A message from our Keynote Speaker

The Office of the Chief Technology Officer (OCTO) is excited to co-host the first-ever DC Digital Government Summit. Washington, DC has been recognized as the top place for careers in tech. We are eager to showcase our city as a hub for technology and innovation. By bringing together public and private sector tech professionals, we aim to foster collaboration across the technology industry, grow our community, learn from each other, share our successes, and inspire one another to “Unleash the Possible.” With a focus on digital equity and technology accessibility for all DC residents, we are in support of Mayor Bowser’s goals to bridge the digital divide and build a more inclusive workforce.

John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

Phil Bertolini

Senior Vice President, Government Technology

Phil Bertolini is a senior vice president for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Daniel Gohl

Chief Technology and Strategy Officer, HP Inc.

Daniel Gohl joined HP Inc. as Head of US Education Strategy in September 2022. He brings three decades of partnering for success through innovation with students and educators from pre-kindergarten through post-graduate studies. Daniel has deep knowledge and extensive experience in teaching, education management, and educational policy at the local, state, and national level. He is committed to helping communities, and the institutions serving them, ensure that education is contemporary, challenging, and continuous. Dan was raised in the Mid-Hudson Valley region of New York and currently lives in Fort Lauderdale, Florida with his wife and three children.

Jim Richberg

Head of Cyber Policy and Global Field Chief Information Security Officer, Fortinet

Jim Richberg’s role as a Fortinet CISO leverages his 30+ years’ experience leading and driving innovation in cybersecurity, threat intelligence, and cyber strategy & policy for the US Government and international partners. Mr. Richberg’s broad operational experience –including his 20 years at CIA-- gives him practical insight into difficult cyber problems ranging from advanced threat capabilities to insider threat and supply chain integrity. He helped build the discipline of cyber threat intelligence analysis and has been an innovator in measuring cyber performance, risk, and return on investment (ROI). In his non-cyber moments, he builds and uses large telescopes and has run astronomy outreach programs for the Smithsonian Institute and the National Park Service.

Gwen Rubinstein

Data Governance and Privacy Director, Office of the State Superintendent of Education, Government of the District of Columbia

Gwen Rubinstein is Director of Data Governance and Privacy at the Office of the State Superintendent of Education (OSSE), the District of Columbia’s state education agency. At OSSE, she has built a strong foundation for data governance and privacy, including through establishing an agency-wide Data Governance Committee, nurturing a data steward community, documenting data policies and processes, and deepening privacy review, training and support. Before joining OSSE in 2014, she worked in nonprofit organizations at the national, regional and local levels, advocating for policies to improve economic security for women and children. She has a master’s degree in public health from the University of Michigan and an bachelor’s degree in languages from Georgetown University.
