John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

Bill Kehoe

Director and State Chief Information Officer, Washington Technology Solutions, State of Washington

Bill Kehoe joined WaTech as the Director and State CIO for Washington on August 2, 2021. He joins us from Los Angeles County in California where he has served as the Chief Information Officer since 2017.
While at Los Angeles County, he managed enterprise security, information management, enterprise architecture and technology consulting services for 37 county departments. He also advised the Board of Supervisors and the Chief Executive Officer (CEO) regarding enterprise technology strategy, policy, and governance.
He has a long history of managing information technology departments in local and state governments, including over 15 years in Washington state agencies and counties. Before working as CIO for Los Angeles County, he held the Chief Information Officer and Information Department Director for King County from 2010-2017 and served as the first Chief Information Officer for the Department of Licensing from 2002-2010.
He holds a Bachelor of Science degree in electrical engineering from Gonzaga University and a project management certificate from the University of Washington. He has also completed Lean Six Sigma training.

Fusing innovation, collaboration, and creative problem-solving, she aligns technology landscapes with business missions, generating successful outcomes for her partners.  Beyond her professional accomplishments, Megan champions adolescent and teenage girls in STEM through her volunteer work and affiliations. She is also the visionary behind LOSERS FOR LIFE, a program she created with the goal to reduce the number of women diagnosed annually with heart disease by proactively addressing one of the primary risk-factors of weight.

He also brings deep experience using data visualizations to help non-data savvy users understand data, and he trains government employees, developers and data scientists on how to use APIs and web visualization frameworks together.

Chief Technology Officer, HP Federal, HP Inc.

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

Dr. Naqi Khan currently serves as the Worldwide Physician Lead for Analytics & Machine Learning at Amazon Web Services (AWS). Earlier in his career, he directed company-wide interoperability product development at MCG Health. He is also a Fellow of the American Medical Informatics Association. His background combines clinical knowledge with extensive experience in clinical decision support, machine learning, and health AI.

Katy Ruckle was appointed as Washington state's Chief Privacy Officer on Jan. 1, 2020, by the state CIO. Since her appointment, Katy has published foundational privacy principles for Washington and increased training on privacy and data protection through workshops and monthly webinars. In 2021, she lead the Automated Decision-Making Systems workgroup which culminated in a report to the Legislature and currently co-chairs the state’s Artificial Intelligence Steering Committee and AI Community of Practice. Katy was recently awarded the 2023 Governor’s Outstanding Leadership Award.
Katy is a licensed attorney and has worked for the state of Washington since 2006. She holds certifications from the International Association of Privacy Professionals (IAPP) in US privacy law (CIPP/US) and privacy program management (CIPM). She is also recognized as a Fellow of Information Privacy from the IAPP. Katy presently serves as an officer on the board of the Government Lawyers Bar Association and volunteers as a mediator at the Pierce County Center for Dialog and Resolution.

Nick Stowe joined WaTech as the state’s Chief Enterprise Architect on June 1, 2021, where he’s responsible for the enterprise architecture program, the open data program and several key state initiatives including the resident identity management initiative and the enterprise cloud computing program.
Nick has served in many IT roles during his career. Prior to joining WaTech, he was the Chief Information Officer for the Employment Security Department. Before ESD, he was the CIO at the Department of Commerce and also worked as a consultant with Booz Allen. Nick also served in the military providing architecture and technology management support to the Army and the National Guard.
Nick earned his undergraduate degree in Engineering Management from Lafayette College and has a graduate certificate in Chief Information Officer (CIO) competencies from Carnegie Mellon University.
Nick and his wife Trista – who met in an online video game and still play together – have a two-year-old daughter. He is passionate about environmental sustainability, gamification and augmented reality.
