Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Mississippi Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Paul W. Taylor, Ph.D., is the editor-at-large and Chief Content Officer for Government Technology, Governing, Public CIO, and the Center for Digital Government. Through their parent organization, e.Republic, Taylor works with editorial, research and conference teams to identify issues and content initiatives vital to public service. Additionally, Taylor is responsible for collaborative content initiatives and other partnerships, including the City Accelerator with Living Cities and the Citi Foundation.
Prior to joining e.Republic, Taylor served as the Deputy State Chief Information Officer (CIO) in Washington State. Dr. Taylor came to public service following over twenty years of work in media, multimedia, Internet start-ups and academia. He is also among a number of affiliated experts with the non-profit, non-partisan Information Technology and Innovation Foundation (ITIF) in Washington, D.C. Taylor regularly speaks to regional, national and international audiences on technological and societal change, government modernization and public policy matters. Senior Strategist Cyber Security, AT&T

DuWayne Aikins joined the AT&T Advanced Enterprise Solutions organization (now part of the AT&T Growth Platforms organization) to serve as the Cyber Security Sales Overlay representative to the US Federal/Government market. DuWayne served as AT&T Director of Information Assurance Programs within the National Information Systems organization and had dual responsibilities providing oversight to a number of programs for some of our Government customers as well as the Senior Program Manager for the Managed Trusted Internet Protocol Service (MTIPS). He was responsible for helping to set strategy for our Cyber Security business line, partnering with the Chief Security Office for developing Managed Security Services for the Government market, and being the team lead for Trusted Internet Connection (TIC).
DuWayne has been with AT&T for eight years, serving in Business Development and Program Management and Sales Overlay. In October 2008, DuWayne accepted the role as Senior Program Manager for the Managed Trusted Internet Protocol Service (MTIPS) and was promoted to a Director position in 2010 to help develop business opportunities in support of the Comprehensive National Cybersecurity Initiative. As Senior Program Manager for MTIPS, DuWayne’s focus was to create a partnership with the AT&T Chief Security Organization to design, create, and deploy a TIC compliant infrastructure that includes multiple TIC Portals and Watch Operations Centers throughout the continental U.S. In addition, he supported AT&T’s sales organization in conducting MTIPS capability presentations to a number of government agencies seeking MTIPS service.

Justin C. Bruce is an innovative, creative leader with years of experience in the areas of private sector management, self and professional development coaching, leadership development, business marketing, business management, organizational and personal communication training, and life skills development. Mr. Bruce currently serves as the Director of Innovation and Performance for the City of Jackson. He has previously held positions as the senior strategist and executive writer in Mayor Tony T. Yarber’s administration.
Justin is a graduate of Madison Central High School. He continued his education at Jackson State University, double majoring in Political Science and Business Administration. In 2009, Mr. Bruce launched Ivolution, Inc. – a company centered on the premise that every person has the ability to “I-volve.” Essentially, “I-volving” is the belief that all people are capable of self-progression and that our aim in life is to be content but never complacent. Mr. Bruce serves his community and city by utilizing his gifts and talents for the betterment of people. Charlie Case has worked in State government for over 10 years and is currently the Chief Information Officer at the Mississippi Secretary of State’s office. He also works as a certified online instructor for Hinds Community College teaching a variety of online technical courses. In addition to these current professions, Charlie has held positions at ITS, Southern Farm Bureau Life, and Integrity Online. He serves on the E-Government Oversight Committee and is the president of the Mississippi Technology User Group.

Chief Information Officer, Department of Transportation, State of Mississippi

Ben Cohen has served as the Chief Information Officer for the Mississippi Department of Transportation since 2014. Cohen began his career with MDOT in 2001 as a developer on the financial system. 9 years later, he moved into a project manager role overseeing IT tasks for the financial and fleet management systems. During his career at MDOT, Cohen has managed various business oriented IT projects including STIP, payroll/HR, cash flow, project/program Management, contract management, capital assets, and MAGIC. His current areas of focus include mobile app development, field data collection, business intelligence and reporting, as well as workforce development. Cohen holds a Master of Science degree in Computer Science from Mississippi College (2006) and a Bachelor of Science degree in Computer Science from the University of Southern Mississippi (2001).

Mike has worked for the Mississippi Department of Transportation for 25 years. He is a graduate of Mississippi State University where he received a Bachelor’s of Science degree in Civil Engineering. Mike worked for 16 years in the Bridge Design Division where he planned, managed and designed bridge projects. Currently, Mike is the Director of the Transportation Information Division where he is charged with managing and coordinating the implementation of MDOT’s Enterprise GIS Data.

