at Comedy Central, he was part of the launch of South Park, the Daily Show with Jon Stewart, and the Upright Citizens Brigade. Banks established the New York and Chicago Affiliate Relations offices, recruited, hired, and managed a senior sales team and was instrumental in the successful launch of the animated series South Park.

Dominic leads a dynamic team of 30+ Project Managers, UX Designers, and Business Analysts who are dedicated to delivering valuable products for NYC's residents, businesses, and government personnel. He has 15 years of experience managing software and IT infrastructure project/program teams in both the private and public sector. Over the last two years, Dominic has focused his organization on implementing Agile practices, putting end-users first and foremost in technology initiatives, and familiarizing both DoITT and other City agencies with the concept of Human-Centered Design.

Dr. Christopher F. Codella

Dr. Christopher F. Codella

Distinguished Engineer & Public Sector CTO, IBM Watson Group

Dr. Christopher F. Codella is an IBM Distinguished Engineer and Public Sector Chief Technology Officer for the
IBM Watson Group. Raised in the northeastern US, he received a B.S. degree from Rutgers University in 1977, an
M.S.E. from the University of Michigan in 1978, and a Ph.D. from Cornell University in 1984, all in Electrical
Engineering. His dissertation work focused on fabrication, characterization and numerical simulation of compound
semiconductor devices. Over the course of his career at IBM he has made groundbreaking contributions in both
hardware and software technologies.

Dr. Codella first joined IBM in 1979 at the semiconductor labs in East Fishkill, NY doing MOS device and process
design using numerical simulation and analysis, and developing device models for computer based circuit and chip
design. In 1989 he became a Research Staff Member in the Computer Science Department at the IBM Thomas J. Watson
Research Center where he was the manager of the Virtual Worlds Group developing software for collaborative,
networked virtual environments. During an assignment with the IBM Consulting Group in the mid-
1990s, he led development of a framework for reuse of models and code across the industry sectors. Later, as
Senior Manager of the Enterprise Middleware department at the Watson Research Center, he led a team in research
and advanced development of object-oriented application server technology, distributed systems, reusable software
components, component architecture, and web services. The group contributed many innovative software technologies
that became part of IBM's middleware products. He received IBM's Invention Achievement Award, and an Outstanding
Technical Achievement Award for his contributions to Enterprise Java and J2EE. In 2002 he served one year on
assignment to the Research Division headquarters staff where he led the development of IBM Research’s Global
Technology Outlook, a yearly study of industry and technology trends and implications that helps direct the
company’s technical strategy. In 2003 Dr. Codella became Deputy Chief Technology Officer of IBM Federal, where he
directed a team of executive consultants who advise government agencies and their mission partners on information
technology, and was responsible for feeding requirements from the federal sector back into IBM research and
development. He returned to the Watson Research Center in 2008 to lead a team focusing on technical relationships
between the IBM Research Division and the US Government. This team also helped shape the Research strategy by
considering the most challenging problems facing those government agencies most concerned with the early adoption
of emerging technology. In 2010 he began his current position applying advances in complex data analytics, cyber
security and IT optimization to mission challenges in intelligence and defense. For example, he recently served
as chief architect on a GBS engagement deploying the Watson technology for the US government, and as lead
executive for Watson technology in public sector, before assuming his current position in the Watson Group.

Senior Director of Infrastructure, BIAS Corporation

Kenton Troy Davis serves as a Senior Director for BIAS Corporation championing Big Data, Analytics, and Engineered Systems initiatives. Kenton combines his love of data center infrastructure with an advanced degree in mathematical statistics. This combination has fostered over 17 years of work experience and knowledge of data mining, data science, and highly available architectures. Formerly, as a member of Oracle Product Development, he co-patented the secure database appliance features referenced by Oracle Audit Vault and Oracle Database Vault. Kenton later went on to lead Oracle's data center architecture and implementation used by the U.S. Marine Corps as part of the GCSS-MC Program. He also co-patented a sensor-based, real time data capture system for telecommunications networks. Having a passion for text mining, Kenton remains a strong advocate of tools that ease knowledge discovery.

Mark joined Oracle after serving as a United States Navy Aviator and Test Pilot and has worked in and co-founded several information technology businesses. He speaks often to government and industry audiences to help them realize more value from their data and information technology.

