Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. COVITS is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.
This Year’s Topics Include:
Virginia is 100% committed to enriching its citizen services through the innovative use of technology, so we are redoubling our efforts to accelerate the Commonwealth to new heights in digital government. The 19th annual COVITS is integral to our planning because it is one of the few times during the year when we will gather in one place to discuss strategies, possibilities, collaborations and lessons learned. The day and a half at COVITS is indeed time well-spent, and we encourage you to be an active part of the proceedings. We hope to see you there!

Keynote – Leading on the EdgeCapital Ballroom E/F/GManley Feinberg, World-class Climber, Adventurer and IT Leader (@manleyf) IT officials often struggle to deliver more value under tightening constraints and rising expectations. Throw in the complications of regulations, a changing workforce, constantly evolving technology, plus the chaos of day-to-day life, and you are facing some serious challenges. It can feel like you’re walking too close to the edge, and the old adage “Don’t look down!” applies just as much to a tough deadline as climbing the sheer face of El Capitan. Manley Feinberg has tackled and conquered impossible environments – from breakneck corporate expansion to nature’s most hostile terrains. In this unforgettable keynote, Manley reveals his 8 Vertical Lessons that will enable you to lead, contribute and inspire in ways that will take you – and your teams – to bold new heights. |

Concurrent SessionsCloud Options TodayCapital Ballroom A/BToday, it’s tough to find an organization that doesn’t depend on the cloud for something critical. The question is no longer whether to venture into the cloud, yes or no. Now it’s a matter of “How, what, when and where?” Understanding and anticipating alternatives, risks, limitations, scope and accountability are critical to success. This session explores the factors to consider before going “all in” (or even partway). Sherry Amos, Director, Market Development, Education and Government, Workday Niels Goldstein, Director, Emerging Technology Practice Cloud Solutions, CGI (@MurkyCloud) Nelson Moe, Chief Information Officer, Virginia Information Technologies Agency, Commonwealth of Virginia Internet of Things and Its Impact on GovernmentCapital Ballroom C/DThe Internet of Things (IoT) is a series of billions – soon to be trillions – of sensors and devices connected to one another via the Internet. Most of it is automated, and the possibilities that IoT brings to society are the stuff of science fiction. But it’s all very real, and the question on many people’s minds: Is government ready? This session explores the role of government in using, exploiting, controlling and surviving the hyper-connected world of IoT. Kishor Bagul, Chief Executive Officer, Clouds and Things Joseph Fahrney, Enterprise Architect/Solutions Architect |Smart Communities and Venues, Verizon Tony Gillespie, US Public Sector Strategist, ForeScout Technologies, Inc. Next Generation Workforce – How to Recruit, Retain and SurviveHenrico BallroomThe average Baby Boomer is now 60 while the average Millennial is around 25. This has enormous implications in the public sector workplace, not the least of which is an incalculable loss of institutional knowledge. But it goes beyond a brain drain; it also encompasses an influx of entirely different attitudes, expectations and knowledge. This session discusses what’s at stake and how to best prepare for the challenges ahead. Moderator: Murali Rao, Chief Information Officer, Department of Transportation, Commonwealth of Virginia Barry Condrey, Chief Information Officer, Chesterfield County Emily Elliott, Human Resources Director, Virginia Department of Transportation, Commonwealth of Virginia Jenny Garbo, President, Chesterfield Young Professionals The Secret to EngagementShort Pump RoomIt’s a highly interactive and fast-paced society, and people are getting more demanding about, well, everything. The pressure is mounting in government services, too, and our challenge right now is to make “citizen-centric” more than just a buzzword. This session takes a look at creative strategies to remake government’s relationship with its customers into something more stimulating and productive. Featured Speaker – How to Shake Things Up and Live to Tell the TaleCapital Ballroom E/F/GTeri Takai, Former CIO of U.S. Department of Defense, State of California and State of Michigan (@teritakai) Teri Takai is one of the most respected and influential CIOs in the country. Teri is most well-known for her public sector roles, starting in budget-torn Michigan where she led the state to the #1 ranking in the Digital States Survey four years in a row. Never one to back down from a challenge, she next accepted a plea from Governor Schwarzenegger to put California’s struggling technology efforts back on track. And if that wasn’t enough, Teri next took on the job of heading up the largest IT budget in the world, a budget matched only by the scope of its problems and complexities. In each locale, she was tasked with driving disruptive change. Her biggest takeaway: No job is too small to make a big impact – but there are right ways and wrong ways to go about it. In this captivating session, Teri shares her extraordinary experiences and lessons learned. |

