Keynote – A Conversation with Teri TakaiGrand BallroomTeri Takai, Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan Teri Takai is one of the most respected and influential government IT leaders in the country. Teri is most well-known for her public-sector roles, starting in budget-torn Michigan where she led the state to the #1 ranking in the Digital States Survey four years in a row. Never one to back down from a challenge, she next accepted a plea from Governor Schwarzenegger to put California’s struggling technology efforts back on track. And if that wasn’t enough, Teri next took on the job of heading up the largest IT budget in the world, a budget matched only by the scope of DOD’s problems and complexities. Now she leads one of the nation’s premier digital government think tanks. In each locale, she has been tasked with driving disruptive change. In this captivating session, Teri shares her extraordinary experiences, lessons learned and candid advice. |

Concurrent SessionsState-of-the-Art GovernmentAlpine EastBureaucratic red tape, tight budgets and a general resistance to change have historically made early adoption of cutting-edge technology difficult for the public sector. But more often we are hearing about government innovating with and implementing the revolutionary tools available. This session showcases the latest technology trends and their practical uses for government. Dave Fletcher, Chief Technology Officer, Department of Technology Services, State of Utah Jay Kinghorn, Associate Managing Director, Office of Tourism, Governor’s Office of Economic Development, State of Utah Daniele Loffreda, Advisor, State & Local Government, Education and Healthcare, Marketing Development and Consulting, Ciena Jeff Mottishaw, Director, Department of Administrative Services, Division of Fleet Operations, State of Utah The Value of DataAlpine WestGovernment by nature is in the data collection business, but simply gathering information is only the beginning. Next, it must be stored and protected. Throw some analytics into the equation and now you have a cluster of data hoops to jump over to get anything done. There is hope, though, and plenty of organizations have success stories using data to solve their problems. This session discusses opportunities, challenges and new perspectives on how data can be tapped to drive smarter decisions. Navina Forsythe, Director, Office of Public Health Assessment, Department of Health, State of Utah Carl Hammersburg, Manager, Government and Healthcare Risk and Fraud, SAS Global Security Intelligence Practice Facilitating CollaborationTopazSolutions to IT challenges cannot always be wrapped in a one-size fits all package. However, there are similarities to the challenges that state and local governments face and this should be a no-brainer catalyst for partnership. Some may already exist, but there is always room for improvement. This session looks at the world of digital government and some creative approaches that can open the door for collaboration. Moderator: Drew Mingl, State Data Coordinator, State of Utah Gretchen Anderson, Managing Director for Strategic Initiatives, Sorenson Impact, University of Utah Angelo Perillo, Data Coordinator, Utah Commission on Criminal and Juvenile Justice Nole Walkingshaw, Deputy Director & Administrative Services Director, Department of Public Services, Salt Lake City IT and Business - Seeking the Holy GrailSeminar TheaterTypically, efforts to align technology and business bring more tension than synergy. But the digital age is triggering new perspectives on traditional roles, boundaries and interaction. There’s just no time for battles – society is evolving far too quickly. Ideally, technology drives new business processes and business opens the door to new technology solutions. It should be a two-way street. This session looks at tactics, techniques and approaches to get stakeholders onto the same page. And isn’t that the holy grail? Featured Speaker - Bringing the “It Factor” to ITGrand BallroomAnthony Huey, President, Reputation Management Associates (@anthonyhuey) We’ve all met someone with intangible qualities that draw others in and make them say, “Wow!” Some call it charisma, magnetism, or the “It Factor,” but it’s nearly impossible to define. You can’t touch the It Factor, but you can immediately feel when someone has it. Why do some leaders have this seemingly magical presence, while too many of us come across as extraordinarily ordinary? Anthony Huey has spent the last 20 years as a communications coach answering this question by studying thousands of executives and the qualities that turn managers into inspirational leaders. He has discovered that most anyone can attain some level of the It Factor by understanding and changing how they are perceived while at the same time ratcheting up the willingness to influence and inspire those around them. This fast-paced and interactive keynote address provides practical and immediately implementable approaches to bringing the It Factor not just to you personally but to your organization. |

Concurrent SessionsPrivacy vs. Security – Do We Have to Choose?Alpine EastAs technology becomes more invasive in our lives, it’s said that the debate between privacy and security is over, and privacy lost. Fortunately for us, that’s not quite true. But there are pressures pushing us in that direction, including transparency, public safety and rampant consumerization. An astounding amount of our personal information is in the hands of third parties, including government agencies. This session ponders one of the hottest issues of our times and what it means for the public sector. Jason Graun, Manager, Solution Engineering – Office of the CTO, Fortinet David Sonnenreich, Deputy Attorney General, Tax and Financial Services, Antitrust Section, State of Utah Building Your Digital EcosystemAlpine WestIn this highly interactive and fast-paced society, people are getting more demanding about, well, everything. The pressure is mounting on government services, too, and our challenge right now is to make “citizen-centric” more than a buzzword. This session explores what it means to provide a true omnichannel experience for citizens and the behind-the-scenes process to achieving it. Kristen Jensen, Senior Systems Strategist, Governor’s Office of Economic Development, State of Utah Sara Watts, General Manager, Utah Interactive Inclusive TechnologyTopazOne in five Americans lives with a disability of some kind and serving them is one of the great challenges – and joys – in government today. Technology advances are making almost anything possible for this part of the population and allowing them to live self-determined lives. But are government services keeping up with this trend? This session discusses the challenges and successes to answering that question. Michael Hakkarinen, Instructional Technology Trainer, Utah Education Network Enabling a Digital WorkplaceTechnology has revolutionized workplace operations, leading to a shift in how business gets done. Employees seek collaboration and communication tools that enable productivity from any location or device. Is government able to play along so they attract and retain top talent? This session considers the most important elements of a digital workplace and how they are manifesting in the public sector. Liesa Stockdale, Director, Department of Human Services/Office of Recovery Services, State of Utah The Social Media RevolutionGovernment success very much depends on controlling – or at least influencing – public opinion and awareness. The converse is also true; success depends on making it easier for the public to influence and contribute to governmental processes. In today’s digital world, the most popular channels involve social media. This session gives us a rapid-fire look at creative uses for social media in the public sector.
