Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Maryland Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

DuWayne Aikins joined the AT&T Advanced Enterprise Solutions organization (now part of the AT&T Growth Platforms organization) to serve as the Cyber Security Sales Overlay representative to the US Federal/Government market. DuWayne served as AT&T Director of Information Assurance Programs within the National Information Systems organization and had dual responsibilities providing oversight to a number of programs for some of our Government customers as well as the Senior Program Manager for the Managed Trusted Internet Protocol Service (MTIPS). He was responsible for helping to set strategy for our Cyber Security business line, partnering with the Chief Security Office for developing Managed Security Services for the Government market, and being the team lead for Trusted Internet Connection (TIC).
DuWayne has been with AT&T for eight years, serving in Business Development and Program Management and Sales Overlay. In October 2008, DuWayne accepted the role as Senior Program Manager for the Managed Trusted Internet Protocol Service (MTIPS) and was promoted to a Director position in 2010 to help develop business opportunities in support of the Comprehensive National Cybersecurity Initiative. As Senior Program Manager for MTIPS, DuWayne’s focus was to create a partnership with the AT&T Chief Security Organization to design, create, and deploy a TIC compliant infrastructure that includes multiple TIC Portals and Watch Operations Centers throughout the continental U.S.

CHART Systems Administrator, Maryland State Highway Administration

Rick is the Statewide Systems Administrator for the Maryland Advanced Transportation Management System (ATMS), Emergency Operations Reporting System (EORS) and Lane Closure Permitting System (LCP) at the Maryland Coordinated Highways Action Response Team (CHART.) This includes a Statewide Operations Center, Emergency Operations Center (EOC), multiple connected, Traffic Operations Centers and their associated Dynamic Message Signs (DMS), speed detectors, Closed-Circuit Television Cameras (CCTV), Highway Advisory Radio (HAR) systems, Roadway Weather Information Systems (RWIS) and mobile response vehicles connected by Automatic Vehicle Location (AVL) technology. Rick is responsible for design, build, operation and maintenance of the software and network currently connecting over 80 different operations centers belonging to over 36 agencies including centers dedicated to traffic management and incident response, law enforcement, emergency services, system or field equipment maintenance, highway maintenance and transportation research.
Previously, Rick has served in a similar statewide role in Denver, Colorado and a metropolitan system in San Antonio, Texas.
Rick commanded an Intercontinental Ballistic Missile flight in the United States Air Force and has a Bachelor’s of Science degree in Computer and Information Sciences from the Florida State University.

Chief Technology Officer, Department of Human Resources, State of Maryland

Tom Fusting came to DHR last year with 27 years of transformative IT management experience in the private sector, primarily with CSC, managing public sector customers, primarily the Department of Homeland Security, (DHS), Maryland Department of Transportation (MDOT), NASA, and others.
As DHR’s CTO, he is tasked with the modernization of numerous siloed human services systems from eleven separate MD agencies into a single shared cloud based data exchange platform. Maryland is leading the nation with this next generation target architecture approach to transforming the way government delivers coordinated services across programs and agencies. This is being done by first transforming MD’s methodologies to Scaled Lean-Agile, Value Stream budgeting, contract reform through Adaptive Sourcing, and a DevOps culture transformation.
Tom received CSC’s 2014 Ingenuity Worx award on Adaptive Sourcing; 2012 Chairman’s award for delivering CSC’s first cloud offering Dev/Test as a Service (DTaaS); authored former Governor O’Malley’s 2007 Transition Team for IT Organization Structure proposal which recommended the creation of a Department of Information Technology (DoIT), and has a Masters in Electrical Engineering from Johns Hopkins University.

David Garcia was appointed by Governor Larry Hogan as Secretary of the Maryland Department of Information Technology (DoIT) in March of 2015.
Secretary Garcia oversees the development, maintenance, and enforcement of information technology policies, procedures, and standards throughout the State government. He is also the founder, president, and chief executive of NMR Consulting. In his current role, Secretary Garcia is able to use his private sector background to identify and promulgate opportunities for State agencies to become more efficient, reduce costs, maximize the State’s investment in IT and telecommunication assets.

For over 15 years, Matt has been an information technology professional, primarily in support of higher education. He joined the Virginia Community College System (VCCS) in 2003 and served as their director for enterprise infrastructure. During his tenure with the VCCS, Matt served as Vice President for Information Technology at Thomas Nelson Community College, one of the VCCS member institutions. Matt holds a Masters of Information Systems Management and Bachelors in Business Management from Brigham Young University. Currently, Matt is a principal architect for NetApp U.S. Public Sector focusing on SLED customers. His areas of focus include virtualization, disaster recovery technologies, enterprise storage, and green data centers.

Victoria Lewis joined Montgomery County, MD in 2005 and is responsible for dataMontgomery, Montgomery County's open data program. Ms. Lewis has over 16 years of experience in Information Technology project management, including project leadership in both the private and public sectors. She oversees the execution and operation of a multi-year, countywide Open Data Implementation Plan. Victoria also managed the financial transparency suite development partnership with open data vendor Socrata, which has already resulted in financial data standards and guided websites used by over 20 governments nationwide. Ms. Lewis holds a bachelor’s degree from the University of Maryland and maintains her PMP certification.

Dwayne MacKenzie joined Data Networks in 2005 and is the Solutions Architect responsible for designing and consulting on the company’s Infrastructure and Security Solutions. He has over 28 years of experience in multiple IT disciplines including networked systems design, network management, software development, technical project management and consulting management.
Prior to joining Data Networks, Dwayne held various senior level technical positions including Director of Unisys Corporation’s Network & Desktop Consulting Practice, Network Design Consultant for Unisys Corporation and Network Manager for the Air Intelligence Agency Liaison Office to the National Security Agency at Fort Meade, Maryland.
Dwayne also spent 11 years in the United States Air Force and has earned multiple degrees, including Computer Science and Intelligence Collection, from the Community College of the Air Force. He is a Juniper Aspiring Champion and holds technical certifications from leading OEMs including Aruba, Cisco, EMC, Juniper, and Microsoft.
