Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Indiana Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

Jim Meskimen, Master Impressionist and Communication Coach

Today’s culture emphasizes the value of teamwork and collaboration, sometimes at the expense of the individual. This is particularly true in the IT arena where you can sometimes find yourself stereotyped, or even worse, not taken seriously by potential stakeholders. What good are insights and solutions if your words get lost in the crowd? You need to make sure that you’re heard! Jim Meskimen has spent the past 30 years studying the most famous, creative and interesting people in modern times. In this fascinating and hilarious session, Jim discusses – and illustrates – the traits and methods used by some of the best and most charismatic communicators in the world. Don’t settle for being “one of the crowd”. YOU have a unique identity. YOU have a voice!

Speaker Bio: A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

Dr. Richard Baker

Dr. Richard Baker

Director, Center for Unmanned Systems and Human Capital Development, Indiana State University

Dr. Richard Baker is the Chair of Indiana State University’s Department of Aviation Technology, Executive Director of the ISU Flight Academy, and the Executive Director of the Center for Unmanned Systems and Human Capital Development. Richard holds a BS in Mathematics and MS in Computer Science from Indiana State University. He received his doctorate in Information Systems from Nova Southeastern.
Prior to entering the academic world, he was the Chief Consultant Systems Engineer for Electronic Data Systems (EDS) and General Motors and brings many years of executive level experience in Information Technology (IT). Over that time, he worked with a number of Fortune 500 clients, governments and alliance partners such as Microsoft, SAP, PeopleSoft, Hewlett-Packard, and Oracle.
After leaving EDS, Richard served as the Director of Human Factors and Safety for American Airlines where his responsibilities included Crew Resource Management, Safety, and recurrency training for all pilots and flight attendants. He received his professional certification in Risk Management from the National Transportation Safety Institute.
Richard is a proven military commander and aircrew member with extensive aviation, airspace, and base management experience. Retired as a Colonel from the Indiana Air National Guard in 2003, he held several command positions including the Indiana State Director of Operations. His total military experience includes twenty years in Operations (over 2000 hours in the F-4); eleven years in Logistics; and five years in Support. During his tenure with the Air National Guard, he worked extensively with airspace issues, rapid response teams for counter-terrorism, the Counterdrug Operations at United States Joint Forces Command, and was a trainer for the Air National Guard’s Domestic Preparedness Operations.

Jayne Friedland Holland

Chief Security Officer and Associate General Counsel, NIC

Jayne Friedland Holland manages NIC’s legal, policy and technology practices to ensure security of public sector Web portals and online services. She oversees enterprise-wide Payment Card Industry (PCI) compliance, as well as the Company’s Incident Response Plan. She advocates for best practices in cyber forensics, training technology leaders on the best methods to monitor, remediate, and communicate during a security incident. Ms. Holland provides valuable perspectives to industry trade publications and conferences on eGovernment cyber-security matters, as well as compliance with the Payment Card Industry Data Security Standards. She holds a Bachelor of Arts degree in Political Science from Newcomb College of Tulane University and a Juris Doctorate from Tulane Law School.

Director of Operations, Indiana Interactive

In his current role as Director of Operations & Marketing with Indiana Interactive, Andrew is based in 
Indianapolis and fully dedicated to managing a team of project managers, business analysts, creative designers, 
and customer service representatives. Andrew oversees day-to-day operations within Indiana Interactive and 
provides executive project oversight of all engagements with the State of Indiana.Prior to Director of Operations & Marketing, Andrew was in the role of Director of Creative Services at Indiana 
Interactive. In this role, Andrew coordinated website design and development projects for each of the agencies 
served by the IN.gov Program, a partnership between Indiana Interactive and the Indiana Office of Technology. 
This included oversight of all cross-agency enterprise services, such as the Web Content Management System, 
Google Search Appliance, WebTrends Web Analytics, GovDelivery, SiteImprove, and others.During his time at Indiana Interactive, Andrew has played a crucial role in the development of Indiana’s first 
data transparency portal as well as the award winning Management Performance Hub (MPH). Andrew continues to play 
a large role in the future of MPH and other open data initiatives in Indiana.