Concurrent SessionsDealing with the Data DelugeCapital Ballroom A/BGovernment by nature is in the data collection business, so there is no shortage of information from which to extract actionable insights. The challenge for agencies is to reinvent how they handle, leverage, visualize, present and share the vast amounts (and varieties) of the information they collect. This session looks at ways to exploit it by using data management tools and analytics to drive faster, smarter decisions. Michele Hovet, Industry Advisor North America, SLED, SAP Public Services (@mhovet) Diana Zavala, Director, Analytics & Data Management Practice, HP Enterprise Security and the Cloud – What to Watch Out ForCapital Ballroom C/DOne question about security is very easy to answer: "Are we 100% digitally secure?" The answer is always "no," of course. There are no absolutes, and that's particularly true in the Cloud Era. But there are ways to tilt the odds in your favor. This session focuses on evaluating the latest threats, gauging risk factors, raising awareness, shoring up defenses, and maybe even sleeping a little better at night. Tony Encinias, Vice President, Public Sector Strategy, ViON and Former Chief Information Officer, Commonwealth of Pennsylvania (@trencinias) Michael Light, Emerging Technologies Consultant, AT&T Mike Watson, Chief Information Security Officer, Virginia Information Technologies Agency, Commonwealth of Virginia Social Media – A Love/Hate Relationship?Henrico BallroomNew media isn’t so new anymore. It’s been around for years and most government agencies have experimented with it (or been hit by it) to varying degrees. So it’s time to take stock. Some might even say it’s time for a reality check. Have social media tools and policies proven to be effective? Why or why not? This session takes a candid look at what works, what doesn’t, and where to find the most potential. Caitlyn Read, Associate Director of Communications, James Madison University Glenn Smith, Records Management Analyst, Library of Virginia Drones and GovernmentShort Pump RoomDrones are not just a fascinating – and controversial – topic of discussion but they offer a thought-provoking exercise in visualizing ramifications of disruptive technologies. The impact of unmanned vehicles (aerial and otherwise) will be revolutionary in our culture, economy, privacy, safety, services and more. This session discusses the issues, challenges and opportunities raised by what is sure to be a game-changing technology in government. How you communicate in everything from casual conversations to formal presentations can be the difference between success and failure. Don’t miss what is often your only opportunity to connect and leave a lasting impression. This session focuses on how to think quickly, take control, and effectively communicate your message to a wide variety of audiences including customers, vendors, staff, management, boards and even news media. General SessionsCapital Ballroom E/F/GHot Trends and Cool TechnologiesA hundred years ago, consumers were just starting to get familiar with electricity, telephones, refrigerators, stainless steel, washing machines and zippers. Those were glory days for technology, but no more so than today. Technology continues at a mad rate to insert itself ever more deeply into our lives, changing forever how we work, play and relate to each other. This session looks at some of the cool products and innovations that are shaping an extraordinary future. John Herrman, Lead Application R&D Analyst, NIC Why Johnny Can’t DataOne might expect that increasing data volumes would be accompanied by proportionate gains in making the data actually useful. Hasn’t happened. Despite working harder than ever to cope with record-breaking amounts of information, we have surprisingly little to show for our efforts. So it stands to reason that we must be going about it the wrong way. This session takes a penetrating look at what we should be doing with government’s sole non-depletable, non-degrading, durable strategic asset.
