Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Colorado Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

His duties include consulting on the editorial strategy for numerous magazines, papers and reports as well as oversight of the annual production of more than 200 events for Government Technology, Public CIO, Emergency Management, the Center for Digital Government, and the Center for Digital Education. Held regionally in state capitols and large metropolitan areas, the events address key strategy and policy issues surrounding the use of information technology in state and local government and education.

Alan has been a guest lecturer at Stanford University and a frequent speaker for key government and industry organizations. For nearly 30 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Director of Stakeholder Engagement, Multi-State Information Sharing and Analysis Center, Center for Internet Security

Andrew is the Director of Stakeholder Engagement for the Multi-State Information Sharing and Analysis Center, a division of the Center for Internet Security. The MS-ISAC has been designated by the U.S. Department of Homeland Security as the focal point for cyber threat prevention, protection, response and recovery for the nation's state, local, territorial and tribal (SLTT) governments. Under Andrew, the MS-ISAC has greatly expanded its membership since 2012, including representatives from all 50 States, D.C., all 50 state capitals, and over one thousand local and tribal governments. He is responsible for managing all aspects of member relations, working with government associations, and conducting outreach on behalf of the MS-ISAC. Andrew fosters relationships with all of MS-ISAC’s stakeholders in an effort to enhance collaboration and information sharing for the collective benefit of all members. Prior to arriving at CIS in 2012, Andrew spent six years working for the Department of Homeland Security and Emergency Services in New York State. It was here that he developed a passion for working in the government sector all over the country, in an effort to help them prepare for the challenges they face both in the physical world and cyberspace.

Ed Anderson

Lieutenant General, U.S. Army – Retired and Interim Executive Director, National Cybersecurity Center (NCC)

Ed Anderson is currently serving as the Executive Director for Strategic Military, Science, Space and Security Initiatives at the University of Colorado, Colorado Springs since September 2010. Prior to becoming the Executive Director, he was with Booz Allen Hamilton where he served as a Principal and as a business leader in multiple areas including missile defense, space, homeland defense/security, cyber security and Army programs. He joined Booz Allen Hamilton after serving 39 years of active duty in the United States Army. He also served as the President of the National Homeland Defense Foundation from 2012 to 2015. He was recently appointed as the Interim Executive Director of the National Cybersecurity Center (NCC) based in Colorado Springs.
Ed Anderson has a Master's of Arts degree in National Security and Strategic Studies from the Naval War College. He also holds a Master's of Science degree in Aeronautical Engineering from Georgia Institute of Technology and a Bachelor of Science degree from the United States Military Academy and is a graduate of the British Higher Command and Staff Course. Ed Anderson served in combat in Vietnam from Jan-Dec 1970.
His assignments as a General Officer included duty as an Assistant Division Commander for the 1st Armored Division, and then the 3rd Infantry Division in Germany. He then became Commander of the Combined Arms Center—Combat Developments (CAC-CD) and was the first Director of the Battle Command Battle Lab. He was then assigned to the Army Staff as the Assistant Deputy Chief of Staff for Operations—Force Development (ADCSOPS-FD) responsible for developing the Army’s modernization strategy. In 1996 he was selected to command the US Army Space and Missile Defense Command.
In 1998 he was selected to be the Director for Strategic Plans and Policy (J5), Joint Staff, Pentagon. As the Joint Staff J5, he conducted strategic planning and developed strategic policy for the entire U.S. military during a critical timeframe, which included Kosovo operations and he was specifically responsible for developing Joint Vision 2020, the path for bringing the military into the 21st Century, and for overseeing the development of the Unified Command Plan 21, approved by the Chairman of the Joint Chiefs of Staff, the Secretary of Defense and the President. As the J5, Ed also served as the military advisor to the IJnited States Ambassador to the United Nations.
In 2000, he became the Deputy Commander, United States Space Command, and Vice Commander, US Element, North American Aerospace Defense Command (NORAD) in Colorado Springs. After the 9-11 attack, he was selected to become the Deputy Commander, United States Northern Command (NORTHCOM). As Deputy Commander of NORTHCOM, Ed guided the development and implementation of the commander's plan to establish NORTHCOM, resulting in an effective and operational organization dedicated to homeland defense and homeland security, in less than 8 months.
Ed Anderson retired from the United States Army on 31 July 2004 as a Lieutenant General. He was approved by the SECDEF as a member of the National Security Space Independent Assessment Panel and is a member of the Council on Foreign Relations. He is also a member of the National Security Advisory Council, US Global Leadership Coalition. During 2009 he was the Chairman of the Military Affairs Council, Colorado Springs Chamber of Commerce. From 2012 to 2014, he was the President of the National Homeland Defense Foundation. He is a Trustee on Colorado Thirty Group Board of Trustees and is a graduate of the Colorado Springs Leadership Institute. He was the President/Board Chairman of The Home Front Cares and serves on the Board of Directors of the Pikes Peak Chapter of the Red Cross, the Discover Goodwill of Colorado Springs and the Cheyenne Mountain Zoo. He is currently the Chairman of the Board of the Peak Military Care Network.

