As the new State CIO I am looking forward to the 2021 Washington Digital Summit as an opportunity to network with technology leaders and exchange ideas. It has been a challenging year for all of us, and there is a lot to discuss regarding what return to work and the new normal will look like and the many innovative solutions that have been put in place that will continue to benefit our employees and residents. Director and State Chief Information Officer, Washington Technology Solutions, State of Washington

William “Bill” Kehoe joined Washington Technology Solutions (WaTech) as the Director and State CIO for Washington on August 1, 2021.
Prior to WaTech, Bill was the Chief Information Officer for Los Angeles County in California from 2017-2021, where he managed enterprise security, information management, enterprise architecture and technology consulting services for 37 county departments. He also served as an advisor to the Board of Supervisors and the Chief Executive Officer (CEO) regarding enterprise technology strategy, policy, and governance.
Bill has a long history of managing information technology departments in local and state governments, including more than 15 years in Washington state agencies and counties. Before working as CIO for Los Angeles County, he held the Chief Information Officer and Information Department Director for King County from 2010-2017 and served as the first Chief Information Officer for the Department of Licensing from 2002-2010.
He holds a Bachelor of Science degree in electrical engineering from Gonzaga University and a project management certificate from the University of Washington. He has also completed Lean Six Sigma training.

Phil Bertolini is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Steven Ferguson is a 25-year veteran of the IT industry. As the Chief Information Officer for the Technical College System of Georgia (TCSG), he leads a talented team of IT professionals in support of TCSG’s technical education, adult education, economic development, and workforce divisions across the 88 campuses of Georgia’s 22 technical colleges. Ferguson was selected as the 2019 Georgia Non-Profit CIO of the Year and the 2021 Technology Leader of the Year for Innovation. He is currently driving innovation in higher education through the launch of TCSG’s eCampus platform.
Ferguson holds an M.S. in Information Technology from Southern Polytechnic State
University, a B.S. in Business Administration, Information Technology from Columbia
Southern University, an A.S. in Engineering from Gainesville State College, and is a proud graduate of TCSG’s Executive Leadership Academy.
Beyond his service to the State of Georgia, Ferguson is very active in the community, currently serving on the Board of Directors for the Technology Association of Georgia (TAG), as an Advisory Board Member for GeorgiaCIO, and as a volunteer for various non-profit and educational organizations.

He holds a masters and bachelors degree in Industrial Engineering from the University of Washington. Heidi Geathers is an experienced IT leader with over 25 years in the technology field. Currently, Heidi is an executive leader within the Department of Revenue. She provides strategic leadership and oversight to the Information Services, Business and Financial Services, Human Resources, and Information Governance programs within the agency.
Heidi has leveraged her skills in both the private and public sectors to make a valued difference. She notes that the fundamental structures and cultures of business may be different, the need for technology to successfully execute the organizations mission and vision is the same. Heidi worked for two decades in the banking world and began her public sector career as the CIO at the Liquor and Cannabis Board. Matthew Oram is the CIO for Washington State Department of Fish and Wildlife and has served as the CIO since July of 2017. Prior to working for the state Matthew started his career working at the customer service desk for a start up company that did international online registration. Working his way up in the company he worked as a consultant, system administrator, developer, and Operations Engineer. The fast pace of working for a startup company that started acquiring other companies to grow and eventually got purchased itself offered opportunities to grow diverse cross business perspective and experience. Bringing these lessons learned with him to the state, Matthew has developed a strong IT team at Fish and Wildlife that is focused on customer satisfaction, staff satisfaction and financial health. Between April and September of this year Matthew was appointed as the Acting Deputy Director of Technology and Operations for Washington Technology Solutions to help provide perspective and leadership through as the recruitment and transition of a new agency director and State CIO. With Bill Kehoe stepping in as the State CIO, Matthew is excited to return to the Fish and Wildlife team to focus on executive leadership through the COVID and post COVID operating environment dedicated to conservation and recreational technology opportunities to serve the state of Washington.

A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Kumar Yajamanam is the Deputy CIO for the Washington State Department of Transportation since 2019. Kumar has over 28 years of experience in implementing cutting-edge information technology solutions and organizing teams for success in both public and private sector. Kumar worked with some of the largest private sector clients such as American Express, AIG and Fidelity Investments where he was responsible for system modernization, innovation and the development of IT strategies for multi-million-dollar technology portfolios. In his role as program manager at Microsoft, Kumar was involved in rolling out Microsoft Cloud Services to some of its earliest enterprise customers. Kumar has been with Washington State since 2009 where he has focused on bringing enterprise architecture, strategic management of IT and IT governance to public sector agencies in delivering business-focused solutions.
Kumar has Masters in Information Systems Management from Harvard University, an MBA in Strategic Management and Finance from the Wharton School, University of Pennsylvania and numerous certifications including Project Management Professional (PMP) and ITIL v3.
