Dave Cole

Chief Innovation Officer, State of New Jersey

Dave Cole serves as the State of New Jersey’s Chief Innovation Officer and a Member of the Governor’s Cabinet. In this capacity, Dave, a native of New Jersey, focuses on enhancing innovation in government and in the Garden State’s economy. Using better data, more collective intelligence and agile technology, the Office of Innovation leads projects, designs policies, and advises agencies on innovative strategies to improve the lives of New Jerseyans.
Dave joined the Office of Innovation in 2020 to help the State respond to the COVID-19 pandemic and served as a technology co-lead for the State’s COVID-19 vaccination program. He also co-founded and led the Resident Experience Initiative at the Office of Innovation, collaborating with state agencies to design and implement digital services in support of new policies and programs.
In his previous role, Dave was the Vice President of Strategy and Operations at a technology startup, overseeing international operations and business development. He played a key role in growing the company from 20 to over 500 employees, launching and managing teams in four countries, and securing multiple rounds of capital investment.
During President Obama’s first term, Dave served as a Senior Advisor to the Chief Information Officer and Deputy Director of New Media. Notably, he introduced open-source technology to the White House, influencing other agencies to adopt similar approaches. Dave also served as a software engineer at 18F, a digital consultancy within the US General Services Administration, where he designed and launched the Federalist platform, supporting federal agencies in creating over 130 modern and efficient websites. Dave graduated from Rutgers University and is a native of New Jersey.

Kevin Dehmer

Chief Technology Officer, State of New Jersey

Gov. Mikie Sherrill named Kevin Dehmer as her selection to be the state’s next chief technology officer Feb. 2, overseeing the New Jersey Office of Information Technology.
As the state government’s CTO, Dehmer’s task is to advance the modernization of New Jersey’s digital infrastructure, improve the efficiency and transparency of the state permitting process, adopt technologies to clear licensure backlogs and reduce wait times, and strengthen our cybersecurity capabilities against AI-driven challenges to position New Jersey for long-term success.
Since 2024, Dehmer has served as Commissioner of the Department of Education, where he implemented statewide education policy for more than 600 public school districts and administered more than a third of the state’s overall budget to support public schools. During his time as Commissioner, Dehmer led a comprehensive redesign of the state’s educational data systems to advance research, program evaluation, and improve data quality.
Previously, Dehmer served as the Executive Director and Senior Researcher at the John J. Heldrich Center for Workforce Development at Rutgers University’s Edward J. Bloustein School of Planning and Public Policy, where he led a nationally recognized research center, managed a multidisciplinary team, and expanded the technical capacity of the New Jersey Statewide Data System. Earlier in his career, he spent more than 15 years at the Department of Education in a variety of leadership roles, including Assistant Commissioner and Chief Financial Officer of the New Jersey Department of Education, and also served as Interim Commissioner twice.
Dehmer earned his Bachelor of Arts in Economics and Political Science from St. John’s University and a master's degree in public policy from Rutgers University, where he was also a Graduate Fellow at the Eagleton Institute.

Dr. Walker Gosrich is the Data and Policy Lead for AI Policy at the NJ Innovation Authority (NJIA). He leads AI policy efforts for NJIA, advises agencies on AI policy and tool adoption, and develops custom AI tools to help state agencies better deliver information and services to residents. He earned his PhD in Engineering studying AI and robotics from the University of Pennsylvania in 2024 before joining the Innovation Authority.

Previously, Harsh was a data scientist at Urban Labs, where he developed climate-related machine learning models to support policy decisions. Before that, he led the data science unit at a public-sector research and consulting organization in India, partnering with state and local governments to improve service delivery through data-driven approaches. Craig retired from the United States Army as a Major with over 20 years of executive leadership experience. While assigned to the Asymmetric Warfare Group he served as a Troop Commander and was recognized as one of the Army’s premier Counter-Unmanned Aerial Systems (C-UAS) experts, advising Joint and Combatant Command leadership, Special Operations Organizations, and interagency partners on force protection and emerging threats.
Today, he brings a mission-focused mindset and strategic planning discipline to government technology modernization efforts, aligning secure connectivity solutions with operational requirements and measurable ROI.
Craig is currently pursuing a Master’s in Information Technology Management with a focus in Cybersecurity and Information Assurance at DeVry University’s Keller Graduate School of Management where he maintains a 4.0 GPA.
