Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. COVITS is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Virginia is 100% committed to enriching its citizen services through the innovative use of technology, so we are redoubling our efforts to accelerate the Commonwealth to new heights in digital government. The 19th annual COVITS is integral to our planning because it is one of the few times during the year when we will gather in one place to discuss strategies, possibilities, collaborations and lessons learned. The day and a half at COVITS is indeed time well-spent, and we encourage you to be an active part of the proceedings. We hope to see you there!

Terry McAuliffe is the 72nd Governor of Virginia. Since being sworn into office, the Governor has worked to grow and diversify Virginia’s economy and encourage more businesses across the nation and globe to locate in the Commonwealth. In politics and business, the Governor has worked with people from all walks of life and different political backgrounds. Since becoming governor, he has focused on working in a bipartisan way to help grow Virginia’s economy, expand access to health care, and increase educational opportunities for students. Governor McAuliffe previously served as Chairman of the Democratic National Committee from 2001 to 2005, was co-chairman of President Bill Clinton's 1996 re-election campaign, and was chairman of Hillary Clinton's 2008 presidential campaign. Terry and his wife Dorothy were married in 1988 and have five children.

Chief Executive Officer, Clouds and Things

Kishor Bagul is serial entrepreneur and technologist with more than 20 years of experience in creating, leading and advising organizations in both the public and private sector. Currently Mr. Bagul is CEO of Cloud & Things, a consulting firm focused on Internet of Things solutions for Smart Cities, Industrial Wearables and Intelligent Transportation Systems. Mr. Bagul has invested in multiple start-ups and also serves as an advisory board member. In addition, Mr. Bagul is key member of Schenectady Smart City Advisory Commission, as well as serves as an entrepreneur in residence for Siena College in New York.

Previously, Mr. Bagul served as a Chief Technology Officer (CTO) for the State of New York, where he was part of executive team to lead IT budget of $1 billion, and staff more than 4300 and helped to transform one of the most complex government in the US. As a CTO he chaired the Technology Governance Board on matters pertaining to New York’s enterprise architecture, technology standardization, and innovation management. Mr. Bagul successfully led various statewide projects, including the launch of New York’s open data portal, web presence transformation and citizen experience, mobility strategies for government applications, cloud platforms implementation and big data initiatives. Mr. Bagul produced state’s first developer conference attended by CEOs, entrepreneurs, academia, industry experts and government employees to collaborate, learn and explore innovative technologies for civic good.

Prior to joining the State of New York, Mr. Bagul served as business and technology executive at several firms located in US, Australia and India, leading the development of technology product and services roadmaps, and the successful implementation of those plans. Mr. Bagul started his career as a R&D Engineer developing telecommunication and early voice response systems. Mr. Bagul has advance training in Business and Technology Transformation, Enterprise Architecture and Innovation Management, Cloud and IoT Technologies, Strategic Planning and General Management and holds degree in Electronics and Communications Engineering from Gujarat University, India.

As VP for Public Sector Strategy, Tony Encinias heads up ViON’s efforts to design and implement enterprise-class IT solutions for governments and commercial customers. Tony most recently served as the CIO for the Commonwealth of Pennsylvania, where he was also CTO (2008 - 2012). A retired US Naval Officer, Tony’s military career included service with the Space and Naval Warfare Systems Command, Office for the CIO, DoN and DISA. Tony received the 2014 Government Technology Doer, Dreamer, and Driven Award, 2014 Computer World Premier 100 Technology Leader Award, and the 2014 StateScoop Executive of the Year Award.
Tony earned a Master’s degree in IT Management from the U.S. Naval Postgraduate School, a BA in Mathematics from the University of Colorado, a Masters Certificate in Project Management from the George Washington University, a Federal CIO Certification through Carnegie Mellon University and is a member of Drexel University’s MIS advisory board.

Joseph has over 10 years of sales leadership experience. He also posits a strong background in all of Verizon’s key strategic solutions; IoT, Security, Cloud, Professional Services and Wireless and Wireline Services.
Joseph is also actively involved in the community where he currently serves on the Board of Directors for Bridgeway Behavioral Health, a local non-profit organization with over 12 locations focusing on domestic violence, and substance abuse. Bridgeway’s mission is to give every client they serve the tools needed to make better choices and increase theirs opportunity for a happier, healthier, and more productive life.

