Overview

Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Wisconsin Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

A message from our Keynote Speaker

2016 has been another year of growth and progress while being effective, efficient and accountable to achieve our top five priorities; job growth, workforce development, education reform, lean government, and investing in our infrastructure. We also continue to focus on our customers to ensure we are their provider of choice (vision) and that every citizen engagement is optimized (mission). Our four goals focus on innovation, e-government, infrastructure and workforce development. All related programs and projects are aligned with our enterprise strategies and individual departments and agency work plans. This collaboration offers consistency of best practices across the state’s IT organizations to achieve economies of scale, while also listening and soliciting great ideas from every corner of state and local government. We are confident we have an incredible staff throughout government that meets all challenges and seizes every opportunity to make Wisconsin a premier state. Our citizens will keep us challenged to be a digitally and secured ‘Smart State’.

He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. Director of Stakeholder Engagement, Multi-State Information Sharing and Analysis Center, Center for Internet Security

Andrew is the Director of Stakeholder Engagement for the Multi-State Information Sharing and Analysis Center, a division of the Center for Internet Security. The MS-ISAC has been designated by the U.S. Department of Homeland Security as the focal point for cyber threat prevention, protection, response and recovery for the nation's state, local, territorial and tribal (SLTT) governments. Under Andrew, the MS-ISAC has greatly expanded its membership since 2012, including representatives from all 50 States, D.C., all 50 state capitals, and over one thousand local and tribal governments. He is responsible for managing all aspects of member relations, working with government associations, and conducting outreach on behalf of the MS-ISAC. Andrew fosters relationships with all of MS-ISAC’s stakeholders in an effort to enhance collaboration and information sharing for the collective benefit of all members. Prior to arriving at CIS in 2012, Andrew spent six years working for the Department of Homeland Security and Emergency Services in New York State. It was here that he developed a passion for working in the government sector all over the country, in an effort to help them prepare for the challenges they face both in the physical world and cyberspace.

Catherine A. Sanderson, Ph.D. - Featured Speaker

Manwell Family Professor of Life Sciences, Amherst College

Catherine Sanderson is the Manwell Family Professor of Life Sciences (Psychology) at Amherst College. She received a bachelor's degree in psychology, with a specialization in Health and Development, from Stanford University, and received both masters and doctoral degrees in psychology from Princeton University. Professor Sanderson's research examines how personality and social variables influence health-related behaviors such as safer sex and disordered eating, the development of persuasive messages and interventions to prevent unhealthy behavior, and the predictors of relationship satisfaction. This research has received grant funding from the National Science Foundation and the National Institute of Health. Professor Sanderson has published over 25 journal articles and book chapters in addition to four college textbooks, a high school health textbook, and a popular press book on parenting. In 2012, she was named one of the country's top 300 professors by the Princeton Review.

Chief Information Officer, State of Wisconsin

David Cagigal was appointed CIO for the State of Wisconsin in November, 2012. As the CIO, he also serves as Division Administrator for the Division of Enterprise Technology (DET). DET manages the state’s IT assets and provides technology to state agencies such as computer services, voice-data-video telecommunications, and print and mail services.
David is a seasoned executive with over 25 years of experience in information technology visioning, strategic planning and management. He is experienced in converging business strategies with ever-changing and innovating information technologies. He also identifies and implements the appropriate change management processes and risk mitigating strategies for each unique culture. David has held executive IT positions at Alliant Energy, DeVry University, DePaul University, Maytag and Amoco that crosses multiple industries and business functions.
He is also passionate about education reform and 21st Century Learning Strategies through technology innovations in collaboration with teachers, administrators, parents, communities and most importantly students.
His specialties are strategic planning, budget management, program management, business intelligence, data analytics, risk analysis, quality management, business continuity, disaster response, technology analysis / implementation, security operations, and training / development of personnel.
David holds a BS and MBA from DePaul University.

