The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Chad Pregracke - Keynote

President and Founder, Living Lands & Waters

Chad Pregracke is the internationally named 2013 CNN Hero of the Year, founder and president of Living Lands & Waters; a nonprofit river cleanup organization, author and professional public speaker. He is proof one person can make a difference.
Best known for starting out as a young man in East Moline, Illinois wanting a cleaner waterway, Chad has become the champion for the Mississippi River. Growing up on its banks, he worked as a commercial shell diver during his early years, experiencing the river from the bottom up. Sometimes spending 10 hours a day in the depths and current of the pitch black waters, he crawled nearly 150 miles of the river bottom over six years. Chad saw its beauty and was frustrated by the neglect. At the age of 17, he decided to clean it up. Twenty two years later, Chad and his Living Lands & Waters crew have organized and led over 1000 community cleanups on 23 rivers in 20 states and removed over 10 million pounds of garbage. Chad had an idea that evolved into a movement that has helped to restore one of America’s greatest icons, the Mississippi River.
Chad has been recognized by former President, George W. Bush as a national “Point of Light.” He received a standing ovation at the Kennedy Center from all four living former U.S. Presidents for his inspirational message on dreaming big, taking action, persevering, leading and collaborating. He has been the keynote speaker for college graduations, business conferences and events, classrooms, nonprofit organizations and more. Named “America’s Hardest Working Person” by Mitchum, Chad’s enthusiasm, sense of humor and passion amplifies his story and entertains audiences. Ultimately, his message inspires people to believe they can make a difference.
Chad currently lives and works with his wife Tammy dividing their time between life on the Teamwork barge and their home in East Moline, IL.

He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Greg Beach is the Chief Information Security Officer for the Wisconsin Department of Employee Trust Funds (ETF). Greg has over 30 years of information technology leadership experience in both the public and private sectors. He has served as the CIO of several Wisconsin agencies, has led large, cross-agency, application develop teams, and was previously Wisconsin’s Director of Innovation. At ETF, Greg’s team is busy safeguarding the integrity of the Trust, which is one of the largest retirement systems - public or private - in the United States and the world. ETF keeps track of service and earnings for over 600,000 members and administers all employee benefits.

Neville has approximately 29 years of Law Enforcement experienced. He retired as a Deputy Police Chief for the City of Hartford. Neville was recognized by the FBI Director for leadership while at Quantico and is a graduate of the following: Federal Bureau of Investigation National Academy – Quantico, Senior Management Institute for Police, Leadership Greater Hartford, and the Anti-Defamation League (ADL) Advanced Training School. He is also a member of the following groups: Federal Bureau of Investigation National Academy Associates, Inc., National Organization of Black Law Enforcement Executives, Connecticut Police Chiefs Association, International Association of Chiefs of Police, and the Hundred Club of Connecticut.

Director, Cyber Security Center for Small Business, University of Wisconsin-Whitewater

Brian S. Dennis has often been called a disaster magnet. On the ground during Hurricanes Katrina, Rita, Gustav and Ike in southern Louisiana, Brian has been around his share of disasters and aided small businesses in the recovery process. These days, Brian has set his sights on the looming disaster of Cyber Crime in America’s small business and non-profit communities. 30 million small businesses across the United States are woefully unprepared for the threats that cyber criminals bring. Businesses are insured for the possibility of a physical interruption, but what happens when planning does not include a business’ digital footprint? As director of the nation’s first Cyber Security Center for Small Business, Brian S. Dennis is working to raise awareness on both the physical and cyber sides of business interruption. Brian is building a safer small business ecosystem, with business owners prepared to weather any storm.

Michael Foster is currently the Chief Information Security Officer for the Wisconsin Department of Revenue where he leads their cybersecurity awareness and vulnerability programs. He began working in the cybersecurity world while he was in the US Marine Corps and upon his retirement from the military, he has held senior cybersecurity roles and was responsible for creating and maintaining security awareness programs in many different organizations including Spectrum Brands, Trek Bicycles, Meriter Hospital and Great Wolf Resorts all leading up to his current position.
Michael holds numerous technical certifications such as CEH Certified Ethical Hacker, CISSP, MCSE, CCNA, MCT Microsoft Certified Trainer and TCNA Tenable Certified Nessus Auditor.

