Overview


Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Los Angeles Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

General Session – Breach! When Bad Things Happen to Good People (and Their Organizations)

Cyber security is the new front line of financial crime and social upheaval. It is the new Wild West, with hackers divided among the "white hats" and "black hats." Stage coach and bank robberies of old have been replaced by heists of personally identifiable information from major retailers, insurers and governments. Political protests are increasingly taking the form of denial-of-service attacks by so-called “hactivists” to disrupt the normal order of things. Such things can and do happen anywhere, and everybody has a role in preventing, preparing for, and responding to cyber threats. This interactive session unpacks key lessons and learnings from real-life cases with the help of a panel of local experts and engaged audience members.

Whether "digital immigrants" or "digital native", everyone brings a wealth of experience to the workplace that can be enhanced using new tools. Technology has reached the point where it can support just about anything that anyone wants to do. The toughest challenge is embracing the process of reinvention, but sometimes external pressures leave you no choice. In this session, author and professor Jared Covili will discuss innovative ways of leveraging a technology-diverse workforce through modern social media and technology tools.

Professional Development Trainer, Utah Education Network (UEN)

Jared Covili has been a professional development trainer at Utah Education Network (UEN) for 13 years. He specializes in teaching strategies for classroom integration of technology such as Google tools, geospatial learning, social media, web page design, and digital devices. Previously, Jared was a Language Arts teacher at the secondary level. He received a Bachelor’s degree in English and a Masters in Instructional Design and Educational Technology from the University of Utah.

Jared is also an adjunct faculty member of the College of Education at the University of Utah, where he teaches technology integration classes to undergraduate students. He served as the president of Utah Coalition for Educational Technology (UCET) for 2011-2012 and currently serves on the UCET board. In 2012, Cowrin Press published his first book, Going Google: Powerful Tools for 21st Century Learning. His second book, Classroom in the Cloud, is set for release in Fall 2015.

Collette Cowan is a Solutions Consulting Senior Director for Oracle where she has specialized in enterprise applications and technology for public sector customers. Over the past 25 years, Collette has provided implementation consulting services for clients, provided technical and applications strategy for prospective customers, and led teams supporting Oracle’s ERP public Sector applications and technology presales practices. In addition to Oracle, Collette has worked for Price Waterhouse, Ernst & Young, and PeopleSoft. She holds a B.S. in Electrical Engineering from Northwestern University and has completed graduate level work at the University of California at Berkeley.

Amanda Daflos

Director, Innovation Delivery Team, Mayor’s Office of Budget, Innovation and Excellence, City of Los Angeles

Amanda Daflos serves as the Director of the Innovation Delivery Team in the Mayor's Office of Budget and Innovation in the City of Los Angeles. Her team works on key mayoral priorities and collaborates across the City to define pathways to improvement. The first project to be tackled by the Los Angeles i-team will be to explore innovative, collaborative ways to spur neighborhood revitalization to improve the lives of existing residents and minimize displacement of long-time residents and local businesses.

Amanda previously worked as a Senior Manager at Deloitte Consulting, and has spent the last decade leading major federal, state and local government projects in the US and abroad. Her work focused on business process and organizational innovation and redesign, cost savings, change management and IT transformation and resulted in agencies winning awards such as the 2009 Social Innovation Spotlight Award from Governor Schwarzenegger and the 2014 National Association of Counties (NACo) Recognition Award.

Prior to joining Deloitte, Daflos spent over four years working as the Director of Programs for an international non-profit organization where she was responsible for programming and operations in the US, Tanzania, Peru and Nepal. She cofounded an event in Nepal which benefited organizations in Nepal. She also directed the fundraising for and managed the building of a school she founded in Nepal, which was completed in 2013. Daflos presently serves in support of the Los Angeles Honorary Consulate General to Nepal, an advisory role she accepted in the wake of the 2015 earthquake. Daflos holds a Masters of Public Administration from the University of Colorado and a BA from Hamilton College. She is a 2014 graduate of the Leadership Tomorrow program in Seattle and lives in Los Angeles.

Worldwide Industry Executive for Government, IBM Analytics

Raymond "Rob" Dolan, Jr. is the Worldwide Industry Executive for Government for the IBM Analytics software brand. In that role, he is responsible defining the solution strategy for data and analytics in government. He also works extensively with governments worldwide on the implementation of an analytics approach to drive better results, including in the area of government budget and finance. In that capacity, he has worked with government budget and finance executives in national, provincial/state and local governments globally to help them to apply analytics to better manage revenue and expenses, financial reporting and compliance and to build outcomes-based budget strategies. All designed to ensure that governments can continue to deliver the best possible services to their citizens.

He has over 20 years experience working in a variety of roles focused in government and is based in Washington, DC.

Mark Farhoomand, Ph.D.

Technical Security Consultant, AT&T Security Center of Excellence

Mark Farhoomand is a Technical Network Security Consultant for the AT&T Security Center of Excellence. He has a PH.D in Electrical Engineering from the Stevens Institute of Technology. He has served as a Network Security Engineer for 10 years and has worked in Networking Engineer and Design for 20 years. Mark has been an invited speaker at a variety of AT&T internal events as well as industry events such as Technical Forums, Security roadshows and Technical Leaders Forums.

