Overview


Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Utah Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

Steve Burian, Ph.D., P.E.

Associate Professor, Civil & Environmental Engineering, and Co-Director of Sustainability Curriculum Development, University of Utah

Steven J. Burian received a Bachelor of Science in Civil Engineering from the University of Notre Dame and a Masters in Environmental Engineering and a Doctorate in Civil Engineering from The University of Alabama. Steve’s professional career spans more than a decade during which he has worked in design engineering, as a Scientist at Los Alamos National Laboratory, as a professor at the University of Arkansas and the University of Utah, and as a Director of a consulting firm he co-founded. He is a registered professional engineer in Utah.

Elizabeth Carver

Program Manager, Employment System Support Team, Department of Workforce Services, State of Utah

Elizabeth Carver is currently a program manager for the Employment System Support team.  She manages the labor exchange and case management computer system with the Utah Department of Workforce Services as well as the Next Generation Labor Exchange grant.  The Next Generation Labor Exchange grant is a project to rewrite the labor exchange systems for Utah Department of Workforce Services and Montana Department of Labor.  Elizabeth has a master’s degree in Educational Psychology and has seventeen years of experience in working with the Department of Workforce Services in a variety of positions including employment counselor, supervisor and business analyst.  She has worked with Utah’s labor exchange and case management system for the past ten years and has successfully implemented many technical projects during that time.

Joe Dougherty

Joe Dougherty

Public Information Officer, Division of Emergency Management, State of Utah

Joe Dougherty is the public information officer for the Utah Division of Emergency Management. An award-winning journalist for nine years, Joe joined DEM in 2010. He gives about 100 media interviews a year on topics related to disasters, Be Ready Utah and emergency preparedness. He is a Golden Spike winner for public relations writing about the Great Utah ShakeOut.
Joe also provides regular training and conference presentations on crisis communications, media relations and social media to communicators and the public and is a past president of the Utah PIO Association.
He also loves his mini orchard and macro photography. He lives in Davis County with his wife and three children.

Bert Granberg

Director, Automated Geographic Reference Center, State of Utah

Bert Granberg is the director of the State of Utah's map technology center, the Automated Geographic Reference Center (AGRC). He co-wrote Utah's state broadband mapping and planning grant, and led the mapping team from 2010-15. AGRC continues to provide support to the Newly created GOED Broadband Outreach Center.

Bill Haight

Chief Information Officer, Salt Lake City Corporation

Bill Haight is a 30 year veteran of information systems. Originally a mainframe programmer, he participated first hand in the evolution from mainframes to mobile. He has worked extensively in the private sector, at the Federal level, and most recently in local government.  As Chief Information Officer for Salt Lake City, he has responsibility for all aspects of the City’s IT programs. Bill sees ultra high speed broadband as essential to our digital society. “It will be as transformative and historic as the Industrial Revolution of 200 years ago. We will see more innovation around gig internet than we’ve seen since the inception of the web.”

Dustin Haisler

Chief Innovation Officer, e.Republic

Dustin Haisler is the Chief Innovation Officer for e.Republic. As the finance director and later CIO for Manor, TX, a small city outside Austin, Haisler quickly built a track record and reputation as an early innovator in civic tech. A member of Code for America’s original steering committee, Haisler pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing and gamification. In 2010 Haisler launched Manor Labs, a website that let residents submit their own ideas and vote other peoples’ ideas up or down. The most popular suggestions went to city officials for review and possible implementation. Haisler looked to the private sector to help broaden the adoption of these and other civic innovations, joining California-based Spigit as director of government innovation. While at Spigit, a company that makes crowd-sourcing and innovation management software, Hailser helped design and deploy innovation programs for New York City; Bogota, Columbia; and even part of the space program (through NASA’s Langley Research Center).
Notably, Haisler helped design and launch one of the first government open innovation programs in the United States in 2010, which received global recognition as a new model of citizen engagement and innovation. Among other first-in-nation innovations, Haisler architected a Crowdsourcing Master Land Use Plan (Harford County, MD) and patented a crowd-based business process (Crowd-as-a-Service). Named a Government Technology Top 25 Doer, Dreamer and Driver in 2009, his work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).
As Chief Innovation Officer, Haisler has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate and ultimately scale technology innovation within the public sector.

Michael Merrill

Director of Public Policy, Salt Lake Chamber

Michael currently serves as the Director of Public Policy for the Salt Lake Chamber, Utah’s largest and oldest business association. In this capacity, Michael leads major legislative initiatives on behalf of Utah's business community, including HB414 which established the Utah Broadband Outreach Center during the 2015 Legislative Session. 
Michael has a strong background in a variety of government and public policy organizations including policy development, research and advocacy ranging from local to federal policy issues. Additionally, Michael serves on numerous boards including The Economic Club of Club, the Utah Broadband Outreach Center Advisory Board, GreenBike SLCBikeshare Board of Directors and the Governor's Energy Advisory Committee.
Michael earned both his bachelor's in political science and master's degree in public policy with an emphasis in regional economic policy from the University of Utah.

Wayne Parker

Chief Administrative Officer, City of Provo

Wayne Parker is the Chief Administrative Officer for the City of Provo, where he has been involved in the planning and construction of the iProvo fiber to the home network and was a part of the team that negotiated the sale and transfer of the network to Google Fiber in 2013.  He was previously the Director of Management Services for the City of Ogden, a member of Governor Mike Leavitt’s office and city manager in Roy, Utah and two communities in the Kansas City area.   He serves as a member of the Utah Private Activity Bond Board and has been a member of several committees with the Utah League of Cities and Towns, and was the chair of Provo Accelerated, a community visioning process to take advantage of the Google Fiber network in Provo.

Assistant Professor of Public Management, Romney Institute of Public Management, Brigham Young University 
 
Eva M. Witesman, Ph.D. is an assistant professor of public management at the Romney Institute of Public Management, Marriott School of Management, Brigham Young University. Dr. Witesman specializes in program evaluation and statistical analysis, teaching courses on these topics at the master’s level and providing community workshops on these and other topics for organizations like the Utah Governor’s Office of Management and Budget and the United Way. Dr. Witesman serves as part of the evidence-based workgroup in the Utah State Division of Substance Abuse and Mental Health, and through her academic and professional work has overseen development of dozens of program evaluation protocols for national, state and local public and nonprofit agencies including American Red Cross International, Latinos in Action, Orem City, and the Utah Refugee and Immigrant Center. Passionate about helping organizations improve their impact through better data, Dr. Witesman is currently a consultant for the State of Utah working to implement a statewide program evaluation initiative intended to enhance government innovation and efficiency.
