Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Utah Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Governor, State of Utah

Governor Gary Richard Herbert has led Utah's recovery from the Great Recession to a position of national economic prominence. His unwavering focus on economic development includes attracting businesses and investment to the state while helping homegrown businesses flourish.
The governor is focused on four cornerstones to strengthen Utah's economy: education, jobs, energy, and self-determination. As a result, Utah has become a premier destination for business, jobs, and an unsurpassed quality of life.
As Utah's 17th governor, he took the oath of office on August 11, 2009. Prior to becoming the state's chief executive, Governor Herbert served as lieutenant governor for five years. He is the past chair of the Western Governors Association and National Governors Association.
Governor Herbert and his wife, Jeanette, are the proud parents of six children and 16 grandchildren.

Teri Takai – Keynote

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Everette Bacon

Supervisor, Technology and Employment Services, Division of Services for the Blind and Visually Impaired, Utah State Office of Rehabilitation

Everette Bacon serves at the Field Services Coordinator for Utah’s Services for the Blind and Visually Impaired under the Department of Workforce Services. One of his responsibilities is to be the subject matter expert on assistive technology for individuals with blindness. Everette also serves at the President of the National Federation of the Blind of Utah, the oldest and largest consumer advocacy organization representing blind Utahns. . In 2015, he was elected to the National organization’s Board of Directors. Everette is serving on his second term on the Disability Advisory Committee for the Federal Communications Commission(FCC). He also serves on advisory committees for the Utah Assistive Technology Foundation and the Center for Persons with Disabilities at Utah State University. He holds a Masters Degree from Western Michigan University in Blindness Rehabilitation.

I’m a certified Scrum Master and a Certified Scrum Product Owner. I worked as a Scrum Master for about five years at LANDesk (now Ivanti).
I graduated from the University of Utah in 1974 with a Bachelor of Science in Computer Science. I was one of the first to receive this degree from the newly establish Computer Science department, formerly a division of the Engineering department. I took my first computer programming class from Elliott Organik, a well-known professor at the University of Utah. He was writing the book as we took the course.
I worked as a software developer until about 2 years ago when I retired and switched to a part-time job as the STEM Outreach Coordinator for Ivanti. I previously worked for Novell for 15 years (from 1990 – 2005) and Libra Programming from 10 years (from 1980 – 1990). I’ve programmed in BASIC, C, C++ and finished up with C#/.Net. I was the Team Foundation Server administrator at Ivanti until I retired.
Ivanti is a Scrum shop. They have increased their development speed many times over by using the Scrum development process. I would like to see all government agencies use this process to more quickly release and update software without the tremendous overhead and rework that the waterfall method entails.

Chief Technology Officer, Utah Department of Technology Services, State of Utah

David Fletcher is currently the Chief Technology Officer of the State of Utah where he oversees the State’s digital government initiatives and coordinates the introduction of new innovation and the state’s technical architecture program. David has a long history of involvement with technology initiatives, having previously served as director of the state’s Division of Information Technology, Deputy CIO over egovernment, and Deputy Director of the Utah Department of Administrative Services. During his tenure with the State of Utah, he has promoted the use of technology to improve citizen and business interaction with state government. Utah now offers over 1300 interactive online citizen and business services through its award-winning portal, Utah.gov. Many of these services have become the primary channel for service delivery. David has a Masters Degree in Public Administration from the University of Washington.

Navina Forsythe

Director, Office of Public Health Assessment, Utah Department of Health

Navina Forsythe works as the Director for the Office of Public Health assessment at the Utah Department of Health, and has worked as the Director of Information Systems, Data, and Research for the Division of Child and Family Services within the Department of Human Services. She has over two decades experience in data and technology in Utah State Government. She has a Ph.D. in Psychology and a Master’s in Public Administration. She has seen the transition from little available data to massive amounts of available data and has facilitated use for assessment, policy decision making, evaluation, program improvement, and litigation defense.

Manager, Solution Engineering – Office of the CTO, Fortinet

Jason Graun is a Solution Engineering Manager and a member of the Office of the CTO at Fortinet and has been there since 2011 helping develop Network Security Solutions for businesses worldwide. Jason and his team members currently support Fortinet’s largest carriers and Managed Security Service Providers as trusted Consulting Security Engineers at Fortinet. Jason brings nearly 20 years of experience, having worked for a large international bank and several startups along the way, he understands the landscape and challenges of cybersecurity and what it means to the small business owner as well as the enterprise businesses. Jason’s focus is on solving the problem of how to automate security to bridge the gap between cyberattacks and business needs.

Michael Hakkarinen

Michael Hakkarinen

Instructional Technology Specialist, Utah Education Network

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Carl Hammersburg

Manager, Government and Healthcare Risk and Fraud, SAS Global Security Intelligence Practice

Carl Hammersburg manages the SAS Government and Healthcare Risk and Fraud team, and has been with SAS for 6 years. Prior to that, he spent 20 years in anti-fraud activities for Washington State’s exclusive workers’ comp insurer, the Department of Labor and Industries. In 2004, Carl formed that agency’s comprehensive fraud program, covering premium audit, claim investigation, provider fraud and collections. Data sharing and investigative partnerships with other State and Federal agencies, as well as driving public availability of information and awareness served as cornerstones to the anti-fraud activities of the program. During his stewardship, audit and investigative activities doubled and outcomes tripled, based on a focus on data mining and predictive analytics that improved efficiency and case selection. Program success under Carl’s leadership resulted in awards from two successive Governors of Washington State.