Shawn Kingsberry serves as the global public sector director of digital government for Unisys. He has more than 22 years of experience in the field of information technology and has a diverse background in both federal government and corporate settings, with extensive experience in large-scale information technology transformation, big data analytics, and enterprise computing, as well as secure hybrid cloud implementations. Prior to joining Unisys, Shawn served as director of cloud Solutions from Engility Corporation, where he supported all sectors of the federal civilian government. He led the corporate Information Technology Transformation initiative focusing on 21st-century implementations and stood-up the Fraud Analytic Practice title INSIGHT ™. As the chief information officer for the Recovery Accountability and Transparency Board from 2009 – 2014, Shawn led the Recovery Board’s successful effort to host Recovery.gov site to provide transparency on stimulus spending related to the American Recovery and Reinvestment Act of 2009. He received the prestigious FED 100 Award for his leadership and persistence in implementing Federal Reporting.gov and Recovery.gov, which were the first government-wide information system to be fully migrated to a public cloud.

Director of Business Applications & ERP Support, Office of Information Technology, The University of Mississippi

Al Ling is the Director of Business Applications and ERP Support in the Office of Information Technology at The University of Mississippi. In this role, his team provides application development and support within UM’s SAP ERP system for all of the finance and administration processes of the university, including Financials, HR/Payroll, Procurement, Facilities Maintenance, and Student Accounting. Additionally, his team facilitates all SAP functional user training for all of the SAP applications used by UM. Ling has enjoyed a twenty-year career at UM and was a member of the project team that implemented the SAP ERP system in 1999-2000. He holds a B.B.A. in Management Information Systems from The University of Mississippi.

Robert J. Moorhead II

Director, Geosystems Research and North Gulf Institutes, Mississippi State University

Dr. Moorhead is the Director of the Northern Gulf Institute, a NOAA Cooperative Institute, and the Director of the Geosystems Research Institute at MSU, which focuses on understanding Earth's natural and managed systems.
Over the past few years, Dr. Moorhead has developed a robust research and outreach program focused on the use of small unmanned aerial vehicles (remotely piloted aircraft, drones) to advance our understanding and management of agriculture and natural resources.
Robert is a Billie J. Ball Professor of Electrical and Computer Engineering. He has published almost 200 articles on subjects ranging from scientific visualization to the use of UAS in assessing beaches and marshes. He has a patent and was on the international committee that developed the JPEG image coding standard.

Kumar Rachuri joined Adobe as Director of Healthcare Innovation from the State of Ohio, where he served for more than 18 years in executive leadership roles across five different agencies – from central services to mission-focused agencies.
Most recently, Rachuri was CIO for the Ohio Department of Job and Family Services (ODJFS), an agency with an annual operating budget of more than $20 billion. As a triple-combined agency, ODJFS manages administrative services and support for Medicaid, Welfare, Child Support, Children Services, Child Welfare, Unemployment Compensation, and Workforce Development. Rachuri managed an IT budget exceeding $275 million and oversaw the largest IT organization in a state government agency in the United States. Under Rachuri’s leadership in 2013, the ODJFS technology team was recognized by the American Public Human Services Association (APHSA) – IT Solutions Management (ISM) for “Excellence in Human Services Technologies” in the “Collaboration Across Boundaries” category.

Christopher M. (Chris) Reichley is the Director of Application Development and Integration for the Office of Information Technology. He specializes in ERP development, API integration, big data analytics, and in-memory computing. Previously, Reichley founded a company specializing in scientific visualizations and simulations in support of a NASA funded grant for online education. Publications include works in the fields of neurofeedback, brain-computer interfaces, and a co- authored textbook on game programming techniques. Chris holds B.S. and M.S. degrees in Computer and Information Science from the University of Mississippi.

His prior entrepreneur role at NetGames USA saw him lead the company as president and ceo through acquisition by Microsoft Corporation.
Craig began his career as radio frequency design engineer working on DARPA digital beamforming radio systems and later at Digital Ocean where the companies media access control IP became part of the foundation for WiFi 802.11b when acquired by Intersil.
A graduate of radio frequency design and telecommunications programs at the University of Kansas, Craig holds bachelor and master of science degrees in electrical engineering from the school.

But drones (unmanned aerial vehicles) bring a whole new element to the equation. The Benefits of 3-D GIS

Three-dimensional mapping technology is helping improve data accuracy and citizen services. When combined with GIS data, 3-D maps give government an entirely virtual representation of infrastructure that can be manipulated. In the State of Mississippi, the Department of Transportation utilizes GIS technology in various ways including analysis and reporting of information about bridges, highways and other transportation assets. GIS offers the ability to create detailed searches about an area as it relates to a particular location along the road producing both map and tabular results. MDOT also utilizes the GIS for analysis of project locations as it relates to environmental and socioeconomic concerns. This session will discuss that and other practical applications of GIS in government.
