Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Washington Digital Government Summit is designed to do just that. Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Morgan is the author of Identity Predators: Win the War Against Hackers.

IBM Academy of Technology

Phaedra Boinodiris is a member of IBM’s Academy of Technology where effectively she is an INTRA-preneur, kicking off internal startups that range from IBM’s first Serious Games and Advanced Simulation program to IBM’s first K-12 program- influencing curriculum in traditional and non-traditional learning spaces through entrepreneurship and social impact. She is keenly and wholeheartedly invested in Tech for Good and Ethics and she is pursuing her PhD in AI and Ethics due to a generous scholarship from the European Union.
Boinodiris happily mentors startups around the world as well as business school students at her alma-mater UNC-Chapel Hill where she is an active Adam’s Coach.
She is also the author of Serious Games for Business, published in 2014. Boinodiris' earlier work in serious games are being used in over 1000 schools worldwide to teach students the fundamentals of business optimization. Boinodiris was honored by Women in Games International as one of the top 100 women in the games industry. Prior to working at IBM, she was a serial entrepreneur for 14 years where she co-founded WomenGamers.Com, a popular women’s gaming portal. There she subsequently started the first scholarship for women to pursue degrees in game design and development in the US.

Cooperative Automated Transportation Program Manager, Multimodal Development and Delivery, Department of Transportation, State of Washington

Ted Bailey is the Cooperative Automated Transportation (CAT) Program Manager for WSDOT. Ted is responsible for developing and progressing WSDOT’s role and strategic vision relative to CAT and how these transformative technologies can advance Washington’s multimodal transportation system. Ted is charged with maintaining an agency pulse on CAT issues, while engaging internally and externally with a wide array of partners.
Ted began his career with WSDOT in 1999. He is a registered professional engineer in Washington state with a Master of Science in Civil Engineering from the University of Washington. He is originally from Minnesota, but lives in Olympia, Washington with his wife Robin and four children. He enjoys the outdoors, coaching youth sports and traveling overseas for mission work.

Jason Civjan is UX Team Manager for UW’s Academic Experience Design & Delivery team, spending 12+ years ensuring that thoughtful, inclusive User Experience remains central to their daily work and strategic vision.
At the UW, Jason gets fussy over process, gets nervous about losing sight of the humanity underlying research summaries, gets funky with code, and gets way too excited when he finds empty space on a whiteboard.
Currently, Jason is a part-time lecturer for UW's HCDE program, teaching HCDE 321, their Professional Portfolio course. In 2002, he received his HCI master’s degree from Georgia Tech and migrated to Seattle in 2006.

Ryan Durbin

Lieutenant, Criminal Investigation Division, Washington State Patrol

Lieutenant Ryan Durbin began his career with the Washington State Patrol in July 2005. Ryan’s first assignment was to the Tacoma Freeway. In 2011, Ryan was selected as the statewide Trooper of the Year. In 2013, Ryan promoted to the rank of RCW Sergeant, and transferred to Seattle. During his time as a sergeant, Ryan worked at the Training Division, Special Operations Division, and Field Operations Bureau. In 2018, Ryan promoted to the rank of RCW Lieutenant and was assigned as the Special Operations Assistant Commander.
Ryan currently is assigned to the Criminal Investigation Division, where he oversees the western district Criminal Investigative Units and the Major Accident Investigation Team. Ryan also supervises the Unmanned Arial Systems (UAS) program for the WSP.

Al H. Gillespie

President, Executive Fire Consultants, President, FirstNet Association

Chief Al H Gillespie served the fire service for almost 40 years including 15 years as the Fire Chief of three large city fire departments. He also served as the Interim Executive Chief of East County Fire and Rescue. Chief Gillespie served as the President of the International Association of Chiefs (IAFC) 2011-12 and, as all past IAFC Presidents, serves on the President's Council. During his tenure as President he was in instrumental in helping the fire service and all public safety, through Congress, acquire the D-Block bandwidth. Chief Gillespie serves as the Principal of Executive Fire Consultants working with a major multi-national communications company and on firefighter health and safety issues.
Al was a key participant with the Public Safety Alliance representing the fire service on a number of key issue in Washington D.C. during his term as President and Board Member of the International Association of Fire Chiefs.
Al has a bachelor’s degree in fire services administration from Eastern Oregon University and has a Fellowship for Harvard University. He is. Graduate of the National Fire Academy’s Executive Fire Officers Program and has been an instructor in the Program.

