Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Nevada Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Brian Elms is a founding member of Denver’s Peak Academy. He was born in Denver and raised in the outlying suburbs. He graduated from Regis University and then served in the National School and Community Corps (AmeriCorps) as a team leader. He joined the Rendell for Governor campaign and eventually would serve as the Policy Director for the Pennsylvania Department of Aging. After working for AARP, Brian moved back to his hometown and served as the Assistant Director of Government Affairs at Denver International Airport. In 2012, he started working with the Peak Academy. He is a terrible snowboarder, a slow runner, and a horrible ping pong player. He has an incredibly awesome daughter and lives in Denver with his wife Leslie. Brian believes we can all change the world one innovation at a time.

Carol was a member of the core management team steering the U.S. Department of the Interior’s enterprise-wide content management system with auto-categorization serving 98,000 users in all 50 states from a FISMA-moderate cloud in full-compliance with federal regulations and guidance.
She was the former Director of Information Assets for the U.S. Government Accountability Office. At GAO, she successfully spearheaded a NARA pilot project for simplified records scheduling and implemented an enterprise-wide electronic recordkeeping system for which she earned the National Archivist’s Achievement Award.
She has 20+ years of Federal RM experience as a contractor, consultant, and Federal employee. Carol is also a Research Fellow at the University of Texas at Austin working on a Ph.D. in Digital Preservation.
Carol is a founding member of the U.S. Federal Information and Records Management (FIRM) Council and is an active member of ARMA and AIIM. As a member of AIIM's C-30 Committee, she co-authored the EDM/ERM Integrated Functional Requirements.
Carol is a frequent speaker on the topics of electronic records and document management technologies. In June 2010, Carol provided invited expert testimony, “Federal Electronic Records Management: A Status Report” on behalf of ARMA, International before the Subcommittee on Information Policy, Census, and National Archives of the House Committee on Oversight and Government Reform.

Tony Gillespie joined ForeScout Technologies, Inc. from the Marine Corps where he was a Federal Employee assigned as the Assistant Chief of Staff G6/CIO for Marine Corps Installations East having spent a total of over 35 years on active duty and a federal employee. Tony was responsible for all Voice, Video, Data, Security for the marine bases on the east coast from Norfolk to Florida. He was a principal architect of Comply to Connect from concept to pilot to adoption. His roles during his tenure included, Operating Systems Engineer, Network Engineer, and Security Manager/DAA. He was the lead to build the MCIEAST Marine Air Ground Task Force (MAGTF) Information Technology Support Center (MITSC-East), a tier 1 Communications Facility.

Mr. Hamilton has been working in the Information Technology industry for over 30 years, with over 20 years of experience dedicated to Information Security. As Vice President of the Security Solutions Division at PTP, he is responsible for the direction and operations of the division.
Prior to joining PTP, Ronald served as the VP of the Ethical Hacking Division at SAIC where he successfully exploited dozens of the largest financial systems in the world including twice hacking SWIFT implementations.
Ronald has assessed the security of over half the Fortune 50 and dozens of the largest State and local Governments including Texas Department of Health, CalPERS, Georgia Technology Authority, California DMV, and the City of Chicago.
Mr. Hamilton has spoken at various security conferences such as Black Hat, and has been interviewed and quoted by several news organizations including CBS News, ABC News, FOX News, and Swiss Television.

Samuel G. Ingalls, I.A.P., A.A.E.

Assistant Director of Aviation, Information Systems, McCarran International Airport

Samuel G. Ingalls has worked for the Clark County Department of Aviation for more than two decades, and currently serves as Assistant Director of Aviation, Information Systems, overseeing all technology throughout the airport system.
During his tenure with the Department, Ingalls has worked to usher in many innovative systems, and in recognition of the success of various projects at McCarran International Airport, Ingalls was named a Computerworld-Smithsonian Laureate for technological innovation in the transportation industry. He holds a leadership role in the industry, with work on behalf of Airports Council International (ACI), the International Air Transport Association (IATA) and Airlines for America (A4A). In that regard, Ingalls has served as the elected airport representative of IATA’s Passenger Experience Management Group, having chaired the Common Use Working Group (CUWG) involving more than 100 airlines, airports and vendors from around the world. He is published frequently and speaks around the world on aviation technology.
Ingalls earned a bachelor’s degree in Aviation Business Administration from Embry Riddle Aeronautical University, as well as having been certified as an International Airport Professional (IAP) by the International Civil Aviation Organization and ACI. He also holds a commercial multi-engine pilot’s rating.

Jim was an early adopter of “civic hacking” (which was really just programming) in high school and college and went on to be a programmer, systems analyst and subsequently a software engineer. Jim served as a Captain in the United States Air Force as a KC-135 flight instructor and then re-entered IT as a Server and Network Administrator for the Nevada Department of Public Safety. He now serves as the State of Nevada’s Information Security Officer, Public Safety Information Security Architect, Nevada Criminal Justice Information Services (CJIS) Information Security Officer, and as Nevada’s National Law Enforcement Telecommunications System (Nlets) Representative. Jim has broad technical and organizational experience, in supportive, leadership, and collaborative roles and believes that a great vision is critical, but it's the quality of the plan, the formal agreements or policies, and the execution that brings success and that the important qualities often lie in the details.

