James Anderson is the Head of Data Cloud Architecture at Snowflake, focused on helping customers across the globe maximize the value of their data assets, and drive innovation through collaboration. James has run multiple technical teams over his 4 years at Snowflake, helping customers from all industries successfully architect their Snowflake deployments to support their broader enterprise data strategy. Prior to joining Snowflake, James was the Head of Platform Architecture for Slalom, building Modern Data Stacks for clients across all major cloud technologies.

Sanjay Belulkar is a senior leader with a proven track record of delivering exceptional value through a consultative approach, underpinned by over three decades of extensive global experience in the data industry. He has successfully led strategic, large-scale, and complex data initiatives, encompassing Data Landscape Management, Data Science & Analytics, Data Governance, Master Data Management (MDM), and data-driven transformation.
As a Subject Matter Expert (SME) in data, Sanjay has spearheaded numerous initiatives for public sector agencies across the USA, Australia, UAE, and India. He had been an active member of TDWI. Don Chamberlain is currently serving as the COO and Assistant Secretary for Security and Operations at the Commonwealth of Massachusetts Executive Office of Technology Services and Security. Colby Cousens is a strategic IT leader responsible for the functionality and security of various municipal information technology and operational technology environments. A Co-Founder of the North Shore IT Collaborative, cybersecurity representative on the Northeast Homeland Security Regional Advisory Council, and an active member of the Cyber Resilient Massachusetts Working Group, Colby is committed to advancing the security posture of resource-challenged organizations in the Commonwealth.

Sandeep Dorawala is the President of Digital Solutions at SMX, joining the company in 2021. He leads a team of over 650 experts in digital transformation, cloud and hybrid infrastructure, data analytics, cybersecurity, and program support. Sandeep is dedicated to increasing the capabilities and career potential of his team members while helping clients build enriching relationships with SMX and industry partners.

David Fields, Ph.D., is Professor of Practice within the Graduate School of Education at Northeastern University and Senior Fellow with The Burnes Center for Social Change. He brings over 20 years of higher education experience building, launching, and scaling industry aligned programs. He served as interim Dean for the College of Professional Studies at Northeastern University where he inspired and sustained the College’s academic vision and direction for 11,000 students and 1,000+ faculty across twelve campuses and three continents. David’s research background is in international higher education and the global workforce. David holds a Bachelor of Science in Kinesiology from the University of New Hampshire, a master’s degree in student Affairs Administration from Michigan State University, and a Ph.D. in Higher Education Administration from Boston College.
At the Burnes Center, his work includes supporting AI for Impact, and its InnovateMA co-op program in partnership with the Commonwealth of Massachusetts.  Through AI for Impact, students use artificial intelligence and human-centered design to deliver cutting-edge projects that solve public sector problems and improve lives.

Santiago "Santi" Garces, driven by early experiences in his native Bogotá, Colombia, has dedicated his career to optimizing government efficiency and effectiveness. As the Chief Information Officer (CIO) for the City of Boston, he leads the Department of Innovation and Technology (DoIT), striving to make it an engine of transformation by employing data science and human-centered design. With a robust history in civic tech roles, including pivotal CIO positions in South Bend and Pittsburgh, Santi has won the Bloomberg’s Mayor Innovation project for the Commuter's Trust and has played an instrumental role in citywide technological advancements. A multilingual and a tech-savvy innovator, Santi has also co-founded a nonprofit, enFocus, aimed at creating innovative solutions for government and industry. His leadership, spanning planning, sustainability, and technological infrastructure, continues to shape the cities he serves towards a more efficient, inclusive, and technologically advanced future.

Michael Hamel has worked in a variety of state and local government roles in Massachusetts and is currently the Chief Information Officer for the City of Worcester. In his current role he oversaw the consolidation of Worcester's Technical Services Department and the Office of Urban Innovation, to create the current Department of Innovation and Technology. His prior experience includes working on enterprise technologies with the City of Boston and supporting the technology needs of Massachusetts communities with the Commonwealth.

Dan Johnson heads State and Local Government customer engineering for Google, a position he has held since January of 2020. Dan and his team are responsible for working with a range of government customers to apply advances in big data and machine learning to their business problems. Prior to his current role, Dan led Financial Services customer engineering for Google working in Global Banking and Financial Markets.
Dan started his career 19 years ago at NLV Financial Corporation as a Systems Programmer. His path leading to Google in 2013 includes leadership and engineering roles at Cisco Systems, ATT and the University of Oregon.

Sai Panindra Santosh Kumar Majji is an AI Engineer at the Massachusetts Department of Transportation (MassDOT), where he develops innovative AI solutions to drive impactful change in the public sector. With experience spanning both private and public sectors, including his tenure at Deloitte Consulting's AI Garage team, Sai brings a solid foundation in artificial intelligence to his role. He is currently pursuing a master’s degree in engineering management at Northeastern University.

