Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Utah Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Peak Performance Expert, Author, Speaker and Dynamic Performer

Bronkar has always been fascinated by learning, as both an enthusiastic student and insightful teacher. He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.
As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.
Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Most recently, Bronkar collaborated with his wife Cyndi Harvell Lee to write the book BAM: Bold Achievement Method, outlining his 6-step process for accelerated learning.

Lieutenant Governor, State of Utah

Spencer J. Cox, Utah’s 8th Lieutenant Governor, is from Fairview, Utah where he currently resides with his wife, Abby and their four children.  He is a graduate of Snow College, Utah State University and Washington and Lee Law School.  He formerly practiced law with Fabian & Clendenin and was Vice President and General Counsel of CentraCom.  He has served as a councilman and mayor of Fairview, as a Sanpete County Commissioner and in the Utah House of Representatives.

Lt. Governor Cox is by statute the chief election officer of the state and the liaison between the governor and legislature.  He travels extensively throughout the state supporting economic development and local government solutions.  He is committed to strengthening families, transforming education, increasing voter participation, utilizing modern technologies, promoting healthy living and empowering the homeless and impoverished.

He and his family enjoy spending time in Utah’s amazing backcountry. He also plays the bass guitar with his brother in a local rock band.

Ryan Bazler is the Director, Product Marketing at Kofax. He is responsible for the marketing plan, programs and market requirements for Kofax’s intelligent recognition solutions. Ryan has over 15 years of experience in enterprise IT software/hardware product marketing and management. Prior to joining Kofax, Ryan served four years as Senior Product Manager for EMC Captiva’s Advanced Recognition products. Ryan holds a Bachelor’s degree in electrical engineering (systems and control) from the University of California San Diego and a Masters of Business Administration from Regis University.

Sophia DiCaro

Chief Compliance Officer, The Cynosure Group

Sophia M. DiCaro is the chief compliance officer for The Cynosure Group, an investment advisory group in Salt Lake City, Utah.
Sophia’s professional career began in various roles at the Governor’s Office of Planning and Budget, which later led to an opportunity in the Governor’s Office of Economic Development where she served as finance director, and later as the deputy director and chief operating officer.
After serving the state for thirteen years under four different governors in various senior roles, Sophia ran for office for a seat in the Utah State House of Representatives and served a term representing northern West Valley City in the Utah State Legislature.
Sophia received a bachelor’s in political science and a master’s in public administration, both at the University of Utah, where she is an adjunct instructor for the Master of Public Administration Program, teaching public budgeting and finance.
She was recognized as one of Utah’s 30 Women to Watch and serves on various boards including, Primary Children's Hospital Board of Trustees, Kem C. Gardner Policy Institute Advisory Board, USU Eastern Regional Advisory Board, KUED Advisory Board, and the Legislature's Transportation Governance and Funding Task Force.

Bert Granberg is the director of the state's map technology office, the Automated Geographic Reference Center (AGRC), where he has worked since 2001. He is currently president of the National States Geographic Information Council and has recently completed a second term as a member of the National Geospatial Advisory Committee.

Daniel Hadley

Chief Data Scientist, Sorenson Impact

Daniel is the Chief Data Scientist at Sorenson Impact. He helps governments, nonprofits, and philanthropists use data to better address difficult social problems. Most of his time is divided between writing code and working directly with client organizations, in conjunction with the data team. Previously, he served as the Chief of Staff and Chief Data Scientist to Mayor Joe Curtatone of Somerville, Massachusetts, and as an Innovations in American Government Fellow at the Harvard Kennedy School.
Daniel is a graduate of the University of Utah and Harvard University, where he received a Masters of Urban Planning.

Trevor Hebditch

Trevor has worked in information technology for over 30 years in a variety of positions as a programmer, analyst and business consultant and enterprise architect. He has worked in various countries in both the private and public sector. His education was in England where he majored in computer science and mathematics.
He is considered an out of the box thinker and innovator with a tremendous broad and deep technology knowledge and has the ability to quickly switch from the 10,000 foot strategic view to down to the solution specific details with both a technical and business perspective.
He currently has been working for the County for 18 months, in the role of Enterprise Architect, where he helps develop the IT strategy and roadmaps to enable the County to meet its strategic goals.

Nick Kryger is the GIS & IT Administrator for Salt Lake City Department of Public Utilities. Nick has been working in GIS & IT for over 27 years. He is responsible for all mapping of Salt Lake City’s utility infrastructure and watershed and is also responsible for all IT within the Department, including any scada, website, billing and server technology.
Nick has a BS degree in Business Administration and in Industrial Relations. Nick is a Certified Geographic Information Systems Professional (GISP) and a Microsoft Certified Systems Engineer.