Jenny is in her second term as President of the Chesterfield Young Professionals, a Chesterfield County government employee resource group which was created to address attracting, retaining, and developing YPs. Jenny has been a member of the Chesterfield County Police Department since 2006. She has proudly served as a police officer, training cadre officer, training officer, and is currently the Senior Training Analyst at the Police Academy. She earned a BA from Edinboro University of Pennsylvania in Criminal Justice and a MIS from Virginia State University with a focus on Public Leadership. Jenny is a single mother, whose spare time is filled with teaching her daughter to ride a bike without training wheels, watching copious amounts of Disney princess movies, yard work, and home improvement projects.

Tony Gillespie joined ForeScout Technologies, Inc. from the Marine Corps where he was a Federal Employee assigned as the Assistant Chief of Staff G6/CIO for Marine Corps Installations East having spent a total of over 34 years on active duty and a federal employee. Tony was responsible for all Voice, Video, Data, Security for the marine bases on the east coast from Norfolk to Florida. He was a principal architect of Comply to Connect from concept to pilot to adoption. His roles during his tenure included, Operating Systems Engineer, Network Engineer, and Security Manager/DAA. He was the lead to build the MCIEAST Marine Air Ground Task Force (MAGTF) Information Technology Support Center (MITSC-East), a tier 1 Communications Facility.

Niels is currently Director, CGI Emerging Technology Practice Cloud Solutions. He is responsible for helping Government and Commercial customers leverage CGIs Intellectual Property in the area of Cloud Computing.
He was formerly Chief Cloud Architect for Teradata Marketing Applications of Teradata Corporation. He successfully built the business case to make the move from on premise and hosted infrastructure to Public/Private Cloud models. He led this effort across the entire TDMA organization, led a number of deeply skilled and tenured Sr. Architects who developed Agile Epics and Stories to feed into Agile workflows for R&D, Operations and Architecture and Security.
Niels has over 25 years of experience in cloud and utility computing, database administration, staff management, program management and systems integration, with over 10 years of executive management experience and Director-level management experience. He has over 20 years’ experience implementing utility computing and as a technical trainer and infrastructure architect.

John Herrman is the Lead Application R&D Analyst at NIC. Mr. Herrman has over 10 years’ experience with application development, management, and distribution in the public sector. At NIC his primary role to manage the nearly 200 mobile applications NIC has published to the Apple, Google, and Microsoft app stores. Her role at SAP is to co-innovate with customers, provide insight into technology trends and opportunities in local government, share national examples of best practices in citizen service delivery, big data, performance management, cloud and help bring all of this together with strategic direction.

Greg Licamele

Director, External Communications, Public Information Officer, Fairfax County

Greg Licamele has served the residents of Fairfax County as a public information officer for 11+ years. He currently leads two of the county’s key digital portfolios: social media and a comprehensive government news web presence, while also collaborating with all county departments to advocate, educate and implement digital strategies and tools.
Greg has been the architect of the county’s social media presence for the last eight years. His work has included leading the development and implementation of policy, strategy, social media use in emergencies, the application process for departments, metrics reports and required training for all publishers. He has overseen the growth of the county’s social media presence across all platforms. For example, Fairfax County’s Facebook “reach” across all accounts has increased from 2 million views in FY2012 to 58 million views in FY2016.
Greg recently created a brand journalism experience by researching, developing, coding and building the award-winning Fairfax County Government NewsCenter, which launched as an audience-focused publication in August 2015. Greg effectively serves as editor in chief of county news by managing the NewsCenter editorial process and setting the weekly countywide news agenda. NewsCenter, at www.fairfaxcounty.gov/news, is an integrated platform with content connections to Facebook, Twitter, YouTube, AppleNews, Flipboard, Google News and Nextdoor, among others. NewsCenter has already been recognized as a national best practice to follow by winning awards such as a digital/social gold medal from Bulldog Media along with companies such as GE Healthcare and Genentech, as well as a National Association of Counties achievement award.
Prior to these responsibilities, Greg served as the county’s web content director, and then previously as a communications strategist supporting issues/departments. He continues to draw upon his experience as web content director by advising on issues related to county’s overall web presence at www.fairfaxcounty.gov, along with apps and other digital experiences.
He has served on various committees, including an appointment as a charter member of the U.S. Department of Homeland Security’s Virtual Social Media Working Group. Greg led the planning and development of two National Capital Region social media in emergency summits, bringing together hundreds of federal, state, local and partner groups from D.C., Maryland and Virginia. He also has served as an instructor of social media at The George Washington University. Before Fairfax County, he worked for five years at GW focused on digital communications.
Greg holds two master’s degrees from GW: one in emergency management/homeland security and another in media and public affairs. He holds a bachelor’s degree in journalism from St. Bonaventure University.