State Broadband Director, Broadband Office, Public Service Commission, State of Wisconsin

Angie Dickison joined the State of Wisconsin in 2015 to head up the State Broadband Office, which is housed within the Public Service Commission. As the State Broadband Director, Angie leads broadband strategy and program development efforts within the state; she co-chairs the Commission’s Broadband Stakeholders Workgroup, and serves as a member of the Interoperability Council’s FirstNet Subcommittee. Angie has an MBA from the University of Wisconsin and was a 2014 Public Policy Fellow at the University of Minnesota's Humphrey School of Public Affairs. Prior to joining the State of Wisconsin, Angie served as the technology director for Lake County, Minnesota where she was actively involved in rural broadband development.

He leads a team of former industry CTOs / Enterprise Architects / Engineers that support the Public Sector through building solutions that drive Business Outcomes for VMware Public Sector Customers. Prior to VMware, Cameron was with Booz Allen Hamilton leading successful transformational projects for Federal / DoD customers centered around Cloud Computing. He pioneered some of the initial assessment cloud migration tools in support of his clients. Prior to Booz Allen, Cameron was part of the National Public Radio's IT leadership team that was responsible for all play-to-air audio and corporate systems. Cameron holds a B.A. From Gettysburg College and an M.S. / M.B.A. From the Kogod School of Business at American University. Cameron's passion in focused on his Customers in achieving their Business Outcomes through development of creative IT solutions.

Kenny has been in Information Technology for more than twenty years and held more than 10 industry certifications from Microsoft, Sun, IBM, and Novell and is currently a Computer Information System Security Professional. He has a master’s degree in Computer Engineering Technology from the University of Mississippi. He is an advocate and evangelist for the Public Sector and Education. Working for Boeing as a consultant to the State of Illinois he was instrumental in the State’s first IT security model. He is an expert in public-key cryptography and was the lead engineer for customers including the Federal Government and the State of Illinois and most of the fortune 100. He currently resides in northern Illinois with his wife and five-year-old daughter and is a regional manager of the State, Local, and Education practice at Enterprise Security Company - Palo Alto Networks.

Director, Office of Children’s Mental Health, State of Wisconsin

Elizabeth has worked in the field of trauma prevention and treatment for over 25 years as a sexual assault and domestic violence advocate, mental health clinician, clinical supervisor, and non-profit administrator. In 2014, Governor Walker appointed Elizabeth to create the Wisconsin Office of Children’s Mental Health. In addition to focusing on innovative ways to prevent mental health issues, the Office coordinates, integrates and aligns state agencies’ activities focused on children’s mental health. Prior to this appointment, Elizabeth was employed by the University of Wisconsin-Madison’s School of Medicine and Public Health where she partnered with the Wisconsin’s Department of Health Services to integrate trauma-informed care into state agencies and a wide range of human service settings. In her current role, Elizabeth continues to promote trauma-informed care and is a key member of Fostering Futures, a public/private partnership led by Wisconsin’s First Lady Tonette Walker, which is integrating trauma-informed care into communities across Wisconsin.

Kiefer has served as the Assistant State Superintendent for the Division of Libraries and Technology at the Wisconsin Department of Public Instruction since September 2010. The Division oversees all information technology efforts for DPI, provides oversight for instructional technology and library media programs across Wisconsin, and serves as the state library agency. At DPI, Kiefer serves as the Wisconsin state librarian and the DPI’s Chief Information Officer. In 2013, Kiefer was awarded the International Society for Technology in Education’s (ISTE) Public Policy Advocate Award in 2013. Prior to joining DPI, Kiefer was employed at Madison Metropolitan School District for 16 years where he served as CIO, research and program evaluation coordinator, testing and assessment director, registrar, and student information and data warehouse systems manager. Before joining Madison Schools, Kiefer served as a program evaluation manager and research analyst at Wisconsin Power & Light Company.

Ms. LeDuc is an Insurance Administrator at the Wisconsin Office of the Commissioner of Insurance and has been with the office since 1993. As an Insurance Administrator, she is currently working on integrating business intelligence and data analytics into business processes through the design and implementation of analytic solutions to meet business user needs. Ms. LeDuc is a Past-President of the Insurance Regulatory Examiners Society (IRES). She received the 2012 IRES Foundation, Paul L. DeAngelo Memorial Teaching Award in Recognition of Excellence in Insurance Education and the 2014 IRES Al Greer Award. Ms. LeDuc has a M.B.A. and a B.S. in Business Administration. In addition, she has earned the CIE (Certified Insurance Examiner), MCM (Market Conduct Management), CPCU (Chartered Property & Casualty Underwriter), AIRC (Associate, Insurance Regulatory Compliance), AIC (Associate in Claims) and API (Associate in Personal Insurance) designations.

