Mark Gordon grew up on the family ranch in Kaycee, Wyoming, where he learned the values of hard work, integrity, and the importance of working together. As Governor, he brings those values to the table, maintaining his commitment to a Wyoming where her citizens can pursue their dreams while the state retains her unique character. He strongly believes that Wyoming must chart its own course and is a steadfast defender of its interests to do so. 
As a conservative, Governor Gordon has worked tirelessly to set Wyoming on a sustainable fiscal path. He is committed to making government more transparent, accessible, productive, and efficient. He believes government is best when it is closest to the people and is committed to giving local communities the tools they need to thrive. He is a staunch advocate of quality education in all modes, public and private, and for all children. 
Governor Gordon served as Wyoming State Treasurer from October 2012 until January 2019, when he was sworn in as Governor. During his time in office, he was ranked in the top 100 "most significant and impactful public investor executives." In addition, under his guidance, Wyoming's sovereign funds earned a No.1 ranking for the United States and No.3 in the world for transparency by the Peterson Institute. 
First elected Governor in 2018, he successfully led Wyoming through some historically difficult times. Consistently rated as one of the top ten governors in the country, he has spearheaded efforts to diversify Wyoming's economy from technology and finance to agriculture, energy, research, and tourism. He and his wife, Jennie, are dedicated to making Wyoming the best place to raise a family. 
Shortly after becoming First Lady, Jennie called on her upbringing and management acumen as a rancher and mother to establish the Wyoming Hunger Initiative, which has meant so much for many in Wyoming suffering from food insecurity. 
Governor Gordon and Jennie have four grown children - Aaron; Anne; Bea with husband Austen and their son Crawford; and Spencer with wife Sarah, their son Everett, and twin daughters Violet and Eloise.

Anthony J. Apollo is the inaugural Executive Director of the Wyoming Stable Token Commission. Anthony brings his experience in both traditional finance (KPMG, EY) and Web3 startups (ConsenSys, Rensa) to the Commission. Prior to his tenure in the Wyoming state government, Anthony launched blockchain-native projects around intellectual property, debt securities, multimedia licenses, and real-time payments to content creators.
Jonathan Rhoades, Director, Information Technologies, City of Laramie 
Jonathan Rhoades is the IT Director for the City of Laramie. He has over 30 years’ experience in Information Technology, with a focus on municipal government IT for the past two decades. He received his Bachelor of Science in computer science from the University of Wyoming.  Jonathan also serves as an alternate board member with the Wyoming Association of Risk Management (WARM) Insurance Pool and on the WARM cyber task force.
Jonathan has previously been a presenter at Wyoming Association of Municipalities (WAM) conference on broadband for municipal governments. He participated in the Thrive Laramie economic development project broadband committee and has worked on public – private partnerships to expand broadband access in his community.

Elisa Butler is the State Court Administrator for the Wyoming Judicial Branch where she oversees administrative support for the courts throughout the State.  She has worked in the Administrative Office of the Courts since 2016, and prior to that, clerked for the Justice Kate Fox.  She earned her bachelor’s and law degrees from the University of Wyoming and began her law career clerking for Judge Clarence Brimmer in the U.S. District Court in Cheyenne.  She worked in private practice in Laramie at the law office of Brown & Hiser before she began at the Supreme Court.  In her free time, Elisa enjoys spending time in the mountains with her husband and two young daughters.

County Clerk, Fremont County

Julie Freese is a Fremont County native having attended schools at Wyoming Indian Elementary (formerly known as Mill Creek) and graduated from Lander Valley High School. She attended Casper College for two years receiving her Associate of Arts Degree in 1980. Having worked the summers between high school and college at the County Clerk’s Office, she found the work to be interesting and exciting.
Julie became the Elections Supervisor in 1982 and the Deputy County Clerk in 1987. Julie ran for the County Clerk position in 1994 and has subsequently been re-elected eight times. Freese has held the office of Vice-President and President in the County Clerk’s Association. Other committees served were the Complaint Procedures Committee for Elections, Statewide Voter Registration Committee, and was the local representative to the National Elections Standards Board since its inception and served until January of 2014.   She was the County Clerk representative to the WACO (Wyoming Association of County Officials) board as the President in 2013.  She served as the Clerk’s representative to the Jt. Corporations (Legislature) Special Task Force on Special Districts. In 2023, was appointed to the new EAC (Election Assistance Commission) Local Leadership Committee as one of 2 Wyoming representatives to the national board on elections.
The Clerk serves the county in a number of capacities such as Vehicle Titling, Lien Filings, Land Recordings, Marriage Licenses, Clerk to the Board of County Commissioners, Elections and Voter Registration, Bookkeeping, Payroll and as the Budget Officer.
Julie is an avid bowler and also serves as Treasurer to the Lander Old Timer’s Rodeo Association in her spare time.
Julie thoroughly enjoys her job with Fremont County because it is a way to truly give back to the county. She lives in the Pavillion area with her husband Burt. They have two children, one grandson and five granddaughters.