Chief Information Officer, Technology Services, City & County of Denver

Scott Cardenas joined the City and County of Denver in 2013 and as Chief Information Officer (CIO) he is responsible for leading the City’s technology strategy and managing overall IT operations, Denver 311 and Denver Channel 8.
His initiatives include improving service delivery through embracing effective and efficient use of technology; creating business models for delivering new services such as cloud solutions; team development, process improvement and leading strategic initiatives to transform the technology department to be flexible, adaptable and responsive to customer and resident needs.
Prior to joining the City and County of Denver, Scott was the Chief Technology Officer for Kiewit, a global leader in industrial construction. In prior roles, Scott worked for Denver International Airport and EchoStar Corporation.
Scott holds a BS degree in Computer Information Systems from Metropolitan State University of Denver and a MBA from The Daniels College of Business at the University of Denver.

Zach is a Senior Associate in PwC's US State and Local Government Advisory Practice, focusing on the Denver Region. He has over seven years of technology project experience with an expertise in implementing large IT systems and Infrastructure.
Zach has had the opportunity to work with public sector clients in both the United States and Australia. He has also provided IT and management consulting services across a range of industries including public sector, healthcare, telecom, retail, and banking.
Prior to joining PwC, Zach worked with an international IT and management consulting firm, working with clients to implement and adopt new technology.
Zach holds a BS in Business Administration from the University of Colorado and is a Certified Project Management Professional (PMP).

J.B. Holston has served as Dean of the University of Denver’s Daniel Felix Ritchie School of Engineering and Computer Science since July, 2015.
J.B. Holston has 30 years success as a global scale-up CEO and entrepreneur, and is active in a range of civic initiatives around innovation, open government, entrepreneurship, impact investing, and microfinance.
JB was the founding Executive Director for the Blackstone Entrepreneurs Network (“BEN”) in Colorado. BEN connects Colorado’s great serial entrepreneurs around the mission of promoting and accelerating Colorado’s ‘gazelle’ companies – those firms in technology, health, energy, natural foods and products, and aerospace that will be Colorado’s next economic and employment drivers.
J.B. served as founding CEO for NewsGator (now Sitrion) from 2004 through 2012. Holston was named the Colorado Technology Association's Technology Executive of the Year in 2010. Prior to Sitrion, Holston started a broad range of for-profit and not-for-profit enterprises at the locus of technology and media. Past positions include President of Ziff Davis International, where he was a member of the executive team that completed the successful LBO of the company with Forstmann, Little and subsequent sale to Softbank. In that capacity, Holston launched Yahoo! Europe as a joint venture between ZD and Yahoo!. Holston held senior executive positions at NBC and GE after starting his career with the Boston Consulting Group. JB has a BA and MBA from Stanford University.
In 2014, The Colorado Technology Association awarded J.B. the Bob Newman Lifetime Achievement Award for his contributions to the technology industry in Colorado.

Previously, Nick served at the City of Colorado Springs in three areas: Senior Manager in the Fleet organization as a Special Project Manager for the City Manager; Public Works Director; and lastly, founded the City's first Office of Innovation and Sustainability
Prior to his public service, Nick co-founded and patented the EasySubmittals service, a first-of-its-kind online construction solution. He also worked at Fortune 100 companies, including British Petroleum, El Paso Natural Gas, and PricewaterhouseCoopers.