John E. McClurg

Vice President and Ambassador-At-Large, Cylance

John E. McClurg is responsible for building Security and Trust programs, and operational excellence efforts. He engages the industry around the globe on the risk challenges today and how Cylance uniquely mitigates them with the application of machine learning with CylancePROTECT®. He champions a move from a historically reactive security posture to one focused on proactively predicting and mitigating future risks. Before Cylance, McClurg served as Dell's CSO, where his responsibilities included the strategic focus and tactical operations of Dell’s internal global security service. He was also charged with the advocacy of business resilience and security prowess, the seamless integration of Dell’s security offerings, and with improving the effectiveness and efficiency of security initiatives. Before Dell, McClurg was a twice-decorated member of the FBI, where he held an assignment with the US Department of Energy (DOE) as a Branch Chief charged with establishing a Cyber-Counterintelligence program within the DOE’s newly created Office of Counterintelligence. Prior to that, McClurg served as a FBI Supervisory Special Agent, assisting in the establishment of the FBI’s new Computer Investigations and Infrastructure Threat Assessment Center or what is today known as the National Infrastructure Protection Center within the Department of Homeland Security. McClurg also served, on assignment as a Deputy Branch Chief with the CIA, helping to establish the new Counterespionage Group and was responsible for the management of complex counterespionage investigations. He also served as a Special Agent for the FBI in the Los Angeles Field Office where he implemented plans to protect critical US technologies targeted for unlawful acquisition by foreign powers and served on one of the nation’s first Joint Terrorism Task Forces.

James R. Patterson is the Western Region Network Security & Privacy Specialist for AIG. In this role Jim is focused on educating clients and insurance brokers on cyber exposures, losses that insureds are experiencing, and loss prevention methods. Prior to assuming his current role, Jim served as Senior Underwriter in AIG’s San Francisco Region, specializing in cyber and technology coverages for AIG’s Professional Liability Division. Before joining AIG in 2009, Jim was the Group Marketing Manager for Freedom Technology Media Group, where he was tasked with developing and implementing the marketing message for several enterprise technology publications. Subsequent to FTMG he spent six years as an Account Executive with Bollinger Insurance in New York City specializing in Lawyers’ Professional Liability insurance. Jim is a graduate of the University of Miami.

Dugan Petty

Education & Outreach Coordinator, National Association of State Procurement Officials (NASPO) Value Point; Senior Fellow, Center for Digital Government; Senior Fellow, Governing Institute

Dugan Petty – Serves NASPO ValuePoint as a part-time Education and Outreach Coordinator for Information Technology. He is a Senior Fellow for both the Governing Institute and the Center for Digital Government.
Dugan claims to be retired, but his center of gravity always seems to be moving towards better solutions at intersection of IT and procurement. During the past year he has been instrumental in the 35 State NASPO ValuePoint Cloud Solutions procurement and the Governing Institute’s State Procurement Survey.
Before retiring from state service in 2012, he was the former CIO for the State of Oregon serving from 2006 to 2012. His collaborative leadership led to a new e-government delivery system, greater open government applications, and strengthening security.
He also served as Oregon’s chief procurement official leading a cross jurisdictional public/private taskforce in the modernization of Oregon’s procurement statutes and a strategic sourcing initiative called Smart Buy that improved contract outcomes and reduced costs.
Before coming to Oregon, he served in Alaska State Government as Director of General Services, State Chief Procurement Officer, and in housing and facilities management.
Dugan is a past president of both NASCIO and NASPO and a founding member and past Chair of the Western States Contracting Alliance.
NASCIO recognized Dugan with its 2013 Outstanding Achievement Award. Government Technology named him one of its Top 25 Doers, Dreamers and Drivers for 2011. He received the Julio Mazzone Distinguished Service Award in public purchasing in 2004.

Duncan Puller

As a member of Ciena’s Corporate Strategy and Development office, Duncan is responsible for developing strategic relationships with content, cloud and datacenter partners, and identifying innovative early-stage companies to help bring revenue-generating solutions to market.
Mr. Puller joined Ciena from Sidera Networks, where he was Vice President of Cloud Services. At Sidera he was focused on developing business and defining strategic direction within the data center, cloud and content ecosystem. Previously he held executive roles at Nimbus Exchange, SAVVIS, and UUNET where he worked on complex client issues that leveraged datacenter and communications infrastructure at their core.
Mr. Puller holds a Master’s degree in Telecommunication from George Washington University and a Bachelor’s Degree in Management Science from Virginia Tech.

Dr. Lori Temple

Vice Provost for Information Technology, University of Nevada, Las Vegas

Dr. Lori Temple is currently the Vice Provost for Information Technology at the University of Nevada, Las Vegas, a position she has held since 1998.
Over 100 full-time employees and 140 student employees in Dr. Temple’s office support UNLV’s help desks, computer facilities, network development and engineering, server administration, security, and enterprise applications, such as email and online course management tools.
Dr. Temple has led UNLV through many successful change initiatives, including an IT Master Plan project currently underway. The IT Master Plan is a blueprint to enhance the current service catalog and create new technology services that are innovative, secure, environmentally sound, and cost effective.
Before leading the Office of Information Technology, she was an Associate Professor of Psychology at UNLV and did research on the effects of aging on driving ability. She came to UNLV in 1984 from Brown University where she earned a Ph.D. in experimental psychology.

In March, CBS announced the reboot of MacGyver. Like the 1980s when the original TV series garnered a large following because of the inventive and resourceful character, today’s challenges mean we could use another MacGyver. The Denver Peak Academy fixes problems by helping public employees become somebody’s MacGyver – helping the City and County of Denver eliminate waste and continuously improve its business processes. Along the way, it has refined its processes by integrating behavioral science and extending its reach to public agencies from across North America. The academy experience is the subject of a new book from the Governing Management Series called Peak Performance. The coauthor, Brian Elms, will explore how to innovate in a resource-deprived environment including; Peak’s approach to process improvement and innovations, innovating without technology, and Peak’s tools and techniques.