Kristie was born and raised in Cheyenne, WY. She has a Bachelor of Arts from Northern State University in Aberdeen, SD. And graduated law school from Univ. of Wyoming College of Law in 2006 (licensed in WY & CO).
She began her career with the Wyoming Attorney General’s Office and transitioned to the Wyoming Department of Family Services (Department) in 2008. Kristie worked as the Department’s Ombudsman and Senior Legal & Policy Analyst until appointed as the Interim IV-D Director 2013. Then became the Wyoming IV-D Director in November 2014, and continued to also serve as the Department’s Senior Legal & Policy Analyst. In October 2017, she was promoted to become the Economic Security Division Senior Administrator and, along with child support, oversees the SNAP, TANF, Child Care, Quality Control, Eligibility Integrity, LIEAP/Weatherization, and Homlessness programs, as well as field operations.

Technical Consultant, Wyoming Business Council Broadband Office

David is a native of the Great State of Wyoming and is currently a broadband industry consultant under contract with the Wyoming Business Council Broadband Office for the distribution of ARPA Capital Project Funds, and IIJA Broadband Equity Access and Deployment funds.  These programs are distributing nearly 425 million dollars to Internet Service Providers serving the state for the expansion of broadband to unserved and underserved locations in Wyoming.  David retired from the communications industry in 2022 after 38 years in sales, service delivery, risk management, construction, and operations.  David is actively involved in the community and has served on several local economic development boards, underground utility protection boards in Wyoming and Colorado and is currently on the Board of Commissioners for the Cheyenne Housing Authority.

Director, Center for Blockchain and Digital Innovation, University of Wyoming College of Business 

Steven Lupien is the Director of the University of Wyoming Center for Blockchain and Digital Innovation and a Lecturer. He is an accomplished executive with over 35 years of cross-functional leadership experience in industry-diverse public, private, and NFP organizations, spanning high technology, consumer packaged goods, and business services. He was also the founder and advisor for The Digital Asset Trade Association (DATA), the leading advocacy group for Distributed Ledger Technology and a Board member of the Digital Ledger Governance Assoc. Prof. Lupien helps to shape public policy issues to support the growth of digital assets (utility/consumer/security), smart-contracts, digital currencies and the new token economy. His is a Founder of Beefchain, whose mission is to create a new “rancher-centric” supply chain utilizing blockchain technology to recapture the value now realized by third-party feedlots and processors. Most recently he co-authored the textbook Blockchain Fundamentals for Web 3.0 published in August 2022 and serves on several blockchain related boards.

Aaron Roberts is an experienced, results driven, cybersecurity professional with a very diverse technology background in both the public and private sectors. He leads the information security program for the State of Wyoming and provides strategic leadership ensuring the confidentiality and integrity of state resources utilizing a defense-in-depth philosophy. Before joining the Department of Enterprise Technology Services, Aaron worked as the IT Branch Chief for the Wyoming Department of Game & Fish, Director of the Information Management Division for the Wyoming Department of Education, and served in the United States Air Force.
Aaron earned his Master’s degree from Webster University and his Bachelor’s from Friends University. Additionally, he is an Alumni of the Wyoming Leadership and Development program, and has earned several professional certifications through his extensive career; CISSP, C|CISO, and GCCC, to name a few.
Aaron currently represents Governor Mark Gordon on the Council of Governor’s, Cybersecurity subcommittee as a subject matter expert. He also is Wyoming's MS-ISAC representative in addition to being an active member of the National Association of Chief Information Officers, National Association of State Technology Directors, and National Governors Association.
In Aaron’s “spare time” he enjoys researching digital forensics and open source technologies.

