Overview

Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Washington Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Continuing education is vital in this fast-paced industry, so the summit has always meant a lot to the state. Chad Pregracke – Keynote

President and Founder, Living Lands & Waters

Chad Pregracke is the internationally named 2013 CNN Hero of the Year, founder and president of Living Lands & Waters; a nonprofit river cleanup organization, author and professional public speaker. He is proof one person can make a difference.
Best known for starting out as a young man in East Moline, Illinois wanting a cleaner waterway, Chad has become the champion for the Mississippi River. Growing up on its banks, he worked as a commercial shell diver during his early years, experiencing the river from the bottom up. Sometimes spending 10 hours a day in the depths and current of the pitch black waters, he crawled nearly 150 miles of the river bottom over six years. Chad saw its beauty and was frustrated by the neglect. At the age of 17, he decided to clean it up. Twenty two years later, Chad and his Living Lands & Waters crew have organized and led over 1000 community cleanups on 23 rivers in 20 states and removed over 10 million pounds of garbage. Chad had an idea that evolved into a movement that has helped to restore one of America’s greatest icons, the Mississippi River.
Chad has been recognized by former President, George W. Bush as a national “Point of Light.”He received a standing ovation at the Kennedy Center from all four living former U.S. Presidents for his inspirational message on dreaming big, taking action, persevering, leading and collaborating. He has been the keynote speaker for college graduations, business conferences and events, classrooms, nonprofit organizations and more. Named “America’s Hardest Working Person” by Mitchum, Chad’s enthusiasm, sense of humor and passion amplifies his story and entertains audiences. Ultimately, his message inspires people to believe they can make a difference.
Chad currently lives and works with his wife Tammy dividing their time between life on the Teamwork barge and their home in East Moline, IL.

Michael Hakkarinen - Featured Speaker

Instructional Technology Specialist, Utah Education Network

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

GIS/CADD Applications Development Manager, Seattle Information Technology, City of Seattle

Harvey Arnone, a native of Seattle and graduate of the UW Geography Department, has been working at the City of Seattle since 1992. He has worked in the Seattle Engineering Department, Seattle Public Utilities, and currently serves as the manager of GIS and CADD applications development in the Department of Seattle Information Technology. Harvey’s team of 13 analysts and developers build applications, productivity tools, and automated analysis processes used by staff around the City. He is also in his eleventh year as the lead instructor in the GIS Certificate Program offered by the UW Professional and Continuing Education.

OReGO Program Manager and interim Chief Innovation Officer, ODOT

Maureen Bock is ODOT’s OReGO Program Manager and interim Chief Innovation Officer. Maureen has an undergraduate degree in accounting from California State University-Fullerton and her juris doctor from the University of Arkansas. Maureen was formerly the fuels tax manager with ODOT, where she developed the business case that was instrumental in replacing the legacy Fuels Tax System with one that will enable greater compliance. Maureen left ODOT in 2011 to work with the Oregon Department of Energy, where she led in redesigning its tax credit programs including those affecting transportation. She returned to ODOT in 2014 to become the Road Usage Charge Business Implementation Manager. In that role, she worked with a team of business and IT professionals, as well as three commercial vendors, to design and implement the business processes and systems that support the collection of road usage charges. This effort, branded as OReGO, is the first program of its kind in the United States. As the OReGO Program Manager, she continues to lead the OReGO Program through its evolution towards a more sustainable funding solution.

He currently works with CenturyLink sales teams across the country helping them describe the power of CenturyLink’s Public Safety portfolio of solutions to their customers.

Director, Strategic Cloud Services, mindSHIFT Technologies, Inc., a Ricoh company

Rob Duffy serves as Director of Strategic Cloud Services for mindSHIFT Technologies, Inc., a Ricoh company. He brings more than 25 years of experience to the role working on the forefront of enterprise infrastructure services.
Duffy joined mindSHIFT in 2006 and has held a number of key roles with responsibilities focused on working with customers and integral to growing the business. Among these responsibilities were managing the New England operations and acting as a CIO consultant for many of mindSHIFT’s largest clients. He also developed and launched mindSHIFT’s cloud IaaS and Virtual Desktop offerings.
After Ricoh’s acquisition of mindSHIFT in 2014, Duffy spent time at EMC where he led channel marketing for their Hybrid Cloud team. Since his return to mindSHIFT in 2016, he has led the cloud strategy and roadmap as Ricoh transforms to a services-led organization.
Duffy has a Bachelor of Science in Sociology and a Master of Business Administration from Northeastern University.

Currently Vice President of Business Development, Tamara Dukes originally joined NIC in 1998, establishing Maine.gov in 1999 and then managing 7 state portals as a Regional Manager. From 2004-2012 Ms. Dukes worked for Imagitas, a marketing services company, managing a $150M strategic alliance with the US Postal Service. Returning to NIC in 2016, she is now working with Western states in several innovative product areas at NIC including Prescription Drug Monitoring Programs, Enterprise Licensing and Permitting Platform, and Gov2Go - a personal digital assistant for government. Ms. Dukes currently resides in her hometown of Lafayette, IN and holds a BA in communication from Wheaton College.

Mark Fellows is supports Oracle’s IaaS and PaaS business for Government and Education in North America. In this capacity, he helps lead organizations through their cloud transformations as they work to become more efficient in their operations providing better and lower cost services to their constituents. Mark has often been asked to speak and engage audiences at conferences and has sat on technology transformation boards for organizations like ICMA, GFOA, and ITAPS. His career has included delivery leadership roles in key technology transformation projects in State, County, City and K-12 organizations from Tax Modernization Systems, ERP, and some of the largest welfare and case management systems in the world. Before his career in consulting he worked in City Management and has completed a Master’s in Public Administration degree with an emphasis in Public Finance. His variety of experience working in public sector, working on large projects, and leading sales and delivery teams has given him a unique perspective of his clients and business relationships. Mark has previously served on the International City/County Management Association’s (ICMA) taskforce on eGovernement and has addressed multiple conferences on IT best practices in government management including the Government Finance Officer’s Association’s (GFOA) National Conference.