Mike J. Meister is the Director of Motion Imagery and Public Safety at ViON Corporation. In his current role he researches and analyzes emerging technologies and services related to video. This includes both fixed video surveillance and body cameras along with UAV or drone-based video sources. Based on this analysis Mr. Meister recommends a course of action for advancing selected products and bringing them to market. In addition, Mr. Meister supports Public Safety and Smart Cities initiatives through integrated video solutions to State, Local, and Educational markets. Mr. Meister is also a member of the Motion Imagery Standards Board that sets geospatial standards for discovery, access, integration, and dissemination of video and associated metadata across platforms and communities.
Prior to joining ViON he spent ten years as the Director for Full Motion Video at General Dynamics Advanced Information Systems where he focused on Video Analysis from Unmanned Aerial Vehicles.

Lynne Morgan is the Research Analyst at the Office of Children’s Mental Health. She has experience designing and using multiple data systems within the state, both from her work at OCMH, and from working for the Department of Health Services (DHS), Division of Long Term Care where she was responsible for data gathering and analysis. Prior to joining the State, Lynne received her Master’s in Public Health from The Dartmouth Institute for Health Policy and Clinical Practice, after which she worked at Epic, and also at the University of Wisconsin, Madison, School of Medicine and Public Health. Lynne holds expertise in data analytics, data visualization, IT system design, and in supporting people and programs in understanding how best to use data for program and system innovation, evaluation, and improvement.

Jay Risch

Jay Risch was born and raised in Oconomowoc, Wisconsin, and is a graduate of Oconomowoc High School. He earned a Bachelor’s degree from the University of Wisconsin-Madison. He was a policy advisor to Governor Scott McCallum, and served on the staffs of State Senators Cathy Stepp and Alberta Darling. Risch was the Director of Government Relations for the Wisconsin Bankers Association from 2010 until February 2015, when he was named Deputy Secretary at the Wisconsin Department of Safety and Professional Services. Risch was appointed Deputy Secretary of the Wisconsin Department of Financial Institutions in July 2015.

She oversees research projects, manages the Department’s performance stat program called KidStat, manages the Department’s Lean Government efforts, oversees the state’s child welfare Continuous Quality Improvement case record review process and the data collection and oversight related to the child welfare settlement agreement for services provided in the county of Milwaukee.

Bill Searcy is the Vice President for Global Justice, Law Enforcement, and Border Security Solutions. As a recognized law enforcement solutions expert, he is responsible for developing market strategies, overseeing delivery, ensuring customer satisfaction, and driving business performance to meet goals.
During his 21-year career as a Special Agent with the Federal Bureau of Investigation, Bill was recognized as an innovator who regularly sought new ways to use technology to solve complex problems. He is credited with leading numerous award winning IT initiatives, among them the FBI’s Grid Computing Initiative (Attorney General’s Award for Innovation) and the Next Generation Workstation (FBI Director’s Award).
Prior to joining Unisys, Bill served as the Deputy Assistant Director of the FBI’s IT Infrastructure Division, where he was responsible for the engineering, development, deployment, and support of the FBI’s worldwide IT enterprise.
A graduate of the United States Military Academy at West Point, Bill was commissioned as an officer in the U.S. Army where he commanded a Field Artillery battery. He went on to earn a Master of Science in Information Assurance from Norwich University and he is a Certified Information Systems Security Professional (CISSP).

But a growing amount of evidence suggests that other traits - including the ability to control impulses, manage adversity, find internal motivation, and build relationships – are essential in achieving the best outcomes in both personal and professional relationships. Professor Catherine Sanderson will focus on the importance of so-called emotional intelligence (or EQ) in predicting success, and provide specific strategies for increasing your own EQ.
