As a leadership coach and keynote speaker, Dr. Smith is passionate about helping high-achieving leaders, executive teams and organizations banish blocks, cultivate growth, and lead with courage. Dr. Smith is the host of Pursue What Matters, a podcast dedicated to helping individuals thrive in love and work.
Dr. Smith earned her doctoral degree from the APA-accredited Counseling Psychology Program at Brigham Young University, which included an APA-accredited pre-doctoral internship at University of Michigan. Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Phil Bates is the Chief Information Security Officer, Division of Technology Services, Department of Government Operations, State of Utah. He has been involved in Cyber Security for many years, as the IT Director for the Department of Public Safety Phil aided in the creation of the Utah Cyber Task Force. Phil began his career in Law Enforcement, retiring as a Lieutenant from the West Jordan Police Department. While at West Jordan, Phil directed the deployment of the first large-scale use of Commercial Mobile Data for Public Safety in the US.

Laura Dahl, Ph.D.

User Experience Design Lead, Intermountain Healthcare Analytics

Dr. Laura Dahl is the User Experience (UX) Researcher and Designer for the Utah Data Research Center, Department of Workforce Services. She is also adjunct faculty at Brigham Young University, teaching UX classes in the Computer Science Department. Dr. Dahl has done research to receive feedback on the website https://udrc.utah.gov, and this feedback has been instrumental in recent updated designs and revisions to the site. Laura is passionate about the importance of user feedback and making digital products usable and accessible. She has taught UX skills to hundreds of university students, and her goal is to continue to share her knowledge about making digital products more usable.
Laura earned her Ph.D. from the University of Utah, studying the communication of web development teams. In addition, she holds an M.Ed. in instructional technology.

David Fletcher is currently the Chief Technology Officer of the State of Utah where he oversees the State’s digital government initiatives and coordinates the introduction of new innovation and the state’s technical architecture program. David has a long history of involvement with technology initiatives, having previously served as director of the state’s Division of Information Technology, Deputy CIO over egovernment, and Deputy Director of the Utah Department of Administrative Services. During his tenure with the State of Utah, he has promoted the use of technology to improve citizen and business interaction with state government. Utah now offers over 1600 interactive online citizen and business services through its award-winning portal, Utah.gov. Many of these services have become the primary channel for service delivery. David has a Masters Degree in Public Administration from the University of Washington

Navina Forsythe works as an IT Operational Excellence Consultant at the Utah Division of Technology Services. Previously she was the Director for the Center for Health Data and Informatics at the Utah Department of Health, and the Director of Information Systems, Data, and Research for the Division of Child and Family Services within the Department of Human Services.
She has a Ph.D. in Psychology and a Master’s in Public Administration. At both Health and Human Services she served as the Institutional Review Board and Ethics board chair, worked on data sharing agreements to ensure that privacy concerns were addressed, and has presented on balancing privacy needs with data use for agency needs and best practice research.

National Senior Executive, State & Local Government Strategy, T-Mobile

In December 2020, Mr. Levine joined T-Mobile for Government where he was hired as the National Senior Executive for State Government Strategy and given the task of building and leading the company’s State and Local Government Telecommunications & Technology strategy team.
Mr. Levine is a former member of the California State Legislature, where he served as Chair of the Assembly Committee on Utilities and Commerce. Mr. Levine established himself as one of California’s leading experts in energy, telecommunications, and technology policy. Consistently tackling some of the most challenging and signification statutory policy changes, Mr. Levine authored numerous pieces of historic legislation which became national models in many policy areas. Mr. Levine served as a member of Governor Schwarzenegger’s Broadband Taskforce and was a Founding Member of the Board of Directors of the California Emerging Technology Fund.
In addition to his work at T-Mobile, Mr. Levine is a Senior Policy Fellow at the University of California, Riverside’s school of public policy and a Founding Member of the school’s Advisory Board. Along with the School’s Dean, Mr. Levine co-founded the University’s Center for Technology Policy and Society. Later this year, Mr. Levin’s first book, “Technology vs. Government: The Irresistible Force Meets the Immoveable Object” will be published.

George McEwan is a multi-disciplined technologist with 30 years of work experience in engineering and management. He holds several patents as sole inventor in the field of high-speed satellite communications and has been a contributor to patent applications involving 3D visualization, digital encryption, and digital forensics. With demonstrated aptitude in electrical, mechanical, and software engineering, he has built up a successful and significant portfolio of technology wins throughout his career. From the smallest embedded computer design to large scale IT architecture, George has designed, built, and managed products in all of these areas.
He currently serves as the Chief Strategy Officer for the Division of Technology Services at the State of Utah. George has spent the last nine years of his career working for the State of Utah in the Department of Technology Services specifically catering to the needs of the Department of Health (DOH) where he was the IT Director throughout the pandemic.
