Scot Barker, Chief Innovation Officer for the City of Burlington, VT, joined government after more than 25 years in the private sector as a leader of global technology and operations teams, management consultant, speaker, and educator. Scot has led organizational change management efforts, coaches developing professionals, and presents workshops and classes on project management, communication, leadership, organizational change management, multi-sector awareness and other topics. Scot has taught graduate level leadership classes at Marlboro College and presented at numerous conferences.

I partner with technology and business leaders statewide on strategic planning, with a focus on IT modernization and process improvement that simplifies services and delivers real value to Vermonters. Safety and Compliance Officer/Chief Privacy Officer, University of Vermont

Tessa Lucey, MHA, CHC, CHCP has over 28 years of experience in the governance, risk, and compliance (GRC) arena within the complex and highly regulated industries of healthcare and higher education. She is currently the Asst. Chief Safety and Compliance Officer and the Chief Privacy Officer for the University of Vermont where she is responsible for the development, implementation, and oversight of the University’s Compliance and Ethics, Privacy, Enterprise Risk Management, Public Records, and Institutional Policy Programs. Prior to joining UVM, Lucey held Chief Compliance and Privacy Officer positions at health care organizations and hospital systems throughout the Northeast. Lucey was also the President and CEO for Chenaille Compliance Consulting, LLC a firm that provided outsourced compliance, privacy, and information security program services to small and medium sized healthcare organizations. She has spoken on the local, regional, and national level on matters related to compliance, enterprise risk management, and privacy. Lucey is a graduate of Westfield State University and obtained her Master’s degree from Simmons College in Boston. She was appointed as a member of the Department of Health & Human Services National Committee on Vital and Health Statistics (NCVHS). She currently is a member of Westfield State University Board of Trustees. Tessa is certified in both health care compliance (CHC) and privacy (CHPC) through the Society of Corporate Compliance and Ethics.
