Governor Spencer J. Cox

Governor Spencer J. Cox

State of Utah

Gov. Spencer J. Cox is a husband, father, farmer, recovering attorney, and Utah’s 18th governor. He also served as the 2023-2024 chairman of the National Governors Association.
Gov. Cox has a long track record of public service, serving as a city councilmember, mayor, county commissioner and state legislator before being appointed as Utah’s lieutenant governor in 2013. He was sworn in as governor on Jan. 4, 2021.
During his first term in office, Gov. Cox cut $1.1 billion in taxes, implemented landmark changes in water law, water conservation and infrastructure planning, locked in record funding for education and teachers, enacted universal school choice and secured funds for affordable housing. A long-time advocate for suicide prevention and mental health resources, he’s become a national voice on protecting youth from the harms of social media. He also signed early education and workforce program funding, launched the One Utah Health Collaborative, and expanded opportunities for women, diverse communities and those living in rural parts of the state.
With a focus on solutions, Gov. Cox promotes respect in politics and innovation in government, works across party lines to find common ground and regularly participates in hands-on service projects. These elements were the foundation of his NGA Chair’s Initiative, “Disagree Better: Healthy Conflict for Better Policy.”
A sixth-generation Utahn, Gov. Cox was born and raised in Fairview, a town of 1,200 in the center of the state. He met First Lady Abby Palmer Cox at age 16 and they married after he returned from serving a two-year mission for The Church of Jesus Christ of Latter-day Saints in Mexico. He attended Snow College, Utah State University and the Washington and Lee University School of Law, then clerked for U.S. District Judge Ted Stewart and worked at a Salt Lake City law firm. Several years later, Gov. Cox and First Lady Cox moved back to Fairview to raise their four children – Gavin, Kaleb, Adam, and Emma Kate – on the family farm. The governor, first lady and Emma Kate currently reside in the Kearns Mansion, also known as the Governor’s Mansion, in Salt Lake City.

Alan Fuller was appointed Chief Information Officer for the state of Utah in March 2021. As CIO, Fuller oversees all IT functions for executive branch agencies in Utah with the goal to improve innovation and improve government services through the use of technology. A resident of Lehi, Utah, Fuller has a bachelor’s degree in economics from Brigham Young University and an MBA from the WAlan Fuller was appointed Chief Information Officer for the state of Utah in March 2021. As a founding partner of digital strategy firm, Future Point of View (FPOV), Scott lives on the leading edge of technology and innovative thinking. Scott speaks to large audiences worldwide about the intersection of humanity and the Digital Transformation. Through FPOV, Scott provides advisory work for clients including Fortune100, SMB’s and government entities. This work has driven him to develop unique concepts such as the HUMALOGY® Scale for measuring the amount of human or machine involved in a system or process, and the Rivers of Information® process for building learning eco-systems. He also pioneered a framework for looking accurately into the future of an industry sector in order to set organizational strategy: The High Beam process.
Scott co-founded Alkami Technology (ALKT), the developer of a second-generation online banking platform with innovative features non-existent in current systems. The company went public in 2021 at a $3billion valuation and is today headquartered in Dallas with over 350 employees.
Scott is recognized globally for his unique ability to accurately predict future digital trends and explain the logic behind why these will alter the current status quo of the economy and society. While business application of his insights is extremely valuable to leaders and companies, he is also motivated help improve the impact post Covid environments are having on people and their daily lives. Technology has been increasingly driving change and stress and recent events are amplifying this problem. He has a unique perspective on how to manage the personal toll technology is causing people, teams and organizations.
Even as a young child, Scott was destined to see the world through a Humalogy® lens. His father was a programmer for Boeing and his mother was a counselor who mixed many philosophies into her practice of helping people in life. To this day, he is a hybrid of a technologist and humanist who strives to find a hopeful future in blending the two.
Scott has the ability to entertain, inspire, and enlighten audiences, while helping them gain new perspectives about how technology is impacting us. Scott never does a canned presentation with the exact content across events. He sets himself apart from other speakers by architecting his content with the latest examples, current events and trends relevant for the keynote he is delivering.
He is equally adept at giving large stage keynotes, speaking to small boards of directors, facilitating half and full day workshops, and doing break-out sessions. As an added bonus of his presentations, attendees come away learning how to be a better facilitator, speaker or presenter by seeing Scott use different applications and technologies to engage audiences either in a virtual, hybrid or in person setting. The best measure of his ability to inspire and inform audiences is the high percentage of speaking clients who bring him back for follow up work with their audiences.