Greg Martin is the Chief Information Officer for the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs. Greg’s large IT team is responsible for all technology investments and operations for EOEEA and its agencies, including the Departments of Conservation & Recreation, Energy Resources, Agricultural Resources, Fish and Game, Public Utilities, and Environmental Protection, plus the Massachusetts Environmental Police and offices managing environmental policy, water resources & infrastructure, toxics use, coastal zones, and more.  Greg’s 18-year career with the Commonwealth also includes extensive work at the Executive Office of Health and Human Services where he managed EOHHS’s voice and data networks, enterprise mobility, collaboration technologies, server projects, e-discovery, and a variety of other operations and infrastructure technologies. As a former Captain in the United States Air Force, Greg learned to lead, collaborate, and manage multifunctional teams and projects in locations all around the world.

Greg McCarthy is the first Chief Information Security Officer for the City of Boston and career public servant. Since joining the City of Boston’s Cybersecurity Team in 2010, Greg has managed the implementation of numerous information security solutions, developed the City's first cybersecurity awareness program for employees and successfully enforced the use of multi-factor authentication for all employees. In his role, Greg continues to lead efforts to strengthen the cybersecurity capabilities across the City and further the team’s mission through modernizing technology, partnerships, and regular training. Greg is a cybersecurity leader and change agent who is focused on strengthening cybersecurity for the City of Boston and all municipal governments through partnership and collaboration. Greg is also the Co-founder and Co-Chair of the Coalition of City CISOs. Prior to joining the City of Boston, Greg spent seven years working at the Rhode Island Department of Corrections. Greg holds an undergraduate degree in Criminal Justice and a graduate degree in Information Assurance, both from Northeastern University. He has also earned a Certified Information Security Manager (CISM) certification from ISACA, graduate certification in Project Management from Boston University, and a Project Management Professional certification from the Project Management Institute.

Peter is an experienced technology leader for the Commonwealth of Massachusetts.  Most of Peter’s career has been in the Office of the Comptroller in Boston, where he has responsibility for high level IT strategy; identifying areas of cyber risk; as well as implementing risk strategy applications to mitigate those risks. Peter was a member of the original CTR Team responsible for implementing the CTHRU application into the Commonwealth’s website allowing the public to view for the first time how its dollars are spent and resources are allocated. 

Jesse Newberry is the Business Engagement Manager for the IT group at the Massachusetts Department of Transportation.  Jesse is responsible for the challenging task of trying to keep MassDOT’s Business Divisions and the Technology group happy with each other.  He has been an employee with MassDOT for the past 10 years and was a technology consultant for the MassDOT Highway Division for the previous 8 years.  He is currently a co-chair on the National Academy of Sciences Transportation Research Board (TRB) AI and Advanced Computing Committee and is Chair for TRB’s first ever AI and Data dedicated Conference, TRB DATA, scheduled for May 2025 in Seattle.

Lindsey leads the Strategy Team at EOTSS, which partners with Executive Branch agencies to improve their operations and service delivery. Through close collaboration, the Strategy Team documents pain points, clarifies agency goals, and develops a plan to close the gap between the current state and the future state—for example by recommending a technology solution, recommending an updated staffing plan, supporting a procurement, or even a combination of all three. Prior to joining the Commonwealth, Lindsey worked for the Government Performance Lab (GPL), a technical assistance organization that embedded her with the state of Rhode Island to improve take-up rates in family home visiting programs and implement a performance-management process for vendors delivering the Rhode Island Works program. Since getting her master’s in public policy in 2017, Lindsey’s focus has been on improving government service delivery at the intersection of strategy, operations, technology, and procurement.

John began his career as an intelligence officer in the U.S. Air Force in 1998 and served in the Republic of Korea in 1999. In September 2001, while supporting C-17 missions, he deployed to Sicily to support forward operating bases during the initial phases of the US war in Afghanistan. He then deployed to Germany to provide intelligence for C-17 missions delivering humanitarian airdrops to starving Afghans.  John entered duty with the FBI as an Intelligence Analyst in 2004, where he assisted in the creation of the Connecticut Intelligence Center Fusion Center and with the FBI InfraGard public outreach program. While in New Haven, he also led the analytic review of computer hard drives related to the Babar Ahmad/Tooting Group international terrorism investigation. In 2007, John transferred to the FBI Boston Field Office. As an Intelligence Analyst, he supported Civil Rights and Public corruption investigations until becoming a Supervisory Intelligence Analyst supporting analysis over all criminal programs in 2010.
In 2013 John was a day shift intelligence supervisor during the Boston Marathon Bombing manhunt and led the computer forensic review of all subjects’ digital media. During the Marathon Bombing investigation and subsequent trial, John led the post processing analytical review of the Tsarnaev family’s digital media.  He wrote the initial digital analysis used in support of the Tsarnaev trial. He led the review of more than 33,000 emails, 120,000 photos, and 12,000 videos for the purposes of criminal discovery and trial preparation. He wrote over 50 reports, which were used in testimony to support Dzhokhar Tsarnaev’s eventual conviction.  In 2016 he earned a Master of Science in Information Security from Boston University and became FBI Boston’s Chief Security Officer.
Before joining the MassCyberCenter, John was the Director of Cybersecurity for Magna5's Boston Metro Area. He managed day-to-day operations of the company’s Security Operations Center. He managed endpoint and network protection, cybersecurity awareness training, and Security Information Event Management software. He developed cybersecurity plans and vulnerability assessments and ensured clients’ cybersecurity governance models followed best practices with frameworks like NIST/SOC2/PCI/CMMC. He delivered presentations to local companies and professional organizations.
John has been a featured speaker at the Massachusetts National Cyber Crime Conference and at the Microsoft Digital Crimes Community Conference in Vienna, Austria in 2016. He was a featured speaker at ThreatLocker Zero Trust World and the International Crisis Management Conference in 2023. He has delivered remarks locally at many universities and professional organizations.
He completed the 2017 Boston Marathon Tough Ruck, which was a 26.2-mile hike carrying 15-50 pounds in tribute to fallen military comrades and in memory of those victims of the Marathon Bombing. He is a proud father of three children.