Jackie Kane has over 15 years of experience in strategic change, project / risk management, public affairs and communications across sectors including technology, media, nonprofit, management consulting, and government. Over the past seven years, she has consulted and staffed complex NYC government technology projects. At the Department of Finance, she oversees strategic planning and communications for Citywide Payments & Receivable Services, a large-scale shared service electronic payments offering used by more than 30 agencies that turn to the unit for subject matter expertise, security and compliance oversight, and policy and process direction. She received her undergraduate degree from Georgetown University.

Michael Langdon is a Director at Juniper Networks in the Contrail Business Unit where he supports field enablement and evangelism for cloud and network services virtualization in an orchestrated architecture for service providers and enterprises.Michael is now on his second tour with Juniper.  Starting with Juniper in 2000, Michael was a Sales Engineer focusing on carrier customers in the Northeast.  After almost 12 years at Juniper, he joined start up Contrail Systems to build & lead their Sales Engineering team.  Juniper acquired Contrail in late 2012 and Michael has been Contrailing since. Michael previously worked as an ISP consultant to carrier networks and as operations and engineering manager for one of the original NSFNet backbones (JvNCNet).  Michael is a 1987 graduate of Villanova University and started his career as an officer in the US Navy onboard a Knox class frigate.  Michael is based in the New York City area.

For over 15 years, Matt has been an information technology professional, primarily in support of higher education. He joined the Virginia Community College System (VCCS) in 2003 and served as their director for enterprise infrastructure. During his tenure with the VCCS, Matt served as Vice President for Information Technology at Thomas Nelson Community College, one of the VCCS member institutions. Matt holds a Masters of Information Systems Management and Bachelors in Business Management from Brigham Young University. Currently, Matt is a principal architect for NetApp U.S. Public Sector focusing on SLED customers. His areas of focus include virtualization, disaster recovery technologies, enterprise storage, and green data centers.

Bruce is a Senior Fellow at the Columbia Institute for Tele-Information at the Graduate School of Business and from May 2008 until June 2011, he was the Entrepreneur-in-Residence at the Center for Technology, Innovation and Community Engagement (CTICE), Fu Foundation School of Engineering and Applied Science.
Bruce is also the Founder and Chief Design Scientist of the Urban Cyberspace Company. The Urban Cyberspace Company is a design consulting and marketing firm specializing in broadband Internet technologies.

Dr. Amen Ra Mashariki

Chief Analytics Officer, Mayor’s Office of Data Analytics (MODA), New York City

Dr. Amen Ra Mashariki is the City's Chief Analytics Officer and leads the Mayor's Office of Data Analytics (MODA). Dr. Mashariki is an accomplished leader within government, private sector and academia with experience in bringing Big Data processing and analytics for large and complex data management efforts. He started his professional careers as a software engineer at Motorola working on over-the-air data transmission projects and led a team of user-interface developers to build components of security features for handheld devices. Most recently, Dr. Mashariki served as Chief Technology Officer at the U.S. Office of Personnel Management.
Dr. Mashariki previously worked at the Johns Hopkins Applied Physics Lab as a computer scientist and research scientist where he led a team working on data mining and data fusion projects in the bioinformatics domain. Prior to that, he served as Assistant Director of Informatics at the University of Chicago Comprehensive Cancer Research Center and taught computer science courses at Hong Kong University of Science and Technology, and robotics at Northwestern University.
Dr. Mashariki holds a Doctor of Engineering from Morgan State University, a Master of Science in Computer Science from Howard University, and a Bachelor of Science in Computer Science from Lincoln University. Amen is a Brooklyn native and attended Brooklyn Tech High School.

David Ngo is a Director in the Office of the CTO at Commvault for Virtualization and Cloud. David joined Commvault in 1998 as a member of the Development team and led the design and implementation of core features such as backup to disk and Archive Management. He went on to lead the Windows development team and architected the Intellisnap snapshot management framework. After moving to Product Management, he was responsible for the technical partnerships with Microsoft, VMware, NetApp, Amazon AWS, and others before focusing on cloud. Kirk Ocke is the manager of the Big Data Technology group at PARC (a Xerox Company). He’s worked at Xerox since 1989 on a variety of technologies ranging from network and internet printing protocols and workflow technologies to automated reasoning and predictive data analytics. He has spent the last few years working on predicting the payment patterns, and other behaviors, of participants in child support cases. With a background in both data science and software engineering he understands the challenges in big data from both perspectives. Kirk earned his B.S. degree in Mathematics from St. John Fisher College and his M.S. degree in Computer Science from the Rochester Institute of Technology. He is also a certified scrum master, holds 17 patents, and is a co-author of 3 RFCs on the Internet Printing Protocol (IPP).
