Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Former Executive Vice President at Walt Disney World Resort

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Administrator, Wisconsin Department of Transportation, Division of Motor Vehicles, State of Wisconsin

Kristina Boardman was appointed administrator of the Wisconsin Department of Transportation Division of Motor Vehicles (DMV) on February 21, 2016. Prior to her appointment as administrator, Boardman served as Wisconsin DMV deputy administrator for three years and as the director of the DMV Bureau of Field Services for five years. During her tenure with the Wisconsin DMV, Boardman has led teams in the implementation of REAL ID as well as administration of the division’s role in Wisconsin’s voter ID law. Before working for the Wisconsin Department of Transportation, Boardman spent 10 years with the Wisconsin State Assembly, where she served as the committee clerk for the Assembly Committees on Education, Rural Affairs and Forestry, and Transportation. Kristina currently serves as Chair of the American Association of Motor Vehicle Administrators International Board. Boardman is a graduate of Augustana College in Rock Island, IL, with a degree in Political Science and Philosophy.

Chief Technology Officer, Federal, HP

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

Katie Grant is the Digital Communications Section Manager for the Wisconsin Department of Natural Resources. As a leader of the department’s Office of Communications, Katie oversees strategy and content creation for all of the department’s social media along with managing the video team and overseeing the department website. She is also the host and executive producer of the department’s Wild Wisconsin – Off The Record Podcast. Katie got her start in social media through her own business of teaching health coaches how to build their businesses online and has worked in various industries including non-profit events, restaurants and groceries. Katie is fascinated by how digital storytelling is always evolving and making the world a smaller place.

Alan Greenberg is the Chief Information Security Officer (CISO) for the Department of Administration, State of Wisconsin. In this role, Alan is responsible for developing information security policy and strategy while executing a vision that promises to establish a high level of protection while enabling the state to conduct safe and secure operations.
With over thirty years of progressive experience, Alan has held senior leadership positions as the Security Lead for DoD Companies, Energy Companies, a Major University; and a Senior Cyber Security Technical Director/Program Manager. Alan is a retired Army Major with multiple assignments including the National Security Agency, Tactical Signal Assignments and VII Corp Communications Officer during Desert Storm.
Alan has a BA in Political Science/Pre-Law from Western Illinois University and an MSA in Administration from Central Michigan University.

As Chief Procurement Officer for King County, Washington, she led a $3 billion procure-to-pay organization and was responsible for sponsoring multiple Lean Six Sigma transformation projects that reduced cycle time and improved the customer experience. She led procurement technology and policy modernizations at multiple organizations and served for over a decade in leadership roles with NIGP-Institute for Public Procurement, Rocky Mountain Government Purchasing Association, and Colorado Municipal League. She is a Certified Public Procurement Official and earned her Master’s Degree in Public Administration.

Kenny currently resides in the Chicagoland area with his amazing wife and ten-year old daughter. Steven Hopper is the Associate Vice President for Information Technology and Chief Information Officer for the University of Wisconsin System and has served in that role since July 2018. Steven has extensive experience in streamlining IT operations and establishing a common strategic IT vision across a diverse set of stakeholders.
Previously, Steven was Interim Vice President and Chief Information Officer for the University of North Carolina (UNC) System, where he served for 19 years at both the campus and system level. He was twice nominated for the Governor’s Awards for Excellence in North Carolina.
Steven earned his Master of Science and Bachelor of Science degrees, both in Computer Science, from the University of North Carolina at Chapel Hill.

The Council’s mission is to promote the dignity and empowerment of Wisconsinites living with vision loss through advocacy, education and vision rehabilitation services. Denise is pleased to apply her diverse talents and her lived experience with vision loss toward achieving the Council’s mission and expanding its reach.
Serving with honor on multiple national, state and local commissions, committees and boards, Denise brings the perspectives of those living with vision loss into the mainstream. She advocates on issues ranging from transportation equity and pedestrian safety to website accessibility, disability voting rights, equitable health care access and employment equality. She believes that if we are to create truly inclusive communities, people with disabilities, including blindness, must have a seat at the table and be engaged in the dialogue.

Jim Jorstad is Senior Fellow for the Center for Digital Education and the Center for Digital Government. He is a retired emeritus interim CIO and Cyber Security Designee for the Chancellor’s Office at the University of Wisconsin-La Crosse. He served in leadership roles as director of IT client services, academic technologies and media services, providing services to over 1,500 staff and 10,000 students. Jim has experience in IT operations, teaching and learning, and social media strategy. His work has appeared on CNN, MSNBC, Forbes and NPR, and he is a recipient of the 2013 CNN iReport Spirit Award. Jim is an EDUCAUSE Leading Change Fellow and was chosen as one of the Top 30 Media Producers in the U.S.

Tawnya Lancaster has led cybersecurity research and thought leadership for 10 years. In her role at AT&T, she works with the AT&T Alien Labs™, the threat intelligence unit of AT&T Cybersecurity, and with the AT&T Chief Security Office, the business unit within AT&T that protects the AT&T global IP backbone, to identify trends in threat actor TTPs (tactics, techniques, and procedures) and emerging security technologies and strategies. Ms. Lancaster’s recent research includes: the security implications of 5G, edge computing, and IoT; use of machine learning and analytics in threat intelligence; increasing importance of Zero Trust as a strategic approach for security; consolidation of security services in virtualized/cloud environments, including “SASE” and “XDR”; and the measurement of cybersecurity maturity across industries.

Under Rick’s leadership, DOR is consistently recognized as an innovative leader in the application of business technology.
Prior to working at DOR, Rick worked in a variety of IT roles within the private sector, including positions at a global engineering company and a multinational tele-servicing company.

Chris Stotesbery is the Network Access Management Section Chief for the State of Wisconsin within the Department of Administration in the Division of Enterprise Technology (DET), Bureau of Infrastructure Support. He focuses on continued support and future development of network and network access security, identity access control, and cyber security infrastructure for the State of Wisconsin’s Enterprise. With nearly 20 years serving the State of Wisconsin in Information Technology services as a contractor and full-time employee, Chris has worked in numerous IT positions across multiple state agencies. His skill set and knowledge within the IT community have been an incredible asset to the State of Wisconsin. Chris is focused on robust, flexible, secure infrastructure environments to protect all state applications, services, and the ability to safely connect, access, or participate with the state’s citizens. He guided multiple inter-agency teams in securing citizen identities, file transfer systems, next-generation firewall solutions, virtual private networks, enforcement of multifactor solutions, and network access control around all state office buildings. Chris holds a Bachelor of Science from the University of Wisconsin – La Crosse and a Master of Science from the University of Wisconsin – Madison.

Chad Zadrazil is the new General Manager of NIC Wisconsin, which is now part of Tyler Technologies. He is passionate about helping Wisconsin achieve its digital government goals. Prior to becoming General Manager, he served as Director of Operations of the local Wisconsin-based team who strives to create connections between state agencies and the citizens of Wisconsin by developing and improving the standards for online service development and websites though efficient and transparent means. Previously, Chad served as the Director of Research and Legislative Affairs for a national non-profit organization focused on creating model state laws regarding drug misuse and abuse, and he was the first Director of the State of Wisconsin’s Prescription Drug Monitoring Program (PDMP) the creation of which he managed for the State. Chad received a B.A. from the University of Wisconsin- Madison and a J.D. from the University of Wisconsin Law School.
