This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Government Technology's passion is promoting best practices and spurring innovation in the public sector – more important than ever in challenging times like these. Please join us, over the course of two partial days, for a powerful series of sessions that provide inspiration, participation, education, and thought-provocation!

Trina Zanow

Chief Information Officer, State of Wisconsin

Trina Zanow is CIO for the State of Wisconsin and administrator for the Division of Enterprise Technology (DET). She is driven to continue building a forward-thinking future for the state and its involvement with information technology. With nearly 25 years serving the State of Wisconsin in IT services, Trina worked her way through the various ranks of state service. Her skillset and knowledge within the IT community has been an unmatched asset to the State of Wisconsin.
Trina has served various leadership roles in the Wisconsin Housing and Economic Development Authority, the Department of Health Services and the Department of Administration. Most recently, she was d CIO for DET and was a part of the State Emergency Operations Center throughout Wisconsin’s COVID-19 response by leading the team that built the state’s only Alternate Care Facilities with FEMA and the Army Corp of Engineers.
Trina quickly developed a keen sense for building sustainable relationships through continual, supportive engagement and open communication with anyone she encountered. It was through her focus on these relationships that made her a natural leader within the workplace. To this day, Trina actively uses her private and public sector experiences to create her own legacy of organizational change, transparency and improvement within IT for the State of Wisconsin.
Trina holds a Bachelor’s in Management Information Systems from the University of Wisconsin – Eau Claire and a Master’s in Project Management from the University of Wisconsin – Madison School of Business.

Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Teri Takai

Co-Director, Center for Digital Government

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

James Rose

Senior Manager, Wireless Solution Architects, U.S. Cellular

As senior manager of wireless solutions architects at U.S. Cellular, James Rose is responsible for advising and educating business and government clients on the best IoT solutions to meet their needs. In this role, he drives innovation within the business sales organization and guides his team of wireless solutions architects to provide a great wireless experience for customers.
James has worked in the wireless industry for more than 10 years and has held several leadership, project management and business sales positions with a variety of industry leading organizations. He has led teams focused on increasing wireless security and safety and has overseen the implementation of software, hardware and end-to-end cloud-based solutions. He joined U.S. Cellular in 2015 and held the role of mortgage broker, along with various other roles within the wireless b2b/b2g space prior to his current position.
He has served as treasurer for Business Networking International and he is the chair of U.S. Cellular’s CapAble Associate Network Group which is focused on increasing the awareness of matters that affect people with disabilities. In his spare time, James volunteers at local Boys & Girls Clubs and pet adoption clinics and enjoys running and outdoor activities.

Chief Information Security Officer, Department of Employee Trust Funds, State of Wisconsin

Greg Beach is the chief information security officer for the Wisconsin Department of Employee Trust Funds (ETF). Greg has over 30 years of information technology leadership experience in both the public and private sectors. He has served as the CIO of several Wisconsin agencies, has led large, cross-agency, application develop teams and was previously Wisconsin’s director of innovation. At ETF, Greg’s team is busy safeguarding the integrity of the Wisconsin Retirement Systems, which is one of the largest trust funds – public or private – in the United States and the world. ETF keeps track of service and earnings for over 600,000 members and administers all employee benefits.

Executive Vice President and Publisher, Government Technology magazine

Alan is Executive Vice President of e.Republic and Publisher of Government Technology magazine and Techwire. In this role, Alan is involved in the annual production of dozens of events as well as the strategic direction for Governing, Government Technology, Emergency Management, the Center for Digital Government and the Center for Digital Education. Alan is also the senior executive that has overall charge of e.Republic’s research organization which includes, custom research, the Digital Government and Digital Education Navigator tool and the Content Studio (webinars and custom content).
Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Brian S. Dennis has often been called a disaster magnet. On the ground during Hurricanes Katrina, Rita, Gustav and Ike in southern Louisiana, he has been around his share of disasters. Add to that earthquakes, blizzards, forest fires and a passenger on a plane that caught on fire, Brian is well aware of what an interruption can do to a business.
These days, Brian has set his sights on the looming disaster of cyber crime in America’s business and non-profit communities. As director of the nation’s first Cybersecurity Center for Business, he is working to raise awareness on both the physical and cyber sides of business interruption. Brian is building a safer business ecosystem with business owners prepared to weather any storm.

