Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Indiana Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. The Digital Government Summit is extremely helpful for government employees to maintain knowledge of the intersection of technology and government. The panels and speakers always provide interesting insights on how technology is impacting government. Each year, I come away thinking about ways to implement new technology to better benefit Hoosiers. The Summit is beneficial because it brings together decision-makers from all levels of state and local government and allows them to learn from each other while, interacting with industry partners.

Director of Stakeholder Engagement, Multi-State Information Sharing and Analysis Center, Center for Internet Security

Andrew is the Director of Stakeholder Engagement for the Multi-State Information Sharing and Analysis Center, a division of the Center for Internet Security. The MS-ISAC has been designated by the U.S. Department of Homeland Security as the focal point for cyber threat prevention, protection, response and recovery for the nation's state, local, territorial and tribal (SLTT) governments. Under Andrew, the MS-ISAC has greatly expanded its membership since 2012, including representatives from all 50 States, D.C., all 50 state capitals, and over one thousand local and tribal governments. He is responsible for managing all aspects of member relations, working with government associations, and conducting outreach on behalf of the MS-ISAC. Andrew fosters relationships with all of MS-ISAC’s stakeholders in an effort to enhance collaboration and information sharing for the collective benefit of all members. Prior to arriving at CIS in 2012, Andrew spent six years working for the Department of Homeland Security and Emergency Services in New York State. It was here that he developed a passion for working in the government sector all over the country, in an effort to help them prepare for the challenges they face both in the physical world and cyberspace.

Raymond E. Benn III

Statewide NIBRS Coordinator, Sergeant, Criminal Data Justice Division, Indiana State Police

Sergeant Raymond Benn made the decision to join the Indiana State Police in 2011. Prior to joining the State Police he worked for the United Parcel Service as an Operational Coordinator. Sergeant Benn was assigned to District 52 to work Marion County coming out of the academy. While patrolling the streets of Marion County Sergeant Benn took on other responsible roles. He participated in many community outreach programs such as Jobs for America’s Graduates (JAG). Sergeant Benn has also been an Indiana State Police Camp Director, Defensive Tactics Instructor, Salvage Vin Inspector and is now the Indiana Statewide NIBRS Coordinator. Sergeant Benn is pursuing a degree in Cyber Security and Information Assurance.

A seasoned technologist with 18 years of experience, Neal has successfully served in various capacities within the architecture, pre-sales, and sales aspects of the business. Presently serving as a healthcare strategist with AT&T’s Managed Security services division, his focus areas include emerging technologies with regard to cloud-managed systems, private and public cloud computing, X-As-A-Service, global deployments of fully outsourced and co-managed solutions, and Cyber Security.
Neal has worked extensively on solutions involving enterprise applications (Oracle EBS, SAP, PeopleSoft and JD Edwards), Open Stack, managed ecommerce platforms (hybris, Oracle’s ATG Web Commerce, IBM Websphere), Big Data and data center services.
Neal holds a B.S.I.M from The University of Akron, and his professional certifications include R.C.D.D. and C.C.D.A.
Neal is married and resides in Cleveland, OH.

Lead Application R&D Analyst, NIC

John Herrman is the Lead Application R&D Analyst at NIC. Mr. Herrman has over 10 years’ experience with application development, management, and distribution with half of that in the public sector. At NIC his primary role is to manage the nearly 200 mobile applications NIC has published to the Apple, Google, and Microsoft app stores. As part of his R&D efforts, John also evaluates the latest in mobile technology, software and devices. Prior to NIC, Herrman has work as Senior Developer-Analyst at CSC, and an Engineering Applications Developer-Analyst at Burns & McDonnell.

Brad Hoffeditz

Legal Counsel & Legislative Coordinator, Legal Office, Indiana State Police

Lieutenant Brad Hoffeditz currently serves as Legal Counsel and the Legislative Coordinator for the Indiana State Police. Lieutenant Hoffeditz has been a State Police Officer for over thirteen years, serving in both Indiana and Missouri. Lt. Hoffeditz has been assigned to the Indiana State Police Legal Office for eight years, during which time he has also worked as a paralegal and law clerk prior to becoming Legal Counsel.
As Legal Counsel for the Indiana State Police, his primary responsibility is to provide legal assistance to the Superintendent of the Indiana State Police, Department Commanders and personnel. Lieutenant Hoffeditz specializes in Contracts and Quasi-Contracts, Law Enforcement Policy and Procedure, Criminal Procedure, Criminal Law, and Traffic Law. Additionally, Lieutenant Hoffeditz functions as the Legislative Coordinator for the State Police. In this position, he follows and examines all state legislative initiatives that affect ISP and he provides legal, strategic and policy counsel to address ISP's legislative concerns. Lieutenant Hoffeditz has been appointed to the Indiana Protection for Abused and Trafficked Humans (IPATH) Policy Committee, the Indiana Bureau of Motor Vehicles (BMV) Points Study Committee, and the BMV Law Enforcement Committee.
Lieutenant Hoffeditz graduated from the University of Central Missouri, with a Bachelor’s Degree in Criminal Justice and a minor in Aviation - Piloting. In 2011, he obtained a Doctor of Jurisprudence from the Indiana University School of Law – Indianapolis (McKinney School of Law) and was admitted to practice law in Indiana. Lieutenant Hoffeditz, lives in Brownsburg, Indiana and is married with two children under the age of three.

