Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Massachusetts Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Holly St. Clair leads the recently formed Digital Services team at MassIT. The Digital Services group is leveraging the best technology and information to make every interaction with our government faster, easier, more meaningful and wicked awesome. Ms. St. Clair also created the Massachusetts Data Office. The Data Office’s mission is to create a data driven ecosystem at the Commonwealth to deliver more effective and efficient services to our constituents through analytics, data infrastructure and interoperability, open data and increasing the data literacy state policymakers.
Prior to joining the Commonwealth, Ms. St. Clair served as the Director of Data Services at the Boston-region Metropolitan Area Planning Council, overseeing the agency’s activities in the fields of data management, data analysis, research, and public access to data. Ms. St. Clair pioneered the use of advanced decision support tools in metropolitan Boston, managing a variety of projects that use scenarios modeling, 3-D environments, community indicators, and innovative meeting formats to engage stakeholders in dialogue about policy choices. Ms. St. Clair spearheaded the creation of the MetroBoston DataCommon, an on-line data portal and interactive web mapper that puts hundreds of data layers at the fingertips of residents, public officials, and advocates who would not otherwise have access to such information. She has experience working with municipalities to incorporate data analysis into planning decisions.
Ms. St. Clair holds a Masters of Urban and Environmental Policy from Tufts University, a Bachelor’s Degree in Environmental Policy from Boston University, and has training in facilitation and facilitative leadership from the Interaction Institute for Social Change.

Francessca has been a prominent speaker at key industry events including: The Open Group, IOUG Java Developers Collaborate Conference, Oracle Open World, Dreamforce, Leadership Talks, and the Oracle EMEA Global Partner Community Forum.
She has close to 20 years of experience serving in leadership roles at Oracle, Salesforce, CSC, Sun Microsystems, and the U.S. Department of Defense. Francessca holds a Master of Public Policy from George Mason University and a Bachelor of Science in Computer Science from Lynchburg College.