David Kane

Executive Director, Department of Homeland Security, State of Indiana

On November 24, 2014, Governor Mike Pence appointed David W. Kane as the Executive Director of the Indiana Department of Homeland Security.As leader for the state’s homeland security, Director Kane is responsible for the state’s emergency management and homeland security efforts, including planning, training, emergency response and recovery, certifications, grants administration and fire and building safety, which includes building construction plan review and all manner of safety inspections for public buildings and structures at public events. He serves as director of the Counter Terrorism and Security Council and leads Indiana’s cybersecurity planning.

Mr. Kane has over 30 years of experience in emergency response and management positions.Since 2005, Mr. Kane served as Federal Security Director for the U.S. Department of Homeland Security Transportation Security Administration where he set the direction and oversaw policy implementation of the national transportation security program in Indiana. Prior to this role, he served as an Assistant Federal Security Director for the department. From 1985 to 2002, he served as an air marshal within the U.S. Department of Transportation’s Federal Aviation Administration.

Kane has experience working at the city, county, state and federal level in public safety. His ability to coordinate among numerous emergency response agencies was recognized when U.S. Department of Homeland Security Secretary Janet Napolitano appointed him as Federal Coordinator for the 2012 Super Bowl in Indianapolis.

As Director for IDHS, Mr. Kane chairs the Executive Policy Board for the Indiana Intelligence Fusion Center and the Indiana Cybersecurity Council. He also serves on the FBI Joint Terrorism Task Force Executive Board, the U.S. Attorney’s Anti-terrorism Advisory Council, the Indiana Trauma Care Committee, and the Indiana Counter-Terrorism and Security Council.

Matthew Kirby

Organizer, Open Indy Brigade

Matt has a passion for spurring innovation in government and is a leader in Indy’s civic tech movement. He is the owner of Mean City Consulting, a company that helps solve data and technology challenges for state and municipal government. As the captain and co-founder of the Open Indy Brigade, the Indianapolis affiliate of Code for America, he also works with tech entrepreneurs to understand opportunities in the public sector. Matt has created and organized a number of innovative technology competitions including the Hoosier Healthcare Innovation Challenge, the Hoosier Code 4 Health, and Indy Civic Hack Day – Indianapolis’ first open data hackathon. In 2015, Matt was selected as a fellow for Indianapolis' bicentennial strategic planning initiative, Plan 2020, where he developed an open data policy and plan for the city. Prior to his current role, Matt worked for Develop Indy, the economic development agency for the City of Indianapolis. In 2012, he was recognized as the city's top economic developer, securing over 3,800 job commitments and $350 million in capital investment.

Dewand Neely

Chief Information Officer, Office of Technology, State of Indiana

Dewand Neely was appointed by Governor Mike Pence as the Indiana’s Chief Information Officer in October 2015.
Dewand joined Indiana government in 2003, first as a contractor and then a full-time employee for the Family and
Social Services Administration. He was then tasked to be one of the initial employees to join the Indiana Office
of Technology when it was created in 2005 to help assist with the statewide IT consolidation efforts. He has
served several managerial roles within the IOT before ultimately reporting directly to the CIO.

Neely received his undergraduate degree from Purdue University’s School of Technology and his MBA from Indiana
Wesleyan University.

Cyber-defense is a top priority for Indiana Governor Mike Pence. By their very nature, security threats are constantly shifting and changing shape and Cyber-attacks have become more organized, advanced, persistent and adaptive. It is imperative for government organizations to be prepared to meet these dire challenges and still meet current user’s demands and compliance requirements. This session will explore the tactics attackers use at the front lines of cyber warfare and inform you on the partnership the State of Indiana is building with Purdue University to leverage private sector expertise and students to defend state networks from next-generation cyberattacks. The new security center, called the Indiana Information Sharing & Analysis Center, or IN-ISAC for short, which had its Grand Opening on October 9, will assist the state in monitoring and defending their systems and networks.

Not only can we find over 240 geodata layers about our state on the IndianaMap (www.indianamap.org) but Indiana is one of very few states that have complete and current orthophotography and LiDAR datasets.
