This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Chief Information Officer, State of Washington

Jim Weaver was appointed Director and State CIO for Washington Technology Solutions in December 2018.
Jim has over 32 years of experience in the IT industry, having served in varying management and technical positions, most notably as the Commonwealth of PA’s Chief Technology Officer, as well as Chief Technology Officer and Deputy Chief Information Officer for the commonwealth’s Departments of Human Services, Aging and Insurance.
During his tenure, he had responsibility for planning, directing, and evaluating Commonwealth IT operations and was a key contributor for the IT shared services transformation effort to align technology staff and services into functional matrix-based teams. In his agency roles, Jim was responsible for planning, directing and evaluating the IT operations of the three agencies, which included mainframe and distributed systems platforms, data base design and application/software development, telecommunications, IT security and business intelligence.
Jim has proven expertise with successful large scale modernization efforts with an enterprise approach to technology and information security management – many of these efforts have been nationally recognized by NASCIO (2008, 2013, and 2014) and Computerworld Honors (2010 and 2013). Jim holds numerous ITIL certifications and earned his Certified Government Chief Information Officer qualification from Harrisburg University.
Jim is also an active member of the armed forces serving in the Pennsylvania Army National Guard with over 33 years’ experience in personnel information management systems.
Jim and his wife Kellie have 5 children.

Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

Co-Director, Center for Digital Government

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Chief Information Security Officer, Office of Cybersecurity, Washington Technology Solutions, State of Washington

Vinod Brahmapuram was appointed state Chief Information Security Officer in October 2019. Vinod oversees WaTech’s state Office of Cybersecurity and is responsible for establishing and leading the strategic direction of cybersecurity for state government, as well as advising the Governor and Legislators on key cyber issues.
Vinod has more than 20 years of information technology experience with deep expertise in managing cybersecurity, developing and leading high-performing teams, and managing risk and compliance in heavily regulated environments. Before joining WaTech, he previously served as the Deputy Chief Information Security Officer for the state of South Carolina and held several security roles for the state of New Hampshire Health and Human Services, including serving as the agency’s CISO from 2015-2016.
Since Joining WaTech, Vinod has focused on strengthening the state’s information security posture and creating greater cohesion and cooperation with state agency security professionals to establish an enterprise-wide view of risk. Those efforts have included creating a sustainable cybersecurity operational plan for the state of Washington to meet the security challenges that lie ahead.
In the last year, he has worked to build his team and empower them to do their job to protect the state system and data. He has focused on establishing trust and confidence with agencies and is highly engaged and transparent with the CISO community. Even with a challenging year due to COVID-19, great strides have been made to unite the state IT community, working proactively and holistically to detect, respond to and prevent cyberattacks.

Alan is Executive Vice President of e.Republic and Publisher of Government Technology magazine, where he is involved in the annual production of dozens of events as well as the editorial direction for Governing, Government Technology, Public CIO, Emergency Management, the Center for Digital Government, and the Center for Digital Education. Held regionally in state capitols and large metropolitan areas, the events address key strategy and policy issues as well as the use of information technology in state and local government and education.
Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Currently Vice President of Enterprise Development, Tamara Dukes originally joined in 1998, establishing Maine.gov in 1999 and then managing 7 state portals as a Regional Manager. Ms. Dukes left NIC in 2004 and worked for Imagitas, a marketing services company, managing a $150M strategic alliance with the US Postal Service. Returning to NIC in 2016, she is now working with states to develop an enterprise approach to digital government while enhancing the citizen experience. Ms. Dukes holds a BA in communication from Wheaton College.

Ann Dunkin is a Chief Technology Officer and Strategist focused on state and local government at Dell. Prior to joining Dell, Ms. Dunkin was the Chief Information Officer for the County of Santa Clara. Ms. Dunkin also served in the Obama Administration as the Chief Information Officer of the United States Environmental Protection Agency. Prior her time in Washington D.C., she was the Chief Technology Officer for the Palo Alto Unified School District. Ms. Dunkin joined the School District after a long career at Hewlett Packard in a variety of leadership roles. Ms. Dunkin is a published author and sought after speaker on the topics of technology modernization, digital services and organizational transformation. She holds a Master of Science and a Bachelor of Industrial Engineering, both from The Georgia Institute of Technology. She is a licensed professional engineer in the states of California and Washington.

Chief Innovation and Technology Officer, Mayor's Cabinet, City of Spokane

Eric started as Chief Information & Technology Officer (CITO- a combined CIO/CTO position) for the City of Spokane, Washington in March 2015 and is chartered to bring a new level of integration and service partnership to the City with an increasing focus on citizen engagement and access to City services through Strategic Planning, Smart City, Open Data, Emergency Management, and other initiatives. In 2016 the department name “Information” was changed to “Innovation” to better represent the many varied service needs and strategic future focus of the department and role.
Mr. Finch transitioned from the U.S. Army in November 2014 as Chief Operating Officer responsible for planning and operations of a U.S. Army Division of over 12,000 personnel. This included a final tour to Afghanistan in 2013 where he was responsible for all operations for two provinces in southern Afghanistan. Mr. Finch is currently an active member of the California Army National Guard in State level Army Operations.
In his previous 25 year civilian technology career Eric was an I.T. Director for a Fortune 500 financial company and principal for a small technology and management consulting firm for 12 years. His roles included providing strategic direction and tactical leadership for information technology and innovation in the public and private sectors. His private sector work included consulting on technology, economic development, and tax base development for hundreds of City and County government organizations.
Eric has a Master’s of Business from the University of Southern California (USC) and holds over a dozen technical, management, and FEMA emergency management certifications including Project Management Professional and Lean Six Sigma Black Belt.

