Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Massachusetts Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Speaker Bio: A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

General Session – Breach! When Bad Things Happen to Good People (and Their Organizations)

Cyber security is the new front line of financial crime and social upheaval. It is the new Wild West, with hackers divided among the "white hats" and "black hats." Stage coach and bank robberies of old have been replaced by heists of personally identifiable information from major retailers, insurers and governments. Political protests are increasingly taking the form of denial-of-service attacks by so-called “hactivists” to disrupt the normal order of things. Such things can and do happen anywhere, and everybody has a role in preventing, preparing for, and responding to cyber threats. This interactive session unpacks key lessons and learnings from real-life cases with the help of a panel of local experts and engaged audience members.

As the Director of Communications for the City of Malden since 2012, Ron Cochran has worked to build Malden’s online presence to be one of the leading in local government including one of the largest social media followings in the State of Massachusetts.

Prior to his current position, Ron was a Business Systems Analyst for Royal Philips. He holds a Bachelor’s Degree in Business from Northeastern University (2000) and a Master’s Degree in Information Technology from Bentley University (2011).

When Ron is not working he enjoys researching the areas of Content Marketing, SEO and Social Media Strategy and often presents on these topics at industry conferences. Tony Encinias is the Vice President of Public Sector Strategy for ViON Corporation. Before joining ViON, he was the Deputy Secretary for Information Technology/Chief Information Officer for the Commonwealth of Pennsylvania, appointed by Governor Corbett on December 29, 2012. Prior to his appointment, Tony served as the Chief Technology Officer for the Commonwealth of Pennsylvania from 2008 to 2012.
Tony is a retired United States Naval Officer, with over 20 years’ experience in Information Technology management with the Department of Defense (DoD) and state government. During Tony’s distinguished military career he served as the Relational Supply Application Program manager for the Space and Naval Warfare Systems Command (SPAWAR) and as the Deputy Director for Innovation in the eBusiness Operations Office for the Department of the Navy, Chief Information Officer. In his final military assignment he served dual roles as the SAS 70 Program Director with the Defense Information Systems Agency and as the Executive Officer of the Defense Enterprise Computing Center, Mechanicsburg.
Tony was honored with Government Technology's Top 25 Doers, Dreamers & Drivers, Computerworld Premier 100 IT Leaders and State Scoop’s State Executive of the Year awards for 2014.
Tony earned a Master’s degree in Information Technology Management from the United States Naval Postgraduate School, a Bachelors degree in Mathematics from the University of Colorado, a Masters Certificate in Project Management from the George Washington University, a Federal CIO Certification through Carnegie Mellon University and is a member of Drexel University’s MIS advisory board.

Jascha Franklin-Hodge

Chief Information Officer City of Boston

Mayor Martin J. Walsh appointed Jascha Franklin-Hodge as the City’s Chief Information Officer in June 2014. As Chief Information Officer, Franklin-Hodge leads the City’s efforts to enhance online service delivery, empower City employees with effective digital tools, and improve access to technology and the Internet for all Boston neighborhoods.
Prior to his work with the City, Franklin-Hodge co-founded Blue State Digital (BSD) in 2004 and ran BSD’s Boston technology office. He oversaw the development and operation of the BSD Tools, an online fundraising, email, and CRM platform that powered the digital presence of President Barack Obama’s 2008 and 2012 campaigns. He previouly worked for Howard Dean's groundbreaking 2004 presidential campaign, where he led the technology team responsible for scaling, securing, and maintaining a high visibility, high traffic website.
Since 2009, Franklin-Hodge has served as an advisor to Code for America, a nonprofit which connects technologists with cities to solve civic challenges and encourage innovation in government technology.
Previously, Franklin-Hodge was the director of software development for AOL's Digital Music Division, and has worked for the Art Technology Group and Software Tool and Die, and has consulted for the Computer Museum, the School of the Museum of Fine Arts, and the Niemen Foundation for Journalism at Harvard University.
Franklin-Hodge studied computer science at MIT and lives in South Boston.

Justin currently serves on the development of the third U.S. National Action Plan for Open Government, as a commitment to the 66-nation Open Government Partnership, and led the collaborative development of the U.S. Public Participation Playbook, the Federal Cyber-Vandalism Toolkit, and other government-wide resources in performance analysis, accessibility, policy development and customer service.

Kay Meyer is a Principal Industry Consultant working with SAS’ State and Local Government practice.  She brings experience, best practices and strategies to help states establish enterprise analytics programs.  Kay has over 25 years of experience in information systems development and implementation across a variety of industries.  Prior to joining SAS, Kay spent 18 years in state government and led the efforts in North Carolina to set the strategic vision, definition and implementation for the North Carolina Government Data Analytics Center.  As part of the GDAC, Kay led in the formation of NC’s first enterprise fraud, waste, and improper payment detection program, as well as the implementation of NC’s integrated criminal justice system, CJLEADS, which supports over 27,000 criminal justice professionals statewide.  Kay holds a Bachelor of Science in Management Information Systems from the University of Virginia and a Master of Business Administration from George Washington University.