James Pouliot is the Town of Brookline's Web Developer. He started his career as a journalist with NBC and WBUR, then left the media to become a self-taught Web Developer and accessibility expert. Now James is helping Brookline make its online tools more accessible to people of all abilities.

Steve Rivers is the Director of I.T. Service Management for the Commonwealth of Massachusetts, Executive Office of Technology Services and Security (EOTSS). EOTSS is the lead enterprise information technology (IT) and cybersecurity organization for the Executive Branch.
Steve has spent his career in the operations side of IT. Currently, he leads the teams responsible for Incident and Problem Management, Change Enablement, Configuration & Release Management, Hardware & Software Asset Management and Monitoring. He oversees the major incident team and has assisted in EOTSS Disaster Recovery process response and development. During his career Steve has had responsibility for and participated in Major Incident management and Disaster Recovery planning and tabletop exercises for Harvard University and the Commonwealth of Massachusetts. Steve holds several ITIL certifications.
Steve enjoys his Scottie dogs, metal detecting, and radio-controlled cars. He especially loves spending time with his grandson.

Anand Selvaraj has about 25+ years of experience in the IT industry specializing on Government Health and Human Services. Prior to his 7 years of state service, he has been leading the Xerox-Conduent team working with DTA on their eligibility platform. During his tenure at DTA, his team worked with DTA business folks to improve overall client experience through self-service solutions like Portal, Mobile App and kiosks. His approach to problem solving is to breakdown complex requirements into simple desired outcomes and achieve them through incremental deployments. As the CTO for EOHHS he is heading multiple enterprise initiatives like a single account for all MA residents to access HHS applications, the EOHHS Cloud Center of Excellence (CCoE), enterprise data warehouse infrastructure setup.

Kevin Talbert is a dedicated Senior Solutions Engineer with Cloudera Government Solutions. He comes from an architecture background working with large, distributed data platforms, and designing customer-centric solutions for problems at scale. He provides technical expertise to customers looking to modernize their data stack and builds solutions to integrate Cloudera wherever they are on that journey.

Jenna joined the Upstate NY Fortinet team as a Systems Engineer, helping hundreds of K-12, higher-education, and government organizations achieve their cybersecurity goals. She currently leads the Upstate New York and New England public sector territory in doing the same. Prior to joining the Fortinet SLED team, Jenna supported over 2000 of Fortinet’s partners across the country.
Jenna also actively participates in the WiCyS (Women in Cybersecurity) program and Fortinet’s Women of Fortinet program as a mentor, with a firm belief that anyone interested in cybersecurity should be able to pursue it successfully.

Jaz Vohra is an AI Engineer at the Massachusetts Department of Transportation (MassDOT), where he leads innovative AI projects aimed at improving public services. With a background in Artificial Intelligence and Business from Northeastern University, Jaz first began partnering with the public sector as an AI Consultant in the InnovateMA co-op program, where he received a Governor’s Citation from Maura Healey. Prior to joining MassDOT, he was based out of Geneva where he worked with United Nations agencies to implement AI solutions.

Matt Whitten is the Chief Information Security Officer at the Executive Office of Energy and Environment Affairs overseeing Cybersecurity, Information Security, and Microsoft 365 Administration. Prior to joining the Massachusetts Executive branch in 2016, Matt spent 12 years in the private sector in various roles at three different early-stage information security companies, all of which were acquired. Matt is the chairman of the Massachusetts Executive branch’s Cybersecurity & Vulnerability Management Subcommittee. Matt grew up in the Boston area and holds a Bachelor of Science degree from Suffolk University.

Sue Wunderlee is a major advocate for digital accessibility and inclusion; guiding policy for MassDOT and serving as an advisor across the organization. Sue assists with IT procurements to ensure they meet the Commonwealth’s accessibility standards and leads the MassDOT Digital Services department, with a focus on ensuring that all digital information is available to everyone. She also Chairs the MassDOT/MBTA Accessible Technology Advisory Committee, which works to raise awareness and provide support across both agencies.
Sue has been MassDOT’s Digital Services Manager since 2009. Prior to that, she was the Webmaster for the Massachusetts Turnpike Authority. Her experience also includes working in the private sector, higher ed, and non-profit organizations. She is a graduate of the University of Connecticut with a BA in Mass Media Communications.