Mr. Jason Koenders is currently a Network Consultant for Ciena assisting business build networks, assess technology and assist with complex business challenges. Mr. Koenders has been Chief Technology Officer at Electric Lightwave where he joined in December, 1998 and was responsible for network architecture, engineering, outside plant and network implementation. Mr. Koenders has more than 25 years’ experience in the telecommunications industry where he has led major network design, expansion initiatives, and key integration activities for the ELI and Echelon acquisitions by Integra. He previously served as chief operating officer for Nevada-based Excella Communications. In his role as COO, Mr. Koenders helped lead the company’s successful conversion from a residential service provider to a business service provider. Mr. Koenders was also with CenturyLink for several years. He has a BS in Business Administration from the University of Phoenix.

Assistant Attorney General for Open Government, Office of the Attorney General, State of Washington

Nancy J. Krier is the Washington Attorney General’s Office Open Government Assistant Attorney General, appointed in 2013 following six years as the Public Disclosure Commission’s General Counsel. Prior to the PDC, Ms. Krier served in the AGO over 20 years, including as a Division Chief of the Licensing and Administrative Law Division, where she was also designated as a Senior Counsel. In addition to the PDC, she had advised many state agencies, including the Executive Ethics Board, the Department of Corrections, the Department of Social and Health Services, and others. She served on the Public Records Exemptions Accountability Committee (Sunshine Committee). She was president of Washington Women Lawyers and the Government Lawyer Bar Association. Ms. Krier graduated summa cum laude from the University of North Dakota in 1982 with journalism and political science majors. Ms. Krier also was a reporter. She earned her JD at the University of Washington, joining the Washington State Bar Association in 1986 and is admitted to the U.S. District Courts in Washington and the Ninth Circuit Court of Appeals. She is a frequent speaker on open government and disclosure topics.

Sean Krier is Olympia’s City Clerk overseeing the City’s public disclosure, information governance and contracts management programs. Sean manages multiple compliance related IT systems for Olympia and is an integral part of the City’s IT Management Team, helping shape the City’s IT strategy. Sean is committed to making government information a more valuable and accessible asset for the public.
Prior to coming to Olympia, Sean was Enterprise Information Manager at Washington State Department of Health, where he led up the agency’s Electronic Content Management (ECM) and SharePoint efforts. Sean played an important role in the state’s ECM and Information Governance initiatives, Electronic Signature Guidelines development team and served on the state’s Open Data Advisory Board. Sean also worked for the Washington State Archives providing records management advice and support to local government agencies.

Michael Marty is the Chief Information Officer for the Office of the Washington State Auditor. He leads a team of creative, multi-talented, and conscientious technologists who share a vision of using information technology solutions to connect people, share information and streamline our everyday work.
Before joining SAO in 2014, Michael spent 14 years serving in state government with the Liquor and Cannabis Control Board, the Department of Revenue and the Attorney General’s Office. He has worked in a variety of technology roles including managing software development, networking, information security and project management. Michael has served on multiple state and national committees governing technology standards, information security, project management and portfolio management.
He is a graduate of Western Washington University and holds certifications in project management and Lean. Michael is an accomplished triathlete and is the neighborhood go-to homework tutor for kids.
Michael’s passion is doing things better and he regularly quotes Tiger Woods - “No matter how good you get you can always get better, and that’s the exciting part.

In early 2019, Rick joined Verizon's Smart Communities team to lead business development efforts for the Pacific Northwest.
Rick brings 20+ years of IoT/M2M and SCADA experience. He recently completed MIT’s program “Internet of Things: Roadmap to a Connected World”. He is also a veteran of the United States Marine Corps. Rick resides in Sherwood, Oregon.