Mike Hussey

Chief Information Officer, State of Utah

Michael Hussey has been serving Capitol Hill as an IT Manager within the State of Utah Department of Technology Services since 2006.
Hussey started his IT career while attending the University of Utah working in the Marriott Library as a help desk assistant providing support to patrons of the computer lab. As computer technologies advanced, so did the opportunities within the library and he was promoted to network manager.
In 1995 Michael was hired in the Governor's Office of Planning and Budget working as an integral member of the IT team serving the technology needs of Governor Leavitt. While in the office, he managed the network servers, email servers, routers and switches, and provided desktop support services. In partnership with legislative IT staff, he helped develop a solution to stream the audio from the house and senate floors to the Internet.
In 2002 Hussey was part of the team that designed, developed and implemented a critical software application and statewide database for the Lt. Governor’s Office upon congressional mandate. Congress passed the Help America Vote Act (HAVA), which required states to have a centralized voter database.
In 2013 Hussey received the Governor’s Award for Excellence for Outstanding Public Service. Hussey was nominated for the award by the Lt. Governor Greg Bell. “What sets Mike apart is his great and upbeat attitude. He is always cheerful, he is always helpful…In addition, he looks for ways to make our jobs easier. His recommendations for cost savings, time savers and how to take advantage of equipment for the best use of our time are excellent,” said Lt. Gov. Greg Bell.
Hussey attended Brigham Young University and the University of Utah. He completed numerous technology courses and received certificates in network administration during his time in the IT industry.
Hussey was born in West Covina, California and moved to Utah with his family at the age of 15. He and his wife, Cammie, are the parents of five children, McKay, Sara, Brooke, Parker and Annaliese. Hussey has a passion for learning and enjoys staying current on emerging technologies. Hussey enjoys playing county rec slowpitch softball and is a loyal University of Utah sports fan.

Associate Managing Director, Utah Office of Tourism, Governor’s Office of Economic Development, State of Utah

Jay Kinghorn leads the strategy and development of the Utah Office of Tourism’s content, social, marketing analytics and digital marketing initiatives. His team’s work was recently recognized with three HSMAI awards for marketing excellence the office's mobile marketing strategy was featured in a Google case study on mobile excellence.
Prior to joining the Utah Office of Tourism, Kinghorn was a freelance author, speaker and trainer, where he helped businesses refine their visual storytelling, artists create new business models in emerging marketplaces and photographers harness new tools to empower their craft.

State Data Coordinator, State of Utah

Drew is the State of Utah’s Open Data coordinator. He is funded from Utah’s Government Transparency Board and is tasked to work with all State agencies, Counties, Cities, school districts, colleges and universities to make all Utah’s open data available to the public through Opendata.Utah.gov. Previous to DTS he helped design & was the primary data architect for Utah’s Statewide Longitudinal Student Data System which linked K-12, higher education and Workforce data in one central data repository for Utah.

Jeff Mottishaw

Director, Department of Administrative Services, Division of Fleet Operations, State of Utah

Education - MBA from Weber State University, BS in Business Management from University of Utah
Work Experience - 10 years of public service in the Department of Administrative Services (DAS).
While in the DAS, Jeff was the Program Manager for the State Mail and Distribution Services, an Auditor, IT Purchasing Manager, and most currently the Director of Fleet Operations. During his time in the DAS, he has been the recipient of the Governor's Award for Excellence, twice the DAS Innovations Elevated Award Winner and the DAS Employee of the Year.
Prior to public service, Jeff has had a variety of jobs such as: Garbage Man, Dispatcher, Operations Manager, Ski Instructor, Bicycle Mechanic and Jewelry Maker.
Outside of work, he is married with three daughters and enjoys as much time outside as he can.

Kent Remund

Director, Utah Assistive Technology Teams Project

Kent Remund has worked in the field of assistive technology for the past 20 years in a variety of settings. He is the current project director for the Utah Assistive Technology Teams (UATT) as well as an assistive technology specialist for the Utah Center for Assistive Technology (UCAT). He has his masters in Rehabilitation Counseling and is an Assistive Technology Professional (ATP) with the Rehabilitation Engineering and Assistive Technology Society of North America (RESNA). He has extensive experience evaluating and assessing children and adults with the appropriate selection of assistive technology tools.

David Sonnenreich

Deputy Utah Attorney General, Tax and Financial Services, Antitrust Section

Deputy Utah Attorney General David N. Sonnenreich leads the team that enforces Utah’s data privacy laws, including the Utah Protection of Personal Information Act and the Utah Consumer Credit Protection Act. He has spent approximately half of his career with the Attorney General’s Office, leading the white collar crime enforcement section in the 1990s and returning in 2007 to focus first on civil class action defense and then on antitrust law enforcement. He co-chairs the joint federal-state-local Stop Fraud Utah campaign and he manages the Utah White Collar Crime Offender Registry, which is the first of its kind in the country. His practice increasingly focuses on the areas of intersection between technology and law. He is a frequent lecturer on a wide variety of topics ranging from maintaining data privacy to avoiding affinity fraud.

Liesa Stockdale

Director, Department of Human Services/Office of Recovery Services, State of Utah

Liesa Stockdale is Utah-born and raised, graduating from Weber State University with a B.A. in English. She began her career in child support enforcement with Utah’s Office of Recovery Services (ORS) in 1994 as a caseworker, then Policy Analyst, before becoming the Director of ORS in 2013. In 2005, she chaired a federal grant focused on improving paternity establishment records. This grant automated birth record data exchange between ORS and the Office of Vital Records and led to ORS’s imaged case file system. She has served on the National Council of Child Support Directors Executive Board since 2013. She was appointed to the board of the Western Interstate Child Support Enforcement Council in 2017. She has a son, a daughter, a son-in-law, and an awesome Black Labrador. She promises that she always reboots the machine before she calls the Help Desk!
