Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Arizona Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Teri Takai is one of the most respected and influential CIOs in the country. Teri is most well-known for her public sector roles, starting in budget-torn Michigan where she led the state to the #1 ranking in the Digital States Survey four years in a row. Never one to back down from a challenge, she next accepted a plea from Governor Schwarzenegger to put the state’s struggling technology efforts back on track. Vice President, Public Sector Strategy, ViON and Former Chief Information Officer, Commonwealth of Pennsylvania

As VP for Public Sector Strategy, Tony Encinias heads up ViON’s efforts to design and implement enterprise-class IT solutions for governments and commercial customers. Tony most recently served as the CIO for the Commonwealth of Pennsylvania, where he was also CTO (2008 - 2012). A retired US Naval Officer, Tony’s military career included service with the Space and Naval Warfare Systems Command, Office for the CIO, DoN and DISA. Tony received the 2014 Government Technology Doer, Dreamer, and Driven Award, 2014 Computer World Premier 100 Technology Leader Award, and the 2014 StateScoop Executive of the Year Award.

Tony earned a Master’s degree in IT Management from the U.S. Naval Postgraduate School, a BA in Mathematics from the University of Colorado, a Masters Certificate in Project Management from the George Washington University, a Federal CIO Certification through Carnegie Mellon University and is a member of Drexel University’s MIS advisory board.

Binny has extensive experience in building distributed systems that evolve towards simplicity. At Nutanix, Binny leads the technical vision and architecture of the product portfolio. Prior to Nutanix, he was at IBM Research where he led the next generation of flash technologies in storage systems. He is the three-time recipient of the highest technical award in IBM research, and four-time recipient of the Research Accomplishment award for significantly impacting IBM business through his work.

Binny is the inventor of key caching algorithms in DRAM and Flash technologies and is the author of more than a dozen well-cited publications. He holds more than 50 issued patents in the fields of flash, caching algorithms, distributed storage systems, and virtualization. Binny received his Masters degree in Computer Science from University of Illinois at Urbana-Champaign, and Bachelors degree in Computer Science from IIT Kanpur.

Niels is currently Director, CGI Emerging Technology Practice Cloud Solutions. He is responsible for helping Government and Commercial customers leverage CGIs Intellectual Property in the area of Cloud Computing.

He was formerly Chief Cloud Architect for Teradata Marketing Applications of Teradata Corporation. He successfully built the business case to make the move from on premise and hosted infrastructure to Public/Private Cloud models. He led this effort across the entire TDMA organization, led a number of deeply skilled and tenured Sr. Architects who developed Agile Epics and Stories to feed into Agile workflows for R&D, Operations and Architecture and Security.

Niels has over 25 years of experience in cloud and utility computing, database administration, staff management, program management and systems integration, with over 10 years of executive management experience and Director-level management experience. He has over 20 years’ experience implementing utility computing and as a technical trainer and infrastructure architect.

Chief Information Security Officer, Arizona Strategic Enterprise Technology Office, Department of Administration, State of Arizona

Mike Lettman is a recognized technology leader with over 28 years of experience in government information, security and technology. As the State Chief Information Security Officer (CISO), he provides strategic direction for information security to over 130 public agencies. With a focus on statewide enterprise and standardization efforts, Mike leads the Security, Privacy and Risk team for the Arizona Strategic Enterprise Technology (ASET) Office. With alignment to the State’s Strategic IT Plan, he ensures and enhances the State of Arizona’s security and safety.
Mike’s responsibilities include identifying, developing, implementing and maintaining processes across the State to reduce IT risks. He is responsible for incident response, establishing appropriate standards and controls, and directing the establishment and implementation of policies and procedures. Mike is also instrumental in building relationships with a variety of partners including the MS-ISAC, Department of Homeland Security, and the FBI.
Prior to his work for the State of Arizona, Mike served as the Chief Information Security Officer (CISO) for the State of Wisconsin and previously as the Chief Technical Officer for the State of Wisconsin’s Department of Justice. In addition, he was the State of Wisconsin’s advocate for security awareness representing a variety of industry committees including Wisconsin’s Cyber Terrorism task force.
Mike holds a Bachelor of Science in Management and Computer Science from the University of Wisconsin and remains an active member of the Arizona Fusion Center and the co-chair of the Multi State Information Sharing and Analysis Center (MS-ISAC) SCADA work group.

Tim first joined IBM in 1995 as an industry solutions consultant. He came to the company after his college years studying international relations along with deterrence theory and nuclear war gaming. He has spent 18 years at IBM in numerous leadership roles spanning strategy, solution sales and solution portfolio management teams.
Tim now serves as the Worldwide Government Leader for the IBM Cognitive Solutions Team which is focused on helping government agencies around the world harness cognitive analytics to transform operating models and optimize the business of government. Tim has had the honor of working personally with 100’s of government agencies both in the United States and abroad, at the national, provincial and local levels. He is passionate about enabling governments for the first time with the ability to create insight and apply learning across vast streams and sources of data - with speed.
While fluent in all segments and levels of government, Tim also has a particular dedication in helping public safety, emergency management, intelligence and defense agencies harness information as a strategic asset for protecting the societies they serve.
Tim has a Bachelor of Arts degree from Harvard University in Government, with a specialization in international deterrence and war gaming. He is a member of the IBM Industry Academy since 2013. Tim is also a nationally certified fire rescue instructor, and recently retired from 15 years on the thin red line as a firefighter in Simsbury, CT, where he achieved a terminal rank of captain.
Tim lives in Connecticut with his wife Angela, three children, and their Labrador retriever. He is also an avid mountain biker and fly fisherman.

Angie Phillips is a Business Development Manager for WWT Asynchrony Labs. She previously was with the State of Missouri for 19 years and enjoyed many roles in Information Technology Services Division. Angie got her start in Java programming, then led development teams supporting the Department of Elementary and Secondary Education and Higher Education. Angie implemented the State’s Application Portfolio Management system. The last 3 years with the State of Missouri, Angie provided project oversight and leadership mentoring, strategic direction for application development teams, led culture and collaboration initiatives, and managed the application portfolio.

Cognitive is defined as intellectual activity (i.e., thinking, reasoning or remembering). In other words, what humans do. Cognitive technology thus means “able to perform tasks that only humans used to be able to do”, and it’s a science that is advancing exponentially. Are we in danger of becoming irrelevant?
