At just 19, she invented SOCCKET, an energy-generating soccer ball that reflects her vision for a better world. Matthews was inspired by her experiences in Nigeria, when she noticed the reliance on dangerous diesel generators during power outages. She addressed a community need and created a safer alternative that harnesses power from an everyday activity to provide a source of light.
Her invention of SOCCKET exemplifies Matthews’ unique blend of altruism and a disruptive technological mindset that encourages her audience to embrace innovation and actively contribute to positive change. She channeled these qualities into founding Uncharted, an award-winning sustainable-infrastructure company that empowers small and under-resourced cities. As CEO, she takes her social responsibility seriously, creating solutions that enhance access to energy, water, air, and transit. Notably, Matthews has revolutionized vision AI in energy efficiency, developing technology that employs “smart photos” to visually assess homes. These photos then determine potential savings on energy bills and qualifying rebates. Jessica’s success in entrepreneurship led to a White House invitation from President Barack Obama to represent small companies for the signing of the America Invents Act in 2012. In 2016, she raised what was at the time the largest Series A round ever raised by a black female founder in history and was selected to ring the NASDAQ opening ceremony bell, representing all Forbes 30 Under 30 alumni. In 2021, Jessica was officially appointed by Secretary of Energy Jennifer M. Granholm to the Electricity Advisory Committee. As a member of the Smart Grid subcommittee, she plays a key role in advising the Department of Energy on the ways we can modernize our nation’s electric delivery system, specifically focusing on accelerating the deployment of electric vehicle charging stations throughout the U.S.
A dual citizen of Nigeria and the United States, Jessica has a degree in psychology and economics from Harvard University, an MBA from Harvard Business School, and is listed on over 12 patents and patents pending. Her list of accolades includes Fortune’s Most Promising Women Entrepreneurs, Forbes 30 Under 30, Inc. Eric Bathras, Chief Technology Officer of Infrastructure at the Maryland Department of Information Technology (DoIT), brings over 30 years of experience in broadband networks across the public and private sectors. In his role, he leads critical state infrastructure programs, including networkMaryland, Maryland MD FiRST, Cloud & Datacenter Services and DoIT's Infrastructure Agreements. Prior to rejoining DoIT, Eric served as the Global Broadband Leader at AECOM, where he led broadband and smart city initiatives at the local, national and international levels. His career is marked by leading cross-functional teams and delivering complex technology projects. Notable achievements include serving the IoT and broadband connectivity architect for San Mateo County's "Smartest Street in America", chairing the Digital Infrastructure Group (DIG) for the State of Maryland and leading the evaluation of global subsea cable landing stations for global tech companies. A thought leader in his field, Eric has authored numerous broadband readiness plans and delivered keynote addresses at national events, including Broadband Nation Expo, the Wharton School of Business and BICSI's National Conference.

With over 23 years of experience in the field, she has a strong command of various GIS software and development tools. Her background includes extensive expertise in database design and management, along with scripting experience using ArcObjects, .Net, and ArcPy. This enables her to effectively streamline data collection and analysis and develop customized tools for analysis, data entry, and reporting.

Natalie Evans Harris

Chief Data Officer, Department of Information Technology State of Maryland

Natalie Evans Harris serves as Maryland’s State Chief Data Officer. An ecosystem builder at heart, she is a mission-driven data scientist, strategist and speaker with over 20 years of experience leading initiatives, coalitions and organizations to powerfully and equitably leverage data to combat economic and social injustice. With nearly 20 years of experience, Evans Harris has spent her career working with a broad network of academic institutions, data science organizations, application developers, and foundations to advance the responsible use of data. Prior to joining Governor’s Moore Administration as the State Chief Data Officer, she was the founding executive director of the Black Wealth Data Center, where she established and led a team tasked with harnessing data to support the creation of programs, policies, and strategies to measurably increase Black wealth.
Evans Harris’ career includes working in senior-level roles for more than 16-years at the National Security Agency, where she led an analytics development center and served as a senior policy advisor to the U.S. Chief Technology Officer with the Obama administration. During her tenure in the Obama administration, Evans Harris created the White House Data Cabinet, a space for federal data leaders to collaboratively improve data sharing across the Federal government that grew to over 200 active members across more than 40 federal agencies. She also helped launch The Opportunity Project, which brought together the private sector, government and academia to build data-driven, digital solutions targeting urgent community problems using government data. Before joining the Black Wealth Data Center, Evans Harris worked for the Biden administration as a Senior Advisor for Delivery for the Department of Commerce. In this role, she advised on technology, data, and design opportunities to ensure equitable delivery of Commerce programs and services. She also served on the Biden-Harris Transition team, advising the incoming administration on technology priorities for the Intelligence Community.
In 2017, Evans Harris co-founded and served as the head of strategic initiatives at BrightHive, a data trust platform that allows organizations, networks, and communities to securely and responsibly link their data and enhance their impact. While there, Evans Harris founded the Community-Driven Principles for Ethical Data Sharing (CPEDS) now known as Global Data Ethics Project (GDEP), an initiative focused on improving the ethical practices and the use of data. Today, the initiative has over 1,200 active members focused on strengthening ethical practices in the data science community through a data science code of ethics.
Evans Harris has a master’s degree in public administration from The George Washington University and bachelor’s degrees in computer science and sociology from the University of Maryland Eastern Shore. She lives in Maryland with her husband and daughter.

