Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Arkansas Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Tony is Senior Enterprise Security Architect for Akamai Technologies. With over 15 years of Information Security industry experience Tony works with Akamai clients to provide security guidance, architectural analysis and web application security expertise. Tony has worked and consulted in many verticals including finance, medical/healthcare, enterprise, and mobile applications. He is currently responsible for supporting public sector clients as well the training of an Akamai internal group whose focus is on Web Application Security disciplines. Tony’s previous responsibilities include managing security operations for a mobile payments company, and overseeing security and compliance responsibilities for a global financial software services organization. When he is not working with Akamai clients or traveling, Tony can be found spending time with his wife and children in Dallas, TX.

Robert’s passion is helping Arkansas public sector entities to maximize the value of data for improved service to citizens. After a decade of building business intelligence and data warehousing solutions for many of the state’s information systems, he has spent the last five years focusing on data management and advanced analytic solutions that transform state business processes to be more efficient, effective, and data-driven. Robert holds a Master of Science in Information Quality from the University of Arkansas at Little Rock and has recently completed the Foundations for Chief Data Officers certificate program at the UALR Institute for Chief Data Officers.

Representative Warwick Sabin

33rd District, State of Arkansas and Senior Director, US Programs, Winrock International

Warwick Sabin is Senior Director, U.S. Programs at Winrock International and he serves in the Arkansas House of Representatives.
As the State Representative for District 33, Warwick also holds the position of Assistant Speaker Pro Tempore for the 90th General Assembly. Both Arkansas Democrat-Gazette columnist John Brummett as well as Talk Business Quarterly named Warwick among the top ten legislators of the 2013 legislative session, and the Arkansas Times called him the "Freshman of the session". In 2014, he was among 24 national political leaders awarded the Rodel Fellowship by the Aspen Institute for his "outstanding ability to work responsibly across partisan divisions and bring greater civility to public discourse."
Before assuming his position at Winrock International, Warwick was the founding director of the Arkansas Regional Innovation Hub. Previously he was publisher of the Oxford American magazine, and in 2009 he was named to the FOLIO:40, a list of the 40 most influential people in the national magazine industry. His additional professional experience includes serving as director of development for the Clinton Foundation, as well as working on Capitol Hill, at the White House, and at Foreign Affairs magazine. He is a Marshall Scholar and a Truman Scholar, and he holds an M.A. in Philosophy, Politics and Economics from Oxford University and a B.A. (summa cum laude) in Political Science from University of Arkansas, where he graduated as valedictorian and was president of the student body. He received the University of Arkansas Young Alumni Award in 2005 and was named to the Arkansas Business "40 Under 40" in 2003, and he has volunteered and served on the boards of directors for numerous community and nonprofit organizations and projects in Central Arkansas. Warwick and his wife, Jessica DeLoach Sabin, live in Little Rock.

Tarek has prior experience in the semiconductor capital equipment industry in process development and software engineering. He holds an MBA degree from Santa Clara University and a Bachelor of Science in Chemical Engineering from The University of California, Berkeley.

JD Robinson

Director of Strategy and Consulting, Mainstream Technologies

JD Robinson’s first computer programming job was for Arkansas state government: helping Dr. Cecil McDermott analyze the effect of the novel concept – at the time – of putting computer assisted education labs in Arkansas schools. In the thirty years since then JD has worked for several development companies on a wide variety of projects, from video games and tourism kiosks to email marketing and data warehousing. He has been involved in projects with many Arkansas state agencies, including the Department of Parks and Tourism, the Department of Education, the Insurance Department, the Game and Fish Commission, and others. He is currently Director of Strategy and Consulting with Mainstream Technologies in Little Rock, where he finds software solutions for clients’ business needs. He also serves on the Information Security and Risk Assessment committees at Mainstream.
