Overview


This event, the Center for Digital Government's ninth annual Industry Summit, was specifically designed for state and local IT companies. Among the companies attending were top technology integrators from the state and local (SLG) markets, top VAR management, as well as top regional and ‘boutique’ SLG integrators from across the U.S.

The State and Local Government Industry Summit is a unique venue for:
•    recognizing the private sector technology industry’s contribution to the modernization of public service;
•    having high-value, low-ratio interactive discussions with hand-selected public sector IT leaders about the challenges and opportunities of today’s state and local market (find out what leading jurisdictions are doing with IT procurement and what trends are impacting them the most); and
•    exploring potential partnering relationships (with colleagues and even competitors) through a candid peer-to-peer dialogue toward a common strategic understanding of where state and local governments are going.

The Eighth Annual Best Fit Integrator Awards Dinner recognized private sector integrators nominated by their government clients and selected by a panel of independent judges for outstanding contributions to improving the way government works. The awards are for both corporations and individuals that have dedicated themselves to government modernization and exemplify the spirit of public service.

The Summit also includes 18 holes of exercise and relationship-making to practice the art of the deal.

Facebook for Government: Part 1

The iconic image for Facebook is the profile page that everyone creates for themselves or their group. For this session, we will get to know some of our government leaders via the medium of Facebook. We will view the profile pages of their jurisdictions and use our private Facebook group to submit questions for the moderator to ask, share ideas and, if you are so moved, to like the occasional comments that will be posted.

What’s Trending on Twitter?

There are always technologies that are trending. Over the years, a dizzying array of topics like SOA, client-server and middleware have all graced us with their presence. Some have gone the way of the dinosaurs, others were as fleeting as the proverbial one-hit wonders in the music industry. In this session, we will share a list of trending technologies – similar to Twitter’s trending list – and ask our public sector audience to give us their thoughts. You will have the opportunity to tweet new trends to the event hashtag as well.

Tom Baden

Tom Baden

Chief Information Office, State of Minnesota

An experienced leader in government technology, Tom Baden was appointed by Governor Mark Dayton in 2015 to serve as CIO for the State of Minnesota. Most recently, Baden served as the MN.IT CIO at the Department of Human Services, the largest of the executive branch state agencies with the most significant IT footprint, including the Medicaid Management Information System, the integrated eligibility system (MAXIS), MNsure, the state’s child support system PRISM and the state hospital system. Baden’s 33 years of expertise in IT governance and management includes state service at the Department of Human Services, the Department of Employment and Economic Development, in addition to serving as MN.IT’s enterprise architect.

Otto Doll

Chief Information Officer, City of Minneapolis, MN

Otto Doll was appointed the City of Minneapolis CIO in February 2011, responsible for all IT operations. He was formerly South Dakota's CIO for 15 years with responsibility for all state government computing, telecommunications, state radio and public broadcasting. He received his Bachelors in Computer Science from Virginia Tech and graduated from the Senior Executive Fellows program of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. Doll was named to Government Technology's Top 25 Doers, Dreamers and Drivers.

Eric S. Finch

Chief Information & Technology Officer, City of Spokane, WA

Eric Finch is chief information & technology officer for the City of Spokane, WA and is bringing a new level of integration and service partnership with an increasing focus on citizen engagement and access to information. He transitioned from the U.S. Army in November 2014 as chief operating officer for a U.S. Army Division. In his 17+ year civilian career, Finch was an IT director for a Fortune 500 firm and led a technology and management consulting firm. He has a Master’s of Business from the University of Southern California.

David Garcia 

Secretary, Department of Information Technology, State of Maryland

David Garcia was appointed by Governor Larry Hogan as secretary of the Maryland Department of Information Technology (DoIT) in March of 2015. He oversees the development, maintenance and enforcement of information technology policies, procedures and standards throughout the state government. He is also the founder, president and chief executive of NMR Consulting. In his role as secretary, Garcia is able to use his private sector background to identify and promulgate opportunities for state agencies to become more efficient, reduce costs and maximize the state’s investment in IT and telecommunication assets.

Jack Kelanic

Jack Kelanic

Director of Information Technology, City of Tacoma, WA

Jack Kelanic is the director of information technology for the City of Tacoma, WA. In this role, he is responsible for establishing the city’s technology vision and for leading technology advancement in support of the city’s broader mission and objectives. His scope of responsibilities include IT strategy, IT governance and risk management, cybersecurity, program and portfolio planning, IT infrastructure operations, SAP business applications services, customer support services, telecommunication services and digital government services. Before his appointment in Tacoma, Kelanic served as chief information systems director for the Los Angeles Unified School District. He holds a Bachelor’s degree in Engineering from Vanderbilt University.

Christina Koslosky

Christina Koslosky

Chief Information Officer, Orange County, CA

Christina Koslosky is Orange County, CA’s CIO. She joined the county in 2008, holding the positions of director of finance & procurement and assistant CIO before becoming the county’s CIO. Prior to joining the county, she worked for 17 years at Ingram Micro, holding positions including senior director of IT finance & business operations and senior director of worldwide IT application development, as well as various management positions in Corporate Marketing Communications. Her areas of expertise include IT finance and business operations, contract negotiation, vendor management, application development and maintenance, IT governance, sourcing, SOX/audit and marketing operations and communications. Koslosky has a Bachelor’s degree in English from Kenyon College.

Sonny Segal

Chief Information Officer, Montgomery County, MD

Sonny Segal was appointed CIO in May 2012. He serves as the chief technology manager for Montgomery County and is responsible for an operating budget of $42 million and a capital budget of approximately $200 million. His responsibilities include information and communications technology management, including technology and information security strategy planning, technology innovation, technology acquisition and operations, broadband and cable affairs and IT sector development. He is a member of the county executive’s cabinet; a member of Governor Larry Hogan’s State-wide Interoperability Executive Commission and Council on Open Data; and a member of the Metropolitan Washington Council of Governments’ Chief Information Officers’ Committee.

Steve Siegler

Deputy Chief Information Officer for Operations, State of Missouri

Steve Siegler has spent the last 24 years serving the State of Missouri. He served as network administrator and information systems manager for the Attorney General. As deputy CIO, he oversees the network and telecommunications staff supporting the state’s enterprise network infrastructure. The CIO negotiates and manages all IT enterprise contracts: network hardware, software, wireless, etc.
