Keynote – EMBRACE THE SHAKE: Transforming Limitations into Opportunities

Utah’s Citizen Services Portal is evolving beyond a single point of access into a more connected, data-driven platform that brings services, agencies, and experiences together. This session will explore how the state is building on its initial launch to create more seamless, intuitive interactions for constituents. Panelists will share how they are measuring success, using data to improve outcomes, and strengthening collaboration through shared services, moving toward a more unified, user-centered approach to digital government.

Managing the Data Lifecycle: Governance, Retention, and Smart Storage

Governments are managing more data than ever, creating challenges around governance, compliance, and cost. This session explores how agencies are taking a strategic approach to data lifecycle management, balancing access, transparency, and security with decisions about what to retain, archive, or dispose of. Learn how data governance and electronic records management work together to reduce risk and improve efficiency.

Governing AI; From Static Policies to Living Frameworks

As AI rapidly evolves, from generative tools to more autonomous, agent-driven capabilities, state and local governments must move beyond one-time policies to establish adaptable “living” governance frameworks. This session will explore how agencies are putting effective guardrails in place to manage risk, ensure accountability, and support responsible AI adoption. Attendees will learn how to align policy with real-world operations to safely scale and improve service delivery.

The updated ADA Title II rule marks a turning for digital accessibility, requiring agencies to meet clear standards across websites, applications, and services. This session will explore how agencies are using agentic AI and intelligent workflows to streamline compliance, reduce manual review cycles, and embed accessibility into development from the start. Panelists will also address enforcement risk, governance strategies, and what it takes to scale accessibility effectively.

Always On: Government Resilience and Disaster Recovery Strategies

Disruptions from cyber incidents, weather events, and infrastructure failures increasingly threaten public service delivery. Is your agency truly prepared to maintain critical services when unexpected events test both technology infrastructure and organizational response capabilities?