Maurice brings over 30 years of experience in security management, intelligence support, and compliance inspections across commercial industry and Department of Defense (DoD) sectors. His career has been dedicated to safeguarding classified and sensitive information, managing Special Access Program (SAP) projects, and conducting Command Cyber Readiness Inspections for U.S. govt agencies worldwide.
Maurice is a retired 20 yrs active-duty Air Force veteran with over 20 yrs experience conducting various industrial/physical/and cyber security activities in the Dept of Defense (DoD) classified space.
Additionally, he has over 15 yrs experience as DoD contractor supporting the DoD in the areas of physical security/wireless security/communication security/information security/information assurance and cyber security disciplines.
Maurice conducted security assessment inspections utilizing established risk management techniques and procedures for various DoD agencies to include: Dept of State, Dept of Homeland Security, Dept of Energy, Combatant Commands (Central Command, Cyber Command, European Command, Northern Command, Southern Command, Special Ops Command, Strategic Command) and Intelligence Community agencies: Central Intelligence Agency (CIA), Federal Bureau of Investigations (FBI), National Security Agency (NSA), Defense Intelligence Agency (DIA), and National Reconnaissance Office (NRO).
He has extensive background managing highly sensitive classified Special Access Program (SAP) projects, handling, and processing Sensitive Compartmented Information (SCI) material, and also conducted worldwide special activities to over 60 foreign countries supporting classified diplomatic missions and supporting Intelligence Community (IC) agencies conduct special projects/programs in the areas of Intelligence operations support and Special Access Program activities.
Maurice is also a course instructor for a series of intelligence operational support courses at the Joint Counterintelligence Training Academy (JCITA) in Washington, D.C. area.
Now, at T-Mobile, he leverages his extensive background to offer innovative wireless mobility solutions and ideas to DoD & federal civilian agencies tailored to meet organizational objectives in the wireless space. Maurice Lives in the Tampa, Florida area.

Matt currently serves as the Chief Information Security Officer for the MD Department of Health and has been with the Agency for over 4 years.  Over a 30 year career he has worked in several global organizations including Jacobs Engineering where his focus was bridging the gap between IT and OT (Operational Technology) or ICS (Industrial Control Systems) for information security. Matt has achieved a Bachelor's Degree in Electronics Engineering and holds multiple information security certifications including CISM (Certified Information Security Manager).  Outside of work Matt enjoys spending as much time as possible with his Family, coaching youth sports, volunteering for MD Special Olympics, and enjoying nature related activities.

Caterina Pañgilinan, CIPP-US, CIPM, CHPC, CHC has over 25 years of experience in privacy, governance, risk management and compliance leadership within the private, not-for-profit, and public sectors. Currently, she serves as Maryland’s State Chief Privacy Officer within the Maryland Department of Information Technology, where she leads the State’s privacy program, develops privacy policy, and provides advice to Executive departments on best privacy practices. Previously, she held the position of the Maryland Health Benefit Exchange’s Chief Compliance and Privacy Officer.
Caterina actively leads the MD Privacy Council, co-chairs the Network for Public Health Law’s Privacy Officer Peer Group, engages with NASCIO’s State Privacy Officer group, and participates in the AI Subcabinet of the Governor’s Executive Council. Her current focus is on partnering with privacy and AI experts, academicians, and public-private stakeholders to implement the privacy section of Maryland’s AI Roadmap 2025.
As a dedicated servant leader, Caterina is committed to elevating privacy practices through education, coaching, effective risk management, and strategic partnerships.

Dan Wolf is the Director of State Programs for the Alliance for Digital Innovation (ADI), a nonpartisan alliance of technology companies focused on accelerating change in the public sector through the adoption of innovative commercial technology. He works to educate state and local leaders on critical issues related to public sector technology, including modernization, cybersecurity, acquisition, and workforce development.
Dan is a proven leader with substantial experience developing and implementing major policy, programmatic, budgetary, regulatory, and procurement initiatives related to the management of IT services. In addition to his work with ADI, Dan is a Director of Cybersecurity Services at Venable LLP, where he provides valuable insight to firm clients on issues related to public sector technology and cybersecurity policy.
Prior to joining ADI and Venable, Dan served as the deputy CIO and chief administrative officer for the Virginia Information Technologies Agency (VITA), where he played an instrumental role in the agency's innovative multi-year transition from a single statewide IT service provider to a cloud-centric, multi-supplier enterprise model. At VITA, he provided executive leadership for a 250-person agency responsible for delivering technology solutions to Virginia’s public bodies. He oversaw complex agency initiatives that required collaboration with elected officials, political appointees, and business leaders across multiple branches of government.
