Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Wisconsin Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Writer, Historical Performer and Theodore Roosevelt Humanities Scholar

Clay Jenkinson is a scholar, author and social commentator who has devoted most of his professional career to public humanities programs and is widely regarded as one of the most articulate public speakers in the country. His performances are always educational, thought provoking and enlightening. He brings a humanities perspective – partly learned as a Rhodes Scholar at Oxford University – to everything he does. Clay is one of the nation’s leading interpreters of Theodore Roosevelt and is the author of Theodore Roosevelt In the Dakota Badlands. Clay is the Director of Dakota Sky Education, Inc, Chief Consultant for the Theodore Roosevelt Center at Dickinson State University, and the historical consultant for The Theodore Roosevelt Presidential Library Foundation. He lives in Bismarck, ND.

Teri Takai – Featured Speaker

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Interim Chief Information Officer, City of Madison

As the City of Madison’s Information Technology Director, Ms. Edgerton leads the development of Information Technology department strategies and partnerships. This includes digital government services, business applications services, governance, cybersecurity, infrastructure operations, the City’s fiber network, data management and Madison City Channel.
Ms. Edgerton began her professional career with Madison City Channel as the Programming Supervisor. She served as the City’s Web Manager for ten years before being named the interim IT Director in May. As the City’s Web Manager, she oversaw the development and management of over 65 websites and 120 web applications and all of the City’s social accounts. She has worked with city agencies and partners to upgrade and improve IT systems and technology challenges. Ms. Edgerton’s work has included software and service development, process improvement, accessibility, security, and privacy.

Deputy Chief Information Officer, Department of Transportation, State of Wisconsin

Michael has over 22 years of experience in Information Technology, the last 17 in state government. He is currently the Deputy CIO at the WI Department of Transportation responsible for all aspects of IT operations. Michael leads a team of 230 IT professionals dedicated to moving the Department forward using leading edge, but proven technologies and methodologies to improve service delivery to business partners and ultimately the citizens of the State of WI. Previous to this he held a similar role as the Deputy CIO at the WI Department of Natural Resources. Michael is also President of the Board of Directors for 2-1-1 Wisconsin - a simple, free, confidential referral and information helpline and website that link people from all communities and ages to the essential health and human services they need, 24 hours a day, seven days a week.

Gordy brings 26-plus years of experience in the public and private sectors responsible for Information Technology and Development. Most recently served as the STAR Program’s Director of the Infrastructure and was responsible for the technical management and architecture for the Enterprise PeopleSoft implementation.

Executive Director, IT Center of Excellence, Office of the CIO, University of Wisconsin - Madison

Dawn’s career began at Maytag where she spent 15 years leading a variety of ERP implementations as well as achieving her Lean Sigma green belt certification.
She also spent 4 years with Amtrak where she helped their procurement organization establish strategic performance metrics and spend analytics.
The last 12 years have been with the State of Wisconsin, with a portion of that time spent at the University of Wisconsin on the HRS PeopleSoft implementation prior to her role with the State as the Executive Director of the STAR Program Office at the Department of Administration. In 2017, Dawn became the Executive Director of the IT Center of Excellence in the Office of the CIO at the University of Wisconsin – Madison.

In addition to co-chairing the State of Wisconsin Business Intelligence Collaboration Center, Jody serves on the UW Master’s in Data Science Advisory Board and is the Treasurer for the Wisconsin Data Management Association. Ali is a global business and technology professional with over 25 years of experience within device, wireless / wireline network and Line of Business applications (LOB) domains. Ali acquired this diversified experience by working in start ups like Peak-Ryzex & MyVu and large global enterprises such Motorola & Vodafone.
Ali’s early career was in the Pakistan Air Force where he served as a Commissioned Officer and a Fighter Pilot.
Over the course of last 25+ years, Ali has led Core Engineering, Consulting Services, Pre-Sales and Product Marketing / Management functions. Ali holds his MBA from Lake Forest Graduate School of Management from Chicago and his two (2) Bachelors degrees from Florida Atlantic and Punjab University in Electrical Engineering and Aero-Space Sciences respectively.

Charles (Chip) Swisher

Director of Business Development, Practice Development and Delivery, CenturyLink

Mr. Swisher is the Global Practice Lead at CenturyLink for the Smart Solutions Portfolio. In this capacity, he drives pre-sales through delivery activities for CenturyLink's SmartCity and SmartVenue projects. Mr. Swisher has extensive knowledge of the technology market for these solutions and consults with customers on topics such as technology and vendor selection, solution architecture and implementation roadmaps.
Prior to joining CenturyLink, Mr. Swisher held several consulting industry leadership positions serving public and private sector clients. The most notable of these positions is was a 17-year tenure with Accenture in their Federal/State Government and Communications practices.

Clay Jenkinson, Writer, Historical Performer and Theodore Roosevelt Humanities Scholar

Theodore Roosevelt’s “In the Arena” is one of the most stirring presidential quotes of all time, and it serves as the keynote theme for this year’s conference. Roosevelt was an American statesman, author, explorer, soldier, naturalist, and reformer who served as the 26th President of the United States from 1901 to 1909. Widely regarded as the most dynamic president in history, his life story is nothing short of remarkable. Born frail and sickly, Roosevelt transformed himself into a rugged man of adventure by sheer force of will. He was also a serious intellectual who frequently read a book a day and authored 35 books and 150,000 letters. He was arguably the best prepared president in American history. But few realize that he was also the first “high-tech” president as he brought the American people, sometimes kicking and screaming, into the twentieth century. Clay Jenkinson brings “Teddy” to life with such authenticity that viewers may forget that he is not actually standing in front of them. The audience will have the opportunity to ask Mr. Roosevelt questions on any subject, an experience that gives a new appreciation of history and a president who was truly larger than life.