David Kuhn is the Business Applications Manager at the City of Olympia. He began his career in public service as the City’s first GIS Manager in 2007 when the City only used CAD in PW Engineering. Today, GIS is a foundation for integration and considered a critical data source for major systems throughout the City. In a previous life he worked as a systems integration consultant for multi-national companies focused on customer relationship and supply-chain management solutions. When he grow up he wants to be YA Sci-fi Novelist, and in his “spare time” enjoys salmon fishing and cycling.

Mike Lawson

Cloud Platform Specialist, Application Development, Public Sector, Oracle

Mike Lawson was born in Laramie, Wyoming (much to his surprise). He received his Bachelor's of Science in Computer Science degree from the University of Wyoming and, years later, received his Master's of Science in Computer Science from the University of Colorado in Colorado Springs. He has worked in a variety of computer programming roles, including Data Coordinator, Ad Hoc Reporting Specialist, grunt programmer, technical lead, systems architect, software architect, product manager, product architect. He has developed software for the University of Wyoming, Wyoming Medicaid, MCI and AT&T, NASA and multiple government customers and contractors.
Mike’s master’s degree was in neural networks and artificial intelligence. The topic was to apply neural network technology to predict production-level software faults based solely on metrics derived from the source code itself. The experiments proved a success and AI has since become an area of fascination for Mike. He continues to pursue his passion of AI in his role with Oracle as he believes that AI can bring significant gains to the public sector as a whole — be it in administration, public safety, transportation, tourism and any number of other aspects.

Joanne Lee is a Leadership Development Learning Design and Delivery Professional for the State of Washington Department of Enterprise Services. She has over 20 years of experience working in various workforce development roles. She also has experience in developing, supporting, maintaining, and expanding professional technical education partnerships to meet industry needs with customized training programs. Joanne has worked with diverse adult learners, providing training and support from one-on-one consultation to large-scale workshops, seminars, and training for various workforce populations.
Joanne recently served as a Director of Workforce Readiness Diversity and Inclusion at Seattle SHRM for two years and Speaker Manager at ATD Puget Sound for one year. She currently serves as a board member for Employer Support of the Guard and Reserve (ESGR) in Washington State. She also serves as a member of the Education faculty of the Seattle Colleges. Joanne received her Graduate Certificate in Human Resource Management at the University of Phoenix. She received her Master of Arts degree in Instructional Technology and a Bachelor of Arts in Education from California State University, San Bernardino.

Michael Marchand

Chief Marketing Officer, Washington Health Benefit Exchange

Michael has over two decades of experience successfully delivering on business, policy, advocacy and communications goals and has been at the forefront of domestic and global health reform and technology efforts. He has been nationally recognized leader for his strategic, innovative, transformative work in complex organizational and political environments to successfully build, lead and deliver on business goals.
He is currently chief marketing officer for the Washington Health Benefit Exchange that powers Washington Healthplanfinder, the state’s new online health insurance marketplace. In this role, Michael was instrumental in the creation of the Exchange and responsible increasing enrollment and revenue; overseeing branding, marketing, advertising, public relations and public education; supervising retail locations and fashioning the online customer experience. He also oversees the Exchange’s multimillion dollar grant program that activates more than 2,500 community organizations, health insurance agents, brokers and volunteers statewide. To date the Exchange has more than halved the state’s uninsured rate, enabling residents realize more than $400 million dollars in tax credits and cost-sharing reductions to offset expenses associate with their health insurance coverage.
Prior to joining the Exchange, Michael oversaw stakeholder engagement for the state’s successful Medicaid Electronic Health Records Incentive Program that provided more than $200 million in federal payments to participating professionals and hospitals. Michael also served as a director with both Microsoft and the U.S. Department of Health and Human Services in the agency’s Centers for Medicare and Medicaid Services where he earned the U.S. Department of Health and Human Services Secretary’s Award for Distinguished Service related to advocacy and outreach. He previously served as a deputy for Gov. Gary Locke of Washington providing guidance on numerous issues including transportation, technology, healthcare and the environment.
Michael frequently presents at national conferences and has appeared in The New York Times, The Wall Street Journal, The Washington Post, The Seattle Times, The Los Angeles Times and other online and print publications. Michael also has appeared on NPR’s Morning Edition and CBS Nightly News and is often on local television and radio.
Michael received a Bachelor of Arts in government from Franklin & Marshall College in Lancaster, Pa. and is also a trained mediator. He currently resides in Olympia with his wife and their three kids.

Deputy Director, Transportation Commission, State of Washington

Paul Parker is Deputy Director of the Washington State Transportation Commission. For over 35 years, he has worked in all three branches of state government and as a public sector lobbyist on a broad range of public policy topics. In addition to transportation policy and finance, he has worked extensively on land use, water, natural resources, and energy policy.
Paul has directed the development of the last three statewide long-range transportation plans, including Washington Transportation Plan 2040 and Beyond, which is expected to be adopted in December 2018.
A graduate of Detroit Public Schools (1973) and Michigan State University (1977), he also has a JD (1983) and MPA (2005) from the University of Washington. He is a member of the Washington State Bar Association and a Board Member of the Washington Trust for Historic Preservation.
