Jeff Clines

Chief Information Officer, Enterprise Technology Services, State of Wyoming

Jeff Clines has dedicated his career to leveraging technology for positive impact. With over 25 years in IT, he's navigated diverse roles across various sectors, from infrastructure and help desk support to enterprise applications and leadership positions. A passion for mission-driven organizations led him to the non-profit world, where he spent 13 years making a difference.
His journey then took him to the public sector, serving as CIO/Director of Information Technology for the Illinois Secretary of State. There, he spearheaded a major modernization of their mainframe systems, focusing on driver and motor vehicle licensing.
After two years, Jeff was appointed CIO for the State of South Dakota under Governor Kristi Noem. During his four-and-a-half-year tenure, he led significant modernization initiatives, including securing funding for and launching a massive upgrade of the state's 25-year-old financial system. His vision transformed this project from a technical necessity into a comprehensive business transformation.
In 2024, Jeff accepted the role of CIO for the State of Wyoming, joining Governor Mark Gordon's cabinet.
Beyond his professional life, Jeff cherishes time with his family, actively supporting his five children's many activities. He also finds joy in exploring the natural beauty of Wyoming.

Robert “Shark” Garland

Speaker, Author, Elite Fighter Pilot, Inventor, Vmax Group

Robert “Shark” Garland is a combat veteran fighter pilot of the United States Air Force. He was an F-15 Eagle instructor at the prestigious Air Force Weapons School (the Air Force’s “Top Gun” program) and one of the first test pilots for the F-22 RaptorFighter Jet. He concluded his career as CEO of the Weapons School, retiring from active duty service as a full Colonel. Shark holds several Masters degrees and is an inventor. He holds a U.S. patent in aviation design for an airplane cockpit. Mr. Garland calls the Texas Hill Country home where he and his family operate a ranch when not at Texas A&M football games. Shark is a 2023 Vistage Top Performing Speaker, best-selling author, and keynote speaker. Amy McLaughlin is the Vice President of Information Technology and Chief Information Officer at the University of Wyoming, the state’s flagship and only public university, where she leads the technology organization responsible for enabling teaching, learning, research, and statewide outreach. A nationally recognized technology and cybersecurity leader with more than two decades of experience, Amy is known for driving practical innovation, modernizing complex environments, and building high‑performing teams across higher education and government. Her career spans leadership roles in enterprise IT, cybersecurity, and network services, including senior positions at Oregon State University and the State of Oregon, where she led large‑scale transformation efforts, strengthened infrastructure resilience, and advanced security programs. Amy brings a strategic, people‑centered approach to technology leadership, grounded in deep operational experience and a strong commitment to mission‑driven outcomes.

Miguel Penaranda

Chief Information Security Officer, State of Wyoming 

Miguel A. Penaranda brings 29 years of experience in information technology to his role as Chief Information Security Officer for the State of Wyoming, including 14 years specifically in cybersecurity. His cybersecurity expertise encompasses a decade of leadership experience, with the last five years spent in executive leadership roles. He has a demonstrated history of success in building and transforming cybersecurity programs,  spearheading IT modernization initiatives, and developing high-performing teams. 
Raised in both Peru and Switzerland, Mr. Penaranda has dedicated his professional life to public service in South Dakota, beginning his career with the state government in 2004. He earned a degree in Computer Science & Systems Engineering and previously an Associate's Degree in Computer Technology.
Prior to his current position, Mr. Penaranda served as the Chief Information Security Officer for the State of South Dakota. Before that appointment, he was the State Webmaster, where he led efforts to modernize and standardize the state's web presence. As South Dakota's CISO, he established the Cyber Security Division and successfully mitigated a major incident, minimizing downtime and preventing significant data loss. 
A strong advocate for IT and cybersecurity modernization across government sectors, Mr. Penaranda has cultivated collaborative relationships with federal, state, and local agencies, enhancing shared threat intelligence.

Nathan Tedjeske

Chief Innovation Officer, Department of Education, State of Wyoming

Nathan Tedjeske is an award-winning educational leader currently serving as the Chief Innovation Officer for the Wyoming Department of Education (WDE). In this role, he leads the Innovation Management Team, early childhood and Literacy team, and school choice team and focuses on reimagining the state’s primary and secondary education systems through initiatives like the Innovator Network and the state accountability model, and various AI initiatives.
Prior to joining the WDE, Tedjeske built a reputation as a transformative administrator in Park County School District 6. His career highlights include:
Principal of Cody High School: He championed innovative instructional strategies and integrated Career and Technical Education (CTE) to prepare students for diverse post-secondary pathways.
Principal of Cody Middle School: He shepherded the creation of an Innovation Center, which featured a drone lab, digital recording studio, and manufacturing space to provide students with real-world, hands-on learning.
In 2024, Tedjeske was honored with the prestigious Milken Educator Award for his dedication to student-driven learning and community partnerships.
M.A. in Educational Administration: Grand Canyon University
B.A. in Secondary Education and Social Studies: Waynesburg University
Tedjeske is known for his commitment to moving away from "one-size-fits-all" education, instead focusing on individual pathways, apprenticeships, and empowering educators to share best practices across Wyoming.

Wyoming Cybersecurity State Coordinator, Cybersecurity Infrastructure Security Agency (CISA), U.S. Department of Homeland Security
Chief Information Officer, Central Wyoming College

Tim Walsh is a senior cybersecurity leader with more than 18 years of experience in information technology, enterprise security architecture, and cyber risk management across state and federal government. He currently serves as the Cybersecurity State Coordinator for Wyoming with the Cybersecurity and Infrastructure Security Agency (CISA) at the U.S. Department of Homeland Security.
In this role, Walsh acts as the primary liaison between CISA and state, local, tribal, and territorial partners, strengthening cybersecurity readiness, resilience, and coordination across Wyoming.

John Wood was named the college’s inaugural Chief Information Officer in 2005. He is the founding member of the Wyoming CIO Council. He held a Faculty position at the college from 2001 to 2005, and taught mathematics and computers at Wyoming Indian High School (FCSD #14) from 1991-2001. He holds a Master of Science degree from the University of Wisconsin – Madison, and Bachelor degrees in Mathematics and Philosophy from Carroll College, Helena, MT.