He has more than 22 years of experience in the field of information technology and has a diverse background in both federal government and corporate settings, with extensive experience in large-scale information technology transformation, big data analytics, and enterprise computing, as well as secure hybrid cloud implementations.
Prior to joining Unisys, Shawn served as director of cloud Solutions from Engility Corporation. In this role, he supported all sectors of the federal civilian government. He led the corporate Information Technology Transformation initiative focusing on 21st-century implementations and stood-up the Fraud Analytic Practice title INSIGHT™. INSIGHT provided people, processes, and technology solutions supporting the end-to-end lifecycle of fraud investigations.
As the chief information officer for the Recovery Accountability and Transparency Board from 2009 – 2014, Shawn led the Recovery Board’s successful effort to host Recovery.gov site to provide transparency on stimulus spending related to the American Recovery and Reinvestment Act of 2009. He received the prestigious FED 100 Award for his leadership and persistence in implementing four information systems for the Recovery Board, including Federal Reporting.gov and Recovery.gov, which was the first government-wide information system to be fully migrated to a public cloud.  In addition, Shawn has held executive positions at the U.S. Department of Agriculture (USDA), including the Rural Development Customer Service Division Director, Chief Technology Officer for the USDA Forest Service as well as the executive program manager of the Interagency Interoperability Oversight Group at the USDA Forest Service.

Jennifer McNamara

Jennifer McNamara is the Chief Information Officer for the Washington State Department of Health. She leads a staff of 180 professionals who provide reliable and secure IT services and solutions in support of public health.
Jennifer received her Project Management and Executive Management certificates at the University of Washington and is a certified Project Management Professional. Jennifer is a Harvard University National Preparedness Leadership Initiative fellow, skilled in crisis management and meta-leadership. She is also an Aspen Institute Justice and Society fellow, completing the Excellence in State Public Health Law Program in 2014.
Jennifer plays a key role in Department of Health emergency preparedness and response, is trained in the National Incident Management System, and is an experienced Incident Commander and Liaison Officer.
Jennifer is a 38 year veteran of state government, formerly providing project and organizational leadership in the Washington State Department of Information Services and the Washington State Department of Transportation.

Senior Manager Global Investigations, Global Security Services, Verizon

Jim Meehan is the Global Investigation Manager for Global Security Services where he coordinates the forensic investigations conducted by the investigative response unit worldwide. Prior to working at Verizon, Jim worked with the United States Secret Service. With 27+ years of law enforcement experience, his career spanned numerous disciplines within the United States Secret Service to include supervising technical security countermeasures and tactics. He served in a supervisory capacity on the Presidents Protective Detail during which he advanced to the principal assignment on the President’s Counter Assault Team. In his last assignment with the agency he was the Deputy Special Agent in Charge of Cyber Operations. In that position he supervised and engaged in historical transnational cybercrime investigations, oversaw the Critical Systems Protection Program and all of the Secret Service network intrusion and forensic examination programs.
He has a Master’s Degree in Strategic Studies (Counter Terrorism) from the National Defense University and has graduated from the Chief Information Security Officer Program at Carnegie Mellon University.

Morgan Reed spent nearly four years as Chief Information Officer for the State of Arizona, where he led cloud transformations to consolidate 30 different email systems, modernize 15 citizen-facing applications, migrate critical agency workloads off of the state-owned mainframe, and shut down the state’s largest data center after migrating 80% to the cloud. In late 2019, he joined Amazon Web Services (AWS) as an Executive Government Advisor to coach State and Local Government (SLG) executives through strategy, policy, and governance challenges to help them accelerate their journey to the cloud, and help governments innovate for their customers.

Prior to joining Fortinet, Mr. Richberg served as the National Intelligence Manager for Cyber, the senior Federal Executive focused on cyber intelligence within the $80B+/100,000 employee US Intelligence Community (IC). He led cyber strategy for the 17 departments and agencies of the IC, set integrated priorities on cyber threats, and served as Senior Advisor to the Director of National Intelligence (DNI) on cyber issues.
Mr. Richberg’s broad operational experience –including his 20 years at CIA-- gives him practical insight into difficult cyber challenges. Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Aaron is a member of AT&T’s Cybersecurity Team which focuses on advising our customers, partners and internal sales and marketing teams on Managed Cybersecurity, Unified Endpoint Management (formally EMM/MDM) & Security consulting services as it relates to various industries. In this capacity, he works with AT&T customers to create and execute on Cybersecurity strategies, assist AT&T customers with the influx of security risks, develop effective methods to increase security posture and decrease risk. Prior to joining AT&T, Aaron managed the product development and Go-to-Market for Nokia Unified Communications (UC) and Fixed-Mobile-Convergence (FMC) clients for Eseries devices. Aaron also co-authored Nokia Security Administration and Power-of-2 courseware and certification programs for CheckPoint.