Sarah Edgerton brings more than 20 years of information technology experience to her role as the chief information officer, where she oversees the City of Madison’s Information Technology Department. She is committed to providing the highest quality service for Madison residents through the use of information technology.
Prior to her role as the IT director, Sarah was the City’s web manager, a position she held for 10 years. As the City’s web manager, she oversaw the development of digital government services to be sufficiently designed to reach community members and to improve how residents interact with government.
In Sarah’s current role, she leads strategic planning, oversight and management of City-wide IT operations, including, budget, digital engagement, digital inclusion, digital workplace, infrastructure and operations and security.

Chief Technologist, North America Public Sector, Red Hat

David Egts is the Chief Technologist of Red Hat’s North America Public Sector organization where he directs a global team of technical experts and field product management to help government clients improve service delivery the open source way. The Office of Chief Technologist, which he leads, adds value to flagship Red Hat technologies such as Red Hat Enterprise Linux, OpenShift, and Linux containers. His team helps Red Hat achieve ideal product-market fit by ensuring current and future government requirements are factored into existing products and R&D efforts with a focus on security, compliance, standards, efficiency, and technological improvements. The government readiness activities performed by his team positively impacts public and private sector organizations in the US and internationally with a particular focus on Australia, Canada, Japan, and the UK.

He is a Red Hat Chairman's Award recipient and has won multiple highest employee honors from previous employers Silicon Graphics and Concurrent Technologies Corporation. Lynn J. Fyhrlund

Chief Information Officer, Milwaukee County

Lynn J. Fyhrlund serves as the chief information officer for Milwaukee County. As CIO, he is charged with the creation of strategic IT initiatives that align with Milwaukee County’s long-term goals. He works closely across all departments and elected officials to deliver innovative programs and services that enhance employee, department and constituent services.
Previously, he served as the IT director, Business Applications for Information Technology for Milwaukee County. In this role, he oversaw Information Technology Application Services which provides, operates and maintains computing and software services that meet the needs of Milwaukee County. During his tenure, he engineered a number of important changes to IT at Milwaukee County. Among these were substantial upgrades to the mainframe infrastructure, Criminal Justice Information System, advances in the utilization of document management and collaborative tools and critical investments in the use of technology for master data management.
Prior to joining Milwaukee County, Lynn served as a Command Sergeant Major in the United States Army Reserve. In this role, he served as the senior non-commissioned officer for the 3-339th Infantry Regiment – Basic Combat Training. He led the Battalion on several training initiatives, working to improve training environments, optimizing processes, inspiring drill instructors to continuously improve and leveraging digital platforms to improve experiences.

Tawnya Lancaster has led thought leadership and research in cybersecurity for 10 years. In her role at AT&T, she works across multiple AT&T business units, including AT&T’s Chief Security Office, AT&T Alien Labs™ (the threat intelligence unit of AT&T), Managed Security Services, Professional Services and R&D, to identify trends in cybersecurity and develop thought leadership content on emerging security technologies and strategies for protecting the enterprise. Recent research includes the use of machine learning and analytics in threat intelligence, increasing importance of Zero Trust as a strategic approach for security programs, the consolidation of security services in virtualized/cloud environments and measurement of cybersecurity maturity across industries.

Bill Nash

Chief Information Security Officer, State of Wisconsin

Bill Nash is the chief information security officer for the State of Wisconsin. With over 30 years of information technology (IT) experience in the areas of application development, infrastructure support and security, Bill develops, maintains and oversees IT security programs across Wisconsin state agencies. He is responsible for security communications, applications, and infrastructure, including the security requirements for strategy, operations and budget for protecting enterprise information assets. Bill also oversees security operations that detect, report, contain and mitigate incidents that impair data and infrastructure security. He sits on the Homeland Security Council, is the lead of the Wisconsin Cyber Strategy & Planning Working Group (WCSPWG) and leads the Wisconsin Cyber Response Teams, which support cyber incident responses by local governments in Wisconsin. He produced the State of Wisconsin’s first enterprise security strategy and roadmap based on agencies’ business needs, risks and opportunities. Bill was also the recipient of the Thomas M. Jarrett Cybersecurity Conference Scholarship, due to his dedication and leadership in the cybersecurity field.