Robin McCormick

Communications Strategist, Marketing and Outreach Department, City of Hampton

Robin McCormick fills two roles for Hampton: advising the city manager and City Council on communications strategy, and directing the city’s marketing, communications and outreach. Her team is responsible for the city’s website, media relations, cable TV station, social media, communications, citizen engagement, brochures, marketing, and helping to draft a variety of presentations and speeches.
She’s been in government for just 5 years. A lifelong writer, she graduated Phi Beta Kappa from Hollins College in Roanoke and went to work for a newspaper the next day. She stayed at the Daily Press, initially as a reporter, covering a variety of beats: courts, education, youth services, transportation. Over the years, she moved into editing and management as a copy editor, business editor, features editor, news editor and finally managing editor. Along the way, as the business changed and the newspaper became a bigger media company, she worked with a variety of start-up publications, early website and TV partnerships.
Robin left the newspaper business after almost 30 years to help the city of Hampton tell its story in new ways and engage its residents.

Caitlyn currently serves as the Associate Director of Communications at James Madison University. She helps oversee media relations, content production, social media and crisis management for the university. Prior to coming to JMU she worked in the advertising agency world, developing digital and social media strategies for brands in the fashion, retail and grocery categories. Caitlyn earned a degree in communications with a focus on public relations from JMU and is currently pursuing her MBA. She enjoys exploring the Shenandoah Valley and rooting on the Dukes.

Since joining Socrata three years ago Ewan Simpson has overseen state and local government data initiatives across the Northeast. In conjunction with his technical team Ewan supports performance management, open data and financial transparency initiatives across the region working with mature and fledgling organizations including Governor O'Malley's renowned StateStat team (MD). Ewan works extensively with data initiatives in the Commonwealth working with groups like Hampton, Richmond, Alexandria and Virginia Beach. Prior to joining Socrata Ewan supported non-profit and public sector human service projects in developing outcome focused programming and data management practices.

Glenn Smith

Glenn Smith

Records Management Analyst, Library of Virginia

Glenn Smith has worked for the Library of Virginia since 1984. The first 26 years were spent in the company of the commonwealth’s 120 circuit court clerks, assisting them in the preservation of the permanent land and court records housed in their offices. Since June 2010 he has been a records management analyst, helping to educate the commonwealth’s record keepers on what the management of public records should look like according to the Virginia Public Records Act. He also served as the state coordinator and webinar instructor for the Council of State Archivists’ initiative Inter-governmental Preparedness for Essential Records. He currently serves clients at the local level that include all central governments, regional entities, circuit courts, and everything public safety. At the state level he is assigned to the Executive Offices; everything under the Secretaries of Administration, Natural Resources, and Technology; the independent agencies; and the judicial and legislative branches of government.

Executive Director, 4-Virginia

Nick Swayne serves as the executive director of 4-Virginia (4-VA)—a formal collaboration of five Virginia universities driven by 4 initiatives. Since its inception, 4-VA has supported advancements in research between institutions, piloted and shared innovative courses, redesigned courses to improve student outcomes, implemented new instructional technologies, hosted workshops and conferences, and served as the catalyst for a number of other programs.
In collaboration with NOVA-Labs and JMU faculty, Nick developed a multi-disciplinary drone solutions course that has expanded to include faculty and undergraduate students from other 4-VA institutions.
Nick is the founding director of JMU X-Labs and serves as the director of the Virginia - Washington, D.C. FIRST® LEGO® League, a children’s robotics program with over 600 teams.
A retired Army lieutenant colonel with over 26 years of service, Nick served as a battery commander, battalion operations officer, brigade executive officer, and deputy fire support coordinator for the 4th Infantry Division with tours in Iraq, Bosnia and Germany.
Nick received his MPA at Northeastern University and is a doctoral candidate in strategic leadership at James Madison University. He is member of the board of the Shenandoah Valley Technology Council and completing his second four-year term on the Harrisonburg City School Board where he serves as the vice chair.

Co-founder Sentien Robotics, PhD mechanical engineering

Dr. Christopher Vo is co-founder and Chief Scientist for Sentien Robotics, a defense contracting firm focused on planning and command and control algorithms for ground and aerial robotic systems. He holds a Ph.D. degree in Computer Science from George Mason University, where he developed algorithms for artificial intelligence and motion planning. Christopher serves as the President of the DC Area Drone User Group, and as the Vice President Drone User Group Network, the largest educational nonprofit network of civilian unmanned aircraft users in the United States, promoting positive uses of unmanned aircraft for the benefit of humanity.