CJDD Commander, Criminal Justice Data Division (CJDD), Indiana State Police

Captain Larry Jenkins joined the Indiana State Police in 1991. He graduated from Franklin College in 1990 with a BA in Psychology. The college recognized that he had a gift for speaking and hired him as an Admission Counselor right after graduation. He joined the Indiana State Police the following year.
After spending 13 years working the road an opportunity arose to apply for a Computer Generalist Job in the Information Technology Division. After years of hacking systems to watch movies, play games and learn department secrets, the department decided it was in the best interest of everyone to make him a Computer Generalists.
Captain Jenkins has been involved in IT management for over 12 years in various ranks and positions currently serving as the Commander of the Criminal Justice Data Division. In this position he is the operations officer working for Major White the Assistant Chief of Staff for Communication and Information Systems.
He is happily married after twenty two years and has three children, a son who is a senior in High School, a son who is a sophomore in High School and a daughter who is in 6th grade. When not involved in technology or law enforcement he enjoys watching sports that his three children play and transporting them across Indiana!

Rob Lowden

Associate Vice President, Enterprise Systems

Rob Lowden leads multi-campus software projects at IU, partnering with academic and administrative offices to further the university's leading role in open source software like Kuali and Sakai. Lowden has worked at every level of IU's IT organization. In 1998, he began his IU career as a student hourly network administrator. Lowden later joined UITS in the frontline support center, before joining a team that explored the potential of Oncourse and online course delivery. Most recently, Lowden served as director of system infrastructure.
During the Persian Gulf War, Lowden interrupted his college career to enlist in the armed forces. While serving in the Navy, he earned his Surface Warfare qualification and served as a Search and Rescue swimmer. After leaving the Navy, Lowden completed his undergraduate degree, and then earned a graduate degree from Purdue University. He is the second UITS associate vice president whose career began as a student hourly.

Assistant Administrator of Redevelopment, City of Indianapolis

Lauren is a global smart cities analyst and freelance writer. She currently works for the City of Indianapolis Department of Metropolitan Development and is an Associate Faculty Member at IUPUI School for Public and Environmental Affairs. She has been featured in several media outlets such as Forbes, Nature and The Times, among others; and hosted a radio show called Sustainability 101 with Lauren. Lauren was also the first Green Urbanism Director for the City of Gary and a Sustainability Instructor at Valparaiso University Graduate School of Business.
Lauren's international experience on smart cities includes competitive academic and professional initiatives where she helped develop and author blueprints on low carbon futures with global thought leaders, including a Fellowship with the Waterloo Global Science Initiative (WGSI). Additionally, Lauren has served on several government committees and has been a delegate at United Nations conferences related to water, energy, sustainable development and climate change.
Lauren graduated at the top of her class with an honors M.S. from Valparaiso University in International Commerce & Policy with a focus on advanced emerging markets and received her Graduate Certificate in Environmental Affairs from Indiana University Northwest. She obtained her B.A. in Political Science and Communications from Rollins College.

Rob Simpson

Rob Simpson

IT Commander, IT Unit, Indiana State Police

F/Sgt. Rob Simpson began his law enforcement career in 1988 when he became a correctional officer with the Indiana Department of Corrections at Indiana State Prison. In 1990 Simpson became a sworn police officer with the Columbus Police Department where he served over 8 ½ years. During Simpson’s tenure with the Columbus Police Department, he served as a road officer and a detective specializing in child sex crimes.
In 2001, Simpson was hired by the Indiana State Police and was assigned to the Indianapolis district. In 2005, Simpson, while now serving at the Seymour district, was promoted to the rank of Detective. In 2008, Simpson was transferred to the FBI Cyber Crime Task Force investigating Cyber Crimes and Child Pornography cases. Following his tenure with the FBI, Simpson worked in the Technical Services Unit providing undercover technology support for the division. In 2015, Simpson was promoted to the rank of First Sergeant where he now currently serves as the IT Commander for the Indiana State Police.
Simpson is happily married to a flight nurse for 27 years now and has 5 children and one grandchild.
F/Sgt. Simpson has over 25 years of law enforcement experience serving the citizens of Indiana.

Sean heads up ForeScout Technologies’ Public Sector State & Local government SE practice for the US, has seventeen years of hands-on experience architecting security solutions and managing installations as end-user, integrator, and manufacturer, and in leading security teams from all sides of the table. Sean is responsible for articulating and demonstrating how the ForeScout value proposition of “See-Control-Orchestrate” for IOT, SCADA, and critical infrastructure controls fills the gaps between defense-in-depth tools, and lets state, county, and municipal authorities build their own self-defending networks leveraging the tools they have already invested in. Previously, Sean has worked at Symantec, SRA, Northop Grumman, and MicroStategies, where he has held a variety of roles in CyberSecurity Architecture, Cloud Infrastructure and Security, Network and Infrastructure Security, Systems Management, Network Management. Major & Assistant Chief of Staff, Communications & Information Systems, Office of Superintendent, Indiana State Police

Major Mike White joined the Indiana State Police in 1994 after attending Music School and having a brief career traveling with a Polka Band. In 1999 when asked if he knew how to turn on a computer and the answer was “I can sure try” he was assigned to the agency’s Information Technology Division. Major White has been involved in IT management for over eighteen years in various ranks and positions currently serving on the Superintendent’s Primary Staff as Assistant Chief of Staff responsible for Communications and Information Systems. In this position he is the Chief Information Officer for the Indiana State Police.
Major White holds a Bachelor’s Degree as well as a Master’s Degree in Business Administration with a concentration in Information Technology Management. He is happily married after twenty years and has two children, a son serving in the United States Coast Guard and a daughter in High School. When not involved in technology or law enforcement he continues to enjoy music performance. And yes, he is still in a Polka Band!