Joe Johnson

Director of Cloud Strategy, University of Wisconsin-Madison

Currently working as the Director of Cloud Strategy for the University of Wisconsin-Madison, Joe Johnson is a senior IT leader with nearly 30 years of experience developing and implementing strategic technology solutions in large enterprise environments. For the last six years, Joe has helped lead the introduction of cloud computing solutions into organizations to facilitate enhanced business agility and innovation. Prior to specializing in cloud computing, Joe spent 20 years as an Oracle database administrator. During this time he was a featured presenter at Oracle conferences, user groups, and educational forums, and authored eight books and over a dozen magazine articles and conference whitepapers on topics related to Oracle database administration. Joe is also an executive leader at two Madison biotech firms, Next Generation Clinical Research, where he is VP of Finance and Technology, and Eufaeria Biosciences, where he is CFO. He is also pursuing a Ph.D. in Information Systems with an emphasis in analytics and decision support from Dakota State University.

Infrastructure Administration and Information Security Officer, I.T. Division, DOA, Waukesha County Government

Allen Mundt is the Infrastructure Administrator and Information Security Officer for Waukesha County Government. Born and raised in the Milwaukee area, Mundt graduated from UWM with a Bachelors in Business Administration. Shortly thereafter, he was commissioned in the United States Army where he served for 20 years – the first 10 years in combat arms related roles and the last 10 in information systems positions, stateside and overseas. Allen returned to the Milwaukee area after retiring from a position at the Pentagon. He earned his MBA from Drury University in Springfield, MO, and since leaving the military has held positions at Blue Cross Blue Shield of Wisconsin, and several other companies. He joined Waukesha County in 1999. Allen is a Certified Information Security Manager (CISM) and a member of FBI Infragard, ISSA, ISACA, HIPAA Collaborative of Wisconsin, the MS-ISAC, and the American Legion. He lives with his wife Pat in the Waukesha County area.

Bill Nash is the Chief Information Security Officer for the State of Wisconsin. With over 30 years of information technology (IT) experience in the areas of application development, infrastructure support, and security, Bill develops, maintains, and oversees IT security programs across Wisconsin state agencies. He is responsible for security communications, applications, and infrastructure, including the security requirements for strategy, operations, and budget for protecting enterprise information assets. Bill also oversees security operations that detect, report, contain, and mitigate incidents that impair data and infrastructure security. He sits on the Homeland Security Council and is the lead of the Wisconsin Cyber Strategy & Planning Working Group (WCSPWG), and leads the Wisconsin Cyber Response Teams, which support cyber incident responses by local governments in Wisconsin. He produced the State of Wisconsin’s first enterprise security strategy and roadmap based on agencies’ business needs, risks, and opportunities. Bill was also the recipient of the Thomas M. Jarrett Cybersecurity Conference Scholarship, due to his dedication and leadership in the cybersecurity field.

Kristy Nieto is the Administrator of the Division of Digital Access, Consumer and Environmental Affairs, including the State Broadband Office, at the Public Service Commission of Wisconsin. Kristy has been with the Commission for 6 years and has overseen the State Broadband Office since January of 2018. Kristy has also held roles at the Commission as the Deputy Administrator for the Division of Business and Program Management, the Assistant Administrator for Telecommunications and Consumer Affairs, and Consumer Policy Analyst. Prior to working for the Commission, Kristy managed a bilingual consumer protection outreach program for the Wisconsin Department of Agriculture, Trade and Consumer Protection. She has a BA in Spanish and Business Writing from Hamline University and an MA in Spanish Lit and Linguistics from UW - Madison.

He’s problem solved in both the private and public sector for over a decade now. In that time, he’s ensured security and agility. Most notably, Ramos optimized and positioned multiple businesses for acquisition and growth. He’s most passionate about supporting local government – identifying opportunities that are business-minded, but also make sense for Milwaukee County. In his current role, Ramos leads his teams and applies strategic enterprise technologies. Outside of work, he’s a dedicated father of two, CrossFit buff (pun intended), nature enthusiast, and performance vehicle admirer and driver.

Field Chief Information Security Officer, Office of the CISO, Fortinet

Joan Ross is the Field CISO for Fortinet, working closely with internal and external executive security teams. A technologist for more than 25 years, Joan’s security leadership comes from direct, hands-on security experience and exhaustive research. Joan is the former chief security officer for two technology companies in the Pacific Northwest, DocuSign and Avanade, and understands first-hand the challenges, priorities and risk considerations daily facing every security executive. Her experience working on Incident Response with the U.S. Coast Guard for the 2010 Winter Olympics and enabling a digital dashboard display for critical events shaped her enabled a comprehensive and user-friendly approach to cyber incident response exercises. Joan holds a Master of Science degree in Human Computer Design and Engineering from the University of Washington and serves on the Advisory Board of their Center for Information Assurance and Cybersecurity mentoring and developing the next generation of cybersecurity professionals.