Christina Baum

Vice President and Chief Information Officer, Digital Transformation, Utah Valley University

Christina Baum serves as the Vice President of Digital Transformation and Chief Information Officer at Utah Valley University (UVU), a position she has held since June 2022. As UVU's first female CIO, she leads the university's digital strategy, overseeing IT operations and innovation initiatives that enhance the digital experience for students, faculty, and staff.
Prior to her current role, Baum was the Associate Vice President of Academic and Student Digital Services at UVU. She also served as the CIO at Ensign College (formerly LDS Business College), where she received the Presidential Award of Excellence in 2019. Her career includes experience with The Church of Jesus Christ of Latter-day Saints' IT department and various technology and engineering companies.
Baum holds a bachelor's degree from Brigham Young University and an MBA from Washington State University, where she was recognized as "Scholar of the Year" and led her team to a first-place finish in an international business plan competition.
A first-generation college graduate, Baum is passionate about using technology to remove barriers and improve experiences within higher education. She resides in Saratoga Springs, Utah, with her family and enjoys skiing, golfing, hiking, and listening to live music.

Troy Black is the Chief Operating Officer for the State of Utah Division of Technology Services. Troy joined the State of Utah in 2023. He has been working in the technology space for over 29 years. His extensive background encompasses leadership roles such as Chief Technology Officer, IT Director, and Senior Engineering Director, as well as founding a company that provided online banking solutions to 28 credit unions. Beyond his professional endeavors, Troy enjoys music, outdoor activities like camping and golf, and exploring Utah's scenery on his motorcycle.

Dr. Dan Chase

Dr. Dan Chase

Director of Leadership and Organization Development, Division of Human Resource Management, Department of Government Operations, State of Utah

Dr. Dan Chase is originally from Laie, Hawaii and is a founding partner at 6P Leadership Consulting. He is also co-author of the book Leadership Wrecked. He currently serves as the Director of Leadership and Organizational Development for the State of Utah’s Division of Human Resource Management. Dan has presented as a keynote speaker for various associations and organizations across the country and has consulted with many public and private organizations, including management and executive coaching.
Dan is also a faculty member with the “Gettysburg Leadership Experience” in Gettysburg, Pennsylvania. Formerly Dan was an adjunct faculty member for the Organizational and Leadership Strategy Department at Brigham Young University (BYU) and the Communications Department and the Woodbury School of Business at Utah Valley University, and University of Phoenix. He is also an ATD Certified Expert Coach. Dan earned an M.P.A. from BYU with an emphasis in organizational behavior and HR and a Ph.D. from the University of Utah with a research emphasis on the institutional leadership of Abraham Lincoln. He and his wife, Annie, reside in Riverton, Utah and have two sons, Dallas and Eric, and a daughter, Aly.

A licensed Clinical Mental Health Counselor and seasoned administrator, Bill is recognized for his ability to lead with both strategic clarity and emotional intelligence, fostering interdisciplinary collaboration across medical, mental health, and crisis services.
His leadership is marked by a commitment to equity, innovation, and resilience, particularly in navigating complex organizational change and championing student-centered care. In addition to his professional role, Bill is an endurance athlete and cycling enthusiast, drawing on the discipline of sport to inform his approach to sustainable leadership and performance under pressure.

With over 25 years of IT experience across public and private sectors, Joshua brings a practical, people-first approach to innovation in local government.
He is the co-chair of the Utah Local Government IT Leaders group, which fosters collaboration and shared solutions across counties, municipalities, and special service districts. He also contributes to national conversations on AI policy including participating on Senator Mike Lee’s AI roundtable discussion group. Under his leadership, Provo has been nationally recognized as a Digital Inclusion Trailblazer and has implemented award-winning projects in cybersecurity, AI adoption, and IT mutual aid coordination.
Joshua is passionate about building cross-jurisdictional partnerships and sustainable funding models that help local governments maximize the value of their technology investments.

Debbie Johnson is an IT Project Manager for the Utah Department of Operations Technology Services Division where she works in the Cyber Center on the City/County Outreach Team. She works to inform local entities of cybersecurity resources available to them and with legislators to address the needs in addressing cybersecurity for the state and locals. She previously worked for the Utah Department of Public Safety as legislative liaison where her work included addressing issues related to cyber crimes. She most recently worked for the Utah Division of Purchasing where she was a liaison to local entities and vendors who were on state contract.

Jessica Lewis Kelly, Esq. serves as a Special Assistant to the Administrative Director of the NJ Courts. She is a member of the NJSBA Committee on Artificial Intelligence and supports the Supreme Court Committee on AI and the Courts, the Working Group on Judiciary Use of AI, and the NJ delegation to the National Courts and Sciences Institute Data Science and AI Initiative. Jessica routinely provides CLE instruction on AI and other topics, including well-being in the law and jury reforms. She is a graduate of Rutgers School of Law and the University of Virginia and the proud mother of two amazing kids.

