John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

Bill Carter is a dynamic cybersecurity leader with a passion for securing the digital world and educating others on the evolving threat landscape. Currently serving as a public sector cybersecurity strategist at Fortinet, Bill previously protected Ohio’s 12 million citizens as the Chief Information Security Officer for the Department of Commerce and Deputy Chief Information Security Officer for the State, overseeing security strategies across 80+ agencies.
With a career spanning additional roles as Field CTO, Senior Systems Engineer, and Technical Consultant, he brings deep expertise in cybersecurity strategy, infrastructure, and risk management.
A hands-on technologist and sought-after public speaker, Bill holds a master’s degree in Cybersecurity and multiple industry certifications, including CISSP, SecurityX, and all MITRE credentials. He is also an Adjunct Professor of Cybersecurity, and an active member of the Ohio Cyber Reserve and the FBI’s InfraGard. Beyond his professional pursuits, Bill is dedicated to philanthropy in serving as CEO for an80,000-person strong non-profit organization.

Jamie Glass works as Sr. Network Defense Analyst for UW-Madison where he performs vulnerability management, network defense consulting and penetration testing. He has over 30 years of experience in IT, with a focus on cybersecurity over the past 5 years. He has been a volunteer with the Wisconsin Cyber Response Team since 2021. Currently, he is working with other CRT leaders on a project to implement a “no additional cost” penetration testing service for public sector entities in Wisconsin. When not working in cybersecurity, he enjoys his domestic roles as a husband and father of three children.

Lee has been working in technology since 2004 mainly in the Non-Profit and Education space.  He currently serves as the District Technology Coordinator for the Random Lake School District as well as an Incident Responder on the Wisconsin Cyber Response Team.  Lee graduated from Ohio State University in 2004 with a degree in Computer Science and then completed his Masters of Education in Educational Technology from Marian University in 2020.  He has worked to expand on both his Educational Technology Leadership and his Cyber Security skills by earning the Certified Educational Technology Leader and Security+ certifications.

Damian Kostiuk serves as the Data Manager for the Wisconsin Department of Administration, leading statewide efforts to strengthen data governance, standards, quality, and literacy. Previously, he was the Deputy Chief Data Officer at U.S. Citizenship and Immigration Services (USCIS), where he was also the product owner and inventor of the Verification's Person Centric Service and the principal architect of the SAVE and E-Verify systems modernization. Earlier, he served as a senior analyst with USCIS Fraud Detection and National Security and a data scientist in Information Technology advancing the agency’s analytics, machine learning, and graph-based data integration capabilities. His work bridges government data modernization, advanced analytics, and ethical AI to enable more connected, efficient, and human-centered public services.

Lead Privacy Counsel, Wisconsin Department of Administration

Sarah Larson is an Attorney Supervisor in the Wisconsin Department of Administration’s (DOA) Division of Legal Services where she serves as Lead Privacy Counsel to DOA’s new Privacy Program and as primary legal counsel to DOA’s Division of Enterprise Technology (DET) where she advises the state CIO, CISO, and other IT leaders about privacy and cybersecurity law, AI governance, contracting and procurement, risk management, statutory compliance, and electronic records management in the hybrid workforce. A thought leader in privacy and AI best practices, Sarah represents Wisconsin at the National Association of Chief Information Officers (NASCIO) Chief Privacy Officer (CPO) Summits. At DOA, Sarah also served on a year-long multi-agency AI work group arising out of the Governor’s AI Task Force where she authored enterprise recommendations on privacy, ethics, and procurement.
Before DOA, Sarah worked for 20 years at the Wisconsin Department of Justice (DOJ), including four years in DOJ’s Office of Open Government (OOG) where she advised government agencies and the public about the public records law and open meetings law. Sarah has also overseen and handled thousands of public records requests at DOA and DOJ, so she possesses a deep knowledge of both privacy and transparency in government. Sarah also worked for 16 years in DOJ’s Criminal Appeals Unit where helped shape the legal landscape in Wisconsin by briefing over 350 appellate cases and arguing nine cases at the Wisconsin Supreme Court, resulting in over 20 published court opinions.

Christopher Mende serves as the Director for State, Local Government, and Education Customer Engineering. He leads a team of technologists in applying Google’s advanced AI capabilities to help government and educational institutions fulfill their missions and better serve constituents.
Mr. Mende has direct experience in public-private partnerships concerning AI policy and ethics, having served on numerous governmental and commercial advisory boards and working groups. His commitment to ethical AI is also demonstrated through his work as a Google "Principles Pioneer," where he contributes to the adversarial testing of new AI products to identify and mitigate potential biases.
His background includes a range of technical leadership roles within Google, from guiding Data & AI initiatives to leading the technical evaluation of global-scale moonshot projects. Before joining Google, he held positions at global technology companies where he provided technical leadership and strategic guidance.
Mr. Mende holds a Postgraduate Diploma in Design Thinking & Innovation and a Bachelor of Science in Management Information Systems.

Event Parking

Self-parking: $3 per hour/$16 daily maximum
Instructions: The Monona Terrace parking garage is open to the public seven days a week via East Wilson Street and John Nolen Drive. 350 parking spaces are available on weekdays; 600 spaces are available after 5:00 pm weeknights and on weekends. (Please note that 225 of the parking spaces are reserved for State of Wisconsin employees from 8:00am – 5:00pm.). For additional parking structures within the downtown Madison area, please visit the Downtown Madison Parking Ramps link.