Ann Seltzer is an information security professional with a CISSP certification, a university degree in Computer Science, and twenty years of information security experience. She moved into security following a fifteen-year career in information technology. She is currently growing the security program at a government entity, implementing vital changes that keep up with current threats.
Because Ann views security risk as an element of the overall risk profile of the company, she has been able to grow security and compliance programs that match well with the company business strategy and culture. She has improved the security culture at companies by having a security team that is accessible and involved, and by extending their creative awareness program to remote personnel and to customers. She improves security acceptance by discussing options and the overall risk profile with managers and team members.
Ann has adopted and integrated multiple standards including security standards such as ISO 27001/27002, NASPO; IT frameworks COBIT and ITIL; Payment Card Industry (PCI) standards; and government and industry standards from NIST, CJIS, FFIEC, FHFA, NCUA, HIPAA, SOX, and GLBA.

Senior Advisor, State and Local Government, CISCO

As a Senior Advisor for State and Local Government at Cisco, Daniel Stewart is dedicated to helping government entities find the tools to implement the use of available technology with clear returns on investments and increased economic development, citizen satisfaction, public safety and security.
Prior to joining Cisco, Stewart’s efforts as Chairman and Commissioner of the New York State Commission of Correction led to one of the widest growing video integration projects in the country. By the time of his retirement from government, most of NY States Prisons and New York State’s County Jail system were operating on video platform technology enhancements for inmate services.
Stewart served four governors as he led the regulatory oversight agency of the New York State Correction System including 67 state prison facilities, 57 county jail facilities, New York City Department of Correction (Riker’s Island), secure juvenile facilities and 536 police department lockups.
Prior to his state service, Stewart served three terms as City Councilor and then three terms as Mayor in the City of Plattsburgh, New York. He helped achieve the national ranking of #1 Small City in the United States by Site Selection Magazine for small city development opportunities. He was a team member in the re-use of the former Plattsburgh Air Force Base upon its closure, widely recognized as the best re-use example of a military facility asset in the United States.
Stewart served his country as a Sergeant in the United States Air Force as a member of the Strategic Air Command. He was awarded achievement medals for professional service and actions taken during an operational situation, good conduct, and outstanding unit ribbon while on active duty.
Stewart’s time in local and state government service gives him a keen knowledge and understanding of the many implications and challenges involved in the decision making process for deploying technology projects at the local and state government levels.

Bob Turner is a Higher Education Chief Information Security Officer and leads the development and delivery of a comprehensive information security and privacy program at the University of Wisconsin-Madison. His team provides a full scope of information and cybersecurity services including risk management and compliance, a full service security operations center and security tools support, cyber intelligence analysis, security awareness, and information technology policy. Previously, Bob managed cybersecurity consultants focused on policy and compliance, information security assessments, and cybersecurity inspection. Bob also served in the U.S. Navy for 23-years as an enlisted telecommunications operator then as a Communications and Information Systems officer. He earned BS and MS degrees in Management and Information Security and is a Certified Information Systems Security Professional.

He has been actively involved in the IT space for more than 25 years including work as Application Developer, Manager, Administrator, Consultant, Researcher, and Educator. Roger’s teaching and research interests are interdisciplinary that include cybersecurity management, IT governance & risk management, healthcare IT, e-learning systems for professional training and development, and Blockchain Technologies.

Joe Zilka manages a solutions team in the US Government and Education practice at SAS. Child safety, improving social service outcomes, and program integrity are special areas of focus. Joe has helped government organizations find ways to take advantage of the oft under-utilized and diverse data that state and local agencies hold and apply advanced analytics to identify children at risk, help promote efficiencies and better outcomes. He holds a Bachelor of Science degree from Miami University, a Master of Science degree from Saint Louis University.

His most recent posts included multiple worldwide leadership roles spanning the IBM Data Warehouse portfolio, IBM Cloud Data Services and IBM Analytics SaaS offerings. Chris received a Bachelor of Science in Business Management, with a dual concentration in Management Information Systems and E-commerce from Babson College in Wellesley, Massachusetts.