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author. He led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 to August 2014, including as enterprise-wide chief security officer (CSO), chief technology officer (CTO) and chief information security officer (CISO). During his distinguished career, he has served both the public and private sectors in a variety of executive leadership capacities including advising senior leaders at the White House, National Governors Association (NGA) and the U.S. Department of Homeland Security (DHS). Throughout his career he has received numerous national awards including CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.

Christian brings a unique combination of technology expertise, business acumen and leadership with 30 years’ experience serving a variety of industries, the public sector, the Olympic Movement and the world’s highest profile major events.
While Christian was in middle school, his family purchased their first computer - a Kaypro II running the CP/M OS - and he quickly learned how to do homework assignments using WordStar 2000 and VisiCalc. As a teen he worked in his father's computer business, servicing IBM PC clones and Atari STs and managing networks and databases, launching a career in IT.
While working for IBM, Christian was presented with an opportunity to serve as HRIS Manager for the Salt Lake 2002 Olympic and Paralympic Winter Games. He led the implementation of the first web-based technologies used in Games history to select, train, uniform, feed and deploy thousands of volunteers and paid staff.
Since then, Christian has served 10 Olympic and Paralympic Games editions and, more broadly, the major events industry. He has held numerous leadership roles from IT Director to Deputy CEO, and worked in various functional areas, including technology, human resources, volunteer management, knowledge management, learning and development, and centralized planning and project management (PMO).
In 2024 Christian joined the State of Utah as the Director of AI in the Division of Technology Services. In this role he oversees all AI implementations in the executive branch of state government. Christian led the statewide rollout of generative AI office productivity solutions along with the establishment of the DTS AI Factory, designed to help agencies streamline the ideation, initiation, piloting and deployment of AI solutions.
Christian lives in Sandy, Utah, USA with his wife of 35 years, Lynn. They have four grown children.

Amelia has over 15 years experience in the private sector working in engineering, manufacturing, and business development. She is a community leader, business consultant, disruptive technology advocate, government innovation leader, and mentor for career women.
Amelia serves on the Utah Digital Innovation and Blockchain Taskforce, the State Growth Taskforce, and on the Boards for several companies and nonprofits.
Prior to being elected as County Commissioner, Amelia served as the Utah County Clerk/Auditor, where she championed innovation and efficiency in government. Under Amelia’s leadership, Utah County launched the first ever completely online marriage license system utilizing blockchain to create the first Verifiable Digital Credential offered in the state of Utah, became the first jurisdiction in the United States allowing people with disabilities to vote using blockchain technology, and implemented paperless finance processes earning her a GovTech top 25 Doers, Dreamers, and Drivers for 2020.
Amelia grew up in Utah County, earned a BS from Weber State University, then she went to work for Caterpillar, spending time in the Midwest and southern US and Canada, before returning home to Utah County. Amelia and her Husband Tobin live in Pleasant Grove, Utah and have 6 children.

He joined the State's DTS AI Team in Fall 2024, where he collaborates on developing cutting-edge AI initiatives, shaping responsible AI policy, and conducting vital research for executive branch agencies. Before transitioning to public service, Carter was an award-winning engineer at The Boeing Company, where he also leveraged his technical expertise to develop impactful AI initiatives for global sales. He holds a Master of Science in Analytics and Artificial Intelligence from NYU Stern School of Business. Carter is dedicated to leveraging emerging technologies for data-driven decision-making that delivers significant organizational value.
Patrick Thomas, Director of Privacy and Security, Department of Health and Human Services, State of Utah
Patrick Thomas is currently the Director of Privacy and Security for the Utah Department of Health and Human Services. Prior to joining DHHS, Patrick was Associate General Counsel at Weber State University where he advised on privacy and security matters for eleven years. He has practiced law for 14 years in Maryland and Utah and is a Certified Information Privacy Professional (CIPP/US) and a patent attorney. Patrick drafted patent applications for several technologies including medical imaging, voice over internet, and generative AI applications. His law, masters, and bachelor’s degrees are from respectively: George Washington University Law School, New Mexico State University, and. Brigham Young University.

Lana Taylor was appointed by Governor Cox as the Data Privacy Ombudsperson for the State of Utah. She serves as a data privacy resource for individuals and governmental entities. As the Ombudsperson, she responds to and resolves complaints regarding the data privacy practices of governmental entities. Ms. Taylor is also a Court Rostered Mediator and may mediate data privacy disputes between individuals and governmental entities. Before joining the Utah Office of Data Privacy, Ms. Taylor worked as an Assistant Utah Attorney General and as a Deputy Salt Lake District Attorney. Ms. Taylor received her Juris Doctorate from the S.J. Quinney College of Law and her honors degree in political science from the University of Utah.