Workforce Programs Administrator/UI Director, Department of Workforce Services, State of Wyoming 

Holly has served as the Workforce Programs Administrator for the State of Wyoming, Department of Workforce Services since 2019. She was born and raised in Wyoming and holds a Masters Degree in Rehabilitation Counseling, is a Certified Rehabilitation Counselor and Certified Public Manager. She has worked at DWS for nearly 18 years.
Holly oversees four divisions including Unemployment Insurance, Vocational Rehabilitation, the Business Training and Support Unit and 18 Workforce Centers, throughout the state.. During the pandemic, Holly led the Unemployment Insurance Division through modernizing technology and launching eight new UI programs in five months. Additionally, the Wyoming Workforce centers were the only workforce centers in the nation that did not close during the pandemic for any length of time and continued to provide virtual and in person services to Wyoming citizens. She has worked on multiple new software initiatives for grant management and case management from a project manager and field perspective. Reducing barriers to services through the use of innovative technology and focusing on the user experience is something Holly is passionate about.
Holly is an experienced administrator with visionary leadership skills who leads change management, strategic planning and policy development, and innovative programmatic solutions with solid implementation throughout Wyoming's Unemployment Insurance and Workforce Programs Divisions.

Lisa Smith

Institutional Research Manager, Northwest College, Wyoming

Lisa has been centrally involved in developing data governance across the Wyoming community colleges and the University of Wyoming as a member of the Wyoming colleges’ Data Governance and Institutional Research Council and as the community college representative for the Wyoming Statewide Longitudinal Education Data System (SLEDS) Data Governance Council. Lisa also serves on the SLEDS Research and Data Stewards subcommittee, which is a collaboration of SLEDS participating entities to conduct research across organizations and ensure that data elements are used consistently and accurately. As a precursor to the current SLEDS, she was on the Wyoming State-Wide Longitudinal Data System Task Force established in 2010 under Governor Dave Freudenthal.
Lisa graduated from Cody High School and earned bachelor’s and master’s degrees from the University of Wyoming. Before working at Northwest College, she served in the United States Navy as an instructor at a post-secondary training school.

Director, Wyoming Workforce Development Council

Jennifer has worked for the Wyoming Department of Workforce Services for 15 years. Jennifer serves as the Director of the Wyoming Workforce Development Council. Prior to this role, Jennifer was the Operations Coordinator for the Workers’ Compensation Special Investigations Unit. While working in this capacity, Jennifer oversaw complex investigations to discover and deter efforts to defraud the Workers’ Compensation program. Previously, Jennifer served as the state monitor for the Workforce Investment Act.
Jennifer earned her Bachelor’s Degree in Business Administration from the University of Wyoming. She also holds the designation of a Certified Fraud Examiner (CFE) from the Association of Certified Fraud Professionals, and, is a Certified Public Manager (CPM). Jennifer lives in Cheyenne, Wyoming, with her husband, two daughters, and a Yellow Lab, all of whom enjoy fishing, hiking, and camping.

John Wood was named the college's inaugural Chief Information Officer in 2005.  He is the founding member of the Wyoming Community College CIO Council.  He held a faculty position at the college from 2001 to 2005, and taught mathematics and computers at Wyoming Indian High School (FCSD #14) from 1991-2001. He holds an MS degree in Computer Science from the University of Wisconsin - Madison, and Bachelor degrees in Mathematics and Philosophy from Carroll College, Helena, MT.

Elaina is a 17-year veteran of the Wyoming Business Council serving as a Regional Director in the western part of the state for 15 years and then taking the role of Wyoming Broadband Office Manager for the past two years.  Originally from Montana, Zempel and family relocated to Kemmerer in 2006.  She worked in economic development in Montana for 9 years prior to the move to Wyoming.  "The recent federal investment opportunities in broadband infrastructure through CARES, ARPA-CPF and BEAD is unprecedented.  It is a daunting task to take advantage of those opportunities and involves a variety of team members in the Wyoming Business Council and the state.  I am proud to be a part of that team."