Reggie Harrison

Reggie Harrison

Director of Disaster Preparedness and Emergency Communications, City of Long Beach

Reginald "Reggie" Harrison was appointed as the City of Long Beach’s first Director of the newly created Department of Disaster Preparedness and Emergency Communications in November 2014. The department is responsible for disaster preparedness, Homeland Security grant coordination, and the City’s Emergency Communications functions (9-1-1).
Prior to that appointment, Reggie served as the City’s Deputy City Manager and in a host of other leadership positions within the City of Long Beach. In 2014, Reggie was recognized by Leadership Long Beach for being one of its 25 “Most Impactful Alumni” - having the biggest impact on the Long Beach community over the past 25 years. Additionally, in 2014 Reggie received media attention for his leadership in making Long Beach one of a few cities in the country to serve as a beta site for the testing of an earthquake early warning system.
Reggie is a retired Lieutenant Colonel from the California Army National Guard. He has a Master’s Degree in Business Administration and an undergraduate degree in Psychology. He resides in Long Beach, where he is an active participant in the community and a member of several boards and commissions.

Product Manager, Big Data Solutions, ViON Corporation

Rodney is responsible for ViON's Big Data solutions focus. This includes systems upon which to store and analyze Big Data. He is responsible for providing requirements in system and software development that will provide operational users with functional capabilities that will increase effectiveness and efficiency. Rodney's background includes twenty plus years as a US Army Special Forces operator with duties including tactical level information discovery and analysis in such areas as Bosnia-Herzegovina, Afghanistan, and Iraq. Rodney provided key architectural requirements for the development of the Army’s Big Data Intelligence system (DCGS Standard Cloud) for the Information Intelligence Warfare Division (I2WD) located at Fort Monmouth, NJ in support of the Department of Defense All-Source Intelligence Analysts. Most recently, Rodney held a position at Data Tactics as Manager, Operations and Integration for the Army Intelligence Big Data effort. Rodney has held positions ranging from Tactical Operations to Corporate Vice President.

Chris Jackson is an Architect specializing in cybersecurity, application compatibility, and modernizing software assets and portfolios for Windows and the Web. He is Microsoft’s Worldwide Lead for Application Compatibility, specializing in Windows and Internet Explorer internals. Jackson is a widely recognized expert in the field of Application Compatibility, creating the technical documentation, training, and service offerings used inside and outside of Microsoft based on years of real-world experience with Enterprise customers and Independent Software Vendors. He is the author or co-author of numerous technical papers and articles on the subject of application compatibility, and a contributor to TechNet Magazine. He is a featured speaker at major industry conferences around the world, including Microsoft’s TechEd, IT Forum, TechReady, and MMS. Jackson also publishes a popular blog at http://www.appcompatguy.com. Prior to joining Microsoft in 2004, Chris worked as a software developer and technical trainer, specializing in performance optimization of statistical computation. He designed and implemented an award-winning high-performance model of the automotive industry using conjoint analysis, and is the author of the Maritz Stats software from Maritz Research.

As a key member of the leadership team, Dan drives product strategy and innovation to help governments leverage best of breed technology for citizen engagement, mission support, and web operations. Dan articulates Acquia’s value to public sector as an enablement platform that provides governments a secure, resilient, agile toolbox enabling freedom to focus on the business of serving citizens.

Prior to joining Acquia, Dan led successful open source and digital platform initiatives for numerous public sector enterprises such as the District of Columbia, the American Battle Monuments Commission, and the Department of Homeland Security - including the design, execution and deployment into the public cloud of an Enterprise-wide open source Drupal solution for all of DHS's public-facing websites.

Earlier in his career, Dan led knowledge management efforts at the BlueCross BlueShield Federal Employee Program, ran a consulting company, and worked at Amazon.com. Dan received his MS in Technology Management from George Mason University, holds a Federal CIO Certification, and a BA from the University of California at Santa Cruz.

Cindy McCririe has been working in the data analytics space for over 25 years starting at Teradata when managing a Terabyte of data was considered big. She joined Splunk back in 2010, and has worked with many of Splunk's largest customers assisting in the successful deployment of the technology. Many of these customers are using Splunk in unique ways. Sample use cases include Security & Compliance, Operations Management, Business Intelligence, Application Management, and transaction profiling. She was one of 3 key contributors for a Packt Publishing book "Implementing Splunk: Big Data Reporting and Development for Operational Intelligence." She currently focuses on State, Local and Education customers for Splunk.

A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

Dr. Pittman is the County of Los Angeles (County) Chief Information Security Officer (CISO), appointed by the Board of Supervisors’ in 2008 with over 35 years of Information Technology experience – the majority in the information security practice.

He oversees 34 major County departments with a workforce that exceeds 101,000 employees, a budget of $26.2 billion, and thirty-four line of businesses.

In 2014, he was awarded Cyber Security Leadership in Local Government by the State of California and the Office of the Attorney General; and CISO of the Year by the Info Security Products Guide 2012 Global Excellence Awards.

Recent instructor at UC Berkeley Haas School of Business and Evanta that facilitated a CISO Institute program where he lectured on Improving Organizational Behavior through Culture – from the perspective of ones’ information security program.

His Doctoral degree in Public Policy at the University of Southern California (USC) specializing in organizational behavior and culture, and his Doctoral and Masters of Public Administration degrees earned academic honors.

He is an author of several book chapters in the Information Security Management Handbook series, frequent speaker, serves on many advisory boards and committees, and an elected Board member for the national Multi-State Information Sharing and Analysis Center.