Blaine D. Leonard, P.E., F.ASCE

Technology & Innovation Engineer, Department of Transportation, State of Utah

Blaine Leonard is employed by the Utah Department of Transportation (UDOT) in Salt Lake City, where he is the Technology & Innovation Engineer. In this role, he is responsible for traffic management technologies, and leads the planning for connected and automated vehicles, including anticipating the impacts of those technologies on the Department. He chairs the American Association of State Highway and Transportation Officials (AASHTO) Connected and Automated Vehicles Working Group and is a member of the Executive Committee of the Vehicle to Infrastructure Deployment Coalition (V2I DC). Prior to joining the Department, Blaine spent 20 years in the consulting engineering business.
Mr. Leonard served as the President of the American Society of Civil Engineers in 2010. He is a licensed engineer in six western states and is the Vice Chair of the Utah Professional Engineers and Professional Land Surveyors Licensing Board.

Sean P. McHenry, MCSE, CISA

IT Security Analyst, Department of Technology Services, State of Utah

As an IT Professional with more than 15 years of experience, Mr. McHenry has been an integral part of management teams in dynamic, high risk, and high demand industries. Operating at senior management levels, he develops and maintains strong, collaborative relationships with both internal and external customers. He has successfully created and implemented policies and procedures for proper security, IT governance, and compliance with strict laws, regulations, and demanding business requests. As a member of the Utah State Enterprise Information Security Office, he works closely with multiple Departments to help develop and manage security programs within each Department. He is currently tasked with implementing and conducting the bi-annual Executive Branch Security Assessment and strengthening GRC within the State.

Dr. Mac McKee

Director, Utah Water Research Laboratory, Utah State University

Dr. Mac McKee is the Director of the Utah Water Research Laboratory and Professor of Civil and Environmental Engineering at Utah State University. He has been active in domestic and international water resources planning and management projects for more than 35 years. His diverse experience has included assignments in more than 30 countries in such diverse areas as flood control planning and design, development of national environmental baseline documents, water quality management, integrated river basin planning and management, and development of comprehensive water resources master plans. He has served pro bono as a consultant to Amnesty International on water-related human rights violations in the Middle East. For more than a decade, his research interests have been in the development and use of small unmanned autonomous vehicles (UAVs) for remote sensing in water resources and agricultural management and the application of machine learning modeling approaches from statistical learning theory.

Donna Milakovic is an outreach director at the Utah Science Technology and Research Initiative (USTAR). USTAR is an economic development agency under the Governor’s Office of the State of Utah. Before launching a Robotics and Internet of Things (RIoT) technology acceleration program for USTAR, she was executive vice president at the Utah Valley Chamber of Commerce and worked for more than 5 years in non-profit management and government advocacy. The RIoT program for the State of Utah includes: pre-seed funding, lab resources, mentoring, training, community building, gap analysis and technology support for Internet of Things companies.
Donna has a BA in English and is IOM certified through the US Chamber of Commerce Institute for Organizational Management.

Michael received an MS in Physics in 1997 and an MBA in 1999 from BYU and has been at Utah Interactive for the past 11 years. He is currently the Director of Operations and has had fun producing award-winning and easy to use online services for the residents of Utah. He has developed many friends within the state while building online services for the following agencies: Department of Commerce, Tax Commission, Lt Governor's Office, Department of Administrative Services, the Office of the Fiscal Analyst, the Treasurer, and the Department of Environmental Quality. Utah Interactive, a subsidiary of NIC, has partnered with the State of Utah for the last 18 years to create, manage and maintain many of the State's key websites including Utah.gov, vehicle renewals, transparency, voter registration, GovPay and many more.

Harley D. Rinerson is the Cyber Security Advisor, US Department of Homeland Security, Region VIII (CO, MT, ND, SD, UT, WY)
Harley D. Rinerson earned a Bachelor of Science from the Universtiy of South Dakota followed with a Masters of Military Arts and Science from the United States Army Command & General Staff College, and a Master of Business Administration from Colorado State University.
He served as an active duty Army officer for twenty two years, as well as working for the Governor of the State of Colorado as his Chief Information Security Officer. Prior to joining the Department of Homeland Security he worked as the Director of Compliance for the Denver International Airport.
He has been active in not-for-profits serving as President for the Denver Chapter of InfraGard and Senior Advisor to the Colorado Emergency Prepardness Parternship.

Dani Sloan, M.Ed. is a technology specialist with an expertise in using social media to elegantly improve communication. She is an Instructor at the University of Utah teaching technology integration in classrooms to pre-service teachers and President of the Utah Coalition for Educational Technology. She is enthusiastic about promoting innovation and entrepreneurship, makerspaces, social media and individuals being in control of their own PR. She would like to learn how to unplug at home and manage her email hoarding. She likes to spend time with family and friends, read, listen to podcasts, and watch shamelessly bad television. She is married to a rockstar who is a high school teacher, has a preschooler, and two (useless, but lovable) dachshunds.
