Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. COVITS is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Jim Meskimen, Master Impressionist and Communication Coach

Today’s culture emphasizes the value of teamwork and collaboration, sometimes at the expense of the individual. This is particularly true in the IT arena where you can sometimes find yourself stereotyped, or even worse, not taken seriously by potential stakeholders. What good are insights and solutions if your words get lost in the crowd? You need to make sure that you’re heard! Jim Meskimen has spent the past 30 years studying the most famous, creative and interesting people in modern times. In this fascinating and hilarious session, Jim discusses – and illustrates – the traits and methods used by some of the best and most charismatic communicators in the world. Don’t settle for being “one of the crowd”. YOU have a unique identity. YOU have a voice!

Speaker Bio: A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

Cyber security is the new front line of financial crime and social upheaval. It is the new Wild West, with hackers divided among the "white hats" and "black hats." Stage coach and bank robberies of old have been replaced by heists of personally identifiable information from major retailers, insurers and governments. Political protests are increasingly taking the form of denial-of-service attacks by so-called “hactivists” to disrupt the normal order of things. Such things can and do happen anywhere, and everybody has a role in preventing, preparing for, and responding to cyber threats. This interactive session unpacks key lessons and learnings from real-life cases with the help of a panel of local experts and engaged audience members.

Sherry Amos brings over 20 years experience to her role leading industry strategy for the Education and Government industries for Workday. She is responsible for working with customers, partners, and industry trend influencers to bring high-value, next-generation, cloud solutions to market. Prior to joining Workday, she led industry strategy teams for SAP for all Regulated Industries, including state and local government, education, federal government, utilities and healthcare. Sherry has also previously held executive positions with Oracle and Peoplesoft in strategy, product management, and marketing roles.

Chief Security Officer & Director of Security Solutions, SLAIT Consulting

Arnold worked for the FBI for 25 years and retired in 2012 as the Director of its Domestic Security Alliance Council. During his tenure, he worked at FBI headquarters leading international training efforts and was a Chief in the FBI Cyber Division, Cybercrimes section. Prior to joining SLAIT, Arnold worked for General Electric (GE) in their IT Risk Organization where he developed and lead GE’s IT Risk Cyber Relations Program. Regarding cyber related matters, Arnold was GE’s primary interface with the U.S. Government and their significant industry partners.

North America State & Local Analytics Lead, Heath & Public Service, Accenture

Latrise Ashford Brissett is a managing director in Accenture’s Health & Public Service practice. She is an outcome-focused professional with 17 years of experience managing complex projects. Latrise has spent her career focused on addressing the challenging needs of both public service organizations and educational institutions. By taking an in-depth look into the data management, business intelligence and analytics agendas of her clients, she has been able to assist several state and local agencies to measure their performance, address concerns related to program integrity, and improve efficiency and citizen outcomes. She has worked with Yale University, the New York City Mayor’s Office and NY Housing Authority, along with numerous State Health and Human Services agencies. Latrise is currently the North America State & Local Analytics Lead developing and driving analytics solutions into the public service market.

Debbie Condrey

Chief Information Officer, Office of Management and Health Information Technology, Department of Health, Commonwealth of Virginia

Debbie began her state government career as an Information Technology Director for the Virginia Department of Transportation. In this role, she was responsible for managing the information technology environment, including infrastructure, applications development and project management. In 2004, Debbie joined the Virginia Information Technologies Agency as the Deputy CIO and Director of Customer Service and Project Management. She managed two Directorates responsible for delivering information technology infrastructure and project governance services to Executive Branch state agencies in partnership with Northrop Grumman.

In May, 2010, Debbie accepted a position as the Chief Information Officer and Director of the Office of Information Management and Health IT with the Virginia Department of Health. She is responsible for managing a large applications development, security, project management, quality assurance, data warehousing and public health informatics team ensuring products and services are delivered that in support of the public health mission. Additionally, she manages the Vital Records and Health Statistics Offices.

Finally, Debbie is responsible for several large projects serving both the Virginia Department of Health and the Commonwealth. These include the ConnectVirginia statewide health information exchange project as well as the All Payer Claims Database project.

Principal Architect, State and Local Government and Education (SLED), NetApp

For over 15 years, Matt has been an information technology professional, primarily in support of higher education. He joined the Virginia Community College System (VCCS) in 2003 and served as their director for enterprise infrastructure. During his tenure with the VCCS, Matt served as Vice President for Information Technology at Thomas Nelson Community College, one of the VCCS member institutions. Matt holds a Masters of Information Systems Management and Bachelors in Business Management from Brigham Young University. Currently, Matt is a principal architect for NetApp U.S. Public Sector focusing on SLED customers. His areas of focus include virtualization, disaster recovery technologies, enterprise storage, and green data centers.

For the past ten years he has led initiatives that enable the public sector to integrate people, processes and data in order to increase productivity, reduce expenses and enhance their citizens’ experience.

Director, Virginia Account Executive & Mid-Atlantic Public Sector Lead, CGI

Aaron Mathes serves as CGI’s Mid-Atlantic Public Sector Lead. Prior to joining CGI, Mr. Mathes served as Deputy Secretary of Technology for the Governor in the Commonwealth of Virginia. In this capacity, Mr. Mathes oversaw Virginia’s information technology agency, workplace productivity and efficiency solutions based on CRM technology, BYOD, cyber-threat preparedness, government transparency and citizen services. His projects included supporting technology related economic development efforts in the areas of innovation, and entrepreneurship and the growth of the datacenter footprint in the Commonwealth. Prior to his service to the Governor, Mr. Mathes served as CIO for the Virginia Office of Attorney General.

In his role, he is responsible for building for building and growing mobility in the U.S. Public Sector arena. He is actively accountable for driving strategic mobility initiatives while building key industry partner and relationships. He enables clients to leverage the mobile channel to both extend their brands and more effectively reach their customers, constituents, partners and employees. Park has more than twenty-five years in public and private sectors in a variety of roles that focused on management consulting and digital product management. He has vast knowledge successfully driving digital and mobile strategies by working in venture funded startups and global and national brand companies including Netscape, Visa, AOL.com, Media General and Coopers & Lybrand. Park received an MBA from Anderson School at UCLA and a Bachelor of Science from California State University, Northridge. He currently resides with his family in Northern Virginia.

Public Safety Communications Coordinator, Service Management and Delivery, Virginia Information Technologies Agency (VITA)

Dr. Spears-Dean is a communication and technology professional with over twenty years of experience, possessing extensive knowledge of public safety technology issues affecting state and local governments. She holds a Ph.D. in Public Policy from Virginia Commonwealth University, an M.B.A. from the University of Richmond, and a B.A. from the College of William and Mary. Currently, she is employed by the Virginia Information Technologies Agency as the Public Safety Communications Coordinator and is responsible for managing the Commonwealth’s 9-1-1 program.

As a public safety practitioner and administrator, Dr. Spears-Dean has served in a variety of capacities. Currently, she is a National Association of State 9-1-1 Administrators (NASNA) Board Member and an appointee to the Federal Communications Commission’s Communications Security, Reliability, and Interoperability Council. Dr. Spears-Dean has served as a subject matter expert for several United States Department of Homeland Security work groups and is an accomplished author and presenter.
